A controversy has developed in recent years pitting those who see a resurgent Congress in U.S. foreign policy against those who argue that Congress remains largely acquiescent and uninvolved. This article addresses the disagreement, using a database of congressional foreign policy activity from 1946 to 1997 to weigh the competing claims. Our results show that congressional foreign policy activity has declined over the post-World War II era while congressional foreign policy assertiveness, relative to the administration's requests, has increased during this same period. Congress is thus less active but more assertive. Based on these results, we offer a two-dimensional model of congressional foreign policy behavior that better reflects the variety of congressional roles in U.S. foreign policy.  相似文献

Does the national security strategy of the Bush administration constitute a radical new departure or does it possess clear links to past American policies? Is the Bush strategy motivated by the perception of threat, the pursuit of power, or the quest for hegemony? This article argues that the policies of the Bush administration are more textured and more conflicted than either its friends or its foes believe. They are also less bold and less likely to offer enduring solutions. In fact, they constitute a surprising departure from the ways most former US administrations have dealt with ‘existential’ threats in the twentieth century. By championing a ‘balance of power favouring freedom’ and by eschewing the ‘community of power’ approach propounded by Woodrow Wilson, Bush and his advisers are charting a unilateralist course for times of crisis, a course neither so popular nor so efficacious as its proponents think. But the unilateralism is prompted by fears and threats that must not be dismissed or trivialized by critics of the administration.  相似文献

This article explores the state of public policy preferences between the United States and Mexico in the realm of foreign policy in the context of the post‐9/11 world, democratic change within Mexico, and the immigration protests within the United States. Specifically, we will analyze the differences and possible convergence of public policy views on the issues of terrorism, immigration, free trade agreements, drug trafficking, and foreign policy. We find that although there are differences of opinion, particularly in the application of force in Iraq and on the benefits of free trade, there still remains a significant degree of positive convergence within the policy issues of terrorism, immigration, and drug trafficking. Although there are institutional impediments to progressive policy change, future relations between the United States and Mexico do not need to be contentious as long as the focus is on the similarities, rather than the differences, in public preferences between the populations of the two states.  相似文献

The rapid and unpredictable changes in the Middle East collectively known as the “Arab Spring” are posing tremendous challenges to U.S. policy formation and action. This article will explore and evaluate evolving U.S. policy in the Middle East and its potential implications. There has always been a tension in American foreign policy between pursuing American “values” (foreign policy idealism) and protecting American “interests” (foreign policy realism). For decades, the United States has sought to “make the world safe for democracy,” while at the same time often supporting repressive, nondemocratic regimes because of national security or economic self‐interest. The tension between these two fundamentally distinct policy orientations has become even more pronounced as the United States tries to respond to the Arab Spring uprisings. Why did the United States actively support the rebels in Libya but not the protestors in Syria or Bahrain? Is there an emerging, coherent “Obama Doctrine” on intervention in Arab countries, or was Libya just a “one‐off” event? These are some of the questions that this article will attempt to answer.  相似文献

This study builds an interactive, quantitative model to explain U.S. foreign aid allocations. We develop an explanation based on Kingdon's multiple streams model to argue that aid decisions are the result of trade ties, socialist orientation, human needs, and the political ideologies of the administration and the senate interacting with adjustments to baseline funding. We find that there are significant conditional relationships between economic and security-related assistance and our external and domestic variables with external variables generally being more important. The findings have implications for the study of public policy, the future of the foreign aid program, and theoretical attempts to develop more generalizable explanations of policy that encompass foreign and domestic issues.  相似文献
