This article explores the emergence of collaborative institutional arrangements for managing natural resources in large-scale and complex resource settings, among numerous political jurisdictions and stakeholders. It examines four regional institutions in the United States: the Northwest Power and Conservation Council's Fish and Wildlife Program, the Chesapeake Bay Program, the CALFED Bay-Delta Program, and the Comprehensive Everglades Restoration Plan. While a wealth of literature has looked at the emergence of smaller-scale resource management institutions, and some literature has begun to look at the characteristics and successes of these regional institutions, theory is lacking to explain the formation of these regional institutions. We first introduce three relevant streams of literature—on common pool resources management, on policy entrepreneurs and social capital, and on science and information in policy change—to frame our analysis. The comparisons of the cases point to the importance of integrating key insights from the literature for understanding the formation of collaborative resource governance. We emphasize how science, leadership, and prior organizational experience interact in facilitating institutional change, particularly in the process of raising awareness about resource management problems. In tracing the formation of these institutions, we also identify how external institutional triggers can help spur collaborative governance.

In this paper, based on the case study of the aerospace cluster of the Basque Country (Spain), we aimed at analysing how local industries develop a new specialization, that is, how a cluster emerges, and how it evolves over time. For that purpose, apart from considering local factors (both forces that are internal to the cluster and to the territory), we explicitly consider the role of institutional and technological changes, and how they affect industry structure and governance patterns of global value chains (GVCs). We observe that global-scale regulations (deregulation and competition policy) and technological change, together with local factors such as the existence of anchor firms, local policies, related variety and social capital at regional and cluster levels played a significant role in the emergence of the cluster and how it became inserted in the GVCs. Later on, the development of suppliers' capabilities also had a relevant role in the evolution of the governance patterns of GVCs.

The Ecology of Games (EoG) theory couples institutional rational choice with social network theory, articulating how transaction costs, social capital, and collective action dilemmas shape networks and network outcomes in polycentric governance systems. EoG literature has often focused on social–relational ties across organizational boundaries. However, jurisdictional fragmentation and increased reliance on private contractors in local public service delivery foster another source of network connectivity—shared personnel who work for multiple service providers. Drawing upon novel data of organizational personnel from more than 500 special purpose entities responsible for delivering drinking water to local neighborhoods in the Houston metro area in the state of Texas (United States), we examine how managerial, technical, and financial service delivery personnel connect otherwise independent organizations. We find that districts regulated by a common groundwater management agency and districts which contract with one another are both more likely to share technical and managerial personnel. By studying special districts that have overlapping personnel, we broaden the scope of the EoG framework to include additional layers of governance network complexity. As individual bureaucrats and service professionals play a key role in information transfer and innovation diffusion across organizations, shared personnel networks merit consideration as a mechanism for coordination and collective problem solving in fragmented urban systems.

In contemporary discussions of “resource nationalism,” sovereignty is often imagined as the exclusive control of national states over internal resources in opposition to external foreign capital. In this paper, we seek to draw attention to the specifically national territorial forms of sovereignty that - rather than hindering the flow of capital - become constitutive to the accumulation of resource wealth by states and capital alike. Drawing from political geographical theorizations of sovereignty, we argue that resource sovereignty cannot be territorially circumscribed within national space and institutionally circumscribed within the state apparatus. Rather, sovereignty must be understood in relational terms to take into account the global geography of non-state actors that shape access to and control over natural resources. Specifically, we engage national-scale state sovereignty over subterranean mineral resources in the form of legal property regimes and examine the mutually constitutive set of interdependencies between mining capital and landlord states in the accumulation of resource wealth. Using Tanzania as a case study, we argue that national-scale ownership of subterranean mineral resources has been critical to attracting global flows of mining capital from colonial to contemporary times. We first examine the history of the colonial state in Tanganyika to illustrate how land and mineral rights were adjudicated through the power of the colonial state with the hopes of attracting foreign capital investment in the mining sector. We then examine contemporary efforts on the part of the independent United Republic of Tanzania to again enact legislation meant to attract foreign mining companies - and the consequences for local populations living near sites of extraction.

What social and structural mechanisms determine where hands-on leadership of city-region governance networks is anchored? In this article, we discuss the origin of city-region governance leadership in two Norwegian city regions. Based on empirical analysis, we argue that variations in terms of leadership practices cannot be fully explained in terms of levels of trust, social capital and institutional set-up. Issues related to how power is institutionalized needs to be explored and explained in order to improve our understanding of processes associated with the construction of leadership of governance networks. We also recognize that where this type of leadership is anchored can have important implications for both regional economic development as well as defining the qualities of local democracy.

In light of the ongoing urban shrinkage debate, planners stressed the need for new planning concepts and strategies. In this respect, the relevance of involving civil society in governance of urban shrinkage has been emphasized. So far, however these issues have received limited attention. This paper aims to contribute to the debate by investigating (1) how actors in civil society experience urban shrinkage and (2) their perspectives on the governance of urban shrinkage. We study this in two shrinking medium-sized cities: Heerlen (the Netherlands) and Blaenau Gwent (Wales). To answer these research questions, we make use of the concept of social capital. We follow a comparative case study design, primarily basing the analysis on data from 52 in-depth interviews. In the case studies, specific patterns of social capital can be observed: strong place attachment, strong informal participation and weak trust of civil society in local governments. However, the experience of urban shrinkage and the reaction to shrinkage differs. We conclude that understanding shrinkage and addressing it are predominately context related. Explanations based on historical developments and welfare state provisions are offered. The paper ends with reflections on the implications of these findings for governance of urban shrinkage.

Who do urban residents turn to in everyday security incidents? Why do some go to the police in certain locations, others to armed nonstate actors or kinship networks? We explore the ways in which residents and security actors – state and nonstate – negotiate everyday (in)security in contested urban spaces with multiple security actors. We consider how hybrid security assemblages are shaped by physical and social space and how everyday security practices shape space. We use Beirut's Southern Suburbs (Dahiyeh) as a site of theorisation, bringing local vernacular experiences into dialogue with Bourdieu's concepts of capital, habitus, doxa and field to develop a spatially dynamic analytical framework. Using this framework, we map security actors' different types and sizes of capital and how this capital is affected by residents' habitus and doxa within the everyday security field. We introduce the notion of ‘translocal habitus’ to capture the impact of families' origins outside Dahiyeh on everyday security dynamics. The framework we develop contributes to the spatialisation, vernacularisation and pluralisation of everyday security studies, furthers the spatialisation of Bourdieu and adds to the literature on hybrid forms of governance. Our analysis is based on extensive fieldwork, including over 150 interviews and ‘street chats’ with residents and security actors in and around Dahiyeh.

Polycentricity is a fundamental concept in commons scholarship that connotes a complex form of governance with multiple centers of semiautonomous decision making. If the decision‐making centers take each other into account in competitive and cooperative relationships and have recourse to conflict resolution mechanisms, they may be regarded as a polycentric governance system. In the context of natural resource governance, commons scholars have ascribed a number of advantages to polycentric governance systems, most notably enhanced adaptive capacity, provision of good institutional fit for natural resource systems, and mitigation of risk on account of redundant governance actors and institutions. Despite the popularity of the concept, systematic development of polycentricity, including its posited advantages, is lacking in the commons literature. To build greater clarity and specificity around the concept, we develop a theoretical model of a polycentric governance system with a focus on the features necessary or conducive for achieving the functioning predicted by commons scholars. The model is comprised of attributes, which constitute the definitional elements, and enabling conditions, which specify additional institutional features for achieving functionality in the commons. The model we propose takes the concept a step further toward specificity without sacrificing the generality necessary for contextual application and further development.

Development practitioners frequently rely on community‐based natural resource management (CBNRM) as an approach to encourage equitable and sustainable environmental resource use. Based on an analysis of the case of grassland and woodland burning in highland Madagascar, this article argues that the success of CBNRM depends upon the real empowerment of local resource users and attention to legitimacy in local institutions. Two key factors — obstructive environmental ideologies (‘received wisdoms’) and the complex political and social arena of ‘community’ governance — challenge empowerment and legitimacy and can transform outcomes. In Madagascar, persistent hesitancy among leaders over the legitimate role of fire has sidetracked a new CBNRM policy called GELOSE away from one of its original purposes — community fire management — towards other applications, such as community management of forest exploitation. In addition, complications with local governance frustrate implementation efforts. As a result, a century‐long political stalemate over fire continues.

Methods for observing policy networks have not kept up with the development of new network analytic techniques required to understand governance in complex settings. We compare three unobtrusive methods for observing policy networks based on hyperlinks between policy actor web sites, on media reports, and on public policy partnerships. Observations of one complex local water policy arena with all three methods provide a comparison of the general as well as actor‐specific network characteristics in the three observed networks. The core network of actors observed by all methods has similar network level statistics, highly correlated relationships measured by Quadratic Assignment Procedures models, and the same significant network microstructures as measured by Exponential Random Graph Models. The full networks including actors observed by any method also exhibit similar actor‐level characteristics, although the correlations across networks are stronger for bridging capital measures than for bonding capital measures, and each method has different apparent biases. Once biases are accounted for, similarities suggest that these methods may provide useful proxies for each other and for other relationships that are more difficult or impossible to measure, particularly when combined to offset each method's biases. If so, they can extend the range of policy networks observable with limited resources across space and time.

Abstract

The article provides an in-depth analysis of local governance in the North Caucasus, by example of land tenure conflicts in Kabardino-Balkaria. We follow an iterative analytical strategy, systematically combining qualitative case studies to develop grounded hypotheses, with subsequent statistical hypothesis testing. Based on fieldwork conducted in Kabardino-Balkaria, we identify the most relevant patterns and dynamics of natural resource governance. Our research shows that there are three dominant patterns. The first pattern is formed in areas where land is of little value and communities are left to themselves to solve issues. In the second case, larger businesses with state backing manage to monopolize land resources and sideline local communities. In the third case, local communities are strong enough to defend their control over external attempts to take hold of land resources. Finally, we use original survey data to further investigate plausible causes for stronger and weaker local self-governance and its consequences for state-society relations. We show that local self-government (LSG) lacks independence, and its functional quality depends on the degree of state interference via patronage. Despite this challenging environment, we find that higher perceptions of LSG quality predict more trust in the state at central and subnational level.

As the core of the global economy has grown and become more integrated Northern countries increasingly share sovereignty horizontally, in part to achieve access to natural resources. Their collective power is then projected into the Global South to ensure vertical sovereignty sharing and continued resource extraction; giving sovereignty a global cruciform structure. The resulting uneven development is associated with problems of poverty, resource competition and conflict (“the resource curse”). The solution to these problems often presented by donors is better national, and also global governance: the creation of a governance matrix, prescribing and proscribing sets of actions by particular actors. Matrix governance attempts to regularize social interactions to achieve poverty reduction, but by promoting a continuing emphasis on natural resource exports in Africa it contributes to the problems it seeks to address and in some cases is implicated in violent conflict. The contradictions of this form of global governance then recreate the conditions for its own perpetuation. This paper explores this issue through a focus on the “new scramble” for African oil through a case study of Sudan and the Chad–Cameroon oil pipeline.

ABSTRACT. The discourse on the integration of ethnic minorities in the Netherlands has undergone profound changes over the past few decades. This article analyses how discourses in politics and academia have revolved around changing emphases upon the social capital processes of ‘bonding’ of individuals within groups and ‘bridging’ of individuals to the wider society. Four episodes of discourse and policy may be distinguished: denial of being a country of immigration until the 1970s; the Minorities Policy in the 1980s; the Integration Policy of the 1990s; and the rise of a more assimilationist discourse after the turn of the millennium. The country thus began in the post‐war period with a pluralist perspective toward integration rooted in the traditional religious and ideological ‘pillarisation’ of society, shifting first to a multicultural perspective, then to an integrationist and, finally, in the new millennium, to an assimilationist perspective.

Australia's governance arrangements for natural resource management (NRM) have evolved considerably over the last 30 years. The impact of changes in governance on NRM planning and delivery requires assessment. We undertake a multi‐method programme evaluation using adaptive governance principles as an analytical frame and apply this to Queensland to assess the impacts of governance change on NRM planning and governance outcomes. Data to inform our analysis includes: (1) a systematic review of 16 audits/evaluations of Australian NRM over a 15‐year period; (2) a review of Queensland's first‐generation NRM plans; and (3) outputs from a Queensland workshop on NRM planning. NRM has progressed from a bottom‐up grassroots movement into a collaborative regional NRM model that has been centralised by the Australian government. We found that while some adaptive governance challenges have been addressed, others remained unresolved. Results show that collaboration and elements of multi‐level governance under the regional model were positive moves, but also that NRM arrangements contained structural deficiencies across multiple governance levels in relation to public involvement in decision‐making and knowledge production for problem responsiveness. These problems for adaptive governance have been exacerbated since 2008. We conclude that the adaptive governance framework for NRM needs urgent attention so that important environmental management problems can be addressed.

This article examines the potential and problems associated with global environmental governance with particular reference to Transfrontier Conservation Areas (TFCAs) in Southern Africa. By taking a political ecology approach, it reflects on theories and practices of global environmental governance through an analysis of transboundary environmental management. In particular, it examines the politics of the struggle over control of and access to key natural resources and how it impacts on the implementation of transfrontier conservation. In order to do this, this article includes an analysis of the complex role of local and global NGOs, the changing role of the state in relation to international actors, the importance of community based natural resource management, the commitment to tourism to make conservation pay its way and the problems associated with illicit networks of traffickers of wildlife products, cars and people. It is important to investigate the politics of TFCAs because they are part of a wider context of increasing forms of transnational management of the environment; such transnational forms of management are often deemed to be more effective than national level management because of the transboundary nature of environmental problems. This article argues that the assumption that transnational management can be neatly implemented needs rethinking. In particular, it highlights the ways that complex networks of actors constitute a significant challenge to global environmental governance. This in turn raises more general questions about the effectiveness of other forms of global environmental governance centred on managing problems such as climate change, pollution or trafficking of endangered species and tropical hardwoods.

Research in Bangladesh reveals the limitations of actor‐oriented frameworks for understanding urban poverty that assess household livelihoods on the basis of a household's portfolio of assets or capitals. The narrow focus of these frameworks on households and their depoliticized definition of social capital overlook the political roots of urban poverty. The informal systems of governance that dominate resource distribution within low‐income settlements ensure that the social resources necessary for long‐term household improvement are confined to a small elite. Only through extending our analysis beyond the household level, to explore their position within this local political economy of employment and enterprise, can we recognize the limitations placed on household efforts to improve their livelihoods.

This study draws upon the social determinants of health framework to model and test the extent to which a community’s social capital is health protective in the face of a substantial economic shock, namely the recent foreclosure crisis. U.S. county–level data are used to analyze potential moderating effects of social capital on health given a community’s foreclosure risk. We rely upon established social capital measures for U.S counties and merge them with county level foreclosure risk scores constructed by the U.S. Department of Housing and Urban Development (HUD). While theorists suggest that social capital’s effect on health and other outcomes may be durable over time there have been few empirical tests of this. We interact established social capital indicators measured at two points in time with foreclosure risk to predict overall self-reported health. Our results provide strong support suggesting that high levels of social capital are health protective. Communities with high levels of social capital that are facing high foreclosure risks report significantly better aggregate health outcomes than comparable communities facing the same level of foreclosure risk, but lower levels of social capital.
