This article examines congruence between public opinion and politicians’ positions on same-sex marriage in the Australian House of Representatives from 2012 to 2016. In contrast median voter theorem and other office-motivated frameworks, Australian federal politicians have largely ignored majority opinion, which has been supportive of same-sex marriage for a decade. Using a unique dataset (n?=?601,550) of voter preferences collected during the 2013 federal election, and collated Hansard and media data, we compare public opinion on same-sex marriage with politicians’ public positions. We find a status quo bias, suggesting the influence of special interest groups in this policy area. Yet, we also find parliamentarians are responsive to public opinion once it reaches a critical level, and that very low opposition to same-sex marriage in an electorate predicts policy support from its MP, which varies by party and over time.  相似文献

James Madison argued in Federalist 10 that "rival political factions" work against the public good. In contrast to Madison's pessimistic account, I suggest that factional conflict can lead to more representative public policy, and thus further the will of the people. I theorize that elected officials often seek a safe political position—one that corresponds to the preferences of the public at large—during periods of high conflict. I assess this theory in one, salient policy area, medical malpractice. I measure conflict with contributions for state candidates given by (i) the health and insurance industries, which generally support malpractice laws, and (ii) lawyers, who frequently oppose the laws. I find that group conflict matters to policy outcomes. I also find evidence that, under conditions of elevated conflict, adopted policies are more likely to move toward the general ideological preferences of the public at large. These results suggest that group conflict affects both the quantity and character of policy in the American states.  相似文献

This article is a research synthesis addressing four questions critical to our understanding of the determinants of public policy. How often and how strongly do hypothetical determinants of policy—public opinion, interest groups, the party balance, and other factors—actually influence policy? Do some hypothetical determinants of policy have more influence than others? Does the way we measure policy affect our ability to explain it? And is there a connection between how strongly particular variables affect policy, and how much effort we devote to studying them? It turns out that variables hypothesized to influence policy more often than not have no effect. When variables do affect policy, researchers very seldom say anything about how much impact they have. Variables that convey the most information to policymakers about what the public wants have a greater impact than other variables, but it is less clear how the measurement of policy affects our findings. Researchers pay much attention to hypothetical determinants of policy unlikely to matter very much, and little attention to those likely to be the most important. Implications for future research are considered.  相似文献

I assume that (a) the demand for sin is characterized by heterogeneous preferences and (b) private behavior diverges from public statements. From these assumptions, in the first section of this article I derive a series of propositions about morality policy. Rational politicians will perceive that demand for restrictive policies will be greater than it actually is and thus compete to produce more extreme policies. Bureaucracies will lack expertise and thus will not provide a check on political excesses. This "politics of sin" can be translated into a contemporary form of redistributive morality policy politics if the issue can be refrained by political actors to legitimate an opposition position. In the second portion of the article, I argue formally that sin policies in general will fail because they operate on subsets of the population that are more and more resistant to the policy instruments available to government. I conclude with potential expansions of this theory, including how it might be generalized to other types of public policy.  相似文献

We develop a new approach to the study of representation based on agenda setting and attention allocation. We ask the fundamental question: do the policy priorities of the public and of the government correspond across time? To assess the policy priorities of the mass public, we have coded the Most Important Problem data from Gallup polls across the postwar period into the policy content categories developed by the Policy Agendas Project ( Baumgartner & Jones, 2002 ). Congressional priorities were assessed by the proportion of total hearings in a given year focusing on those same policy categories, also from the Agendas Project. We then conducted similar analyses on public laws and most important laws, similarly coded. Finally we analyzed the spatial structure of public and congressional agendas using the Shepard‐Kruskal non‐metric multidimensional scaling algorithm. Findings may be summarized as follows: First, there is an impressive congruence between the priorities of the public and the priorities of Congress across time. Second, there is substantial evidence of congruence between the priorities of the public and lawmaking in the national government, but the correspondence is attenuated in comparison to agendas. Third, although the priorities of the public and Congress are structurally similar, the location of issues within the structure differs between Congress and the general public. The public “lumps” its evaluation of the nations most important problems into a small number of categories. Congress “splits” issues out, handling multiple issues simultaneously. Finally, the public tends to focus on a very constrained set of issues, but Congress juggles many more issues. The article has strong implications for the study of positional representation as well, because for traditional representation to occur, there must be correspondence between the issue‐priorities of the public and the government. This paper pushes forward political research from across disciplines seeking to understand the linkages between public opinion and social policy in democracies. It considers the thermostatic and the increasing returns perspectives as pointing toward a potentially stable set of effects running between opinion and policy. Both theoretical perspectives argue that opinion and policy are reciprocally causal, feeding back on one another. This is a general argument found in opinion‐policy literatures. However, much empirical research claims to model “feedback” effects when actually using separate unidirectional models of opinion and policy. Only a small body of research addresses opinion‐policy endogeneity directly. In this paper I consider an opinion‐policy system with simultaneous feedback and without lags. I argue that there is a theoretical equilibrium in the relationship of opinion and policy underlying the otherwise cyclical processes that link them. Given that available cross‐national data are cross‐sectional and provide limited degrees of freedom, an ideal theoretical model must be somewhat constrained in order to arrive at empirically meaningful results. In this challenging and exploratory undertaking I hope to open up the possibility of a general system of effects between public opinion and social policy and how to model them in future research. I focus on social welfare policy as it is highly salient to public interests and a costly area of government budgets, making it an area of contentious policymaking. Social policy is also a major part of the thermostatic model of opinion and policy, which was recently extended to the cross‐national comparative context (Wlezien & Soroka, 2012) providing a critical predecessor to this paper because identification of equilibrium between public opinion and social policy in any given society is greatly enhanced through comparison with other societies. This counterfactual approach helps to identify opinion‐policy patterns that may not change much within societies, but can be seen as taking on discrete trajectories between societies.  相似文献

Whether public opinion should be expected to play a role in the shaping of abortion legislation in the states is a debatable question. Representation is a difficult task, especially if legislators receive mixed cues from the public, activists, and the political parties. In this study, we find that grass-roots activism and public opinion tend to match, and both are reflected in state abortion policy. In addition, more Pro-Life policies are found in states with a tradition of conservative policies in other areas, Republican majorities in the state legislature, more Catholic residents, and fewer women legislators. These patterns hold true for a composite index of abortion policies and for the specific policy area of government funding of abortions. Slightly different patterns occur for parental consent laws, though these statutes also tend to reflect general preferences on abortion and interest group activity in a state.  相似文献

This article examines the controversial process of developing high-level nuclear waste disposal policy in Canada, with some comparison to experience in the United States. It argues that a policy design perspective can assist in understanding the difficult social and political issues associated with waste disposal and the environmental and health risks that it poses. I examine several critical questions related to such an endeavor and link them to long-term goals of building a sustainable society. Success in formulating and implementing a nuclear waste policy in Canada will depend on the nation's capacity to create requisite processes of public participation. Particularly important are those actions that can help the public understand and assess environmental risks, including related ethical and social issues, and build public trust and confidence in the siting processes and the implementing agencies.  相似文献

ABSTRACT

This article examines why Asia-Pacific middle powers cooperate with each other on security issues. The article challenges the assumption that middle powers are primarily influenced by great-power structural factors in their security relations with each other. It argues that the dominant structural explanations of security cooperation between secondary states—balancing against the rise of China, responding to burden-sharing pressure from the United States, or hedging during a period of great power transition—have not been sufficiently tested. Using the 2009 Australia-South Korea security cooperation agreement as a representative example of middle power security cooperation, it finds that inter-personal leadership preferences played a key intervening role in filtering existing structural incentives into actual policy cooperation. It shows how congruence in leadership preferences shapes when and with whom middle powers are likely to cooperate on security issues. The article opens up the research agenda on middle powers by examining how they approach security relations in bilateral and horizontal contexts with each other.  相似文献

The legitimacy of government agencies rests in part on the premise that public administrators use scientific evidence to make policy decisions. Yet, what happens when there is no consensus in the scientific evidence—i.e., when the science is in conflict? I theorize that scientific conflict yields greater policy change during administrative policymaking. I assess this claim using data from the U.S. Food and Drug Administration (FDA). I identify policy change—what I refer to as “policy development” in this article—between the FDA's draft and final rules with a novel text analysis measure of shifts in regulatory restrictions. I then go on to find that more policy development does occur with scientific conflict. Moreover, using corresponding survey data, I uncover suggestive evidence that one beneficiary of such conflict may be participating interest groups. Groups lobby harder—and attempt to change more of the rule—during conflict, while an in‐survey experiment provides evidence of increased interest group influence on rule content when scientific conflict is high.  相似文献

Whether or not policy is responsive to public opinion is central to questions of representation. Democracy by many accounts is premised on there being a strong correspondence between public opinion and policy. This link has not, however, been examined in detail in Australia. This article examines the policy–opinion link in a more robust way than that has previously been achieved in Australia, through the use of legislative data from the Australian Policy Agendas Project (APAP) and public opinion data from Roy Morgan. The article asks: is policy congruent with public opinion in Australia? In addressing this question, we examine to what extent policy accords with the preferences of the public. This in turn provides us with some answers about how representative Australian democracy is, as well as contributing to an international debate about the responsiveness of policy to public opinion.

The paper examines a group of engineers and scientists in Sweden in the 1930s and 1940s that worked to gain political support for what they called ‘technoscientific research’. Following their own terminology and the ideas of close relations between engineers, scientists, industries, and politics it implied, I call these actors ‘technoscientists’. Critical to their approach was the strategical use of the concept of ‘basic research’, constructed by the technoscientists to associate knowledge production with economic development and demarcate an area of responsibility for public support of industrial research. The technoscientists promoted this strategy by linking basic research to the technical exigencies caused by World War II and by integrating it with politics of welfare, defense, and trade. The technoscientists were thus important political reformers that laid the foundations of public support of science and technology before the 1950s and 1960s when science policy emerged as an institutionalized political practice in Sweden.  相似文献

In order for the democratic process to work properly, it is vital that the public pays attention to politics and signals its opinions and preferences back to its representatives; if this is not the case, representatives have less incentive to represent. This article deals with the question of whether and how the public responds to welfare policy change. The thermostatic model departs from the assumption that the public responds to policy change with negative feedback, in relation to its preferred level of policy. The empirical analysis tests this model on public responses following the implementation of a consumer's choice model in Swedish primary health care. Did the reform trigger a thermostatic response from the public, and how should this be interpreted? A contribution in relation to previous research is the inclusion of ideological orientation and proximity, variables which, I argue, condition the nature and direction of public responsiveness. The study was designed as a natural experiment in which preferences of privatization of health care were measured before and after the health care reform of 2009/2010. The results provide partial support for the thermostatic model: preferences for further privatization decrease after the reform, but primarily within one subgroup. Additionally, public responses are demonstrated to vary according to ideological orientation, where the right‐oriented react thermostatically and the left‐oriented do not. The article contributes to a further understanding of the relation between policymaking and public opinion and to the expansion of thermostatic theory.  相似文献

The Advocacy Coalition Framework (ACF) is a prominent approach to investigate the formation of coalition and their impact on policy outputs. Although the ACF combines both the network structures of a political process with actors' values and belief systems, most empirical tests focus mainly on beliefs rather than network structures. Considering a relational approach makes particular sense when one wants to investigate the structural patterns of a subsystem and to assess coalition formation and maintenance. The author therefore proceeds by taking two steps to study the existence of coalitions, power relations, and policy preferences: first, social network analysis frames the empirical study of network structures, based on the assumption that common beliefs are reflected in relations among actors involved in policy processes. Second, using a sophisticated mathematical algorithm, the multicriteria analysis furnishes a systematic evaluation of the elite's belief system. This methodological combination constitutes the added value of this research and allows for testing to establish if common beliefs are reflected in network structures.  相似文献

Urban growth leads to decreases in area of farmland. In France, considerable attention is paid to this problem, including in frequent public policy debates. In this article, we explore issues associated with agriculture in 24 French periurban municipalities. We compare the treatment of agriculture in municipal policies by analysing urban planning documents and conducting in‐depth interviews with elected representatives. Our study reveals a high level of congruence between these two sources of information, confirming that planning documents are a sound proxy to identify municipalities' agricultural strategies. The study also shows both diverse degrees of municipal commitment to agriculture, which range from ignoring it to strongly supporting it, and diverse issues about agriculture that depend on local context and concerns.  相似文献

This article examines the organization and function of Italy’s police forces. In contrast with other countries there have been very few recent studies on policing in Italy. This article starts from the origins of the modern police in Italy and tracks changes over time. Police activities that relate specifically to surveillance of territory and individuals, maintaining public order, controlling immigration and the coordination of police operations are reconstructed and documented, with a specific focus on crime prevention. The article attempts to assess to what extent this has been achieved in recent decades, and to what extent the efficiency of crime prevention has increased or decreased over the last thirty years. The article also examines the relations between the size of the police force and crime statistics to discover whether the increase in the former is directly linked to a decline in the latter.  相似文献

The tremendous fluctuations in public mobilization against United States nuclear weapons policy, a relatively stable policy over four decades, present a difficult riddle to social scientists. Since the dawn of the nuclear age small groups of activists have consistently protested both the content of United States national security policy and the process by which it is made. Only occasionally, however, has this protest spread beyond a handful of relatively marginal groups, generated substantial public support, and reached mainstream political institutions. This article examines the political cycles of peace movement engagement and quiescence, and their relation to external political context, particularly public policy. I begin with a brief review of the relevant literature on the origins of the movements, noting parallels in the study of interest groups. Building on recent literature on political opportunity structure. I suggest a theoretical framework which emphasizes the interaction between activists choices and political context. I then describe the cycles of peace movement activism and quiescence on nuclear weapons issues in the United States using mass media sources to delineate periods of mobilization. I outline a number of policy variables which may help explain protest mobilization. My conclusions address the importance of policy and political context in explaining movement cycles and the potential influence of protest movements on policy.  相似文献

Following the growth of nature‐based tourism, national parks and other protected areas have become important tourist attractions. This article examines the legislative process of revising the Act on Pallas‐Yllästunturi National Park, located in northern Finland, to enable the renovation and enlargement of the old hotel. The first draft of the government bill published in 2008 led to widespread public opposition, and thus, construction rights were reduced substantially before the new Act was passed in 2010. The main question of this article is why the Finnish government changed its policy on national park governance that had existed for decades. We assess the extent to which the changes in park governance can be interpreted as part of the worldwide neoliberalization of nature, as well as what kind of forces and values work against neoliberal management ideologies. We examine how the process of revising the Act proceeded in the Parliament and analyse on what grounds the hotel construction was defended and opposed in the discussions. Finally we ponder how the political disagreements are explained by neoliberal frames. We conclude that the neoliberal element was one part of the process, but it intertwined with local political reality creating results hardly resembling textbook definitions of neoliberal or classic liberal ideals. Mixed ideological principles, contextual economic conditions, and complex dependencies between individual actors create cases which must be analysed carefully to find out if neoliberal elements really exist and how they are transformed. Close relations between economic and political actors and creation of economic monopolies should raise doubts if vocabulary of liberalization is just a disguise of actions supporting hidden political and economic interests.  相似文献

While policy agenda studies have extensively examined the interplays of various venues, one under‐explored area is the internal dynamics within an agenda venue. In this study, we focus on one of the important venues—news media—and investigate the inherent connections between how a public problem is characterized and how problem solutions are generated in media agenda setting. Drawing on agenda‐setting theories, we develop a typology to theorize the relationships between problem characterization and solution advocacy, and use a news dataset on climate change to empirically assess how issue characterization affects issue solution generation. Our logistic regressions demonstrate that the likelihoods of climate change policy solutions being proposed in the news are significantly influenced by how the media stories characterize the issue along four key attribute dimensions: issue image, scope, linkage, and narrative style. Key implications are discussed in the conclusion.  相似文献

This article explores the state of public policy preferences between the United States and Mexico in the realm of foreign policy in the context of the post‐9/11 world, democratic change within Mexico, and the immigration protests within the United States. Specifically, we will analyze the differences and possible convergence of public policy views on the issues of terrorism, immigration, free trade agreements, drug trafficking, and foreign policy. We find that although there are differences of opinion, particularly in the application of force in Iraq and on the benefits of free trade, there still remains a significant degree of positive convergence within the policy issues of terrorism, immigration, and drug trafficking. Although there are institutional impediments to progressive policy change, future relations between the United States and Mexico do not need to be contentious as long as the focus is on the similarities, rather than the differences, in public preferences between the populations of the two states.  相似文献
