The aim of this article is to use theories of bonded and embedded trust to explain the ‘roller-coaster’ nature of the Australia-Indonesia relationship. An examination of Prime Minister Keating and President Suharto as a case of bonded trust between leaders reveals the value such a relationship has in building trust in bilateral relations. However, it also reveals that such trust cannot survive changes in leadership if it has not become more broadly embedded in both government and society. This is particularly problematic given Australia’s tendency for rapid leadership and ministerial turnover across the past decade. While President Joko Widodo and Prime Minister Turnbull were able to develop a warm relationship which helped to reset the relationship and enabled them to navigate diplomatic incidents, Malcolm Turnbull’s recent political demise only serves to further highlight the necessity of building trust between societies. Without trust, cooperation between the two states will be limited. Building trust between societies will be required if Australia wants to develop a trusting relationship with Indonesia capable of undertaking deeper forms of cooperation on more sensitive issues – something which will be fundamental to Australia’s ability to navigate growing strategic uncertainty in the region.  相似文献

In more recent years, Australia's relations with the countries of Latin America have taken on more importance as the trade and investment links between the two regions have grown. Besides this recent activity, Australia has a long history of diplomatic relations with the countries of Latin America, even though the links between the two regions have at times been fairly superficial. This relationship, like many others, has tended to concentrate on mainly trade relations and, despite Latin America's often turbulent political history, has not been affected much at all by political issues. The purpose of this article is to analyse the development of foreign policy links between Australia and the countries of Latin America in their formulative stage between 1901 and 1973.  相似文献

In 1974, Australia took the initiative to have an item on diplomatic asylum inscribed on the UN General Assembly's agenda for that year. Its original ambition was to procure an international treaty on the subject. This article traces the history of that initiative from its inception to the acknowledgement seven years later that it had come to nothing. It also investigates the impact that Australia's initiative at the UN had on its foreign policy practice in relation to diplomatic asylum through two administrations: the Whitlam government (5 December 1972–11 November 1975) and the Fraser government (11 November 1975–11 March 1983). It demonstrates that, while the initiative generated a great deal of bureaucratic work, it wrought no real change in Australia's practice on the ground.  相似文献

Vanuatu became a major issue in Australia–China–Taiwan relations during Serge Vohor's turbulent prime ministership in 2004. Already engaged in a struggle with Australia over ‘good governance’, Vohor signed an agreement diplomatically recognising Taiwan. Chinese and Australian pressure led to Vohor's ouster, and a diplomatic setback for Taiwan. Although Australia and Taiwan viewed each other as side issues in this episode, with Australia focused on Vohor and Taiwan on China, their interests were directly opposed during the episode. As became evident in the aftermath of the post-election riot in Solomon Islands in April 2006, these divergent positions have had a lasting negative impact on each country's perception of the other. The key events of 2004 are examined here to demonstrate how this episode has affected the wider landscape of Australia–China–Taiwan relations.  相似文献

Both Australia and New Zealand, in addition to engaging with the US executive branch, also protect and advance their bilateral relationship by engaging with the US Congress. Since 1987, Australia has pursued congressional outreach, or diplomatic lobbying, to protect and advance its security and trade interests. As a result, Australia has won both security and trade benefits. New Zealand's congressional outreach, on the other hand, has had a more challenging task of improving bilateral relations due, in part, to US objections to New Zealand's anti-nuclear policy. This article extends existing research on Australian and New Zealand congressional outreach, develops a framework for examining embassy-based congressional outreach and, through comparative analysis of Australian and New Zealand congressional outreach, gives greater insight into the nature and character of their efforts on Capitol Hill.  相似文献

A major public debate on the costs and benefits of the United Kingdom's membership of the European Union is presently under way. The outcome of the referendum on 23 June 2016 will be a pivotal moment in determining whether the EU has a future as a component of the UK's European diplomatic strategy or whether there is a major recalibration of how the UK relates to Europe and more widely of its role within international relations. Since accession to the European Economic Community the UK has evolved an uncodified, multipronged European diplomatic strategy. This has involved the UK seeking to reinforce its approach of shaping the security of the continent, preserving a leading diplomatic role for the UK in managing the international relations of Europe, and to maximize British trade and investment opportunities through a broadening and deepening of Europe as an economically liberal part of the global political economy. Since accession the UK's European diplomatic strategy has also been to use membership of the EU to facilitate the enhancement of its international influence, primarily as a vehicle for leveraging and amplifying broader national foreign and security policy objectives. The strategy has been consistent irrespective of which party has formed the government in the UK. Increasing domestic political difficulties with the process of European integration have now directly impacted on this European strategy with a referendum commitment. Whether a vote for a Brexit or a Bremain, the UK will be confronted with challenges for its future European strategy.  相似文献

ABSTRACT

This article considers the transformations taking place in the consular landscape and the resulting pressures on departments of foreign affairs both in Australia and elsewhere. For Australia, the challenges are particularly compelling. As the Lowy Institute has observed in successive reports, Australia’s anaemic overseas representation renders the growing consular load an even more formidable problem. When crises strike, resources are diverted both within government and within the Department of Foreign Affairs and Trade, skewing other priorities. The second part of the article analyses government responses to these challenges. It examines the new focus on consular diplomacy and the government’s first formal consular strategy. It assesses the recent modest expansion of Australia’s overseas diplomatic network, together with the steps taken to enhance international cooperation on consular issues. The article concludes that while the problems facing Australia’s consular service remain pressing, some progress has been made.  相似文献

This article employs fieldwork research and literature analysis to examine contemporary perceptions of China's emergence in popular and elite opinion in Russia and the Central Asian states, particularly Kazakhstan. It initially establishes a framework for understanding China's emergence, emphasizing a trilateral dynamic between the hegemonic position of the US in Asia, the evolution of the strategic choices of China's neighbours and the development of strategic regionalism as a mechanism for managing regional spaces. Choosing to take the Commonwealth of Independent States as a particular case of this framework, it argues that the interaction between Russia, China and the US remains highly fluid, particularly under the conditions ‘of re‐setting’ the US‐Russian relationship. This means that regional contexts are highly significant; and it establishes Central Asia as an important new strategic region for working out relations between Russia, China, and the US through their interactions with regional states. The second part of the article examines Russian and Central Asian responses to China's emergence. It looks at three categories of motivation in China's regionalism: its system for accumulative growth; its problems with weak constitutionality and transnational security in its western regions; and its concern with US/NATO encroachment on its western frontier and the US attempt to turn Central Asian elites away from their traditional alignments. The third part looks at China's promotion of the Shanghai Cooperation Organisation (SCO) as its mechanism for strategic regionalism in Central Asia. The article questions the SCO's significance in terms of its capacity for governance and functionalism, and points to the problem of institutional competition, notably with Moscow's preferred structure of the Collective Security Treaty Organization. The article concludes that China will be an unconventional superpower that presents different facets of itself in different regional contexts. There will not be a single model of China's emergence and it will continue to develop its international role through a mix of adaptation and experimentation. However, China's strategy will pose a problem for Russia and Central Asia since it seeks to create a strategic space that does not challenge the West, but exists substantially outside the West. Russia, in particular, has to decide whether it will be able to maintain its current stance of independence between Europe and Asia as China's rise shifts the frontiers between East and West.  相似文献

The Seventh-day Adventist (SDA) church in Australia differed from most Christian churches in its response to World War One, openly condemning the war as an evil to be avoided while attempting to remain focused on its evangelistic mission. This article explores the philosophy of the SDAs that allowed them to stand apart from the bulk of the churches, and the evolving nuanced path forward negotiated between the ideals of the church and the needs of the government. The success of the SDA church in maintaining its spiritual focus broadens our understanding of the relationship between churches and state in Australia in World War One, and adds a level of subtlety in understanding the government's response to a church that had an ambivalent response to the state's war goals.  相似文献

In the early 1970s, Australia and Britain found themselves embroiled in an embarrassing diplomatic controversy over Australia's failure to provide an assisted passage to Jan Allen, a British citizen of Jamaican descent. Allen lodged a formal complaint with the British Race Relations Board, arguing he had been denied assistance on the grounds of his race. The Board was compelled to investigate the case, raising the possibility that British and Australian officials would face legal charges. This article outlines the complex diplomatic negotiations that surrounded the case and assesses its outcome. It argues that the controversy marked an important milestone in Australia-British relations, reinforcing the fact that British race patriotism could no longer mediate the self-identities and interrelations of the two countries. It contributed to Britain's decision to withdraw its support for the United Kingdom-Australia Assisted Passage Scheme and the eventual abolition of Australia's ‘White Australia’ policy  相似文献

In 1999 the Australian government dropped its objections to the Italian legislation that contemplated postal voting and parliamentary representation for its Italian citizens resident abroad. This was a significant turning point for the Australian government approach on the question of voting rights for expatriate communities in Australia voting in their homeland elections. Based on undisclosed government sources and interviews with former Australian diplomatic and government officials, this paper will recall and examine the Australian government's reaction to the Italian political debates leading up to, and eventual passage of, the Italian expatriate vote legislation.  相似文献

Australia has had a long connection with, and significant national interests in, the Southern Ocean and Antarctica. The Australian Antarctic Territory comprises 42 per cent of Antarctica's landmass. Australia is not only a claimant state and original signatory to the Antarctic Treaty but has played a significant role in the development of what is termed the Antarctic Treaty System (ATS). This article aims to provide an overview of Australia's key policy interests and government policy goals towards Antarctica, including its commitment to the ATS. In examining key policy objectives we note that despite continuity and development of these objectives, significant changes and challenges have arisen in the period 1984–2006. It is these challenges that will help frame Australia's Antarctic agenda over the next 20 years and beyond.  相似文献

In the lead-up to the Australian federal election in 2010, both major political parties represented the ‘unauthorised’ arrival of asylum-seekers as a security issue. This article explores the dynamics of this resecuritization of asylum in Australia, suggesting the case has important implications for both the securitization framework and Australia's treatment of asylum-seekers. The relationship between securitization and calls for an open debate about asylum-seekers challenges the securitization framework's normative claims about political debate and deliberation as a progressive development illustrative of desecuritization (the removal of issues from the security agenda). This case also illustrates that without political leadership to engage with the social and cultural context that allows the securitization of asylum to resonate with large segments of the Australian population, the exploitation of this issue for short-term political gain will continue.  相似文献

This study takes an analytical approach to the diplomatic strategy adopted by the Spanish monarchy in confronting the challenge it faced associated with the Partition Treaties that were signed by Louis XIV, William III and the United Provinces in 1698 and 1700. By consulting Spanish sources to complete the understanding of the diplomatic process, this study analyses the political action that Spain mobilized in its defence around 1700 and describes the evolution of Spain's foreign policy as the product of the mistrust that had developed between the main powers of Europe. This mistrust was politically answered by Madrid with Carlos II's last will and other planned measures to ensure the viability of the project that contained a turning point in the policy underlying the alliances of the monarchy. Although, like that of the other powers, Spain's manoeuvrability was restricted, this study concludes that Spain was able to create policy action plans and rationally implement them; moreover, the dynamics resulting from the negotiation and signing of the Partition Treaties led the monarchy to oppose them at all costs and naturally led to the choice of a French heir as its only solution.  相似文献

Lobbying as a form of engagement with the US Congress has long been studied from a domestic perspective. Lobbying, however, is not a practice confined to actors with domestic interests—it is also used as a form of diplomacy by many foreign governments, including Australia. Diplomatic lobbying is a vastly understudied phenomenon and its impact on US foreign relations is rarely examined. Unlike most Westminster-based democracies, the USA has two branches directly involved with foreign affairs—the Executive and Congress—each of which is important for different aspects of foreign policy development. Australia has found lobbying the US Congress to be a powerful tool for diplomatic engagement. This article looks at the role of the US Congress in foreign affairs, the effects of lobbying, and the ways in which diplomats engage with and lobby Congress. Australia’s specific lobbying efforts and their effects on the US–Australia relationship are then examined.  相似文献

The Australian economy has experienced profound change over the last five decades, moving from an industrial to a post‐industrial structure. This transformation has had far‐reaching implications for the nature of economic activity in Australia and has provided the backdrop for the evolving analysis of the nation's space economy. The paper argues that three interrelated themes underpin much of the work of economic geographers in Australia: the impacts of globalisation on Australia's space economy; neoliberalism and the governance of regions; and policy‐focused analysis of regions, their history and prospects. The paper concludes that economic geography will continue to make important intellectual and practical contributions to Australia in the near future as the reshaping of the Australian economy continues and as new challenges reshape the nation's regions.  相似文献

This article marks the fiftieth anniversary of the establishment of diplomatic relations between the Federal Republic of Germany and Israel. It is divided into two parts, assessing the status of this unique relationship in 2015 and in 1965, respectively. Angela Merkel's recent criticism of Benjamin Netanyahu's stance on the peace process with the Palestinians and the heavy protests that took place in Germany in the wake of Operation Protective Edge in Gaza in summer 2014 have cast doubt on the strength of the bilateral partnership fifty years after the first exchange of ambassadors between the two countries. However, by examining the state of German–Israeli cooperation in a number of areas (security, commerce and knowledge exchange, among others), the first part of the article challenges popular interpretations of contemporary German–Israeli relations as being ‘at a nadir’. Fifty years ago, Chancellor Ludwig Erhard proposed to his Israeli counterpart Levi Eshkol the establishment of diplomatic relations between the two countries amid a severe political crisis in Bonn, following a visit of the East German leader Walter Ulbricht to Gamal Abdel Nasser. While much has changed since then, the second part of the article argues that looking at the momentous events of 1965 can provide useful reference points for understanding the current state of relations between Germany and Israel.  相似文献

China's Belt and Road Initiative (BRI) aims at connecting the continents of Asia, Europe, and Africa through a combination of infrastructure projects and soft‐power programs. All of the six land bridges and maritime routes under the BRI extend westward, mostly passing through Central Asia and the Middle East on land or by sea. Cooperation with countries in these regions will, according to China's design, meet its domestic energy needs, and grow the country's economy. China recognizes, however, that in Central Asia and the Middle East, the risks posed by what it calls the “Three Evils” — terrorism, extremism, and separatism can impact the success of the BRI. They can also impact stability in its own adjacent areas, including Xinjiang. Therefore, in concert with the BRI, China is also identifying and deploying bilateral and multilateral diplomatic mechanisms aimed at security coordination with BRI countries in these two volatile regions. This article provides an overview of BRI developments in the two regions and examines some of the diplomatic mechanisms China is using to coordinate security and reduce risks.  相似文献

Instead of writing on the grand narrative of the Nanjing Massacre, this article studies a much smaller and lesser known event, or the incident of Amano Kozo, a lieutenant in Japan’s China Expeditionary Army, who (or his soldiers) slapped John Allison, an American consul. It ignited a serious diplomatic dispute between the United States and Japan and led to Kozo’s own indictment by a Japanese military trial. The author analyzes the circumstances surrounding the incident, using the Japanese trial records and telegrams from the American side. He discusses the problematic testimonies from Japanese war veterans made half a century later and concludes that it is impossible to understand the details of history by simply bringing known facts into causal relationships; rather, combing through the traces left behind from the incident and analyzing their semantic meaning may well be a better way to deepen our understanding of history.  相似文献

In 2014, the Vienna Convention on Diplomatic Relations celebrated its fiftieth anniversary since its coming into force in 1964. Setting out the privileges and immunities accorded to diplomats and diplomatic missions, the negotiations of this convention were part of the United Nations' plan to strengthen the international rule of law. This article analyses the role of Britain, one of the major actors in the negotiation process. It explores how Britain's negotiation position was shaped by diplomatic realities of the 1950s, and the strategies used to ensure Britain's interests being reflected in the final convention. The focus will be on the overall political pressure that underlined Britain's negotiation position, in order to reveal the general UK position on the codification of diplomatic privileges and immunities. Despite the remarkably friendly atmosphere at the 1961 Vienna conference, Britain could not press through all its amendments which, through the concluding legislation process, protracted Britain's ratification process. The article shows while London was supporting the codification of international law, codification by convention was not its ultimate choice. Therefore, the subsequent legislation process was marked by an inter-departmental dispute between the Foreign Office and Treasury, inter alia, on the exemption of Scotch whisky from excise duties.  相似文献
