While the Saint‐Laurent river is considered to be the cradle of Québécois society, many other great rivers are found across the province—other cradles of civilizations, indigenous to the continent, notably the Chisasibi and the Manicouagan. These rivers played a key role in the Québécois movement of affirmation and modernization in the twentieth century. They are valued by many people in Quebec for their hydroelectric output rather than for their cultural richness and significance for the Eeyou (Cree) and Innu Nations. Since the 1990s, I have been able to study Quebec's historical geography from the standpoint of these rivers thanks to the expertise of Eeyou and Innu knowledge holders. Using the concept of decolonization as a practice, I explore how this has impacted both my work as a geographer and my cultural identity as a Québécois woman.  相似文献

Over the past 15 years social movements for community food security, food sovereignty, and food justice have organized to address the failures of the multinational, industrial food system to fairly and equitably distribute healthy, affordable, culturally appropriate real food. At the same time, these social movements, and research about them, re‐inscribe white, patriarchal systems of power and privilege. We argue that in order to correct this pattern we must relocate our social movement goals and practices within a decolonizing and feminist leadership framework. This framework challenges movement leadership and scholarship by white people who uncritically assume a natural order of leadership based on academic achievement. We analyze critical points in our collaboration over the last four years using these frameworks. Doing so highlights the challenges and possibilities for a more inclusive food justice movement and more just scholarship.  相似文献

This article explores different understandings of reconciliation within the context of modern treaty making in British Columbia, focusing on the role of the BC treaty process in resolving the longstanding dispute between Aboriginal Peoples and the Crown over rights to land. Although the treaty process was created to reconcile competing interests in the land, Crown and Aboriginal negotiators often have contradictory understandings of how this reconciliation is to take place. Drawing on a case study of the Hul’qumi’num Peoples, a group of Coast Salish First Nations, I examine how different understandings and approaches to reconciliation impede progress at the treaty table. I conclude that progress towards treaty and reconciliation in this case will require coming to terms with the Hul’qumi’num territory's colonial history and geography, something that the current treaty process actively avoids, plus the crafting of a treaty agreement that allows for a more equal sharing of the burden that colonialism has created in this place. More particularly, meaningful reconciliation will require a fuller recognition of Aboriginal title and rights across the breadth of the territory and a commitment to meaningful compensation of Hul’qumi’num Peoples for the wrongful taking of their lands.  相似文献

In the span of a few years, Premier Gordon Campbell transformed himself from a strong political critic of Aboriginal peoples in British Columbia to their apparent champion within a “new relationship.” The subsequent sudden collapse of Campbell's alliance with First Nations is a window into federal‐provincial relations, constitutional change, Aboriginal political organization, and the consequences of decisions made more than a century ago. Drawing on Nietzsche, we argue that Campbell's intentions, either to control or support Aboriginal peoples, were almost irrelevant; our focus should be on the “will to power” and efforts to stabilize power through territory. As a result of the collision of Aboriginal political mobilization, the expansion of natural resource development, and a series of court decisions, the unresolved nature of Canada's territorial claim to most of the land that is now British Columbia has finally reached a point where it can no longer be ignored, either politically or legally. However, the province lacks the legal authority to recognize or deny Aboriginal title, leaving the provincial government and indigenous peoples in British Columbia equally held hostage by the federal government.  相似文献

In this paper, we map the international trade in electronic waste (e‐waste). We quantify the directions and magnitude of this trade at the global scale and examine the utility of the pollution haven hypothesis for explaining the observed trade patterns. Our results demonstrate four key findings: the international trade in e‐waste is a more complex story than being one about ‘rich’ countries dumping waste in ‘poor’ countries; the trade in e‐waste is highly regionalized, with intra‐regional trade accounting for most of the total trade flows; the pollution haven hypothesis is an important, but partial, explanation of observed trade patterns; and there is a need to conceptualize the trade and traffic of e‐waste as open ended and contingent processes facilitated by situated practices of wasting and valuing that rely on geographic difference and mobility for the exchanges between the domains of waste and value to occur.  相似文献

Freeze‐thaw cycles are most common at the beginning or near the end of the winter season. These cycles have various effects on the ecosystems of Eastern Canada, affecting both biotic and abiotic components of temperate cold environments. Using air temperature minima and maxima from four meteorological stations close to Québec City, we determined the frequency of daily freeze‐thaw cycles for the last 30 years. The results show no significant increase in the number of freeze‐thaw cycles despite a small increase in air temperature. Polynomial curves describing the relationship between mean air temperatures and the number of freeze‐thaw cycles were calculated. Based on these equations and anticipating a climate change scenario, we projected future freeze‐thaw cycles. Assuming a 5 °C increase in mean air temperatures by 2100, we estimated that the number of days with a freeze‐thaw cycle could increase by approximately 20 days per winter. The increase in the number of such cycles will be concentrated during the coldest months of the winter (January and February).  相似文献

Starting from an econometric model of local employment growth, applied to Canada (1971–2001), residuals—relative to model predictions—are analyzed over time and over space, in turn allowing us to draw a distinction between general explanatory variables and factors of a more local, cyclical or accidental nature. The model's explanatory power grows over time, founded on variables such as urban size, market access and industrial structure, allowing us to conclude that local employment growth in Canada follows an increasingly geographically predictable pattern. However, an examination of the residuals reveals more localized processes. Growth volatility is most manifest in Alberta and British Columbia, home to the most erratic local economies. Emerging patterns are visible in the last period, most notably the underperformance of Northern Ontario and of non‐metropolitan communities between Windsor and Québec City, lying along the Great Lakes and the Saint Lawrence. The over‐performance—compared to model predictions — of small and mid‐sized towns in south‐eastern Québec can, on the other hand, be interpreted as a sign of truly local social processes, generally associated with a particularly dynamic local entrepreneurial class.  相似文献

Cet article a pour but de contribuer à la littérature en émergence portant sur la santé des Autochtones en milieu urbain, en comparant l’état de santé et les déterminants de la santé de la population autochtone et non‐autochtone en milieu urbain au Canada. L’étude s’appuie sur des données tirées de l’Enquête auprès des peuples autochtones (EPA) de 2001 et de l’Enquête sur la santé dans les communautés canadiennes (ESCC), cycle 1.1. Préconisant une approche axée sur la santé de la population, nous explorons les différences de l’état de santé et des déterminants de la santé entre les populations autochtones et non‐autochtones en milieu urbain. Trois variables sont utilisées pour décrire l’état de santé : l’auto‐évaluation de l’état de santé, les maladies chroniques et la limitation d’activités. Si l’existence de disparités en matière de santé entre la population autochtone et non‐autochtone en milieu urbain est démontrée, celles‐ci ne sont pas aussi importantes que les disparités qui caractérisent la population non‐autochtone et autochtone vivant dans une réserve. Les déterminants sociaux de la santé sont comparables pour les deux populations, mais les résultats illustrent à quel point des facteurs culturels peuvent également intervenir en faveur ou au détriment de la santé parmi la population autochtone en milieu urbain. Cette étude exploratoire fait ressortir la nécessité de tenir compte des facteurs culturels propres aux déterminants de la santé dans les recherches ultérieures afin d’identifier des pistes d’explication des disparités en matière de santé entre les individus autochtones et non‐autochtones en milieu urbain.  相似文献

How is inner city space represented and by whom? Drawing from an extensive framing analysis of print media portrayals of Vancouver's Downtown Eastside between 1996 and 2008, we offer a detailed assessment of the predominately negative portrayal of the neighbourhood, and the centrality of three frames: medicalization, criminalization, and socialization. Certain social actors are given a privileged position in the media in the representation of the inner city. Outsiders are privileged over insiders, with the neighbourhood constituted as a problematic space and its residents as passive victims. The effect is to further the stigmatization of an already marginalized neighbourhood, and to accentuate the disempowerment of its residents.  相似文献

Although the “food desert” concept has captured the public imagination and spurred public policy efforts in many North American cities, the term has been critiqued by academics for being definitionally and methodologically vague, and for providing an incomplete picture of the complexity of food access. Rather than dismiss the study of urban, inner‐city food deserts, however, scholars can study disparities in retail food access through a historical, critical political economy lens to understand underserved retail landscapes as a product of capital formation and rescaling over time. The purpose of this article is to conduct such an analysis, using the case study of a low‐income community in Kingston, Ontario. Using historical research and qualitative interviews, the major finding of this analysis is that the physical accessibility of retail food appears to have declined over time in relation to the capitalization of the retail food sector. An imperfect relationship can be outlined over three phases of Canadian urban economic history to suggest that the food desert problem emerged largely in the transition from a decentralized, small‐scale, and neighbourhood‐embedded retail food industry to the scaled‐up, disembedded industry that now dominates the landscape. This industry‐level rescaling is contributing to a new urban politics of class and consumption through subtle, everyday activities such as food shopping.  相似文献
