In more recent years, Australia's relations with the countries of Latin America have taken on more importance as the trade and investment links between the two regions have grown. Besides this recent activity, Australia has a long history of diplomatic relations with the countries of Latin America, even though the links between the two regions have at times been fairly superficial. This relationship, like many others, has tended to concentrate on mainly trade relations and, despite Latin America's often turbulent political history, has not been affected much at all by political issues. The purpose of this article is to analyse the development of foreign policy links between Australia and the countries of Latin America in their formulative stage between 1901 and 1973.

This article provides an overview of recent trends in Latin American security and examines three common assumptions that underpin both academic analysis and policy debate—assumptions about the links between political democracy, economic integration and regional stability, and about the need to broaden the agenda of regional security. In contrast to the liberal orthodoxy, there is little reason to believe that the promotion of political democracy and economic liberalization and integration will automatically tend towards regional stability, especially given the weakness of regional institutions, the fragility of many states, the inequality of power among states, and the lack of consensus over the meaning and implications of the 'new security agenda'.

Inflation has been a chronic problem for Latin American economies since the Second World War. In the 1980s, inflation ran out of control in many countries. This article analyses the causes of these high inflation rates and discusses the experiences of Latin American countries in fighting (hyper-) inflation in the 1980s and 1990s. Particular attention is given to the relative merits of orthodox versus heterodox approaches, and to the use of the exchange rate as an inflation stabilizer. The article concludes, among other things, that achieving fiscal balance is crucial, whatever method is used, and that a fixed exchange rate can help to stabilize inflation but contains many risks, in particular with open capital accounts.

Marketing is a fundamental human activity that reflects the nature of the societies in which it occurs. In Latin America, the great diversity of marketing is a product of the differences in culture, economy, settlement pattern and standard of living which characterize the region. This essay uses photographs taken over a 30-year period (1963-1994) to illustrate marketing in Latin America. They were taken in countries ranging from Mexico to Argentina. The types of marketing portrayed extend from traditional periodic markets, little changed from pre- Columbian times, to modern upscale shopping centers that feature stores selling the latest in electronic equipment. Because these diverse types of marketing still exist, sometimes in relatively close proximity, as vital and important forms of economic exchange, they send a strong message about the continuity of traditions among Latin America's marginalized lower classes, and about the sophistication and buying power of the wealthy urban elite who can adopt consumption patterns similar to those of the world's industrialized countries.

China has over the last two decades been committed to creating a strategic partnership with Latin American states by persistently extending its economic and political involvement in the continent. China's efforts in this regard reflect not only its desire to intensify its economic cooperation and political relations with nations in Latin America, but also its strategic goals of creating its own sphere of influence in the region and enhancing its ‘hard’ and ‘soft’ power in order to elevate China's status at the systemic level. With access to Latin American markets, resources and investment destinations, China may sustain its economic and social progress that bases its long cherished dream of restoring its past glory of fuqiang (wealth and power) and rise as a global power capable of reshaping the current world system. The enormous economic benefits deriving from their economic cooperation and trade may persuade Latin American nations to accept the basic premise of China's economic strategy: that China's rise is not a threat, but an opportunity to gain wealth and prosperity. This will help China gain more ‘soft’ power in and leverage over its economic partners in Latin America, and thereby help it to rise in the global power hierarchy.

This virtual issue reviews the post-neoliberalism literature published in Development and Change between 2012 and 2018. It reflects on recent and ongoing, multiple experiences of resistance to speculative, extractive, inequitable and unsustainable development and the demands for alternatives that emerged in Latin America. The argument is developed through an analysis of the 18 most relevant articles published in this journal, that make a major contribution to three key interrelated debates, namely: the meaning and policies associated with post-neoliberalism; challenges of citizenship and democracy; and the sustainability agenda. Collectively, the selected articles provide a detailed and much-needed discussion about the key achievements, limitations and legacies of post-neoliberalism.

"Malthusians maintain that rapid population growth aggravates poverty, while Marxists contend that social formations determine its nature and extent. Each perspective is incomplete, however, since it ignores the insights of the other. Latin American states, characterized by dependent capitalism formations and dominated by ruling elites, are generally incapable of solving the problems of population and poverty. Since population growth under dependent capitalism weakens labor's bargaining position against capital, reduced population growth is emphasized as a labor empowerment strategy the poor can implement on their own to improve their socioeconomic conditions."
