The shift from the linear to the innovation system-based approach has resulted in the emergence of differentiated regional innovation policy. However, certain common presumptions bind these location-specific policies together. The set of information that is used to design these policies and the set of information excluded are fairly similar. The theoretical sections of this paper provide a critical review on the informational basis of regional innovation policy by contrasting the interpretations of the welfare effects of technological change in the utilitarian tradition and in Sen's capability approach. The empirical sections analyse the correspondence of the innovation capacity and welfare (well-being) situation in a Hungarian micro-regional data set. We conclude that the conventional informational basis of innovation policy is too narrow from a welfare perspective. Not only should the differences in the innovation systems, but also the peculiarities of the region's welfare situation be considered during the design of innovation policy.  相似文献

Abstract: The state is often described in transition: public spaces are rearranged by private companies, national social welfare is being privatized to some extent, and supranational institutions have more influence on national policies. “A view from the kitchen” (Diane Elson) is helpful for understanding the changing dynamics of states and societies because different women are affected by these policies in different and often ambiguous ways: women of the globalized South migrate to the North, creating global care chains, while women in Western industrialized countries are confronted with changing welfare regimes, leaving mainly highly educated women to profit from this situation. This article contributes to feminist debates on economic globalization and state internationalization. Our feminist materialist perspective allows a critical view on dominance and power in “governance”. Thus, the article adds to feminist debates on globalization from the perspective of state transformation and to debates on governance from the perspective of state transformation grounded in gendered social relations.  相似文献

Poverty and food security are endemic issues in much of sub-Saharan Africa. To eradicate extreme poverty and hunger in the region remains a key Millennium Development Goal. Many African governments have pursued economic reforms and agricultural policy interventions in order to accelerate economic growth that reduces poverty faster. Agricultural policy regimes in Zambia in the last 50 years (1964–2008) are examined here to better understand their likely impact on food security and poverty, with an emphasis on the political economy of maize subsidy policies. The empirical work draws on secondary sources and an evaluation of farm household data from three villages in the Kasama District of Zambia from 1986/87 and 1992/93 to estimate a two-period econometric model to examine the impact on household welfare in a pre- and post-reform period. The analysis shows that past interventions had mixed effects on enhancing the production of food crops such as maize. While such reforms were politically popular, it did not necessarily translate into household-level productivity or welfare gains in the short term. The political economy of reforms needs to respond to the inherent diversity among the poor rural and urban households. The potential of agriculture to generate a more pro-poor growth process depends on the creation of new market opportunities that most benefit the rural poor. The state should encourage private sector investments for addressing infrastructure constraints to improve market access and accelerate more pro-poor growth through renewed investments in agriculture, rural infrastructure, gender inclusion, smarter subsidies and regional food trade. However, the financing of such investments poses significant challenges. There is a need to address impediments to the effective participation of public private investors to generate more effective poverty reduction and hunger eradication programmes. This article also explores the opportunities for new public–private investments through South–South cooperation and Asia-driven growth for reducing poverty in Zambia.  相似文献

This paper has two objectives. First, we examine state adoption and implementation of income support policies under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. We develop a composite measure of income support that includes welfare programs that scholars traditionally investigate and adds optional policies that encourage independence through work. Second, we engage a substantive focus on the administrative ability and willingness of states to adopt and implement sophisticated income support policies. We investigate the extent to which state government professionalism, ideology, economic resources, and racially based policies have shaped state policy. We find that the percentage of the state population is liberal; state racial demographics and governmental professionalism are critical determinants of state welfare and income support regimes. Significantly, we find no evidence that states are converging toward high‐quality, effectively financed welfare policies or income regime policies to help the poor move into and economically survive in the job market.  相似文献

A common narrative in welfare state research is that Sweden exemplifies a specific model of welfare, ‘the Swedish model’, or ‘the Social democratic welfare regime’. From this perspective the emerging welfare state left little room for private initiatives – the stage was set for the development of an encompassing welfare state in the 1950s. In this article I argue that this, virtually hegemonic, perspective has hindered an analysis of how private insurance co-existed and thrived within the emerging Swedish welfare state. As an alternative approach to ‘modelling’ – the concept of welfare-formation is developed to analyse mutually sustaining practices of welfare. I show how the insurance business and its protagonists influenced the settings of public pension schemes in a way that underpinned their own interests. A close cooperation with the state apparatus was fundamental for creating a trustworthy insurance market and legitimizing the business claim of fulfilling a social mission. The business adaptability in the shifting landscape of social policy also influenced perceptions of security and welfare in general. Commercial ideals became an essential dimension of the welfare state. By exploring this marginalized history – the business of welfare – the study deepens our understanding of modern welfare societies.  相似文献

Abstract

Scholars of political economy have been debating the role of the Korean state in the economic development of the country, as the characteristics of a developmental state, a neoliberal state and/or a welfare state have appeared simultaneously in the various governments’ policies since the 1990s. This paper argues that although the nature, degree and extent of government intervention has varied from administration to administration, the basic stance of a developmental state has been retained while neoliberal and welfare policies have been used concurrently to further economic and social development. This coexistence of contradictory approaches reflecting alternative market economic systems was the product of a combination of government policies that has for the past 20 years provided the Korean government with the ability to deploy flexible policy mixes in response to changes in the political and economic environment and to maximise the outcomes of developmental policies.  相似文献

Although the impact of affirmative action, equal opportunity and gender equity programs on the lives of Australian women have been explored in a number of areas, state interventions related to sport have received scant attention from public policy analysts. This paper examines how the Australian Sports Commission has framed its gender equity policy in the mutually reinforcing hegemonic discourses of masculinity and corporate managerialism. It is argued that the Commission's articulation of gender equity policy in terms of ‘market‐oriented individualism’ is both constituted by, and constitutive of, the shift from a ‘patriarchal‐welfare state’ to a ‘patriarchal‐managerial state’ in Australia. The paper also provides an example of the tensions between bureaucratic and feminist discourses in the state sphere.  相似文献

Since the devolution of welfare policymaking to the states after the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, there has been contentious debate about drug testing welfare applicants. Beyond elite rhetoric and debate points about the implications of welfare drug testing, extant research remains limited insofar as providing theoretical understanding about what factors influence state proposal of legislation requiring welfare applicants to submit to drug tests. I develop and test expectations that derive from research on welfare attitudes, social construction theory, and policy design—specifically, hypotheses that the proportion of blacks on state temporary assistance for needy families caseloads, as well as state‐aggregate levels of symbolic racism, significantly influence state proposal of drug testing legislation. My multilevel analysis of every state proposal of welfare drug testing legislation from 2008 to 2014 yields strong evidence in support of these hypotheses and paints a more complete picture of the influence of racial attitudes on state welfare policymaking. Specifically, while much research finds evidence of institutional racial biases in the implementation of welfare policy, the evidence presented herein shows that these biases, as well as public biases, influence policymaking at the proposal stage. Implications of these findings are discussed in light of recent significant electoral gains made by Republicans in state legislatures.  相似文献

This article examines the emergence, the present configuration and the perspectives of a spatial planning policy at a European level in the light of the institutional and economic properties embodied in the nature of the European integration process. First, it recapitulates the main historical steps through which the idea of a European view about spatial questions has been developed as a combined result of cohesion and solidarity objectives and liberal market constraints. On the basis of these complementary and competitive principles, the article explores the conceptual identity of the emerging policy and discusses especially the reorientations of the spatial justice concept under a market integration paradigm. Finally, it presents the fundamental traits for the institutional design of the new policy, which lead to the reshaping of the traditional hierarchical, substantialist and normative profile of welfare spatial intervention towards an horizontal, procedural and pluralist model of collective spatial coordination. The article comes to the conclusion that the conceptual and institutional innovations to which the emergence of a European spatial planning policy is submitted constitute a part of a more general rearrangement in the legitimation basis of public policies in a post‐national and post‐welfare Europe. Recognition of these transformations could be seen both as a search for new forms of governance beyond the state and as a chance for rethinking traditional concepts of social theory in a time of change.  相似文献

ABSTRACT

In this paper, we explore the policies related to support structures surrounding national game industries, with focus on the three Nordic countries Finland, Norway and Sweden, and investigate what kind of context the Nordic welfare state model has provided for game development. The three cases illustrate how Nordic welfare state measures have interacted with the games industry over time. While the political ideals have been fairly similar, our study demonstrates how the objectives and practical means of state engagement have differed significantly. We argue that although the three countries all have support schemes of which game companies can take advantage, there are significant differences in the degree to which each individual country has organized government interventions and support. While the Finnish state has treated game development as an endeavour in business development, the regional Nordic game program and the Norwegian state has developed a cultural policy that primarily aims to protect the cultural heritage. The Swedish state has not established a tailormade policy directed towards game development but has a broad spectrum of general policies for supporting research and business development. We suggest that future research should investigate how the public funding is structured and how discourses are formulated around appeals for more public funding for the games industry.  相似文献

This article suggests that it could be fruitful to approach women's employment in the context of the labour market rather than the household. In Finland until World War II, the public‐work schemes and relief work were the preferred policies concerning unemployed men and women. Women eligible to relief work were taken to work in mainly textiles in non‐residential workhouses. The difficulties faced in applying the ‘workfare’ policy to unemployed women paved the way for cash benefits in post‐war Finland. It is suggested that the Finnish case opens up a wider perspective on the relationship between the ideology of workfare and the rise and fall of the hegemony of wage labour.  相似文献

Public policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional policy processes that coexist alongside nation‐state policy processes. Accordingly, this article asks what is “global public policy”? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple‐authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration.  相似文献

Government reliance on voluntary programs represents a significant shift in public policy: moving from command and control regulations to market based mechanisms. This article explores the determinants of Voluntary Remediation Programs (VRPs) in the American States. During the 1980s and 1990s, 44 states adopted VRPs to facilitate remediation of existing hazardous waste sites. Relying on diffusion of innovation theory, I develop a model of state policy adoption that explores the influence of internal state political and economic factors, as well as testing the influence of regional and top‐down diffusion forces. I utilize a discrete‐time event history approach to test this model. The results indicate that state policymaking is responsive to interest group pressure and the pace of cleanup at hazardous waste sites. Additionally, state policymaking is consistently influenced by the actions of surrounding state governments; the probability of adopting a voluntary program increases if surrounding states have already developed these policies.  相似文献

Understanding mass public support for health systems and welfare polices is required in order to safeguard the legitimacy of democratic governance of the welfare state. If policies to meet dissatisfaction go unnoticed, the whole idea of responsive democracy is in vain. This paper focuses on the 2005 Swedish health care waiting-time guarantee, which resulted in drastically lower hospital waiting times in Västra Götaland County. Exploring questions of significant theoretical relevance in the literature about policy feedback effects, the paper investigates if the decrease in waiting times affected hospital service satisfaction and if this effect was moderated by policy proximity and visibility. Data from the West Sweden SOM survey are utilized, measuring hospital service satisfaction from 2004 to 2009. To disentangle the role of policy proximity, two indicators are used—user status and subjective health status. Furthermore, policy visibility is measured by an individual’s level of political interest. The results show that the decrease in waiting times resulted in a substantial increase in hospital service satisfaction. However, the increase was not more pronounced among groups with higher proximity and visibility. On the contrary, results indicate that the increase in hospital service satisfaction was stronger among those already in good health.  相似文献

The changing economic and technological conditions often referred to as ‘globalization’ have had a deep impact on the very nature of the state, and thus on the aims, objectives and implementation of cultural policy, including film policy. In this paper, I discuss the main changes in film policy there have been in Mexico, comparing the time when the welfare state regarded cinema as crucial to the construction of national identity, and actively supported national cinema at the production, distribution and exhibition levels (about 1920–1980), and the recent onset of neoliberal policies, during which the industry was privatized and globalized. I argue that the result has been a transformation of film production, from the properly ‘national’ cinema it was during the welfare state – that is, having a role in nation building, democratization processes and being an important part of the public sphere – into a kind of genre, catering to a very small niche audience both domestically and internationally. However, exhibition and digital distribution have been strengthened, perhaps pointing towards a more meaningful post-national cinema.  相似文献

The failures of the Australian welfare state are often implicitly argued to derive in large part from the conservatism of the Australian public. This research uses public opinion poll data from 1940 to 1985 to question some of the claims made about public opinion and Australian welfare. These data indicate that post‐World War Two governments were not the captives of public opposition to expanded welfare provision. The public favoured generous, universal and contributory welfare provision in specific areas where the policies of successive Australian governments favoured selective, illiberal welfare measures funded by taxation. Moreover, public support for government health schemes suggests that welfare programmes generate public support rather than result from it.

This evidence suggests that explanations for the conservatism of the Australian welfare state lie elsewhere.  相似文献

Welfare policy is multidimensional because of the political compromises, competing goals, and federalist structure underpinning it. This complexity has hindered measurement and, therefore, the comparability of research on race and welfare policy. This paper describes a measurement strategy that is transparent, replicable, and attuned to matching the assumptions of statistical models to the policy process. We demonstrate that this strategy leads to more nuanced conclusions regarding the relationship between minority caseloads and the flexibility of state welfare policies. The strategy and recommendations are adaptable to research agendas that scholars bring to the comparative study of welfare in the U.S. states, countries, or other units—and to other complex policies enacted in federal systems.  相似文献

In this paper I develop an argument for the specific contribution which archaeology might make to the study of the ‘classic’ welfare state in Britain (c. 1945–1975) and its aftermath (c. 1976 to present). This period saw massive state investment in infrastructure which transformed both the material and social worlds of its citizens, through new state policies, new networks of political and social control, the centralisation and nationalisation of a range of existing aspects of civilian life and the construction of housing on a monumental scale. While this is a topic which has been studied in detail by historians and sociologists, despite the massive investment in construction and the accompanying effects on the physical landscape of Britain, there has been relatively little work on the ‘material worlds’ of the welfare state. In developing this argument I focus particularly on public housing, an area which has been the subject of some previous archaeological comment and which provides a clear case study in the contribution which such an approach might make. State subsidised housing policy developed as a brave utopian socialist experiment during the interwar period in Britain, reaching its zenith in the mid-1970s, at which time the state supplied almost a third of the nation’s housing. Public housing projects became an area of experimentation in the realisation of modernist ideals of high density private accommodation and in the use of new building technologies and materials. However, following the demise of the classic welfare state, for various reasons high density public housing has come to be viewed as part of a dystopian social cycle, the buildings and associated landscapes themselves becoming a symbol of poverty, substance abuse and violence. From an early history associated with slum clearance and the development of idealised homes for the nation’s poor, many high rise/high density public housing developments from the classic welfare state are now more often viewed themselves as slums, their design and ‘materiality’ perceived as contributing to, or even creating, a series of social problems. I suggest, following earlier work by Miller (Man (New Series) 23(2):353–372, 1988), Buchli (The Archaeology of Socialism, Berg, New York, 1999) and Buchli and Lucas (Archaeologies of the contemporary past. Routledge, London, 2001) that an archaeological approach to the material world of public housing has the potential to reveal not only the ways in which changing state ideologies are expressed through their design, but also the ways in which individuals have (and continue to) engage with their spaces and material culture to manage the conditions of everyday life, and how such places exist within counter-discursive urban and suburban worlds. I also suggest that part of the role of an archaeology of the welfare state is to consider the circumstances under which the welfare state fails through a focus on the archaeology of poverty and homelessness.  相似文献

This article examines some of the assumptions that underlie the use of aggregate data for policy analysis, In particular, it explores the consequences of the assumption of antagonistic attitudes between “haves” and “have nots” on social welfare policies. Use of public opinion data demonstrates the low salience of regressiveness of taxation and thereby calls into question the validity of a common indice in aggregate analysis. The use of this and related examples is intended to demonstrate the value of supplementing aggregate data analysis of public policy with direct evidence about public attitudes toward those policies.  相似文献

In this paper, we analyze the evolution of Russian cultural policy from the end of the Soviet era through the current against the framework of welfare state regimes. The end of the Soviet Union 25 years ago ushered in a decade of liberalization marked by a withdrawal of the state from cultural responsibility and hopes that market demand and private support would emerge to fill in the void. With the latter hampered by the economic hardships of the transition and the loss of philanthropic traditions after more than 70 years of communism, a liberal policy regime did not take firmly hold and has gradually been replaced by a new cultural policy consensus more akin to a conservative welfare regime, marked by a return of the state to a more dominant role with the support of core cultural policy constituencies.  相似文献
