Bearing Witness: Hope for the Unseen

Beginning with an identification of the ethical and political ambivalence surrounding hope, this essay considers whether an analysis of the activity of bearing witness to truth could offer a theoretical framework for thinking about hope differently. Specifically it argues that hope can be taken as a discipline, or practice, one which is both required for, and enacted in, the act of bearing witness. Through a consideration of the process of bearing witness in Truth and Reconciliation Commissions responding to national and intergenerational trauma, the essay explores the way in which bearing witness is a fundamentally hopeful action in so far as it ceaselessly seeks to speak to the truth of an event while acknowledging the inability to ever fully capture that event in words.     

War 2.0: an analytical framework

Media has always been a critical dimension of politics and of political violence. Information about violence and conflict is disseminated through the media. Media is also a mechanism through which the politics of violence is monitored, represented and interpreted. While the historical relationship between old media and political violence has long been the subject of research and debate, how this relationship is affected by the emergence of digital new media technology warrants further consideration. This development raises several important issues and questions for students of international relations, in particular with respect to how the reconfiguration of the role of media in conflict impacts more broadly on configurations of world politics. This article identifies four critical dimensions of world politics through which to explore this impact: the constitution of power, the configuration of agency, the nature and politics of representation, and the constitution of legitimacy. It argues that the concepts of power, agency, representation and legitimacy provide critical interfaces between media, conflict and world politics. In so doing, the article elucidates the conceptual framework that animates this special issue. Finally, it reflects on how these concepts are engaged in the articles to follow.

The Translation of the Unseen Self: Fortunatus,Mercury and The Wishing-Hat

This article examines the popular early German prose text Fortunatus both as folktale and as mercantile myth, concentrating on the hitherto critically neglected Wishing-Hat, which is regarded in this essay as a descendant of the Petasus of Mercury. In the original Fortunatus text dating from 1509, there are many points of contact centred in the Hat, such as its appearance, the themes of speed, secrecy, invisibility, theft, and commerce, between Fortunatus and Mercury. The manner in which these themes were developed in subsequent German revisions of Fortunatus and in seventeenth-century English translations and adaptations of the text is discussed. From embodiment of knowledge to a signifier of multipresence, from being a representation of travel to an accessory to raptorial attack, the uses and meanings of the Wishing-Hat are seen to be many and varied.     

高技术条件下的人类、战争与环境--以1991年海湾战争为例

科技进步和军事变革互为条件、共同发展。战争作为“流血的政治”,其根本属性并没有随着科技进步而改变。它不仅是人类社会内部的严重冲突,更是特定生态系统中人与环境的对立。与以往的战争模式相比,高技术战争看似“人道”,却凸显出人与环境之关系更趋紧张的态势。以1991年海湾战争为例,战争双方滥用科技带来的破坏,几乎超出了自然环境的自我恢复能力和人类重建家园能力。无论联军还是伊军,都是环境的破坏者,他们连同平民一起又是环境破坏后果的最终承担者。从人与环境的关系入手审视高技术战争,使我们看到了现有的战争伦理的局限性。

War Pessimism in Britain and an American Peace in Early 1916

By offering a reinterpretation of an Anglo-American pact known as the House-Grey Memorandum, this article challenges prevailing views about British decision-making in 1916 in the months leading up to the Battle of the Somme. It argues that serious doubts that the war could still be won without American assistance were the defining characteristic of their deliberations. Owing to deep scepticism about the proposed offensive and severe worries about their financial resources, a majority of the key British civilian leaders were prepared to accept a compromise peace mediated by the United States. Yet these efforts failed primarily because of intrigue at the highest levels of British politics, hard-line Conservative opposition and serious diplomatic missteps by American President Woodrow Wilson. In the end, although doubting it would produce any meaningful results, the British civilian leadership allowed the Somme offensive to go forward only because of their failure to unite on another course of action to prevent it. Finally, this study significantly revises existing thinking about American diplomacy during this period by challenging prevailing notions of the practicality and rigidity demonstrated by U.S. leaders in their foreign policy.

《帝京景物略》是一个北京人和两个旅居北京多年的他乡人在北京著作的有关北京的一本书,作者在卷二"春场"部分按照时序专门对当时的节日文化和节日生活进行了系统书写,另在一些景观描写中也记述了于兹发生的岁时节日活动。这些记述以较强的可信性、时空结合性、可读性使《帝京景物略》中的岁时民俗记述成为一种优秀的传统民俗志。当前,如何书写怎样的民俗志成为当代职业民俗学者普遍关心的话题,有必要适当加强一下对传统民俗志的研究,从而将传统民俗志对当代民俗志书写的可能贡献落到实处。
