This article considers responses to the Mass Observation Project’s Gulf Crisis sub-directive. It argues firstly that observers’ responses show how a potential war within Iraq in 1990/1991 was framed by fear of global conflagration and suggests that these fears were rooted in memories of the later cold war. Secondly it argues that the Gulf War was interpreted as a rapid and successful conflict, which dispelled pre-war fears of global conflagration/nuclear war, and demonstrated that the UK could be involved in large-scale modern military conflicts without risking escalation and global catastrophe.  相似文献

Situated on the border between the capitalist West and Communist East, and with the largest Communist party in Western Europe, Italy found itself at the centre of global ideological struggles in the early Cold War years. A number of Italian writers and intellectuals who had joined the PCI (Partito Comunista Italiano) during the Resistance had hoped that the party would play a central role in the post-war reconstruction of Italy and were attracted to the Soviet Union as an example of Communism in action. This article centres on accounts of journeys to the USSR by Sibilla Aleramo, Renata Viganò and Italo Calvino. It will argue that although their writings portray a largely positive vision of the USSR, they should not be dismissed as naive, or worse, disingenuous travellers whose willingness to embrace Soviet-style Communism was based on a wholescale rejection of Western society and its values (see P. Hollander’s 1998 [1981] work, Political Pilgrims: Western Intellectuals in Search of the Good Society). Rather, the article shows how their accounts of the USSR shed light on the writers’ relationship with the PCI and argues that the views expressed in the travelogues emerge from the writers’ personal experiences of war and resistance, a fervent desire to position themselves as anti-Fascist intellectuals, and their concerns regarding the direction that Italian politics was taking at a pivotal moment in the nation’s history.  相似文献

The British government is in the process of re‐energizing its relations with the Gulf states. A new Gulf strategy involving a range of activities including more frequent elite bilateral visits and proposals sometimes touted as Britain's military ‘return to east of Suez’ are two key elements of the overarching strategy. Such polices are designed to fall in line with British national interest as identified by the government‐authored 2010 National Security Strategy (NSS), which emphasizes the importance of security, trade, and promoting and expanding British values and influence as perennial British raisons d'etat. In the short term, the Gulf initiatives reflect and compliment these core interests, partly based on Britain's historical role in the region, but mostly thanks to modern day trade interdependencies and mutually beneficial security‐based cooperation. However, there is yet to emerge a coherent understanding of Britain's longer‐term national interest in the region. Instead, government‐led, party‐political priorities, at the expense of thorough apolitical analysis of long‐term interests, appear to be unduly influential on the origins of both the Gulf proposals and the NSS conclusions themselves. Without a clear strategic, neutral grounding, both the Gulf prioritization and the NSS itself are weakened and their longevity undermined.  相似文献

Rather than looking mainly at how the Cold War started or how it ended, this essay considers what happened in between. Taking into account divergences within the ‘Third World’ of developing nations, the retrospective view leads to the conclusion that the Cold War left most favourable long-term effects in those parts of the world where it had made the greatest impact.  相似文献

Tunisia's Internet freedom prior to the “Jasmine Revolution” that overthrew longtime authoritarian leader Zine el‐Abidine Ben Ali has been described as roughly on par with that of China. Despite that, Tunisia's revolution has been described as one of the first “Twitter” or Internet revolutions, in which Internet technologies are said to have played a significant role This article illuminates how Internet technologies were (and weren't) used in challenging the Ben Ali regime. Based on interviews with Tunisian activists in early 2013, the research sheds light on Internet activities bridging street activism and Internet dissent. Whether through Internet or traditional face‐to‐face means, building the capacity to mobilize street protests long before mass mobilization was crucial to Tunisia's successful revolution.  相似文献

When Bolivian and Paraguayan leaders entered into war over the contested Chaco Boreal in 1932, they unleashed powerful, violent forces that would dramatically alter history. Understanding the Chaco War as the most pivotal event in Bolivia’s modern history, this article seeks to clarify the modernisation programme that had been underway in Bolivia during the 1920s. Reforms marked the decade and intersected with and accentuated a tense political environment. The political dynamic of the years prior to the outbreak of war showed how fragile the Bolivian system was and how the global economy further eroded the government’s manoeuvrability to avoid war.  相似文献

In 2008, the U.S. Southern Command launched Operation Continuing Promise as an ongoing mission to provide humanitarian aid and assistance to vulnerable populations in the Caribbean and Latin America. Conceived as a means of fostering regional security, the Operation's humanitarian aim was designed to improve regional security by ensuring life against the risk of a range of disasters. Much as that mission reflects biopolitical analyses of humanitarianism that emphasize the ability to protect life as the basis for sovereignty, closer attention to the timing and location of SOUTHCOM's efforts offers a more contextual understanding. That approach is developed here through an analysis of Operation Continuing Promise's stop in Puerto Cabezas, Nicaragua, contrasting SOUTHCOM's focus on biophysical vulnerability with intended recipients' sense of their condition as a historical and political outcome. That contrast frames a contextual understanding of Operation Continuing Promise, placing it within broader efforts to construct Puerto Cabezas as vulnerable. That approach also points up the limits of biopolitical analyses of humanitarianism, suggesting the ways in which vulnerability is never merely a biological condition. The narrow humanitarian focus of Operation Continuing Promise can therefore be assessed in terms of its inability to address political and historical factors shaping vulnerability. So long as vulnerability persists, the potential for intervention persists indefinitely, making humanitarianism into a means of waging war without end.  相似文献

Abstract

Only a handful of mass graves from late medieval battles in Western Europe have been subject to large scale excavation to modern standards. The principal reason is that these, and indeed even early modern battlefield graves, have proven extremely elusive, most being identified by chance. Despite a few successes, no combination of prospecting techniques yet provides a consistently effective method of locating such small archaeological features set almost anywhere within a site covering many square kilometres. But this important resource should be explored and conserved for, as Towton has shown, much can be learnt through modern excavation and analysis of the remains. While this paper does consider the existing archaeological record, its primary focus and the starting point for almost any search for mass graves on a battlefield, has to be the documentary record. Using this evidence one must debate the number who actually died, how they were interred and commemorated and whether this varied according to status or allegiance, and where on the battlefield the graves might lie. One must also consider how often we will need to look further afield for the dead, for it is unclear how often the desire for appropriate Christian burial meant some or even most were interred in, or later moved to, consecrated ground.  相似文献

Revisiting one arena of the Cold War—Central America—which dominated international headlines in the 1980s, this article explores its legacy on the region. It asks whether the ending of the Cold War and the peace accords which concluded the internal wars of Nicaragua, El Salvador and Guatemala in 1990, 1992 and 1996, respectively, have brought sustainable peace, development and democracy. In particular, it explores the changing agenda of international financial and development agencies which have supported the postwar reconstruction of the region. The experiences of Nicaragua and El Salvador have shown that failure to coordinate the efforts at economic adjustment with those of peace-building compromised the possibilities of development and democratization, particularly for the poorest sectors of the population. Conservative elites who emerged intact from the war were able to consolidate their economic power, and resist and limit political reform, while handing responsibility for the poor and the former war zones to international agencies. The latter have shifted their agenda in the Guatemalan peace process, incorporating a strategy of 'civil society strengthening' in order to build capacity within society to create more accountable and democratic states.
The conclusion of the article explores the ambiguities of this strategy. On the positive side it legitimizes and protects the newly won but fragile freedoms of speech and association in the region; on the negative side, it risks turning a historical social and political dynamic into externally funded 'projects' with limited sustainability, whose outcome many international agencies tend to assume they can shape to their own expectations.  相似文献

War is a common heritage of Middle East, the experience of war was changed to a dramatic propaganda in Iran while the southern neighbor of Iran experienced it in another way: oblivion. In such a context, both states attempt to change the facts of the war, one to a process of sanctification and one to the portraits of nothingness. We, as archaeologists, were accidentally encountered with a heritage of Persian Gulf War during a contemporary archaeology project. Our curiosity made us to take a look at Jabber house, a forgotten building, a domestic architecture destroyed by a racket during the war. What was recorded in our frames was actually an artistic work, out of its original context. Our subjectivity as archaeologists made us to think about the other objects fossilized in museums, they are out of their painful context and structure, they are only beautiful, the portraits in the background of nothingness, in a burnt gallery.
