行动学习是一个以完成预定的工作为目的、在同事的支持下持续不断地反思与学习的过程。行动学习法以小组合作为主、以解决工作中遇到的实际问题作为学习和研究的载体和平台,以达到学员间相互学习和提高并完成预定的工作为目的。实践证明,行动学习法对改进和创新我国公务员培训工作意义重大。     

The elderly population of Great Britain: locational trends and policy implications

"The distribution in 1981 and trends during the 1970s of the pensionable age population, of those aged 75 years or more and of pensioners living alone in Great Britain are examined by counties, by county districts and at the intra-metropolitan scale. A pause in the tendency towards the spatial dissociation of the elderly from the remainder of the population is revealed. Many large retirement resorts now have declining elderly populations although rapid growth continues in their suburbs and adjacent rural areas. Rapid increases of the elderly population during the 1970s were seen in several inland rural areas and to a lesser extent in well established new towns and large city suburbs."     

Recent trends in the archaeology of the southeastern United States

The archaeological literature pertaining to the southeastern United States is examined for the 5-year period between 1988 and 1992 inclusive. Research traditions identified in an earlier article by Patty Jo Watson (Southeastern Archaeology 9: 43–54, 1990) as characteristic of the Southeast in the previous half-century are considered in light of recent contributions. Topics examined include Mesoamerican connections, trade, pottery typology, historical archaeology, subsistence studies, bioarchaeology, and lithic artifact research.     

Constructing women and smoking as a public health problem in Britain 1950-1990s

Historical analysis of the topic of women and smoking has concentrated on the early part of the twentieth century and on the challenge which smoking by 'new women' or 'flappers' offered to dominant notions of womanly behaviour. This paper considers, rather, the dominant constructions of women and smoking in the UK offered through the prism of changing versions of public health in the last fifty years. The construction of women and smoking, it is argued, has been emblematic of those policy agendas within public health and has borne a reciprocal relationship to them. The traditional view of women as mothers has been renegotiated and redefined through the new scientific alliances of late twentieth-century public health. These constructions have helped to set the parameters of discussion within which policy has been made.     

Editorial: new moves in Britain

Melaka is represented in Malaysia's tourist and heritage industries as the place 'where it all began'. This article examines the meaning of this slogan in the context of the cultural policies of the Malaysian state in the 1970s and 1980s when constructions of the political and religious traditions of the pre-colonial feudal Melakan Sultanate were presented as emblematic of the modern nation. The images of the Sultanate, of colonial rule and of Malaysian nationalism in Melaka's museums are analysed.The emphasis on ethnic Malay heritage also indigenised that of other Melakan inhabitants, such as the Portuguese Eurasians or the Peranakan, and ignored that of the majority, later Chinese immigrants. Finally the article questions the future of these representations with the shift in Malaysian cultural representations in the 1990s to those of a modernising, multi-ethnic nation in which a feudal past plays a lesser role.     

Introduction: North Africa and Britain

This special issue of International Affairs seeks to stimulate more debate and interest in Britain on North Africa. This relatively neglected area of British foreign policy has largely been funneled through the European Union (EU), where the focus of policy has been on preventive security, above all policing against illegal migration and the spread of radicalism and terrorism. The main driver for regional change and potential insecurity is now demographic, evident in the high levels of youth unemployment across North Africa. In facing the challenge of leadership successions over the next decade, it is in the interest of the EU, and in turn, Britain, to engage more closely with North Africa's younger generations to ensure the region's longer term security and stability. Britain has few strong bilateral links with North African societies, however, with the exception of private sector investments in the energy sector and security cooperation. New investment opportunities and a demand for English language and other forms of training for employment could put Britain at an advantage in responding to North African demands for diversified international relationships. A greater focus is also needed on local development opportunities to assist new actors to assume their own economic and political roles, as a better means of delivering security and jobs than relying on central states to deliver both. The articles in this special issue offer new insights into developments in the region, as well as analyses of European and American policy responses to the challenges identified. A common theme is that the region has been held back by a combined lack of institutional safeguards and political participation, with negative impacts on the spread of the economic benefits of higher growth rates and investment. Authoritarian leaderships have proved reliable partners for the EU and Britain in the past, but will they continue to do so in future?     

Small change: economics and coin-trees in Britain and Ireland

Abstract

Throughout the c. 2,000-year period coins have been circulated in Britain, they have also been ritually employed, most notably as votive deposits. Focusing specifically on the understudied custom of the British coin-tree, whereby coins are ritually embedded into the barks of trees, this paper considers the coin’s role and applicability as a deposit. It aims to demonstrate that our understanding of the coin’s past, present and future ritual employment is not only aided by a consideration of economics and the coin’s secular function; it would be utterly incomplete without it.

Britain and Europe: Devolution and Foreign Policy

After the results of the September 1997 referendums in Scotland and Wales, devolution within the United Kingdom has become a certainty. This article considers the implications of the establishment of a Scottish parliament and a Welsh assembly for 'British' foreign policy. The author traces views of 'Britishness' from the beginning of the century, when 'home for all' had a brief vogue during the imperial heyday, through the mid-century period when an essentially anglocentric 'Britishness' seemed relatively uncontroversial, to the more contentious scene opened up by the end of empire, the retreat of the Commonwealth and the increasing prominence of the European Community/Union. He examines the new Labour government's official statements on the remit of the devolved institutions and considers the prospects after devolution for a UK foreign policy that is more genuinely 'British' than before, and for the emergence of, in particular, a distinctively 'Scottish' foreign policy.
