This paper aims to disentangle patterns of aid, trade, conflict and migration between Canada and Sri Lanka, illustrating the surprisingly significant traffic between the two countries and exploring the significance and quality of these connections. International aid to Sri Lanka is closely related to the opening of markets to multinational investment beginning in 1977. This economic liberalisation overlaps with periods of conflict in Sri Lanka and of macroeconomic growth. The prosperity it has generated, however, has not benefited all social classes and ethnic groups. Accordingly, conflict in Sri Lanka has been characterised by uprisings led by unemployed youth, peaceful and violent protests of discrimination against Sri Lankan Tamils and militarised government reprisals to both. A long period of macroeconomic growth ended in the final quarter of 2001, after the bombing of commercial airliners at Sri Lanka's international airport. Geopolitical and geoeconomic conditions in Sri Lanka changed dramatically. In this context, Canada's International Development Agency (CIDA) and other aid agencies aspire to 'correct for conflict' and promote a democratic and peaceful Sri Lanka through peace‐building and other aid measures. Militarised conflict over at least the past 20 years has generated massive human displacement both within and beyond the country's borders, spawning international migrants in search of asylum. In 1999, Sri Lanka was the leading source country of refugee claimants to Canada. Canada hosts the single largest Sri Lankan diaspora of any country. By examining the nexus of economic liberalisation and aid, I analyse its relation to conflict in Sri Lanka and migration to Canada .  相似文献

This paper analyses the role of roadbuilding as a process of state territorialisation in post-war Sri Lanka. In the aftermath of a brutal civil war (1983–2009), and in lieu of a broader peace and reconciliation process between Sinhalese, Tamil and Muslim communities, road infrastructure has been promoted by the state as essential to the region's recovery and nation's sovereignty. Roads were to bring national unity and political integration. We interrogate such claims, drawing on fieldwork conducted in Jaffna and neighbouring areas to cast doubt on the prospects of new roads to ameliorate ethnic tensions. Rather, as militarised security discourses and policies continue to dominate the Sri Lankan public sphere, such schemes can be understood as part of broader Sinhala-Buddhist nationalist project to consolidate territorial control in restive parts of the country. Our research suggests that, rather than facilitating rehabilitation and recovery, road networks mirror pre-existing fault lines and entrench the privileged position of the military in Sri Lankan society. Such shifts do little to avail persistent minority sentiments of political marginalisation, aggravating social fractures and re-constituting the hegemony of Sinhala-Buddhist nationalism.  相似文献

Sri Lanka is cited as an exemplary case of direct poverty alleviation because of a long history of social welfare and high values in quality of life indices. Notwithstanding, anti-poverty measures in Sri Lanka founded on the international discourse of poverty and development do not serve the interests of poor people. This discourse begins by locating poor people in a distinct poverty sector and proceeds to examine its characteristics. Several attributes of that discourse make it intellectually incapable of seeing how poverty is socially constructed in a diffused nexus of production relations that extends far beyond the so-called 'poverty sector'. An alternative 'substantive approach to poverty' is presented. The arguments are illustrated using the theme of food production in Sri Lanka.  相似文献

In contrast to East and South-east Asia, changes in marriage patterns have played a small role in reducing fertility in South Asia. While age at marriage for women has risen, it remains early, with the exception of Sri Lanka, and change has been slow. Except in Sri Lanka, the region has shown few signs that there will be a sizable population that will never marry. South Asia's marriage patterns reflect its cultural context and lesser socio-economic change but their precise effect is not simple or always predictable. The paper examines these issues in Bangladesh, where age at marriage is very early, and Sri Lanka, where it is much later. The study areas, Dhaka city and south-western Sri Lanka, are ones of great economic and social change. A particular examination is made of the way in which changes in the arrangement of marriage affect age at marriage.  相似文献

This article analyses ethnic antagonisms and related political discourses in Sri Lanka after the ceasefire agreement in 2002 using the Derridean notion of vouyou (rogue) and Agamben's concept of state of exception. In all three ethnic groups in Sri Lanka, we can observe discourses on ethnicity, space and territories that create fictions of ethnic homogeneity and purity based on a social construct of the ethnic other as “rogue”. Roguishness is linked with issues of territorial control, political justice and virtual or real “rogue states”. It is also pertinent in the justification of violence and the differentiation of just(ified) and unjust(ified), roguish violence and the rivalry over sovereignty. I will argue that these “rogue others” are needed to legitimize a state of exception where force stands out-of-the-law, but needs to be justified as being within the law, since the state of exception is part of a project leading to an ideal state-to-come. This ideal state-to-come to is to be a “pure” state-to-come, in the form of the “pure” Singhalese–Buddhist state, the Tamil homeland, and more recently, the Muslim homeland as expression of distinct Muslimness. Derrida argues that identifying “rogues” is rationalizing and covering deeper rooted fears. In Sri Lanka, the rogue rationale reveals deeper lying anxieties that link security with ethnic homogeneity and the ethnic self and insecurity with multi-ethnicity and the ethnic other. The ethnic other is a force preventing the (ethnically) pure state-to-come to come into being.  相似文献

Through a close reading of the Anglo–Sri Lankan author Romesh Gunesekera's 1994 novel Reef, this paper interrogates the misplaced concrete-ness regarding Sri Lanka's status as archetypal ‘island-state’. I show how Reef maps an imaginative geography which both naturalizes and problematizes Sri Lankan ‘island-ness’. Through the memory of the novel's main protagonist the author's exploration of modernity fixes geographical knowledge of Sri Lanka. ‘Island-ness’ emerges as a rationalization of modernity, one with its roots in Sri Lanka's colonial experience which the author then unpicks as he proceeds to explore the limits of modernity. I suggest that Reef demonstrates how island-ness is an inescapable yet problematic dimension of contemporary Sri Lankan geography. This is an ambivalent contradiction that fuels a civil war in Sri Lanka which relentlessly and sanguinely contests the integrity of Sri Lankan island-ness. The paper emphasizes how Romesh Gunesekera's hybrid position, as an author born in Sri Lanka and now writing from England, constitutes a post-colonial intervention which allows us to ask new questions about Sri Lanka's ‘natural’ insularity. 2003 Elsevier Ltd. As the number of de‐stabilized regions of warfare or post‐war conditions worldwide continues to grow, this article investigates how civilians survive in the context of a civil war. It analyses livelihood strategies of farmers in the war‐torn areas of Sri Lanka, using an analytical framework based on a revised form of DFID's sustainable rural livelihoods approach, placing particular attention on the institutional reproduction of household capital assets in the war economy. The author delineates a three pillar model of household livelihood strategies focusing on how households (1) cope with the increased level of risk and uncertainty; (2) adjust their economic and social household assets for economic survival; and (3) use their social and political assets as livelihood strategies. Empirical evidence comes from four case study villages in the east of Sri Lanka. Although the four case studies were very close together geographically, their livelihood outcomes differed considerably depending on the very specific local political geography. The role of social and political assets is essential: while social assets (extended family networks) were important to absorb migrants, political assets (alliances with power holders) were instrumental in enabling individuals, households or economic actors to stabilize or even expand their livelihood options and opportunities. The author concludes that civilians in conflict situations are not all victims (some may also be culprits in the political economy of warfare), and that war can be both a threat and an opportunity, often at the same time.  相似文献

The ceasefire agreement signed in 2002 between the LTTE/Tamil Tigers and the government of Sri Lanka (GoSL) now lies in complete disarray. The civil war has restarted; at least 3,500 lives have been lost in 2006 as a result and ‘disappearances’ are also increasing. This is a particularly difficult time for the civilian population trapped between the two sides. It is not clear whether or not either side has taken clear‐cut strategic decisions or know what they hope to achieve during this unfortunate chapter in the civil war. Does the LTTE regard this phase as a prelude to somethingbigger, seeking to demoralize and weaken the GoSL security forces prior to a major offensive? Or is this a frustrated reaction to a failed peace process and a major split in the LTTE ranks? What aims are the GoSL seeking to achieve by paying so little attention to the impact of their assaultson innocent civilians in the north and east? Moreover, where does the international community turnnext? If there is to be a signi. cant victory by either side, the major obstacle and challenge in the future will be legitimacy on the one hand and governance on the other.  相似文献

I explore how the increasing professionalisation of international development has enabled the expansion of the neoliberal agenda of development agencies and, at the same time, the co‐optation of so‐called "alternative" approaches onto this agenda. The focus is on the key figure of the development "expert" as an agent involved in consolidating unilinear notions of modernising progress. First, there is an examination of the post‐war production of the development expert and the reproduction of systems of expertise and forms of authority that they articulate. Research with former UK colonial officers who worked in the post‐independence development industry is subsequently drawn upon to exemplify the continuities and divergences from colonial rule to contemporary discourses of development. Then, there is a demonstration of the co‐optation of potentially critical discourses, focusing upon the creation of professionals and the exclusive forms of knowledge that surround the practice of participatory development. Finally, in the conclusion, I argue that increasing professionalisation within the development industry supports the neoliberal development agenda and that there remains a need to identify how critical discourses can be effective within it.  相似文献

The militarisation of conservation involves the integration of conservation, security and counterinsurgency through violent and armed strategies, or ‘war, by conservation’. We describe a militarised conservation practice in which a marine protected area was established by the state and supported by international actors in a region of ongoing ethnic and military conflict as a case of conservation, by war. Conservation and security actors actively criminalise artisanal fishing communities in Gulf of Mannar Marine National Park in India. The harvest of sea cucumbers, marine species of commercial value historically traded between the Indian state of Tamil Nadu and Sri Lanka, was banned and has become the target of militarised action. When the Sri Lankan civil war broke out in 1983, sea cucumber trade turned into a security concern as the same sea routes were also being used for trafficking arms, ammunition, and other contraband. Tamil Nadu was geographically and logistically involved in the civil war due to ethnic ties. The Sri Lankan civil war and its social and political consequences on the neighbouring state of Tamil Nadu due to ethnic ties is a fitting case of the nexus of conservation and security in a marine context. Based on ethnographic fieldwork and interviews conducted with artisanal fishers and conservation and security actors, we show that violent political conflict provided the justification for securitisation of conservation. As the state focuses its conservation efforts on the marine protected area, commercial fisheries detrimental to fisheries and biodiversity conservation continue. Marine protected areas allow the state to achieve its security outcomes even as it fails to meet its conservation goals due to non-local drivers of declines in species populations. Trans-boundary marine environments are particularly difficult to govern due to the dynamic nature of the seascape. The materiality of the sea and the conservation-security nexus results in the creation of a violent maritime space.  相似文献

This paper argues that Muslim feminisms emerge as spatially differentiated strategies and tactics to accommodate local varieties of Muslim “informal sovereignties”. These informal sovereignties are exercised by Muslim judges, scholars and lawyers regulating Muslim marriages and divorces, based on diverse readings of the Muslim Personal Law and situated in the context of different forms of violence, such as Islamophobia and ethno-religious communalism. Comparing two districts in Sri Lanka - Puttalam and Batticaloa - the paper shows how Muslim feminist activists navigate spatially diverse forms of informal sovereignties exercised by Muslim movements and institutions, in response to locally specific political, social and economic challenges that Muslims face in the aftermath of Sri Lanka's decades-long civil war. The struggles over implementing and reforming the Muslim Marriage and Divorce Act (MMDA), the Muslim Personal Law in Sri Lanka, focus on Muslim women's bodies and spaces as main sites of politics. The paper thereby contributes to debates in feminist geo-legality and Muslim femininity by pointing to the need to understand the contextuality of Muslim Personal Law within Sri Lanka's varieties of lived Islam.  相似文献

This paper examines the practices and perceptions of corruption in two tsunami-affected villages in the Hambantota District, South Sri Lanka. Using an ethnographic approach to low level corruption, the paper focuses on narratives emerging from the study villages. Practices of corruption are associated with discretionary powers and the system of political patronage, which place local office holders, local politicians, and wealthy households on the receiving end of corrupt systems. Perceptions of corruption encompass ideas of morality and state–society relations. The manifestation of corruption in post-tsunami Sri Lanka is shown to coincide with a pre-existing unequal and iniquitous development landscape, which became enmeshed in circumstances characteristic of the post-tsunami environment. The paper highlights a theme neglected in the post-tsunami literature on Sri Lanka and contributes to the few intensive ethnographic accounts of corruption in South Asia. It emphasizes the broader relevance of the study for understanding issues of governance and post-conflict development in Sri Lanka.  相似文献

Over the past few years, the role of private sector organizations as actors and investors in development processes has received increased attention. This article explores the rise of ‘philanthronationalism’ in Sri Lanka: the co‐development of business and philanthropy methods as a response to patronage, nationalization and militarization in the post‐war environment. Drawing on ethnographic research into indigenous forms of corporate social responsibility (CSR), the article identifies four kinds of philanthronationalist practice — passive, assimilative, reactive and collaborative — that provide a logic, mechanism and ethic for private sector development initiatives in the island whilst promoting a vision of the ‘Sinhala Buddhist’ nation state. Noting the emergence of similar philanthronationalist practices in Myanmar, the article concludes by arguing that the Sri Lankan case is unlikely to be unique and calls for further research into the partnerships that emerge between private philanthropy and nationalist movements in conflict/post‐conflict processes around the world.  相似文献

Investigations in 2010 by an international team of maritime archaeologists yielded a concentration of artefacts identified here by the authors as the remains of a shipwreck off the southern coastal village of Godawaya, Sri Lanka. The major findings from this site include many quern stones, various types of ceramics, and glass ingots. The comparative study of the artefacts from the Godawaya site and terrestrial sites of Sri Lanka and India suggest that the ship might have originated from the southern part of the Indian subcontinent. Based on analysis of the artefacts and radiocarbon dating of wood fragments from the site, a broad date of 2nd BCE to 2nd centuries CE is assigned to the assemblage, placing it within the early historical period. Thus, this is the earliest known and as-yet investigated shipwreck in South Asia. The survey findings are discussed and the assemblage is contextualised within the present lack of evidence for early vessels and seafaring in the region.  相似文献

This article narrates how bureaucrats in eastern Sri Lanka operated during and after the war. They managed to keep minimal state services running whilst being locked between the government and the insurgent Liberation Tigers of Tamil Eelam (LTTE). When the government defeated the LTTE in 2009, civil servants were freed from rebel coercion, but they also lost their counterweight against unappreciated policies from the capital and interference by local politicians. The article links the thinking on armed conflicts with the literature that conceptualizes ‘the state’ not as a coherent entity, but as a subject of continuous negotiation. The state's insigne provides a sense of legitimacy and supremacy, but governments have no monopoly on using it. Other powerful actors capture state institutions, resources and discourse for contradictory purposes. This perspective helps us reconcile the appearance of bureaucratic order with the peculiar and hybrid forms of rule that emerged in the war between rebels and government, and it sheds light on some of the surprising changes and continuities that occurred when that war ended. Public administration is neither just a victim of war, nor plainly a victor of the post‐war situation.  相似文献

International aid has been a significant element both in economic development and international politics since 1945, but has been insufficiently integrated in the discipline of history. The present article discusses the main problems of method, sources and discourse in the field of aid history, based on the recently published three‐volume history of Norwegian development aid. The shifting conjunctures of aid are seen in relation to main paradigm changes in development theory. It is emphasized that history is not a macro‐evaluation, but that it provides a basis for reflection, in this as in other fields.  相似文献

The role of education in political socialisation and the importance of terrorism discourses in promoting (or silencing) certain interests have long been acknowledged. This study combines both themes by asking: How do school textbooks, sanctioned by states that are violently challenged by internal opposition, discuss the issue of terrorism? I draw on, and contribute to, four distinct, yet related streams of research: critical geopolitics, critical terrorism studies, geographies of education, and young people's geographies. Simultaneously, while most work on the topic focuses on individual cases (typically of Western countries), I conduct the first comparative analysis of twelve countries from different world regions: China, Egypt, India, Kenya, Nigeria, Papua New Guinea, Peru, Philippines, Russia, Spain, Sri Lanka and Turkey. Contrary to recent claims, considerable heterogeneity persists regarding geopolitical imaginations of terrorism, while US-coined discourses are only infrequently adapted. However, there is still recognisable functionalist convergence as the states under analysis utilise their control of the education system in their internal struggles, mainly by portraying their opponents as evil, by ascribing a positive identity to themselves, and by calling for support by their citizens (including restrictions of human rights and democracy).  相似文献
