Professional labour markets in Ontario, Canada, are culturally regulated to the disadvantage of foreign‐born and foreign‐trained immigrant practitioners. In this paper we draw on Pierre Bourdieu's concepts of institutionalized cultural capital and habitus to examine processes of distinction between foreign and Canadian‐trained professionals. Based on fieldwork investigating Ontario's professional engineering regulatory system as a case study, we interpret institutionalized cultural familiarity in the licensing criteria enforced by regulatory bodies as processes of distinction that undermine immigrants' access to the engineering profession relative to Canadian‐born and Canadian‐trained applicants. In addition to assessing the value of non‐Canadian credentials, regulatory bodies attempt to reproduce the social and cultural integrity of the professional membership by requiring applicants to internalize cultural norms specific to the profession as it is practiced in Canada. Licensing procedures can thus facilitate the cultural exclusion of immigrant practitioners  相似文献

This article explores trends in participation and environmental policy in Canada and the United States over three time periods: from the early 1970s to the mid-1980s; from the mid-1980s to the early 1990s; and, finally, over the past few years. The article examines possible interactions among the two variables within each country over these periods and searches out overall tendencies toward convergence or divergence. The article argues that there was divergence between the two countries in the first period, with the U.S. providing more participatory opportunities earlier than Canada and establishing a more developed regulatory framework. An overview of progress over the second period, showing some convergence among the two countries, is then provided. Canada seemed to be catching up to its southern counterpart in terms of both participatory opportunities—although they took a distinctively Canadian form—and policy decisions. More recently, however, the trend has been toward divergence. The article explains that, over the past few years, participatory opportunities in Canada have been diminished and the environmental regulatory framework has been scaled back. Although there have been some changes in the U.S. case, the scale of these changes has not been as extensive. The final section of the article then attempts to relate these broader trends in participation and policy decisions to the political context in each country. It is argued that institutional frameworks in the two countries have played a key role in the identified trends. In particular, Canada's institutional structure—specifically the concentration of power in the executive and its federal structure—has hastened these recent developments, while the U.S. institutional framework—with its multiple power centers—has acted as a brake on those who advocate significant change to the existing environmental policy regime.  相似文献

In modern post‐Renaissance western society, museums are the political and cultural institutions entrusted with holding the material evidence, real things, which constitute much modern knowledge. The paper considers some aspects of museums as institutions holding this material evidence – the institutional relationship to accepted knowledge and value, the implication in the social and economic system and the visible architectural display, – which make up the messages which museums communicate to their visitors through exhibitions and interpretive projects. Three related aspects of interpretation which belong with each museum object and specimen are examined, professional care, interpretive approaches and the nature of collections. Finally, these threads are drawn together to suggest a framework of research and investigation which underpins the approach to our understanding of this aspect of the heritage, and points the way to future work.  相似文献

ABSTRACT

Canada’s dairy farmers have spent the last 40 years fighting to preserve their supply management system despite increases in the desire to liberalize trade through the expansion of regional free trade agreements and the targeting of agriculture in recent rounds of the General Agreement on Tariffs and Trade (GATT). How has Canada’s supply management system resisted trade liberalization thus far? Moreover, what strategies have Canadian dairy farmers used to lobby the government to preserve this system? The answer to these questions lay within the intersection of culture and economics. Canadian dairy farmers have been successful in framing Canadian dairy as a distinctly Canadian cultural commodity, and therefore framing supply management as the economic tool needed to defend this cultural commodity. In exploring this topic, this article will touch on Canada’s history of preserving cultural institutions, as well as the historical importance of Canada’s supply management system.  相似文献

ABSTRACT

Recent years have witnessed much experimentation with smart specialization strategies (RIS3) and entrepreneurial discovery processes (EDPs) in European regions. The EDP can be seen as an opportunity to address institutional questions. Because institutional patterns can explain why some policies are eventually successful while others are not, looking at the institutional context of regional economies can increase the effectiveness of regional policy. This article argues that the EDP functions as a framework to discover institutional patterns specific to a regional economy, and to define policies either consistent with existing institutions or aiming at institutional change. The article proposes a conceptual framework to understand and analyze the two institution-related roles of the EDP, first as an institutional discovery process and second as an institutional change process. The article builds on empirical case studies in two regions (Lower Austria, Austria and South Tyrol, Italy) and two small countries (Slovenia and Croatia). The case studies focus on how these regions or countries organized the EDP that eventually led to the formulation of their RIS3, and on the institutional dynamics of the EDP in discovering and changing institutions. The article concludes with policy implications that contribute to the debate on post-2020 EU Cohesion Policy.  相似文献

ABSTRACT

Over the last five decades, the emergence of a sophisticated and multidimensional set of governance institutions in the predominantly Inuit regions of Canada and the circumpolar north has had a profound impact on the lives of Inuit peoples and the states in which they live. The region of Nunavik in northern Québec has played an important role in the political development of the Canadian and circumpolar Inuit, serving as both an institutional innovator and a key source of leadership at the regional, national, and international levels. Using a multilevel governance framework, this article explores the vertical and horizontal dimensions of Inuit governance in Canada and the circumpolar north. In particular, the article will focus on Nunavik’s contribution to and place in this multidimensional governance structure.  相似文献

This research investigates US cultural institutions housing collections of industrial and product design (IPD) and explores how IPD are collected, curated, and exhibited to uncover the barriers and opportunities that exist in connecting these collections to economic development. Based on key person interviews with nine institutions, this inquiry finds the collections generally are not externally integrated as a local or regional economic development asset. The full depths of these collections are somewhat concealed within the institutions because of their curation across departments or through a broader Decorative Arts lens. Using a framework of arts and culture research and development, this article argues that IPD collections represent an opportunity for greater engagement of cultural institutions in culturally oriented economic development strategies that pair their expertise and assets with those of the private sector.  相似文献

Many professional and skilled Canadian immigrants suffer from de-skilling and the nonrecognition of their foreign credentials. Consequently, they are underrepresented in the upper segments of the Canadian labour market. Rather than accepting this devaluation of immigrant labour as a naturally occurring adjustment period, I suggest that regulatory institutions actively exclude immigrants from the upper segments of the labour market. In particular, professional associations and employers give preference to Canadian-born and educated workers and deny immigrants access to the most highly desired occupations.
Pierre Bourdieu's notion of institutionalised cultural capital and his views of the educational system as a site of social reproduction provide the entry point for my theoretical argument. I find that the nonrecognition of foreign credentials and dismissal of foreign work experience systematically excludes immigrant workers from the upper segments of the labour market. This finding is based on data from interviews with institutional administrators and employers in Greater Vancouver who service or employ immigrants from South Asia and the former Yugoslavia.  相似文献

This article examines the water distribution systems in Johannesburg and Mumbai to argue that the political and institutional contexts of service delivery shape people’s access to the state and its resources, and also mediation between citizens and government institutions by councillors. Through ethnographies of water supply and distribution systems in Mumbai and Johannesburg, I explain how the organizational structure of the water utility, institutional arrangements of service delivery, regulatory systems, councillors’ proximity to decision makers and their relationship with municipal officials, civil servants and party members variously influence councillors’ mediation capacities and their ability to fulfil the claims of their constituencies for piped water supply and connections.  相似文献

This article offers a geographic perspective on the mutually constitutive relations between institutions of higher education and Bedouin women's gendered spaces, identities and roles. Situated beyond Bedouin women's permitted space and embedded in Israeli-Jewish space, institutions of higher education are sites of displacement that present Bedouin women students with new normative structures, social interactions and opportunities for academic learning. As such, they become a discursive arena for the articulation and reconstruction of their previously held conceptions and identities. Often the journey to institutions of higher education signifies for Bedouin women the first opportunity to venture out of their community. Traveling to the university as students, returning home as educated women and embarking on professional careers outside tribal neighborhoods and villages involves moving across and beyond different locales. Such translocal mobility necessitates constant negotiation between seemingly contradictory cultural constructs and the development of varied spatial bridging strategies. The article seeks to contribute to Bedouin gender studies by going beyond the functional role of higher education institutions as well as the gendered hierarchies of women's mobility, placing emphasis, instead, on the effects of socio-spatial contextuality that shapes Bedouin women's experiences.  相似文献

This article compares the political representation of visible minorities in Canada and the United States, focusing on differences in federal redistribution (redistricting) practices and constituency composition. Although the two countries both use territorially‐based electoral systems, they operate under different legal standards and institutional environments for the creation of ridings (districts). In the US, redistricting is a highly political process, yet must respect strict population equality standards. Litigation over redistricting is common, and courts adjudicate voting and representation under a constitutional system enforcing strong individual rights. In contrast, Canada's redistribution process is relatively nonpartisan, permits large population variances among ridings, places more emphasis on community rights, and is seldom subject to extensive court challenges. Despite these differences, the two countries exhibit striking similarities in the overall level of visible minority representation relative to population share. Conversely, Canada's population inequalities among ridings create a systematic disadvantage for visible minorities. Political attention to visible minority representation is stronger in the US, but the means to achieve it are constrained both by the judicial limits on group representation and the constitutional limits on the use of racial identity. Canada has a framework for political representation that could easily accommodate significant visible minority representation but lacks the political imperative to use it, in part because doing so would run counter to Canada's multicultural image of these groups as immigrants rather than as non‐white minorities.  相似文献

Publicly-funded cultural institutions such as theatre companies, symphony orchestras, museums, libraries and so on are increasingly engaging with new technologies as a means of improving their operational efficiency and extending the range of ways in which they pursue their cultural missions. For example, opera companies are broadcasting performances by satellite to cinemas, and art museums are using the Internet to show virtual exhibitions. These developments have implications for funding authorities who need to update their policy approaches to encompass a range of new technological phenomena. This paper provides a framework for assessing technological innovation in cultural institutions, and discusses the ramifications of such a framework for cultural policy. The paper is illustrated using the results of a recent research project that evaluated the UK National Theatre’s NT Live experiment and the Tate Gallery’s use of a web-based exhibition as strategies to expand their audience reach.  相似文献

Among the many factors that influence enforcement agencies, this article examines the role of the institutional location (and independence) of agencies, and an incumbent government's ideology. It is argued that institutional location affects the level of political influence on the agency's operations, while government ideology affects its willingness to resource enforcement agencies and approve regulatory activities. Evidence from the agency regulating minimum labour standards in the Australian federal industrial relations jurisdiction (currently the Fair Work Ombudsman) highlights two divergences from the regulatory enforcement literature generally. First, notions of independence from political interference offered by institutional location are more illusory than real and, second, political need motivates political action to a greater extent than political ideology.  相似文献

Within political science, there are two alternative approaches to understanding political institutions: traditional ‘institutional studies’ and the newer ‘cultural studies’. Each approach tends to go its own way, with little debate between the two. The former explains institutions by reference to their independent behaviour which has a formative influence on political culture. The latter explains institutions by reference to their dependent behaviour which reflects the formative influence of political culture. This paper proposes a synthesis between the two approaches, offering a third alternative based on a reconstructured application of Aristotle's ‘regime analysis’, along lines experimented with by J.S. Mill. My primary aim is analytical rather that historical: to reconstruct an approach to institutional analysis which better relates institution and culture.  相似文献

ABSTRACT

As a mainstay of local and national cultural heritage management, historic environment records play an effective role in the dissemination of data, particularly in the modern development control process. However, despite their functionality and sustained professional use, these inventories are not unproblematic, particularly in regards to informal usage. Based on the author’s professional experience this article will discuss some of the issues which convolute the delivery of historic environment data. These issues can be grouped thematically beneath the banners of fragmentation, interoperability, and accessibility. Underpinning these three topics is the relationship between historic environment records as institutions and digitality as both a cognitive process and a distribution mechanism. From a critical perspective, the extent to which these issues reoccur and inhibit the flow of data will be highlighted by examining the historic environment practice in England and Sweden in the hope that these insights can inform the contemporary approach.  相似文献

This study examines the emergence and development of mental hygiene professional organizations in Canada and the US by analyzing discursive differences in the publications of two sister committees: the National Committee for Mental Hygiene and the Canadian National Committee for Mental Hygiene. The analysis finds that while mental hygiene in North America initially emerged as a single, shared continental professional discourse, the two movements diverged in critical ways for reasons directly related to their institutional contexts and donor bases. Even as US popular and political discourse veered towards eugenic policies, the US mental hygiene discourse shifted sharply away from eugenics. In contrast, in Canada, mental hygiene publications focused increasingly on the moral dangers of Canada’s immigrant population and played a role in producing scientific legitimacy for eugenic policies. This analysis suggests that the different trajectories of the two professional communities have their origins in organizations’ membership and donor bases, not broader differences in national character.  相似文献

Tanzania's pastoralist land rights movement began with local resistance to the alienation of traditional grazing lands in Maasai and Barabaig communities. While these community–based social movements were conducted through institutions and relationships that local people knew and understood, they were not co–ordinated in a comprehensive fashion and their initial effectiveness was limited. With the advent of liberalization in the mid–1980s, they began to gain institutional legitimacy through the registration of pastoralist Non–Governmental Organizations (NGOs). Registered NGOs provided community leaders with a formal mechanism for co–ordinating local land movements and for advocating for land rights at the international level. The connections of pastoralist NGOs to disenfranchised communities, and their incorporation of traditional cultural institutions into modern institutional structures, resonated with the desires of international donors to support civil society and to create an effective public sphere in Tanzania, making these NGOs an attractive focus for donor funding. In spite of their good intentions, however, donors frequently overlooked the institutional impacts of their assistance on the pastoralist land rights movement and the formation of civil society in pastoralist communities. NGO leaders have become less accountable to their constituent communities, and the movement itself has lost momentum as its energies have been diverted into activities that can be justified in donor funding reports. A political movement geared towards specific outcomes has been transformed into group of apolitical institutions geared toward the process of donor funding cycles.  相似文献

Since Turkey's application for membership of the European Union (EU) in 1987, the EU has itself been a structural component of Turkey's political transformation. The European impact intensified after Turkey was granted the status of an official candidate at the EU's Helsinki Summit in 1999. Since then, Turkey has issued a series of reform packages with the aim of starting accession negotiations, which began in October 2005. These reforms have initiated a democratic regime that is structurally different from its predecessors in terms of its definition of political community, national identity and the territorial structure of the state. Among many other aspects of the current political transformation such as the resolution of the Kurdish problem and administrative reform, this article concentrates on how the European impact, which I label Europeanisation, has influenced state–religion relations in Turkey. Europeanisation has three major mechanisms that influence actors, institutions, ideas and interests in varying ways: institutional compliance, changing opportunity structures, and the framing of domestic beliefs and expectations. The article concentrates on how these mechanisms operate in the creation of a new regulatory framework of religion in Turkey.  相似文献

The agricultural settlement of western Canada took place within the framework of a complex socio-economic system produced by Canadian national institutions: the Crown, corporations and churches. The interaction of these Canadian institutions with institutions introduced to western Canada by immigrants played an important role in determining the long-term stability of immigrant rural communities. Whether an immigrant group achieved long-term stability or suffered social disintegration depended on the degree to which immigrant and host institutions werecongruentordissonant. The interaction of social and economic institutions is examined through the settlement experiences of five diverse groups that settled in western Canada before 1914: the Mennonites, Doukhobors, Jews, Mormons and Ukrainians.  相似文献
