Drawing on English and Arabic Islamic State (IS) communiqués produced by its central media units, wilayat information offices and broader supporter base, this study examines the strategic logic of IS information operations (IO). It argues that the overarching purpose of IS's IO campaign is to shape the perceptions and polarise the support of audiences via messages that interweave appeals to pragmatic and perceptual factors. Pragmatic factors—such as security, stability and livelihood—are leveraged in IS messaging by promoting the efficacy of its politico-military campaign and denigrating its enemies’ efforts via rational-choice (logic of consequence) appeals. Perceptual factors—which are tied to the interplay of in-group, Other, crisis and solution constructs—are leveraged via identity-choice (logic of appropriateness) appeals that frame IS as the champion of Sunni Muslims (the in-group identity), its enemies as Others complicit in Sunni perceptions of crisis, and IS as the only hope for solving this malaise. With this approach, IS seeks to resonate its message across a diverse ‘glocal’ constituency and supercharge supporters towards action. IS simultaneously targets its enemies with messaging that manipulates the inherent dualities underlying perceptual and pragmatic factors, vigorously counters criticisms and ‘baits’ opponents into ill-conceived IO responses.  相似文献

Neustadt's theory of presidential leadership is conventionally viewed as based on a model of the Bargaining President, in which presidents focus on twisting arms and trading favors rather than on making public appeals. However, Neustadt's theory has a deeper logic—the logic of strategic choice, in which both effective bargaining and rhetorical appeals are techniques of presidential persuasion enabled by a President's choices. This reinterpretation of Neustadt's theory is supported by an original case study of President George H.W. Bush's leadership on the 1990 Clean Air Act. The President presented an initiative in a manner that capitalized on the public mood and he made key strategic choices aimed at persuading congressional leaders to engage with his administration in a non-zero sum game to enact a law that served their mutual policy and political interests. Rhetorical appeals were few in number. Quid pro quo bargaining played a limited role.  相似文献

This article represents an important step in understanding early, modern presidents’ strategic use of signing statements by taking a sharp focus on the presidency of Dwight D. Eisenhower. In contrast to recent presidents who have used the instrument increasingly to challenge legislative provisions, Eisenhower's use of signing statements was rather complex—from political credit-claiming, explaining the provisions of bills to the American public, and reinforcing his views on the federal-state balance of power—to maintaining bipartisan relations on foreign policy, shaping implementation of congressional bills, and selectively criticizing Congress for overspending. The theoretical framework devotes particular attention to the interplay of contexts—electoral, institutional, and economic—on Eisenhower's use of signing statements by policy area across his two terms.  相似文献

Explanations of the origins of electoral systems tend to rely heavily on rational choice assumptions: essentially the common sense inference that political parties prefer electoral arrangements that promote their interests. Accounts of electoral system change in New Zealand support either a partisan interest interpretation on the basis of survey evidence from voters, or point to other deeper causes in historical, institutional and cultural phenomena. Using survey data from the 1993 referendum, covering both voters and political party elites, we seek to reconcile these approaches by establishing the limits of the party interest approach. We construct an argument which also stresses the effects of cultural and institutional variables-most notably, many New Zealanders' frustrated expectations that governments be accountable between elections as well as on election day, and their hopes that multi-party government may facilitate such accountability.  相似文献

This article treats three themes: how Labour planned and fought the 1929 election, to whom it appealed and the results. It draws upon the MacDonald Papers, National Executive Committee minutes, the Daily Herald, London News, Labour sources in book form, electoral materials and secondary sources. It discusses the party's tactics and strategy for progress, funding and influences on its campaign. Such influences included the 1927 Trade Union Act, the Cheltenham agreement (1927) with the Co-operative Party and the appearance of the Liberal counter-cyclical economics proposals. The article argues that Labour's perceived base was wider than expected. Women and the rural classes, including farmers, were emphasized as target groups. Labour thought the key to a majority lay in the countryside. An investigation of the results from 1929 seems to imply this was not strictly the case, but there was a number of such constituencies which Labour was close to gaining. The Liberal revival helped Labour in the rural areas. Central planning was a light touch in 1929. It did, however, involve setting the framework for the campaign and making policy on all of the matters referred to above.  相似文献

The assertion that public appeals by presidents can create electoral threats to noncompliant members of Congress is central to arguments about the value of "going public" as a legislative strategy. Although recent scholarship suggests a link between popular presidential rhetoric and the likelihood of bill passage, researchers have yet to examine the impact of public presidential appeals on individual legislators. This study examines the logic of electoral threats imposed by going public. We test whether a president's going public with increased intensity leads individual members of Congress to increase their support for presidential preferences on congressional floor votes. We employ several measures to assess the intensity of presidents' public appeals, including domestic speeches, nationally televised addresses, and speeches in legislators' home states. Several logistic regression models are tested to determine whether congressional support for presidential preferences on the floor is influenced by the interaction between members' electoral vulnerability and presidents' use of popular appeals. The findings suggest that presidential speechmaking has very little impact on the likelihood that members of Congress will support the president's position on roll call votes. We argue that this suggests a necessary revision of criticisms of the "rhetorical presidency." Public presidential appeals do not seem to present a considerable threat to a constitutional order that is predicated on congressional autonomy and deliberation.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Sir Oswald Mosley established his New Party in early 1931. It proposed to cut across the party and class divides, with the objective of providing a ‘national’ solution to the economic crisis of the time. According to Mosley, the ‘old parties’– meaning the Labour, Conservative and Liberal Parties – had revealed themselves unable to adapt to the post‐war age. In their place, he argued, a modern organisation, based on youth, vitality and a scientifically reasoned economic plan, was needed to save Britain from terminal decline. Few heeded his call, and the party ultimately paved the way for the British Union of Fascists to emerge in 1932. Nevertheless, the New Party fought the general election of 1931, offering an unsuccessful but suitably intriguing challenge to the National coalition and Labour Party. This article will assess the New Party's election campaign, concentrating on those who briefly rallied to Mosley's appeal only to fall foul of the ballot box. In other words, it provides a case study of those who contributed to a dramatic electoral failure, and traces a significant stage along Mosley's journey to fascism.  相似文献

This article asks us to reconsider the impact of the issue of imperialism in electoral politics in late Victorian and Edwardian Britain. Using a corpus of around five million words of digitised campaign speeches from the years 1880–1910, it examines the language of the nine General Elections held in this period through computerised text-mining. This ‘big data’ analysis produces three conclusions, which in some cases nuance existing interpretations and in others directly challenge them. The first questions the prevailing consensus that elections in the high age of empire featured imperialism as a consistently central issue. The article argues that this interpretation relies too heavily on evidence from a minority of elections—especially the famous ‘khaki’ struggle of 1900—and that in the majority of campaigns in this period, imperialism was relatively unimportant as an election issue, including in the Unionist landslide of 1895. The second argument questions historians’ preoccupation with the ‘contested’ nature of discourses of imperialism and patriotism at elections, and contends that—insofar as the empire was an important campaign issue at all—the Conservatives were considerably more likely to champion it and connect it to politically charged and emotive appeals than were their Liberal opponents. Finally, the article maintains that the languages of imperialism and patriotism have often been unhelpfully conflated by historians, and argues that they could become politically synonymous only in the very specific circumstance of a ‘khaki’ election. In other contests, they could diverge, as is demonstrated by a case study of the campaign of 1906 when patriotism was reclaimed by the Liberals from a domestic, rather than imperial platform.  相似文献

Both the privy council and elections in early modern Scotland are understudied. The council itself has largely been described as a tool for crown management of elections. But it was fundamentally a court and standing committee charged with government administration, which was often supplicated to deal with cases of electoral impropriety and controversy. As elections became increasingly contested throughout the later 17th century, so the council's role developed into a form of elections committee which adjudicated over controverted elections. This, in some ways, reflected the business conducted by parliament's own elections committee, although the council was largely concerned with elections in the royal burghs while it also dealt with other electoral issues. This article explores the privy council's engagement in a complex range of electoral business between the Revolution of 1689 and its abolition in 1708.  相似文献

Immediately after the First World War the British Labour Party was forced to reconsider its relationship with an increasingly militant Irish nationalism. This reassessment occurred at the same time as it was becoming a major political and electoral force in post‐war Britain. The political imperative from the party's perspective was to portray itself as a responsible, moderate and patriotic alternative governing party. Thus it was fearful of the potential negative impact of too close an association with, and perceived sympathy for, extreme Irish nationalism. This explains the party's often bewildering changes in policy on Ireland at various party conferences in 1919 and 1920, ranging from support for home rule to federalism throughout the United Kingdom to ‘dominion home rule’ as part of a wider evolving British Commonwealth to adopting outright ‘ self‐determination’ for a completely independent Ireland outside both United Kingdom and empire. On one aspect of its Irish policy, however, the party was adamant and united – its opposition to the partition of Ireland, which was the fundamental principle of Lloyd George's Government of Ireland Bill of 1920 which established Northern Ireland. Curiously, that aspect of Labour's Irish policy was never discussed in the party at large. All the running was made by the Parliamentary Labour Party (PLP) in the house of commons in 1920. The PLP's outright opposition to the bill acted as balm throughout the wider party, binding together the confusing, and often contradictory, positions promulgated on the long‐term constitutional future of Ireland and its relationship with Britain.  相似文献

How can partisan mapmakers enact a partisan gerrymander in the presence of risk-averse co-partisan incumbents who wish to keep most of their constituencies intact? Until now the literature on redistricting has focused on how redistricting affects the geography of partisan support, that is, the underlying partisan balance of electoral districts. We posit that this emphasis on partisanship misses half of the story. Partisan mapmakers have another tool at their disposal: the fostering of population instability that may not affect a district's partisan balance. By examining all redistricting plans enacted in 2001–2002, as well as three case studies, we show that partisan mapmakers strategically foster population instability, which poses problems for incumbents in a way that may not be apparent when looking exclusively at the effects of redistricting on partisanship. Our results show how partisan mapmakers simultaneously achieve two goals: enacting an “optimal gerrymander,” which strengthens some opposition-party incumbents, while inducing instability and reducing the personal vote of those same incumbents. We also show that so-called “neutral” redistricting plans are successful in disregarding incumbency. Finally, our results suggest another mechanism that explains why the 2002 congressional elections in the U.S. produced little competition.  相似文献

New Zealand's fourth Labour government, elected to power in 1984, has become known most generally for two of its policies: a refusal to accept nuclear warships in New Zealand waters, and the vigour and consistency with which it has pursued market orientated economic policies. A post‐election near‐national survey of 1013 respondents is employed to measure the extent to which the two policies may have aided Labour's re‐election in 1987. Contrary to most interpretation hitherto, we find that defence and economic policy opinion were at least of equal importance. But there is further evidence to indicate that defence policy opinion was the more important It is concluded that the expression of “post‐materialist” values through anti‐nuclear politics may have perversely allowed a new materialism to conquer New Zealand politics.  相似文献

Social movements in struggle around energy are currently developing an imaginary of “energy democracy” to signify the emancipatory energy transitions they desire. Deploying a scholar‐activist perspective, this paper contributes to debates around the concretisation of the energy democracy imaginary by exploring the relationship of energy democracy movements to the state. To do so, I focus on the experiences of the Berliner Energietisch campaign, which in 2013 forced (and lost) a referendum aiming to extend—and democratise—the local state's role in Berlin's energy governance. Drawing on relational theories of the state, I argue that it is productive to read Berliner Energietisch as enacting an energy politics in‐against‐and‐beyond the state. In making this argument, I draw out implications for theoretical and strategic debates around the commons and the state.  相似文献

ABSTRACT

Explorations of the predictive relationship between party system fragmentation and social cleavages beyond a single dimension remains an undeveloped area of research, one which rarely accounts for the changing technological landscape where parties now compete. This case study of New Zealand's 2017 election campaign on Facebook contributes to this area. It reveals an environment where parties compete within social cleavages for support, and users demonstrate a diverse preference for cleavage appeals. The findings also offer a compromise between the competing theories about New Zealand’ social cleavage structure. Finally, we revisit the predictive relationship between party system size and social cleavages in a postdictive fashion, demonstrating the continued explanatory power of cleavage structure, this time with data derived from social media.  相似文献

Based on partisan arguments regarding the likely effect of campaign finance reform on electoral competition, one might suspect that, had spending limits been in place prior to the 1994 midterm elections, Republicans would not have been able to gain control of the House of Representatives. To examine this proposition, we first create a regression model designed to explain the Democratic percentage of the vote as a function of candidate spending, incumbency, nonincumbent candidate quality, and the underlying partisan leanings of the congressional districts. We then use this regression model to simulate the likely effects of campaign finance reform on the outcome of the 1994 midterm elections. Our results indicate that while spending limits would have limited the number of seats gained by the Republican party, Republicans likely would have gained control of the House of Representatives even if spending limits had been in place prior to the 1994 elections. In addition, our results indicate that campaign finance reform that includes some form of public subsidy in addition to spending limits actually may have enhanced rather than diminished the Republican "earthquake" in 1994.  相似文献

ABSTRACT

On 11 May 2014, voters in New Caledonia went to the polls to elect representatives to three provincial assemblies and the national congress. The election results reaffirmed the division between supporters and opponents of independence, as New Caledonians move towards a self-determination referendum scheduled before the end of 2018. The election results confirmed longstanding regional and political divisions. In the rural north and outlying Loyalty Islands, the FLNKS independence movement holds sway. In spite of a united mobilisation by a pro-independence coalition in the Southern Province, three competing anti-independence parties dominate the Southern assembly. The campaign highlighted issues that will dominate political debate in coming years: electoral reforms, economic and fiscal policy, the key role of nickel mining and competing alternatives to ‘exit’ the 1998 Noumea Accord. In the incoming congress, 29 conservative opponents of independence face 25 members of independence parties. This balance of forces in New Caledonia's political institutions and divisions within the loyalist camp means tension will be ongoing as the country moves closer to the scheduled referendum on self-determination – especially as France seeks to maintain its status as a midsized global power.  相似文献

One of the most important tools by which citizens can influence their elected officials' behavior is through voting—the electoral connection. Previous studies demonstrate that the opinions of voters are better represented than the opinions of nonvoters within an electoral jurisdiction, but we do not know whether jurisdictions with higher levels of aggregate voter turnout are better represented by their elected officials compared to those with lower levels of turnout. Using data compiled across five congressional sessions (2003–2013), this article investigates whether congressional districts with higher voter turnout are better represented by their member of Congress (MC). We find evidence that district voter turnout positively conditions the relationship between district opinion and MC voting behavior even after accounting for the possible effects of electoral competition and district income and racial demographics. In addition, we uncover evidence that partisan differences exist in this conditioning effect such that higher voter turnout enhances roll call voting responsiveness among Democratic MCs but not among Republican MCs. These findings suggest that congressional districts as a whole benefit from a political responsiveness standpoint when more of their constituents turn out to vote and contribute to literatures on political representation, political participation, democratic accountability, and the U.S. Congress.  相似文献

Abstract

The 1951 referendum campaign to ban communism produced a massive shift of public opinion, from Yes to No. This article attempts to explain why. It examines the political appeals and rhetoric of the Liberal and Labor Party leaders, their coverage across the entire metropolitan press, and their use of radio. Breaking with earlier interpretations, it argues that Evatt's campaign encompassed wider issues than civil liberties, suggests that Menzies' campaign was damaged by unruly meetings and shows that neither side appealed exclusively to ‘reason’ or to ‘passion’. Ultimately, the success of the No campaign rested on its capacity to mobilise most Labor voters and to attract some Liberals. This was an extraordinary achievement, but it was secured using routine forms of electioneering.  相似文献
