The Social Role of Technology in Coastal Alaska

Novel technologies linked to women and men through identity-demarcated tasks and knowledge sets can potentially have differential and even long-term effects on each group. This study follows the trajectory of two significant imports into the coastal western Alaskan system, the firearm and the metal cook pot. These imports had different implications for coastal Yup’ik women and men, young and old. Over time the gun became an integral piece of a man’s tool kit and one that had the potential to boost production and thus a man’s access to status-building. However, these same tools had the potential to undermine the apprenticeship system of male authority. Likewise, the metal cook pot replaced the productive oversight and skill set of elder women’s ceramic production but created paths of independence for younger Yup’ik women. These changes in technology destabilized relative balances of gender and age based status, security, and authority and fashioned new gender and age based social and economic opportunities and limitations.

Corporations,Government and Development: The Case of Institutional Corruption in Tasmania

The proliferation of studies into corruption over the past decade has highlighted its widely differing manifestations and causes. This article applies the notion of institutional corruption to the case study of the Lennon government's approval of the Gunns pulp mill in Tasmania. A multidisciplinary framework is developed to explain why the approval process became embroiled in widespread allegations of commercial favouritism. It is argued that the institutional corruption involved in this process was an outcome of the interaction of the political economy of Tasmania, its political culture and the political psychology of Paul Lennon as leader. The implications of such a multidisciplinary approach for a study of corruption are discussed.

The Role of Russian Big Business in Local Development

The paper, based in part on field surveys in 2006, examines the role played by large Russian companies in local development, focusing on the operations of SUAL and Severstal' in Northwest Russia. The two companies provide examples of different models of corporate behavior (transnational and paternalist) in the current Russian business environment, reflecting a choice more broadly between neoliberal and corporate-nationalistic versions of Russia's participation in globalization. The author investigates the implications of the different models for the local jurisdictions in which these companies operate. The Role of Networking in the New Political Economy of Regional Development

During the last 25 years there have been some fundamental changes to the international political economy. The decline of Fordism, globalization and technical innovations have altered the ways in which firms operate and interact with each other and other economic agents. Corporate strategy and organization and public policy have all been affected. Of particular relevance has been the development of a new form of governance viz. networking. Although often seen as a new phenomenon, it has in fact a long history going all the way back to Marshall. What is new however, are attempts by development agencies to capture the advantages presented by these externalities as a deliberate objective of regional development policy. This paper examines the case of Wales in some detail and concludes that although such a policy does work with the grain of modern political economy, it is only really scratching the surface of the problem and in fact contains an inherent contradiction in terms of market behaviour.

本文试图从国家发展战略的角度 ,通过对不同阶段、不同战略目标下 ,日本对外经济援助政策的特点分析 ,探讨对外经济援助在战后日本国家发展进程中的地位与作用 ,以揭示其对外援助的真实目的 ,并从一个侧面了解日本现代史的发展历程。文章指出日本对外经济援助政策的制订、实施及发展演变不但与其国家发展战略密切相关 ,而且始终是日本获取国家利益的重要工具。对外援助这种特殊的经济手段 ,在战后日本国家发展进程中起着军事力量无法替代的作用。日本之所以如此钟情于对外经济援助的“投入” ,归根结底源自于其对“产出”效果的执着追求。     

Development and the Role of Microcredit

Microcredit is a concept that has gained widespread acceptance by international development agencies and major donors. It is viewed as a way to correct both governmental and market failure in Sub-Saharan Africa. Many view microcredit as a method for linking the formal and informal sectors of African economies to increase the reach of the formal sector. Extending the reach of the formal economy through microcredit is possible, and desirable, depending on macroeconomic reforms, respect for traditional financing relationships, and local control of institutions. However, very little has been done to determine the extent to which microcredit programs actually increase economic well-being. The model program, Grameen Bank of Bangladesh, has been studied and evaluated, but replications may not be inherently successful. The literature accepts that microcredit will increase economic well-being, if programs are correctly designed. Program design issues cannot be resolved, however, until economic well-being is measured and associated with specific designs.

晚清湘学发展的县学因素

湘学在经历了元、明时期的相对沉寂之后,进入了晚清繁盛时期。促成这一时期的繁盛现象,除了学术发展内在的规律及客观环境外,县域人文因素或曰县学的积淀,是重要的元素。新化邓显鹤于湖湘文献特别是船山遗书的收集整理、湘乡曾国藩经世理学士人群体的崛起、浏阳谭嗣同对中西学术的融通,促成了晚清湘学的发展与转型。
