Given the scale of destruction, and the international responses to the disaster, it has been clear from the outset that the tsunami in Aceh would also have far-reaching internal and external political consequences for Indonesia. Within Indonesia's domestic context, the disaster has forced the government to deal with the problems of xenophobia, the resolution of the Aceh conflict, and the imperative of good governance. The tsunami has also presented an opportunity for much closer bilateral relations between Indonesia and some key aid-providing nations, especially Australia, and the US. Despite some encouraging improvements in the aftermath of the disaster, the long-term effects of tsunami aid on Indonesia's relations with Australia and the US should not be taken for granted.  相似文献

Kuwait’s support of civilians in war-torn Syria has been commended by the international community. In addition, the Gulf state has joined US-led coalitions against the ‘Islamic State’ and affirmed many international agreements designed to choke off international assistance to militias operating in Syria. In 2015, Kuwait paid a heavy price for its involvement, becoming a victim of IS-affiliated terrorism. Whilst this suggests that Kuwait’s position on radical Islamist movements involved in the Syrian conflict is clear cut, this article will argue that Kuwait’s government has had to balance this official position against domestic support for elements of the radical Islamist opposition in Syria. These cross-cutting tensions were underscored by the US designation of the state as the ‘epicentre’ of private fund raising for militias in Syria. To explore these contradictions, this article will analyse Kuwait’s engagement with the Syrian war, its new anti-terror legislation and the tensions between the official and unofficial views on support for foreign militias. This analysis will highlight the challenges the Kuwait government has faced in addressing unofficial Kuwaiti engagement with the radical Islamist opposition in Syria.  相似文献

The scope of this study is to demonstrate that the failed state scheme of Somalia has not been and is not a safe haven for the al‐Qaeda, an issue that has been already displayed in Ken Menkhaus's excellent study (2004 ). Within this context, the article will consider the Somali Islamist political landscape in contrast and in relation to the current situation in Yemen, and thus, it aims to support the premise that weak states, such as Yemen, rather than “collapsed” states, can be incubators of international terrorism. In addition, while studying the interactions between Somalia and Yemen, we will attempt to answer some other important questions arising from this relationship: (1) does the emergence of al‐Qaeda in the Arabian Peninsula and al‐Shabaab have potential convergence; and (2) why is piracy a cross‐border phenomenon and how is it connected to radical Islamism?  相似文献

Hizbut Tahrir Indonesia (HTI) is a radical Muslim organisation whose origins go back two and a half decades. It espouses an ideology crafted during the 1950s by the Palestinian, Taqiuddin an-Nabhani. Hizbut Tahrir's international leadership exerts control over its Indonesian branch's activities to an extent virtually unprecedented in Indonesian political life. Like other radical Muslim movements, HTI is bitterly anti-Western and rejects capitalism, democracy, liberalism and pluralism. Its objective is to turn Indonesia into an Islamic state that would be merged into a global caliphate or Muslim superstate. Unusually for a radical group, HTI strictly eschews violence, though its rhetoric is often strident and inflammatory. HTI also opposes terrorism, but contrives to depict terrorist attacks that have taken place in Indonesia as the result of Western manipulation and conspiracies. Although HTI retains some elements of the clandestine life it led when it was first set up, it has provoked surprisingly little hostility from the Indonesian political mainstream or security authorities. It is likely to continue to grow and remain the source of a powerful critique of Indonesia's status quo. But this is no guarantee, however, that it will succeed even in the long term in positioning Indonesia for merger into an international caliphate.  相似文献

This ethnographic study analyzes the experiences of Palestinian children's agency of religion and its manifestation in religion as resistance while it is fighting the globalized hegemony. Children's agency of religion as resistance is cultivated within the debate of Islamist movements and the evolution of Palestinian national identity while it serves as a call for global solidarity. It is this creative construct of agency of religion that transcends borders and distinguishes itself from the old generation method of resistance. The differences between generations on this construct, as described by children's agency and their ability to transform, is constructed by particular meanings of Islamist symbols and rejects the assumption that children's roles are defined. The agency of religion as resistance evolves as the role of religion in national discourse is deliberated in secularism and sectarianism. In 2005/2006, I was awarded the Rockefeller Fellowship in the Anthropology Department of Johns Hopkins University. The award was for my work on children's political socialization in the Middle East. I also have been active with international studies: in 2009, I collaborated with the Children's Rights Unit, Institut Universitaire Kurt Bösch, Switzerland on the research project, Living Rights: Theorizing Children's Rights in International Development. I am serving as research member on the Joint Learning Initiative on Children and Ethnic Diversity (JLICED), Division of Children's Rights. The idea of a shared Melanesian identity has been consolidated over the last three decades or so through the most important subregional organisation in the South-West Pacific—the Melanesian Spearhead Group (MSG). The solidarity of this group has been strained over various issues from time to time, but none is as fraught as the Indonesian occupation of what is commonly known as West Papua, whose indigenous Papuan people are ethnically Melanesian. In addition to recounting the Indonesian takeover of West Papua in the context of the dynamics of decolonisation, the Cold War and early regional development, the article examines the emergence of Melanesian identity and the MSG, before considering more recent developments. These focus on a recent bid by West Papuans for MSG membership, key aspects of Indonesia's role in the Melanesian subregion, and the extent to which these developments highlight competing logics in regional and international politics.  相似文献

Since the 1920s certain psychoactive substances have been controlled by specially created international agencies. More recently, governments have committed themselves to using evidence in policy‐making. Yet, as the ban on khat in the UK and other countries shows, the assessment process is a perfunctory rather than a decisive component. The Home Secretary set aside scientific advice and bases the decision to ban on considerations outside the health risk ratio, including crime control and counter‐terrorism. However, experience shows that prohibiting substances when demand remains strong is inherently criminogenic. Indeed, the khat ban would appear to play into the hands of radical Islamist organizations. In this article, Axel Klein discusses how political calculations overrule evidence and how this is facilitated by international drug control agencies. Using the term ‘social system’ to explain the relentless extension of bureaucratic remit, he argues that control would now appear inevitable for any substance defined as a drug, regardless of evidence and consequence. As this has implications for other culture‐bound peculiar substances or ‘genussmittel’ he suggests ditching the term ‘drug’ altogether.  相似文献

A British specialist on the Russo-Chechen wars and international terrorism examines Russia's role in the Global War on Terror and, in particular, its long-term campaign against both separatists and Islamic extremists in Chechnya and elsewhere in the North Caucasus. The author advances the argument that Russia's Eurasian (as opposed to European) mode of governance, equating self-determination with separatism and cultural/religious differences with extremism, has generated societal pressures conducive to heightened political violence and terrorism. The implications of such pressures for the future incidence of terrorism in Russia are explored. Two U.S. geographers review an array of intertwining political geographic issues that provide context and set the stage for deadly armed conflict between groups of ethnic Uzbeks and Kyrgyz in the southern Kyrgyzstan city of Osh in June 2010. Applying a disaggregated and localized approach to understanding the ambiguous and complex factors underlying the current instability in Kyrgyzstan, they focus on: the role of north-south political competition; the country's uneasy economic relationship with its western neighbor, Uzbekistan; widespread official corruption and the penetration of organized crime into government structures; as well as broader geopolitical issues. The latter include Tashkent's policy toward the Uzbek diaspora, perceived threats from international terrorism/Islamist fundamentalism, the potential for the export of a "color revolution" to Uzbekistan, the presence of U.S. and Russian military forces in Central Asia, and the relative ineffectiveness of regional security structures such as the Collective Security Treaty Organization.  相似文献

ABSTRACT. This article analyses a dramatic political transformation in Indonesia's Aceh province. In the 1950s, an Islamic rebellion (Darul Islam) aimed not to separate Aceh from Indonesia, but rather to make Indonesia an Islamic state. A successor movement from the 1970s was GAM, the Free Aceh Movement. GAM, however, was essentially secular‐nationalist in orientation, sought Aceh's complete independence and did not espouse formal Islamic goals. The transformation is explained by various factors, but the key argument concerns the relationship between Islam and nationalism. The defeat of Darul Islam had caused Aceh's Islamic leaders to focus on what they could achieve in Aceh alone, ultimately giving rise to Acehnese nationalism and the secessionist goal. However, Islam remained a point of commonality with, rather than difference from, majority‐Muslim Indonesia. The logic of nationalist identity construction and differentiation thus caused Aceh's separatist leaders, despite being personally devout, to increasingly downplay Islamic symbols and ideology.  相似文献

In 1058, the Flemish abbey of Saint‐Winnoc stole St Lewinna's relics from a minster in southern England. The community worked to establish her cult in Flanders. Although scholars have focused on the material gain Saint‐Winnoc probably hoped the cult would bring, this article argues that the development of the abbey's communal identity figured more prominently in its motives. The community saw Lewinna primarily as a means to help bolster its bid for independence from its mother house.  相似文献

The late 1970s and early 1980s were a propitious yet challenging time for the Muslim Brotherhood in Egypt, as its elites sought to define the movement's priorities in the face of new opportunities to spread their call (da‘wa). The debate over preaching, while one of strategic assessment, also involved a negotiation of intellectual hierarchy: Should laymen lead Egypt's oldest Islamist organization, or should scholars? In contrast to previous studies that focus on how laymen led the Brotherhood's return to grassroots preaching, this article reintegrates scholars into the story of da‘wa by focusing on the organization's most prominent ‘ālim, Shaykh Yusuf al‐Qaradawi, and his vision of institution‐based preacher education and extra‐institutional activism. Drawing on three books written by Qaradawi on this topic between the mid‐1970s and early 1980s, this article casts lights not only on this Islamist scholar's claim to religious authority as he sought to mold the Brotherhood, but also on the ways in which projects of mass mobilization – whether grassroots preaching or the reform of state‐sponsored educational curricula – have transformed scholarly claims to authority more broadly.  相似文献

This article discusses the global aspect of Zionist terrorism against Britain during 1944–47, relying on recently declassified documents and Hebrew records. Britain struggled against a global terrorist campaign which attacked British targets in Palestine, Egypt and the wider Middle East, continental Europe and the United Kingdom. This article refutes claims by other authors that British rule in Palestine failed because of intelligence failure. Intelligence failure was limited, but so were successes. British intelligence produced reasonable assessments on Zionist politics, but could do little to prevent violence without the cooperation of the Jewish Agency. Success was driven by a combination of signals intelligence, secret agents, one key defector, interrogations and intelligence shared by the Jewish Agency. Failure resulted from a weak understanding of the Zionist underground and from lack of cooperation by Agency authorities. Normally Britain's junior partner, the Jewish Agency was, by 1945, struggling against British restrictions on Jewish immigration and settlement in Palestine. Its militia, Haganah, turned to cooperation with terrorists. British intelligence predicted that such developments could occur, but failed to identify them as they unfolded. Britain's dependence on Zionist security intelligence was a key vulnerability that never was addressed by policy-makers. The Jewish Agency leveraged its cooperation, applying it to prevent terrorism in Egypt and the United Kingdom, where violent incidents would harm the Zionist cause. It had little reason to prevent terrorism in the key battlegrounds of Palestine or Europe, and so terrorism harmed Britain's will to continue fighting. The root cause of Britain's failure was at the policy level. Despite known weaknesses, government never assessed its own will and ability to uphold restrictions on Zionist immigration, or to fight terrorism, as against the Yishuv's will and ability to struggle against Britain.  相似文献

This article investigates the formative staffing practices of the League of Nations Secretariat. Drawing on the social theory of Pierre Bourdieu, it argues that core traits of the League's institutional capacity and identity was produced through the institutionalization of recruitment practices in the League's formative years from 1919 to 1923. Through an exploration of early negotiations and practices of staffing, we show how the League built and balanced legitimacy, by combining a clearly international make-up of the League Secretariat with acute sensitivity to state interests, and autonomy, by defending the Secretary-General's exclusive prerogative of staffing, in a way that has been defining for the trajectory of international organizations (IOs) until today. The article thus turns to the institutional landscape where the individual and its surroundings meet: through the daily staffing practices of the Secretariat, it explores how an institution came to be, function and assert its influence as an autonomous and legitimate diplomatic agent in a broader international field. As such, the article, as an innovative contribution to the field, argues that international historians should connect thorough institutional investigations with elements of the ‘cultural turn’ in International History, in order to properly engage with and understand IOs as diplomatic actors.  相似文献

Abstract

Dostoevsky's most famous novel dealing with terrorism is his work The Demons. In this first-ever novel about terrorism, he carefully analyzed the various factors that contributed to the rise of modern terrorism. This article argues that Dostoevsky's subsequent novel, The Brothers Karamazov, is equally important in understanding the motivations of individual terrorists. The author argues that The Brothers Karamazov is fundamentally a novel about the rage and violence that are the byproducts of shame and humiliation. If modern counterterrorism policymakers, analysts, and operatives are serious about understanding the fundamental motivations of modern terrorists, it may benefit them to read (or reread) The Brothers Karazamov in this light.  相似文献

This article reflects on the changing discipline of diplomatic history/international history through the author's own experience in the field since the 1950s. It also draws wider lessons about the craft, especially the importance of understanding the people behind the papers – illustrated with vignettes of diplomats whom the author interviewed, including Harold Nicolson, William Strang and Owen O'Malley. Woven into this is some discussion of the author's own books, especially those on the pre-1914 Foreign Office, Britain and the origins of the First World War and, most recently, her two volumes on Europe's international relations between the world wars.  相似文献

Two North American political geographers situate contemporary terrorism in the world within broad historical trends and geopolitical structures. They employ Rapoport's "four waves of terrorism" to illustrate the changing geography of terrorism (from an intrastate to an international phenomenon) and place it within the context of broad historical shifts in modes of warfare that envisages terrorism as a form of war stemming from imperialism and state-building. The authors broaden the structural setting of terrorism to include geoeconomics and the concept of relative deprivation, using empirical analysis to argue that contemporary terrorism is primarily a feature of the semi-periphery of the world-economy (middle-income countries). Specific characteristics of the Global War on Terror are interpreted by relating processes of imperialism and state-building to a situation in which the U.S. is facing geopolitical challenges and a possible decline in global-power status. ABSTRACT

This article examines the construction of Canada’s postwar international identity and how that identity continues to influence Canadian foreign policy, especially with the United States. Furthermore, the article illustrates how changes in Canadian policy necessitated by the Trump Administration may impact Canada’s international identity in the future. The article argues Canadian policy makers have consistently constructed an international identity in opposition to the United States and continue to use the US as a reflective tool in shaping their own policy. The first part of the article briefly examines the concept of state identity outlining both type and role variants and their relevance to foreign policy and this is followed in the second part by a discussion of Canada’s postwar international identity.  相似文献

Ten years after the terrorist attacks on New York and Washington DC on September 11, 2001, the United States remains embroiled in a long‐term struggle with what George W. Bush termed the existential threat of international terrorism. On the campaign trail, his successor as US President, Barack Obama, promised to reboot the ‘war on terror’. He claimed that his new administration would step back from the rhetoric and much of the Bush administration policy, conducting a counterterrorism campaign that would be more morally acceptable, more focused and more effective—smarter, better, nimbler, stronger. This article demonstrates, however, that those expecting wholesale changes to US counterterrorism policy misread Obama's intentions. It argues that Obama always intended to deepen Bush's commitment to counterterrorism while at the same time ending the ‘distraction’ of the Iraq War. Rather than being trapped by Bush's institutionalized construction of a global war on terror, the continuities in counterterrorism can be explained by Obama's shared conception of the imperative of reducing the terrorist threat to the US. The article assesses whether Obama has pursued a more effective counterterrorism policy than his predecessor and explores how his rhetoric has been reconstituted as the actions of his policy have unfolded. By addressing his policies toward Afghanistan and Pakistan, Guantánamo Bay and torture, the uses of unmanned drone attacks and domestic wire‐tapping, this article argues that Obama's ‘war’ against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that it is just as problematic as that of his predecessor.  相似文献

Abstract

Building upon Langdon Gilkey's reflection on Reinhold Niebuhr's Moral Man and Immoral Society, this article examines Niebuhr's enduring contribution in relation to two pressing international concerns: religious terrorism and the US War on Terror. As these two issues are characterized by their suppression of reason, I argue that Niebuhr's critical understanding of reason, a human rational capacity to consider interests other than one's own, offers an important resource in rectifying the disorder created by the two issues. Despite his stringent critique of a liberal idealistic view of reason, Niebuhr refused to completely deny the value of reason; although reason is always tainted by sin, it is not entirely ineffectual. This critical notion of reason is a necessary antidote to the unilateralism of the Bush administration and religious fundamentalism which altogether reject a dialogical, reflective value of reason. In an increasingly interdependent global society, a critical use of reason is indispensable for the achievement of global peace and justice.  相似文献
