Full-Scale Experimental Testing of Retrofitting Techniques in Portuguese “Pombalino” Traditional Timber Frame Walls

Traditional timber frame walls are constructive elements representative of different timber frame buildings, well known as efficient seismic-resistant structures. They were adopted as a seismic-resistant solution in Lisbon’s reconstruction after the 1755 earthquake. To preserve these structures, a better knowledge of their seismic behavior is important and can give indications about possible retrofitting techniques. This article provides a study on possible retrofitting techniques adopting traditional solutions (bolts and steel plates). Static cyclic tests were performed on retrofitted traditional timber frame walls. The experimental results showed the overall good seismic performance of steel plates and the more ductile behavior of bolts retrofitting.     

Some Results of the new Discussion about a “Unified” Geography

The president of the Soviet Geographical Society reviews the controversy that surrounded publication of V. A. Anuchin's book on theoretical problems in geography in 1960. Kalesnik finds that the supporters of the idea of a “unified” geography have given ground on a number of points, but are adamant on others. The key issues continue to revolve around the inclusion of society in the concept of the geographic environment, the “mixing” of natural and social laws, and the integration of the geographic sciences into a single science.     

The Mediation of the Distinction of “Religion” and “Politics” by the UK Press on the Occasion of Pope Benedict XVI’s State Visit to the UK

Abstract

One feature of modern political liberalism is its acceptance of the superiority of secular political reasoning over faith-based reasoning where matters of practical politics are concerned. The distinction religion/politics has become a defining feature of modern political liberalism. We examined how this distinction was mediated by the UK national press through a case study of its reporting of Pope Benedict XVI’s state visit to the UK in 2010. The case study evaluates the following four propositions: (1) “religion” is benign and relevant to “politics”; (2) “religion” is malign and relevant to “politics”; (3) “religion” is assumed to be irrelevant to “politics” but is dismissed positively; and (4) “religion” is regarded as irrelevant to “politics” but is dismissed negatively. We conclude there is a dominant shared assumption in the UK press supporting propositions two and three: that religion is a good thing when it conforms to a pre-existing narrative of political liberalism and a bad thing when it does not and that religion was judged in terms of its “political” values rather than in terms of its “religious” values.     

“Neptune to the Common-wealth of England” (1652): the “Republican Britannia” and the continuity of interests

ABSTRACT

In the seventeenth century, John Kerrigan reminds us, “models of empire did not always turn on monarchy”. In this essay, I trace a vision of “Neptune’s empire” shared by royalists and republicans, binding English national interest to British overseas expansion. I take as my text a poem entitled “Neptune to the Common-wealth of England”, prefixed to Marchamont Nedham’s 1652 English translation of Mare Clausum (1635), John Selden’s response to Mare Liberum (1609) by Hugo Grotius. This minor work is read alongside some equally obscure and more familiar texts in order to point up the ways in which it speaks to persistent cultural and political interests. I trace the afterlife of this verse, its critical reception and its unique status as a fragment that exemplifies the crossover between colonial republic and imperial monarchy at a crucial moment in British history, a moment that, with Brexit, remains resonant.     

“A beacon-light to the oppressed of every land”: James Connolly and the work of the working-class intellectual

Abstract

This article seeks to defend James Connolly from attacks on both the Left and Right, particularly the charge that his legacy is nationalist delusion and fanaticism. The article argues that Connolly’s politics and his engagement with Irish cultural politics demonstrate his commitment to human equality as both a right, but also a principle of human intelligence. The article addresses Connolly’s status as a working-class intellectual with reference to how he challenges conventional hierarchies between the philosophers of Marxism and the proletarians who are the object of those deliberations. The article argues that from Connolly’s thought and activism an anti-colonial Marxism emerges which might help explain the neo-imperialist world we find ourselves in today and provide a critique lacking in the collapsed teleological versions of orthodox Marxism. The relations between his Marxism and nationalism are explored, as are his play Under Which Flag? his poetry and songs.     

Seismic Risk Assessment and Mitigation at Emergency Limit Condition of Historical Buildings along Strategic Urban Roadways. Application to the “Antiga Esquerra de L’Eixample” Neighborhood of Barcelona

ABSTRACT

This article presents a management tool for the large-scale assessment and mitigation of the seismic risk of urban systems. The research introduces a new perspective for a scientifically tackled holistic approach. The proposed methodology considers multiple objectives, from the identification of the most vulnerable buildings whose collapse may hinder the operationality of strategic urban roadways after the occurrence of an earthquake, up to the proposal of proper interventions to improve their functionality. The approach uses a performance-based approach founded on the concept of urban Emergency Limit Condition. Plotting maps of geo-referenced scenarios by means of GIS software have revealed to be extremely useful to detect the weak points of the urban network and to plan suitable strategies of seismic risk mitigation and appropriate enhancement of reliability. The proposed methodology is applied to the “Antiga Esquerra de l’Eixample” neighborhood of Barcelona that hosts the strategic route to the hospital and is characterized by high levels of seismic vulnerability of existing buildings and exposition of its high-density population.     

The Revisionist Union and Britain: From declarations of “loyalty” to the employment of “methods of bullying”

The nature of British rule in Palestine, as it settled down after the approval of the Mandate in 1922, had its critics among the Zionist ranks. Using original sources, this paper examines the attitudes of the leadership of the Revisionist Union (RU) towards the British from the first quarter of the 1920s till the mid-1930s. Unlike the later paramilitary organizations, the Revisionist founders, convinced, in their own words, of the common interests shared with the British Empire, had no intention of terminating the British presence, but sought to transform it in order to serve Zionism’s objectives. While official Zionism preferred backstage diplomacy, the RU pursued a different strategy – appealing directly to the masses and making its cause as public and vocal as possible. Eventually, the RU’s strategy combined the principle of pro-British orientation with merciless criticism of Palestine policies on the ground. As far as the British were concerned, the Colonial Office was at best willing to tolerate a set of proposals they saw as unrealistic. Once these started to actively erode the integrity of British policy in the region, unsolicited “enthusiasm” was reclassified as dangerous “extremism.”     

On the horns of the terrorist dilemma: syrian christians' response to israeli “Terrorism”

This article examines how the prevailing understanding of “terrorism” and contemporary Israeli military operations against the Palestinians provides different religious groups in Syria with a common ground on which to base their claim to share in the national identity. State‐sponsored nationalism is not the only source for establishing a unified community. Syrian Christians use their political protest against the Israeli operations to reinforce their attempts to reconstruct national history, based on biblical references, with the aim of claiming that their religious history is part of national history. This transformation from religious to secular identity reduces the risks against Christians being set apart from the rest of the population and, hence, serves to insure their position in society as well as maintaining their own group identity.
