Abstract

Belgium has a long tradition of consultative commissions, responsible for the preservation of heritage. In the 1940s and 1950s, Belgian archaeologists expressed a need for such an institute, specifically competent for archaeology and the supervision of excavations. Only in 1965, the first members of a National Commission for Excavations were appointed. They had modest powers, but were able to advocate the value of archaeological heritage and, to a limited extent, supervise fieldwork performed by amateurs. The Commission was also asked to prepare a legal text that would protect archaeological heritage. However, ratified laws were not accomplished and, despite much regret of Belgian archaeologists, the Commission was abolished in 1979.

During the 1980s, Belgium underwent several state reforms which ultimately resulted in the complete regionalization of archaeology (1988–89). Throughout this period, a shift in opinion occurred between Walloon (French-speaking) and Flemish (Dutch-speaking) archaeologists. This resulted in different arrangements of governmental agencies responsible for immovable heritage and archaeology. Nonetheless, as UNESCO had recommended in 1968, all three Belgian regions (including the Brussels-Capital Region) installed advisory commissions that were involved in the preservation in situ of archaeological remains. However, these consultative bodies had little influence on politics and policy. Especially in Flanders, the Archaeological Council achieved very little. Probably, the lack of continuity retained the Council from building up a reputation and authority. Nevertheless, advisory commissions for archaeology do make sense in Belgium. They provide a necessary ‘forum’ to discuss problems and to express undivided opinions; they form a ‘channel’ to communicate with policy makers; and they present an ‘instrument’ for advocating the preservation of archaeological heritage.  相似文献

Transitions to the Howiesons Poort Industry and other early modern human cultural phases have conventionally been explained as direct or indirect responses to major climatic and ecological fluctuations. Advances in optically stimulated luminescence dating have now provided the time resolution necessary to refute these explanations. However, for improvements in dating methods to have a revolutionary impact on the archaeology of early modern human evolution, the correction of these flawed narratives can only be regarded as a first step. What is more important is that the discipline now embraces the opportunity to analyse cultural entities in terms of their internal temporal structure, and hence to realign praxis with contemporary evolutionary theory.  相似文献

Devolution has naturally led to expectations of legislative and policy divergence. Given its largely unitary nature across the UK such anticipation has also been a characteristic of planning debates. In Wales and Northern Ireland there is evidence of some progress in developing planning to better meet the needs of those areas. In Scotland, however, there have been far more modest achievements to date. Far from charting a new course for planning through legislative and policy change the trajectory for planning in Scotland post-devolution has been very similar to that south of the border. This article explores the changes to planning under the Scottish Parliament and discusses some of the reasons for the apparent lack of ambition and progress.  相似文献

ABSTRACT

Dutch colonial ambitions in the East Indies had to contend with Islam, and this contention intensified as colonisation progressed and Islamisation deepened. The Dutch made pragmatic alliances with Muslim leaders and sultans in pursuit of trade dominance and profits. This, combined with protestant reformation in the Netherlands, allowed for significant religious freedom in the East Indies. The Dutch did proselytize Christianity, with most success in the Outer Islands to the east, mostly because of an absence of a major established religion in those areas. They favoured coexistence over religious wars. In order to improve the lives of locals, Islamic movements were permitted to establish enduring institutions. In the early twentieth century, this included the two largest Muslims groups in the world, the traditionalist Nahdlatul Ulama and the reformist Muhammadiyah, which coincided with the emergence of political Islam in the form of the Islamic Traders Party. These formed important socio-religious structures that influenced political thought and modern state institutions, including the state ideology, the Pancasila, and the constitution, which obliged the state to accommodate religion.  相似文献

This contribution will provide a critical overview of the other papers within this special issue of Journal of World Prehistory (Elliott and Little 2018), identifying key aspects of the discussion and assessing potentials and problems in the development of Mesolithic archaeology in Britain and Ireland as a whole since 2006 (Conneller and Warren in Mesolithic Britain and Ireland: New approaches, Stroud, Tempus, 2006a). Reflections will include how the contribution of very high-resolution analyses to Mesolithic archaeology has changed since 2006 and the scale of our interpretations. The review will also identify areas which appear to be falling from analytical focus, including the role of analogies in Mesolithic archaeology and the nature of power and social relationships in Mesolithic communities.  相似文献

In the torrid debate between archaeology and treasure hunting, compromise is often suggested as the pragmatic solution, especially for archaeology carried out either in deep water or beyond the constraints that commonly regulate such activities in territorial seas. Both the wisdom and the need for such compromise have even been advocated by some archaeologists, particularly in forums such as the internet and conferences. This paper argues that such a compromise is impossible, not in order to fuel confrontation but simply because of the nature of any academic discipline. We can define what archaeology is in terms of its aims, theories, methods and ethics, so combining it with an activity founded on opposing principles must transform it into something else. The way forward for archaeology in the deep sea does not lie in a contradictory realignment of archaeology’s goals but in collaborative research designed to mesh with emerging national and regional research and management plans.  相似文献

This paper forms part of a project to attempt to understand what we are really doing when we engage in the practices of public archaeology and heritage. It starts from the premise that there is no necessary correlation between intention and outcome, nor that practice follows belief. Instead, we construct our ideas about the world, about ourselves, our values and associations from what we do. The stories told here raise issues about the ability of archaeology to change the world and the distinction that we can too easily blur between professional expertise and citizenship.  相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

Abstract

In 1997 the Japanese Parliament ratified the Act for the Promotion of Ainu Culture and the Dissemination and Advocacy for. the Traditions of the Ainu and Ainu Culture; this act officially designates Ainu culture and language for restoration and promotion in Japan. However, despite demands from Ainu people to be recognized as an indigenous group, the Japanese government designates the Ainu only as an ‘ethnic minority’. Generally, the Japanese define Ainu people as descendants of those. who assumed Ainu culture in Hokkaido during the period of Japanese colonization (from the 13th/14th centuries to the middle of the 19th century). A primary consideration today is to identify and date the origins of Ainu culture (which can then be conserved in accordance with the 1997 Act). Most Japanese academics agree that the Ainu people are the prior inhabitants of Hokkaido, but they also consider Hokkaido ‘Japan's inherent territory’. At present, the Japanese authorities seem to consider the term ‘indigenous’ to mean a population who had prior possession of land, but who now have no right to it or its natural resources. However, many Ainu continue to demand recognition as an ‘indigenous people’, rather than an ethnic minority.  相似文献

The paper explores the perspectives of caregivers and other adults on the nature and timing of childhood transitions, elicited through group discussions in five Ethiopian communities, as reflective of the community norms that shape childhood transitions. The paper uses data from Young Lives, a longitudinal study of children growing up in poverty, to investigate the transitions made by girls from childhood to the onset of puberty. It argues that these transitions are rarely linear, singular, or focused on ‘learning’, but instead multiple and often contradictory. While girls are said to be constrained by lack of opportunities, the main constraint to successful transitions in the communities discussed in the paper is having too many potentially contradictory opportunities, too soon.  相似文献

Iran's scientific impact has suffered hard from decades of imposed and self‐elected isolation from Western influences and international collaboration. Lately, however, the world has witnessed a remarkable increase in scientific publications from Iranian scientists in fields like nanotechnology; material science; and, perhaps most pronounced, chemistry. In this article, the factors behind this “publication boom” are discussed and examined together with an analysis of the coherence between the country's long‐term research strategies and short‐term needs in relation to present organic chemical research conducted at various Iranian universities and institutes. Organic chemistry is a keystone in important Iranian industrial sectors like the petroleum and agricultural industries, and also in the growing field of life science and pharmacology. The development of the petroleum industry and further refinement of raw oil into value‐added fine chemicals holds a key position in the reinforcement of the Iranian economy and labor market, thus motivating a governmental investment in chemical science and research. Taking an approach to find a reasonable balance with the impact from Western and Far Eastern scientific communities, Iran's own scientific roots and Islamic ideology could well be the success factor in becoming a worthy player on the international scientific arena.  相似文献
