This article examines the rise in militarized approaches towards conservation, as part of a new ‘war for biodiversity’. This is a defining moment in the international politics of conservation and needs further examination. The claims that rhinos and elephants are under threat from highly organized criminal gangs of poachers shapes and determines conservation practice on the ground. Indeed, a central focus of the 2014 London Declaration on the Illegal Wildlife Trade is the strengthening of law enforcement, and recent policy statements by the US government and the Clinton Global Initiative also draw the link between poaching, global security and the need for greater levels of enforcement. Such statements and initiatives contribute substantially to the growing sense of a war for biodiversity. This article offers a critique of that argument, essentially by asking how we define poachers, and if militarized approaches mean conservationists are becoming more willing to engage in coercive, repressive policies that are ultimately counterproductive. Further, this article examines how the new war for biodiversity is justified and promoted by referring to wider debates about intervention in a post‐Cold War era; notably that the international community has a responsibility towards wildlife, especially endangered species, and that military forms of intervention may be required to save them.  相似文献

This paper supports the need for new policy developments to produce farm conservation plans specific to local areas. It explores attitudes to land management for conservation and economic goals, and presents views of fanners and local conservationists, who are directly involved in agri‐environmental and farm woodland schemes, in three regions of the Highlands of Scotland. It reviews the current state of Scottish agri‐environmental schemes, and presents results of on‐farm workshops conducted with farmers and conservationists and discusses common management plan approaches for environmental action. It concludes that farmers and conservationists are already considering the advantages of local area planning at a local area level and agree that there should be focus on addressing local site specific issues which take into account both the whole farm and its wider environment.  相似文献

Both the United States and Canada have made fundamental changes in their policies regarding natural resources. The province of British Columbia made major revisions to its forest policy in the earlyto-mid-1990s; in the western United States, policy efforts have been stymied by conflicts between state and federal officials and between conservationists and resource developers. The different structures of federalism in the two countries result in two different approaches to policymaking that are discussed here. However, the ultimate test of natural resource policy, I argue, should be their consistency with the goal of sustainable ecosystems and preservation of biodiversity. From the perspective of ecological science, neither country has been particularly successful in policymaking for public lands and for logging in particular. Both nations have failed to give priority to protecting old-growth forests and largely have rejected the idea that ancient forests are much more valuable than simply sources of timber  相似文献

This paper is an examination of science, as it is understood and contested between conservationists and developers in an application to construct a salt mine in Western Australia. If the salt mine were to go ahead, it would have become the largest salt mine in the world, adjacent to a World Heritage Area. Thus, the application triggered significant local interest in the potential environmental impacts on surrounding ecological systems. As the only means for the public to have an impact on decision‐making is through the environmental approvals process, much of the debate revolved around the validity and legitimacy of knowledge gained through ecological science. This paper focuses on the ways in which the conservationists and developers moulded and shaped scientific knowledge to fit their opposing beliefs, values, and aims. However, rather than focus on the overtly political manipulation of science, I examine why particular interpretations of science are considered legitimate by some participants in the dispute, while others are not. In particular, I ask, what does it take for particular scientific ‘facts' to be considered legitimate? To do so, I examine how the conservationists and developers came to conceptualise and frame science within the dispute. I argue that for members of either group to consider any scientific knowledge legitimate, it is first judged on its ability to resonate with their own worldviews, experiences, and aim.  相似文献

In 2010 the US declared the Lake Erie water snake a recovered species, but in Canada the snake is still considered to be an endangered species. After explaining the legal similarities between the Ontario Endangered Species Act and the American Endangered Species Act, this article examines a case study with landowner interviews from one US island and one Canadian island. It is concluded that landowner attitudes toward conservation and private property are very similar. Thus, it is argued that bureaucratic differences, particularly institutional capacity and implementation styles, enabled the US but not Canada to recover the snake. The article concludes with a discussion of the need for better communication between the two countries for the purposes of biodiversity conservation.  相似文献

Fog oasis conservationists in Lima attend to fog as a material possibility for capturing and enfolding in infrastructures of reforestation. Yet, their efforts become deliberately obstructed by the informal squatters whom conservationists perceive to threaten these ecosystems. Fog capture thus raises questions not only about the relation between infrastructure and environment but also the urban inequalities that must be addressed for such more-than-human relations to become differently configured.  相似文献

ABSTRACT

The nexus of workforce and destination development is a largely uncharted area within tourism research. The local human capital has above all been in focus when underlining tourism's potential to create employment even for the inexperienced and less educated. However, a discordant strand of theory holds the low levels of qualified knowledge within the industry responsible for absent destination development in areas struggling to develop competitive advantages. Additionally, the in-migration of a skilled workforce may be hampered by a lack of amenities attracting permanent residents. In order to explore whether the tourism sector is characterized by a less educated share of the workforce, a study was performed using micro-level data on the full working population of Sweden during the years 2000–2010. The workforce in tourism was compared to the total and two other low-skill sectors, and the results show that the educational aspects within tourism are more related to geography than economic sectors. Contrary to general presumptions, the workforce within the tourism sector has a higher level of formal education than the other selected sectors in regions with generally low educational levels. The implication is thus that strategies aimed at creating employment for the least educated in rural areas need to be reconsidered, and not unconditionally target the tourism sector. Above all, tourism development needs to be based on assessments of local preconditions rather than a generalized image.  相似文献

The 1992 Convention on Biological Diversity (CBD) challenged signatory countries to seek and encourage new financial resources, including private‐sector resources, to implement the objectives of the Convention. During the past decade, pioneering businesses have succeeded at making money while conserving and sustainably using biodiversity. What lessons have we learned? How can we speed up the adoption of biodiversity‐friendly business activities? Where and how can additional private investment for biodiversity conservation and sustainable use be found? To answer these questions, this article reviews why biodiversity conservation needs private‐sector finance. It defines the beneficial links between business and biodiversity; presents the business rationale for financing conservation and sustainable use; identifies who is currently investing in these businesses; and outlines the conditions necessary to attract considerably more amounts of private‐sector financing for biodiversity conservation and sustainable use.  相似文献

Knowledge-based industries tend to develop within regional or local clusters that allow for knowledge spillovers, the generation of a critical mass of complementary competencies and skills as for spatial proximity to academic organizations out of which many highly innovative firms have been founded. The prototype of that development certainly is the biotechnology industry which has emerged since the 1970s first in the US where especially small and medium-sized research companies have been established around leading science bases. Following the example of the US biotechnology industry, public policies in many industrialized countries aimed at stimulating cluster formation in biotechnology. This holds true especially for member states of the European Union (EU) where public policy initiatives have been initiated at different territorial levels. This article refers to the Munich pharmaceutical biotechnology cluster and applies institutional and organizational indicators that have been developed in various systemic analyses of technological development and innovation. It will be shown that reforms of the institutional environment in which the innovative organizations are embedded were crucial for the commercialization of biotechnological research in Germany. These reforms have occurred mostly at the regional and national level, whereas the EU played a role especially in establishing the regulatory framework for the biotechnology industry. Organizational indicators will be applied in order to assess the modes of knowledge production within the cluster.  相似文献

This article analyzes the factors that explain the international diffusion of voluntary international management standards. We argue that international management standards should not be analyzed in isolation but in conjunction with other standards and their institutional environment. We present two opposite views explaining how the previous diffusion of management standards facilitates or hampers the adoption of new management standards. We test a comprehensive model of diffusion of international environmental management standards within the chemical industry using a panel of 113 different countries during the period 2000 to 2003. Our results show that the previous experience of businesses in voluntary standards such as the Chemical Industry's Responsible Care Program or ISO 9000, government commitment toward Environmental Management Systems Standards, and the level of activity of international nongovernmental organizations in the country of adoption, impact positively on the adoption of ISO 14001 by chemical firms. Unlike previous studies that focused mostly on cross industry analyses, we do not find trade‐related factors significant while explaining adoption in the chemical industry. Our results differ, therefore, from previous research and highlight the need to isolate industry effects to understand the diffusion of international standards.  相似文献

This article uses nationally representative sample survey data to assess the confidence of Canadians and Americans in four major state institutions: the police; the civil service; the federal government; and political parties. Long-standing arguments suggest that Canadians are more trusting of government than Americans. Results, however, indicate small national differences, with variations within countries being much more important, especially for regional and racial subgroups within each nation. Consistent with their traditional minority position in Canada, Quebecers stand out as having the least confidence of respondents in either nation. In contrast, and despite their minority position, nonwhites express more confidence in political institutions than do whites in both countries, especially in English Canada. One exception is somewhat lower confidence in the police among nonwhites, particularly in the northern United States. The findings demonstrate the need to go beyond an exclusive focus on national differences when comparing political attitudes and values in Canada and the United States.  相似文献

Technology transfer is well recognized as a major determinant in the economic development of newly industrializing countries. Increasingly, technology transfer is also recognized as an important component in the economic fortunes of developed countries. The globalization of markets and the premium placed on technological sophistication in industry and services emphasizes the need for governments to consider and engage in technology transfer policy strategies. Our understanding of the dynamics of technology transfer can be enhanced through the study of the experiences of specific states. It is against this backdrop that this paper presents an analysis of technology transfer patterns from the United States and Japan to South Korea from 1962 through 1992. The Korean experience reveals that patterns of technology transfer cannot be explained simply by concentrating on what has been transferred from donor countries, such as the United Slates and Japan. Rather, we need to turn our focus to the host country and to the policy strategies that have been adopted to shape patterns of technology transfer. In short, the question turns from the economics of what, to the policies of how, technology transfer is accomplished.  相似文献

This article examines the role of philanthropy in conservation as a way of exploring how and why conservation might be becoming more neoliberal. It describes how conservation philanthropy supports capitalism both discursively and in more practical ways. Philanthropy is examined in terms of the two forces considered to be driving the neoliberalization of conservation — the need for capitalism to find new ways of making money, and the desire of conservationists to engage with capitalism as the best way of getting things done. It demonstrates how philanthropy can speak to both of these logics simultaneously, particularly through emerging ideas of philanthrocapitalism, which may be enhancing the neoliberalization of both philanthropy and conservation.  相似文献

From the late 1950s to the early 1980s, technology in the form of aircraft, high-powered rifles, and tranquilizers changed the relationship between humans and polar bears. Whereas the polar bear had been conceptualized as a fierce beast in early-modern expeditionary literature, in the second half of the twentieth century the bear was depicted as vulnerable due to overhunting and in need of scientific study, a process that in itself portrayed the helplessness of the animal when confronted with postwar technologies. Popular American and Canadian periodicals conveyed this shift in the bear’s image. This article examines the polar bear’s image as depicted by the media and argues that the use of certain technologies by sport hunters, wildlife biologists, and conservationists enabled a domination of the bear that altered the animal’s placement within the popular imagination.  相似文献

Commercial aerospace is a key sector in the Welsh economy, engaged in complex overlapping activities from aircraft manufacture (AM), through maintenance, repair and overhaul (MRO), to research, development and training (RDT). Defining and operationalizing a framework for analysis using both qualitative and quantitative data, this paper examines the actual and potential roles of the relationships in Wales between commercial aerospace firms, industry, government and institutional stakeholders, at both local and non-local levels. Concentrations of manufacturing in North Wales, and MRO in South Wales along with RDT operate as distinct constituent parts of aerospace clusters in neighbouring regions of England and beyond. The results, however, highlight links between the location of AM, MRO and RDT in Wales, emphasizing their (partially) geographically symbiotic relationships. Moreover, there are key inter-linkages that need consideration if the long-term health of Welsh aerospace is to be secured. Simultaneously, all three sub-sectors in Wales exhibit weaknesses which could render them vulnerable to greater external competition, particularly from developing countries. This emphasizes a need to alter the current governance arrangements and utilize different clustering characteristics that currently exist, with government, as a major sponsor of the industry, having a strong (but changing) role to play in encouraging these more balanced industry structures and decision-making processes.  相似文献

ABSTRACT Increasing strains on self-sufficiency within the block of East European command economies resulted in the dramatic decision to change over to an economic system largely based on market forces. The painfulness of the ensuing transformation process will be mitigated somewhat by supportive economic policies of the West, including the European Community which is itself aiming at complete economic integration by the end of 1992. The consequences for the developing countries of these far-reaching policy changes in East and West are likely to be negative, at least in the immediate future. This is true for the volume of development assistance given by East and West, as well as for the export prospects of developing countries. Favourable effects might at best be expected in the longer run.  相似文献

ABSTRACT The paper describes some recent developments with respect to logging operations and the tourist industry on the island of Siberut (West Sumatra, Indonesia). It discusses these developments from the perspective of the notions of equitable access and benefit sharing and prior informed consent. These are often referred to as basic principles in dealing with external intervention within the territory of indigenous peoples. After the initial logging boom during the 1970s and 1980s about half of the island was declared a nature reserve in the early 1990s. All logging operations were terminated. Backpack tourism started to develop more or less simultaneously, stimulated by the lure of a Stone Age culture on a tropical paradise island. This contributed greatly to the efforts to safeguard the island's rich biodiversity. Recently, however, a new form of logging started on the island, with a university as concession holder. But also a new kind of tourism discovered Siberut: its waves are supposed to be of excellent quality and allow for first‐class surfing. As a result of regional autonomy and the process of democratisation in Indonesia, the local people are not willing to accept these new forms of resource use without at least sharing in their benefits. The creation of devolved administrations in Scotland and Wales, coupled with the proposals for the English regions are creating new operational environments for local government in different parts of the UK. This paper reviews both the key factors affecting these new environments and their relationship with local government. The paper assesses the factors influencing the context for change, and considers these comparatively within England, Scotland and Wales. Attention is focused on emerging forms and practices of spatial planning within the devolved countries at the local level, caused by sub-national, local and community institutional change. Spatial planning is utilized as an example of the changing nature of central–local government relationships within the UK. The article concludes that there is evidence of convergent and divergent trends occurring at different speeds within the three countries and that the new local government relationships in Scotland and Wales may be more defined as a direct consequence of devolution. In England, by contrast, the new relationships between local government and central government appear more complex, not least as a result of the emerging picture of governance being brought about by regionalization. This leaves the future structure and powers of spatial planning within English local government more uncertain at the present time.  相似文献

The Convention on Biological Diversity incorporates an exchange that has been described as a 'grand bargain' which balances the needs of both technologically and biologically endowed countries. The role of genetic resources in R&D and sales varies by industry sector, however, so it is difficult to generalize on company demand for genetic resources and fair and equitable benefit-sharing. It is important, therefore, to examine the particular features of industry R&D programmes, providers of genetic resources, and trends in benefit-sharing partnerships in specific industry sectors. This article examines markets for genetic resources, costs and duration of R&D, types of genetic resources accessed, providers of genetic resources and benefit-sharing partnerships in the pharmaceutical, biotechnology, crop protection, seed, botanical medicine, horticulture, and personal care and cosmetic industries. The article concludes that experience and 'best practice' in benefit-sharing have progressed quite significantly on a number of fronts in the past decade, including the development of corporate policies in response to the CBD. The most effective form of benefit-sharing, and realization of the ' grand bargain' envisaged by the CBD, is found through partnerships between private-sector and source-country institutions that link commercial use with sustainable development and biodiversity conservation.  相似文献

Africa-focused global value chain (GVC) scholars argue that the new mining industry practice of corporate outsourcing invalidates the traditional enclave thesis by providing new opportunities to support domestic firms and stimulate industrialization. However, this literature has clustered around Africa's middle- and high-income countries and its analytical approach abandons the centre–periphery framework within which its earlier antecedents were grounded, while overlooking labour dynamics. Correcting for these limitations, this article explores the GVC literature's claims through a single case study of a gold mine in the Democratic Republic of Congo, representative of a process of foreign-controlled gold sector (re)industrialization underway across a group of 20 low-income African countries. The findings confirm rather than invalidate the original enclave thesis, observing that corporate outsourcing has done little to stimulate broader industrialization while facilitating the arrival and expansion of foreign firm subsidiaries. Meanwhile, the new industry practice has also facilitated the adverse incorporation and fragmentation of Congolese labour, thus weakening the collective strength of workers. The findings demonstrate the value of expanding the conventional GVC framework to incorporate a consideration of peripherality and the capitalist labour process, and demonstrate the need for state intervention via pro-labour and industrial policy.  相似文献
