This paper addresses two main debates: the recent geographical literature on trade union strategy and structure, and contemporary accounts of European labour market governance. Geographers have begun to take notice of organized labour just as it has faced a series of unprecedented challenges, which are partly derived from ongoing changes in the organization of production. In interpreting these debates I focus on the process of scaling – the ways in which the politics of labour market governance are constituted in, and are at the same time constitutive of, one geographical scale or another. These issues are explored through two key recent developments: the changing status of the European Trade Union Confederation, and the creation of European Works Councils. The ETUC and EWCs are particularly significant because they pose a challenge to existing arrangements, and potentially enable a re-configuration of the relation between capital and labour at different scales. I conclude that further exploration of European labour geography could re-connect the diversity of forms of organization of production with the scope and potential of trade union strategy; and that thinking in terms of scale is useful because it highlights the significance of both political and relational issues.  相似文献

ABSTRACT

The paper investigates the relationship between the Swedish development agency Sida and Cultural Heritage without Borders (CHwB), a facilitating organisation in the field of cultural heritage in Bosnia and Herzegovina (BiH) following the Bosnia War. From 1995 to 2008 CHwB was the only NGO in BiH working to preserve cultural heritage, and was almost exclusively funded by Sida. From having been an organisation focusing on the restoration of historic monuments, CHwB transformed into becoming an NGO facilitating social and economic development. The paper suggests that CHwB gradually changed from having a very particular position of working with the preservation of an ethnically diverse cultural heritage with the aim of promoting reconciliation, to one where it needed to focus on reconstruction and its implications for economic development. By analysing a large number of key documents using Norman Fairclough’s critical discourse analysis this change is interpreted in relation to changes taking place within the landscape of international aid and post-conflict recovery.  相似文献

The aim of the paper is to provide an overview of the development of Czech innovation policy which started to get its shape in the first years of the 21st century. The article traces its origins to a number of interlinked factors—the introduction of European regional policy in the Czech Republic, the increased inflow of foreign direct investment into R&D-intensive sectors and also the devolution of power to Czech regions that were established in 2001 and gave a new, regional dimension to research and innovation policy. It pays particular attention to the process through which the regionally-based innovation policy advocated by the European Union (EU) has been translated and adapted in the context of a new EU member state. As an illustration of the efforts at the regional level to make a better use of the potential of R&D and innovation in the regional development, a case study of a regional innovation strategy of the City of Prague is analysed. The City of Prague was selected for a critical analysis of an innovation system and innovation policy due to the fact that it is a region with significant but until now not fully exploited innovation potential and, in addition, its first innovation strategy has been recently adopted. The innovation strategy is closely scrutinized and the process of its elaboration is critically examined within the European and especially national context. The authors demonstrate that there is a lot of conceptual ambiguity and confusion associated with the process of transferring the experiences of Western European regions to the Czech Republic. The authors believe that at least some of their observations and analysis of weaknesses of the process through which the regional innovation strategy (RIS) has been carried out will have relevance for other Czech regions and even for other regions in the new EU member states.  相似文献

Heritage is invoked for post-conflict development by international organisations, governments, and sub-national groups to provide emotional and cultural, including economic, healing for individuals and societies. However, academic critiques of healing-heritage typically cite the failure of heritage to heal, either because it cannot, or because it is managed incorrectly. Thus, an anomalous situation exists between expectations and critiques, which this study describes and explores through international policies and national and sub-national post-conflict healing-heritage initiatives from Rwanda and Uganda. Drawing on concepts of heritage as a cultural process, cultural trauma, and symbolic healing, this study proposes that heritage is neither an essentially positive nor negative post-conflict development strategy to select or avoid respectively. Instead, heritage is better understood as a common element of post-conflict renewal, which becomes intensified as the past is aggressively negotiated to provide healing related to conflict traumas. By moving beyond the ‘does heritage heal or hurt?’ distraction the meaning and function of heritage in post-conflict contexts as a common element of post-conflict healing complexes is elucidated. The implication for those who wish to manage post-conflict development through heritage is that they are just the latest in a long history of symbolic healers, from whom they have a lot to learn.  相似文献

ABSTRACT. In this study the authors analyse Czech national identity after the break‐up of Czechoslovakia and before accession to the European Union. National identity is understood here as a construct consisting of several elements, four of which the authors analyse: territorial identity (localism, regionalism, patriotism, and Europeanism), the image of the nation – the cultural nation (ethno‐nation) and the political nation (state‐nation), national pride (in general, and in cultural performance and in the performance of the state), and love for the nation – nationalism (or more precisely, chauvinism) and patriotism. To create a more complex picture of Czech national identity the authors compare it with national identities in eleven other European countries. To conclude, the authors analyse the attitudes of Czechs toward the European Union, and national identity is used as an important explanatory element of the support for EU governance.  相似文献

One year has elapsed since the European Monetary Union was created between eleven of the fifteen European Union member states. During 1999 the economic prospects for euroland have dramatically improved, with projected growth in 2000 and 2001 well above earlier expectations. This article argues that the recovery, by itself, cannot solve Europe's unemployment problem, neither can monetary union per se, despite its substantial benefits. The authors discuss these benefits and assess the current economic situation in Europe. They recommend a bold, coordinated approach, a growth pact for Europe, based on the three complementary legs: substantial tax cuts; an accommodating monetary policy; and structural reform. They discuss the conditions in which such a pact would be successful.  相似文献

This symposium explores the causes and consequences of European competition policy. I make two points in this essay, which the authors of the symposium reinforce. First, European integration is best examined from a public policy perspective, which focuses on the course of action that European public authorities decide (or not) to take. Second, the workings of competition policy in Europe cannot be understood without examining policies both at the European Union level and at national levels. The main benefit of the approach is to encourage cross-fertilization across several fields. Concepts and tools from policy studies and comparative politics are used to inform phenomena that have been investigated until recently mainly by international relations scholars.  相似文献

Transition in the Middle East, the ongoing effects of the global financial crisis and the United States' rebalance to Asia are key trends that will have an impact on transatlantic relations and European defence. As US priorities shift, a common European ‘grand strategy’ could encourage the development of a shared vision to help Europe order its priorities and begin to respond to the new, post‐austerity context of world politics and shrinking defence budgets. Will these changes be enough to quicken Europe's currently shrivelled strategic thinking? In any scenario, given its relative weight and role as an interlocutor with the US, the United Kingdom will remain vital to any developing European security and strategy agenda, although its broader relations with the European Union will complicate this relationship. How it proceeds will also help to define the boundaries of this nascent European security order. This article charts these key global trends, relates them to current debates in European security and strategy and maps opportunities and constraints faced by Europe and the UK in developing a grand strategy in an increasingly ‘American‐lite’ European neighbourhood.  相似文献

Based on a relational concept of regional analysis this contribution emphasizes that European Union (EU) Eastern enlargement will primarily lead to a restructuring or intensification of interregional economic relations. However, it rejects the widespread view that at first the border regions at the present EU Eastern boundary would be affected by Eastern enlargement. This view relies on the problematic assumption that the regions' transnational relations are subject to a logic of geographical nearness. The most important nodes of transnational economic relations in an enlarged EU are not the border regions, but certain regional development centres in the interior of the European economic space. Thus the regional impact of EU Eastern enlargement should be differentiated with regard to different types of regions: Particular advantages come towards the structurally strong regions in the interior of the present EU as well as the accession countries, whereas the structurally weak regions at the present EU Eastern boundary can gain advantages from Eastern enlargement only to the extent that they manage to overcome their endogenous blockades concerning cross-border economic cooperation and a positive attitude of the regions' population towards European integration.  相似文献

Three EU-based human geographers argue for the need to contextualize the meaning of the current economic crisis in Europe, pointing to precedents in European history. More specifically, they view Europe (as both a set of practices and ideas) as a product of successive crises that have yielded an unexpectedly resilient structure for the European Union, which retains sufficient flexibility to permit different EU members to adapt their economies to the crisis on their own terms without descending into the disintegrative pull of protectionism. The authors also show how the uneven effects of the economic crisis threaten a renewed east-west divide, and highlight the ongoing relevance of the European Union as a transnational fiscal regime with important implications for EUrope's future. In Italy, like in many other European countries, cultural roots and national identity are currently shifting as the result of contemporary transnational migrations and globalization. This essay analyses how the paradigm emerging from the Italian national case contributes to a redefinition of the postcolonial canon centered on British history and culture and to the notion of a “European” postcolonial as a whole. To this aim, the authors identify in colonial history and contemporary immigration the threads that connect the postcoloniality of Italy to that of other European countries. At the same time, they locate the specificity of the Italian postcolonial in the intersection between these factors and other events in Italian history that have strongly influenced the process of shaping an Italian national identity: the Southern question, intranational and international mass emigrations, new mobilities, the subaltern position of Italy within the European Union, and the geopolitical dislocation of Italy as the Southern frontier of Europe. The authors close their essay by presenting a Mediterranean Southern perspective grounded in new forms of knowledge and aesthetic sensibilities that counteract Europe's sense of encroaching and its politics of border protection.  相似文献

Since the formal end to the conflict of dissolution of Yugoslavia in 1995, cultural heritage has been given a central role in post-war recovery and reconstruction, and in the development of sustainable peace in the region. This role reflects the pivotal function accorded to heritage in post-conflict settings within the international heritage doctrine, while re-assessing the crucial role of culture in ‘building peace in the minds of men and women’ (UNESCO) and in creating ‘greater understanding of one another among the peoples of Europe’. I will present and analyse the current formal/legal system of heritage construction and reconstruction in Bosnia and Herzegovina (BiH), its relations with the international heritage doctrine and its implications on the local process of memorialisation of armed conflict. As I will argue, one fundamental pitfall of the international heritage doctrine fashioned by UNESCO and the Council of Europe is that it implicitly relies on the nation-state as the carrier and developer of collective cultural memory and identity, overlooking settings where the primary mode of group identification and legitimisation occurs at different (lower) levels, as in BiH.  相似文献

How do advocacy organizations make tactical choices? This paper contributes to theory building in advocacy studies by examining how the decision‐making processes of advocacy organizations are affected by the choices of their peers. Drawing on qualitative interviews with practitioners in two contexts—the European Union and the United States—I document that organizations face pressures toward cohesion and differentiation with the tactical choices of other organizations. Other important processes—such as rational evaluation of political opportunities, resource dependence, and ideological constraint—are also reported to be influential, although these processes are sometimes influenced by relational dynamics. These findings suggest new variables and relationships of interest for future quantitative research and provide insight into the growing complexity of climate politics.  相似文献

The European Union and its member states have moved with considerable speed towards the creation of a European Security and Defence Policy (ESDP). Whether what has been achieved so far adds up to a revolution remains a moot point. The Common Foreign and Security Policy of the Maastricht Treaty has not always been noted for its binding character, and too often the debate over security and defence has degenerated into an artificial, zero-sum-type game between Atlanticists and Europeanists. What is required for the success of the ESDP is not simply continued commitment to achieving the Headline Goals set out at Helsinki in 1999, but also the development of what the authors call a 'strategic culture', i.e. an institutional confidence and processes to manage and deploy military force as part of the effective range of legitimate policy instruments of the Union. The authors argue that political commitment at the highest levels has been underpinned by the institutionalization, within the Council Secretariat, of the 'military option' in the form of the Military Committee and a Directorate General for the EU's Military Staff (DGEUMS). Even more importantly, there are already signs, especially through such concepts as 'security sector reform' and 'structural stability', that the EU, through its development and humanitarian programmes, has already recognized the necessity of military solutions.  相似文献

A major public debate on the costs and benefits of the United Kingdom's membership of the European Union is presently under way. The outcome of the referendum on 23 June 2016 will be a pivotal moment in determining whether the EU has a future as a component of the UK's European diplomatic strategy or whether there is a major recalibration of how the UK relates to Europe and more widely of its role within international relations. Since accession to the European Economic Community the UK has evolved an uncodified, multipronged European diplomatic strategy. This has involved the UK seeking to reinforce its approach of shaping the security of the continent, preserving a leading diplomatic role for the UK in managing the international relations of Europe, and to maximize British trade and investment opportunities through a broadening and deepening of Europe as an economically liberal part of the global political economy. Since accession the UK's European diplomatic strategy has also been to use membership of the EU to facilitate the enhancement of its international influence, primarily as a vehicle for leveraging and amplifying broader national foreign and security policy objectives. The strategy has been consistent irrespective of which party has formed the government in the UK. Increasing domestic political difficulties with the process of European integration have now directly impacted on this European strategy with a referendum commitment. Whether a vote for a Brexit or a Bremain, the UK will be confronted with challenges for its future European strategy.  相似文献

Europe's defence industry has evolved by transforming itself from a collection of nationally oriented firms to one dominated by two giants. Stimuli external and internal to the European Union (EU) are responsible for this development. After describing the evolution of this sector since the end of the Cold War, the authors present four factors that played key roles: developments within the United States' defence industry; the impact of technology and defence economics; general economic restructuring within the EU together with nascent defence industrial policy; and progress towards the creation of a European Security and Defence Policy. While the evolution required all four factors, the EU played a critical and under–appreciated economic and political role in the changes that have transformed the European defence industry, and is now positioned to continue to shape this process.  相似文献

Just as the shift of the American strategic focus to Asia and the Pacific forces strategic autonomy upon Europeans, the financial crisis limits their means. In the age of austerity, dispersed efforts and spending on secondary issues have become unaffordable. Prioritizing and making strategic choices have become more important than ever. As no single European state can face all these challenges alone, a joint European strategy must assess where collective foreign and security policies can bring the most added value to the national effort. Through the European Union, Europeans have attempted as much in the 2003 European Security Strategy, but for lack of prioritization, the EU has so far underperformed. Yet the EU does have access to substantial means and possesses all the necessary instruments to pursue a comprehensive strategy. The key to their effective use is a collective European strategic review, starting from the vital interests that all European states have in common. Two priorities stand out: making a new start in Europe's relations with its southern neighbours after the Arab Awakening, and deciding which responsibilities Europeans will assume as security providers outside their borders after the American ‘pivot’ to Asia.  相似文献

This paper seeks to describe power shifts in the European Union's multi-level system of governance in the area of spatial planning. It begins by investigating, through the economic theory of federalism, the increasing 'Europeanization' of member states' policies that produces asymmetrical power shifts towards the European Union. It draws from German, Spanish and British case studies which confirm such shifts to the European Union level as well as to sub-national levels of government, although there is a tendency for competences to be shared between the European Union, national governments of the member states and sub-national authorities.  相似文献
