增权是促进旅游发展公平性和可持续性的有效途径。本文通过对云南省迪庆州政府、开发商与当地居民在旅游发展中的权力关系状态的实地调查,探索将旅游增权理论应用于中国旅游实践的框架和途径。研究表明,在旅游发展过程中,由于旅游资源产权界定不清晰、信息不对称、缺乏权利意识和管理技能,社区居民普遍处于被排斥的无权状态,导致了旅游发展中尖锐的社会冲突,成为我国旅游发展面临的最大的约束和引发各种社会矛盾的根源。必须打破不平衡的权力关系,增进社区的权能。其中,明晰资源产权,改革旅游资源租赁使用制度是解决所有问题的起点,同时也需要信息增权和教育增权的支持。  相似文献

The movement away from a unified public service towards the development of quasi-markets based on the involvement of private firms and non-profit organisations can be viewed as the most radical change to state-society relations since the advent of the modern welfare state. While there is a growing literature on the value this contracting regime has for governments, we know almost nothing about its impact upon the service delivery styles and mission of non-profit agencies. This study used focus groups and survey data from agencies involved in the Australian Job Network and its predecessor Working Nation . The results show that this contracting regime produced a convergence of service delivery strategies among different types of agency, higher caseloads, reduced attention to the needs of individual job-seekers and greater 'creaming' of the easiest clients at the expense of those more disadvantaged.  相似文献

The Matobo Hills World Heritage Area in southern Zimbabwe is an acknowledged treasure trove of rock art sites. Despite a century of research and management, there remains much to be done to conserve these sites for future generations. Following a chronological approach, this paper reviews a century of research and conservation efforts, detailing various strategies and achievements by individuals, government agencies, and affiliated organisations. Zimbabwe’s recent economic collapse and ‘land reform’ programme had fundamental impacts on the appreciation and protection of the rock art sites by tourists, local communities, international organisations and government agencies, all of which are explored. The article ends with brief suggestions on how to potentially improve and expand the management of rock art in the Matobo Hills area.  相似文献

Abstract

This article reviews the introduction of the 2015 Law on Associations and Non-governmental Organisations in Cambodia (“NGO Law”) from 2011–17 and explores its connection to the rule of law. After outlining the content, definitions and regulatory environment related to the NGO Law, it provides a commentary on its initial application, and examines its potential articulation with other legislation (such as defamation and libel, telecommunications law and land law). I argue that the NGO Law should be characterised as a carefully crafted piece of legislation, developed and defended over time by the ruling political party to increase control and intimidation by invoking adherence to the “rule of law”. Narratives of national security, terrorism, neutrality and cultural cohesion have been interwoven with new regulatory requirements to obfuscate overt political interference. The article argues that the NGO Law intersects with, and consolidates, the recent trend of the government’s use of legislation as a political tool to control and manipulate political opponents and government critics. This is not to deny that there are areas of civil society action and service provision that require greater government control via regulatory compliance. Nevertheless, the state’s attempts to tighten civil space are being met with resistance and “work around” strategies from the plethora of diverse organisations functioning in Cambodia.  相似文献

The economic empowerment of women is emerging as a core focus of both economic development and gender equality programmes internationally. At the same time, there is increasing importance placed on measuring outcomes and quantifying progress towards gender and development goals. These trends raise significant questions around how well gender differences are understood, especially in economies dominated by the informal sector and characterised by a highly gendered division of labour, as is the case in many Pacific countries. How well do existing international and national indicators of gender equality reflect the experiences and aspirations of Pacific women and men? What do concepts such as gender equality and economic empowerment mean in this geographical context? How might local attitudes and practices be identified and measured? In this paper, we draw on Boaventura De Sousa Santos’ call to recognise and value knowledges of the majority world that have been rendered either largely invisible or non-credible by mainstream development and human rights policy agendas. Reflecting on an action research project conducted with partner organisations in Fiji and the Solomon islands, we explore a more nuanced place-based approach to understanding and measuring gender equality and economic empowerment. This approach takes account of diverse economic practices, such as non-market transactions, and forms of non-cash exchange and unpaid labour, and recognises the imbalance in women’s and men’s household and care work.  相似文献

In a complex and turbulent environment, planning should have a different form from planning in a time of stable development. The modes of action of planning are changing with the environment. The main features of changes concerning planning in the Finnish local government crystallize in a shift from government to governance. The focus of this article is on: (a) an evolution of Finnish municipalities; (b) a possible new form of planning according to principles of governance (including empowerment, impulse planning and strategies); and (c) a quest for a new solution for the future in three Finnish municipalities.  相似文献

This article examines the way in which selected cultural institutions, government and non‐government organisations and individuals in Australia’s Northern Territory have responded to globalising influences on the preservation, interpretation and public face of its history and heritage. It draws upon a number of interviews with local practitioners and professionals in the field to explore the multiple understandings of cultural heritage, history and identity in the Territory, to investigate how competing interests and expectations are managed at the state and local level, and to address issues of sovereignty in the context of global heritage. Respondents indicate that, despite a strong resurgence of local cultural identities, without people on the ground who care about their heritage, efforts by international bodies will have little effect. There has been increasing concern about the protection of local cultures in the face of globalisation, and research such as this is critical in providing feedback to international heritage organisations. Without strong local support for cultural heritage and identities, they can become increasingly vulnerable in a rapidly globalising world. In Australia’s Northern Territory, however, there seems little indication of this happening.  相似文献

葫芦岛市近年来的空间扩张主要有三种表现方式:其一是在建成区内部和边缘的零散开发;其二是采用园区建设的方式进行组织化和规模化的开发,其三是在主城区边缘由民间资本自下而上推进的工业化和小城镇发展,并实现与主城区的功能一体化。深入的调查和分析显示,城市的空间扩张以及有关的基础设施建设,是在理性的规划力、市场力、市政府的发展冲动、区政府的发展冲动、民间的创业冲动、环境吸引力等多元动力共同作用下进行的。多数地方性中心城市的发展动力的总和相对并不充足。这一基本背景和城市空间战略密切相关。  相似文献

三亚亚龙湾和北海银滩是我国海滨度假区发展的典型案例。在大量田野调查和对关键信息提供者深度访谈基础上,从度假区地方政府介入程度及方式、土地管理、招商引资、开发水平和绩效等方面进行了比较研究。研究发现,亚龙湾度假区是企业主导下市场化发展模式,而银滩度假区则是地方政府主导发展模式。以后者为代表的过度行政化治理结构是我国现阶段海滨度假区发展的制度特征。新时期海滨度假区需要探索政府和市场分工明确、责权清晰、优势互补、科学合理的治理结构,使得度假区在市场机制的引导下良性健康稳步发展。  相似文献

Extractive reserves are important initiatives in tropical forest zones which seek to integrate conservation of natural resources with development and human welfare objectives. Increasingly in such initiatives empowerment of local communities is seen as both a means of achieving this integration and as an end in itself. This article presents a theoretically informed analysis of the interactions between rubber tappers and environmental organizations in the establishment and implementation of extractive reserves in Rond? nia, Brazil. It distinguishes two dimensions of empowerment — political and economic — and examines how the alliances between organizations have impacted differentially on the two dimensions. The analysis suggests that these alliances have so far been more successful in enabling political rather than economic empowerment. Advances in political empowerment are shown, in the short‐term at least, not to have resulted in improvements in livelihood conditions of poor forest dwellers.  相似文献

NGOs are linked to environmental objectives for good reason: non-profit NGOs provide a flexible, private-sector answer to the provision of international environmental public goods. The non-profit sector can link for-profit, non-profit, and public-sector objectives in complex contracts. This article examines how, for the case of the National Biodiversity Institute (INBio) in Costa Rica, such complex contracts with both domestic and international parties provide partial solutions to public goods problems in the absence of private property rights over genetic resources. INBio's ‘monopoly’ position, legitimized by the local government, brings in rents from genetic resources which are reinvested in the production of public goods.  相似文献

The postauthoritarian democratisation process in the Philippines saw the rise of 'state feminism', which emphasised gender mainstreaming in government development planning. Various international development agencies, particularly the Canadian International Development Agency (CIDA), played an important role in harnessing the social capital of women's movements and nongovernmental organisations (NGOs) for gender and development (GAD) programs in the post‐Marcos era (1986–2002). This period was marked by a decline in the CIDA's direct assistance to women's NGOs in the Philippines and its shift to institutional capability‐building of government agencies, particularly the National Commission on the Role of Filipino Women (NCRFW). The article examines how local women's organisations have interpreted, engaged and negotiated transnational discursive practices on 'development', 'social capital', 'capacity‐building' and 'gender mainstreaming.' The CIDA‐funded Women NGOs Umbrella Project and Canadian aid to the Negros Occidental province are used as case studies to illustrate issues and problems in transnational linkages between Philippine women NGOs, national and local governments and Canadian development agencies. Such transnational linkages, embodied in the interesting mix of 'gender mainstreaming' and 'critical engagement' between states, donor agencies and women NGOs, show the interpenetration of the 'global' and the 'local' and the blurring of boundaries between 'state' and 'civil' societies in the course of gender advocacy. At the same time, transnational processes and demands may concurrently create better understanding, as well as conflicts and tensions between state machinery, NGOs and social movements, thus defeating the original intentions of development projects sponsored by international donor agencies.  相似文献

Climate change is occurring and not being mitigated, motivating adaptation but adaptation strategies can have biophysical, economic, technological, and social limits. We review publicly available documents to assess how successful current and proposed adaptation strategies may be for the Australian Alps, including likely limits and potential collaborations and conflicts among stakeholders. Conservation managers, the tourism industry, and local communities have implemented or are proposing a range of adaptation strategies in the region. Some stakeholder strategies complement each other (e.g. invasive species control, fire management), while others are potential sources of conflict (water and electricity for snowmaking, year‐round tourism). Economic costs and biophysical constraints are the most important limits to these adaptation strategies. These types of limits and conflicts between different stakeholders on adaptation strategies are likely to occur in other regions and demonstrate that adaptation may only provide partial and short term solutions to the challenges of climate change.  相似文献

This article discusses the effects of tourism on local development in the context of World Heritage sites. The ‘Pre-Hispanic City and National Park of Palenque’ in Mexico will be used as a case study, with especial attention on local Indigenous communities. It analyses the use of ‘World Heritage’ as a brand for tourism promotion and expected tourism growth, and the changes in the role of the Indigenous peoples in archaeology and UNESCO policies. Furthermore, it examines the implementation of World Heritage policies by the Mexican government and the local decision-makers in Palenque. It presents the touristic elements of the site and how other factors have impacted tourism flow. The article points out the empowerment processes of modern Mayan people, the response by the official managers and the Indigenous reaction to governmental investments in tourism infrastructure. The article concludes that a shift from the current type management model to a new, participatory one could contribute to reduce social tension, fostering local development through tourism and improving communities’ quality of life. AIDS-related work and advocacy is one field that has spurred considerable activity among Chinese NGOs in the past two decades. This article explains processes leading to institutional changes that are necessary for allowing more NGOs to emerge and operate, and shows how international, domestic and local actors and influences have steered developments leading to organisational growth. The article applies new institutionalism theory and highlights differences between formal and informal institutions in explaining change and continuity for NGOs and their relations to state and government in this particular field.  相似文献

ABSTRACT. This article focuses on the recent Mexican controversy about the legal status of the indigenous population and the nature of nationalism, which is linked to recent constitutional amendments and new policy strategies. Changes in legislation and policy are examined in the context of a widespread economic and political crisis of the populist regime after 1982, which radically affected the previous indigenist discourse; but they are also seen as having been motivated by Indian demands and mobilisations against the official vision of citizenship as a function of cultural homogeneity and mestizaje. The article analyses the implications of the new constitutional amendments and the heated debates that they have provoked among different political actors, including indigenous organisations. In particular, it examines two areas of disagreement. The first concerns the multiple meanings of multiculturalism – as a threat of fragmentation and fundamentalism, a new form of state control or a strategy for indigenous national participation and empowerment. The second concerns the definition and levels of implementation of indigenous political autonomy. Negotiation over such disagreements, leading to inclusive citizenship, constitute a great challenge for ethnic intellectuals and theoreticians of Mexican nationalism.  相似文献

In some European countries, performance contracts have become an instrument for the governance and control of major cultural organisations by the public administration. The negotiation and signing of a performance contract are mainly aimed at developing the goals of cultural policies by means of large organisations in order to achieve the traditional objectives of cultural democratisation and other instrumental objectives (economic development, urban regeneration or social inclusion). Nevertheless, the development level of performance contracts varies when we compare England, France and Catalonia (Spain). Each particular level of development is conditioned by the overall administrative and institutional context and the development level of results-based management and an accountability culture. The level of public funding and the degree of autonomy of management within each organisation can also explain why in some cases governance has been contractualised whereas in other cases either progress is more rhetorical than real.  相似文献

Recent research efforts on policy innovation and diffusion largely have focused upon policymaking at the state government level. In this article we seek to develop an understanding of the ways momentum for policy change can be generated among receptive local governments. We use gun control policymaking within California to illustrate how local government characteristics, the presence of regional associations, and the establishment of interest groups may lead to policy development and diffusion. We also identify linkages between interest groups, focusing events, and the successful use of a new image of gun violence as a public health problem, yielding insights into strategies that may be used successfully to promote policy change.  相似文献

Gender equality and women's empowerment has become a cornerstone for successful development. Religious teachings and practices, like ‘traditional culture’, are often viewed as contributing to gender inequality and oppression. The increased engagement by donor agencies with religious organisations prompts questions about how religion, gender and development intersect in particular places, and the implications this intersection has for the transnational ‘gender agenda’ of development agencies. This article focuses on the dialogue about gender in the Papua New Guinea Church Partnership Program. Analysing the struggles taking place, it argues that the processes that shaped local Christianities are also at work in the churches' translations of the ‘gender agenda’. These churches are gradually emerging as agents for gender justice as they develop their own approaches to gender work that support the churches' mission to ‘live the Gospel’ in their practice of holistic integral human development. However, to progress further, in recognising the necessity for men to lead the struggle for gender justice, the dialogue must focus on the personal transformation of men in relation to their understanding of masculinities and gendered power dynamics. From this foundation, structural and political change can be advanced.  相似文献
