This article explores the relations between infrastructures, labour, and internal colonialism in Lerma, Mexico. Drawing on archival and ethnographic research of two hydraulic projects there, the article argues that infrastructures are productive of the racial, environmental, and political relations that constitute internal colonialism both historically and contemporarily. I show how these infrastructural projects imagined and produced colonial relations between the environment, racialised workers, and the nation-state, and how these colonial logics endure today through infrastructures and the forms of racialised labour that maintain them. In doing so, this article contributes to literature that interrogates the relations between infrastructure and coloniality by focusing on how infrastructural labour makes internal colonialism enduring. The article concludes by reflecting on how the labour practices that make internal colonialism enduring also point to ways of producing infrastructures otherwise.  相似文献

In 2008 a new notebook manufacturing cluster was established in Chongqing in western China. By 2013 it accounted for some 25% of world output by volume. Chongqing’s ability to attract this manufacturing supply chain was driven by several factors that permitted strategic coupling: the existence of complex networks of cooperation and economies external to the firm but internal to contemporary global production networks; changed conditions in southeast and east China; and the creation by Chongqing Municipal People’s Government with central state support of hard and soft infrastructures and externalities that drove down logistic and production costs and permitted constant product innovation.  相似文献

ABSTRACT

The Archaeology Data Service (ADS) is an archive working at a national level in the UK, ensuring that archaeologists have access to high quality and dependable digital resources, including openly licensed legacy data for reuse. The ADS acts as a metadata aggregator for archaeological data held by larger heritage agencies and smaller regional organizations and participates in international aggregation infrastructure projects such as ARIADNE, which allows users to access archaeological resources held in many countries from a single interface. Large-scale infrastructures can facilitate the building of long-term, complex relationships and active collaborations, not just technical solutions. This paper reflects on the roles of stewardship and equity within ARIADNE and the ADS, two large-scale online research infrastructures, and how these types of infrastructures may help to create a more collaborative archaeology, including lessons learned, challenges and opportunities, and thoughts for the future.  相似文献

Once confined to paper, national cartographic projects increasingly play out through spatial data infrastructures such as software programs and smartphones. Across the Global South, foreign donor-funded digital platforms emphasize transparency, accountability and data sharing while echoing colonial projects that consolidated state-based territorial knowledge. This article brings political geography scholarship on state and counter-mapping together with new work on the political ecology of data to highlight a contemporary dimension of territorialization, one in which state actors seek to consolidate and authorize national geospatial information onto digital platforms. We call attention to the role of data infrastructures in contemporary resource control, arguing that territorializing data both extends state territorialization onto digital platforms and, paradoxically, provides new avenues for non-state actors to claim land. Drawing on interviews, document review, and long-term fieldwork, we compare the origins, institutionalization and realization of Indonesia and Myanmar's ‘One Map’ projects. Both projects aimed to create a government-managed online spatial data platform, building on national mapping and management traditions while responding to new international incentives, such as climate change mitigation in Indonesia and good democratic governance in Myanmar. While both projects encountered technical difficulties and evolved during implementation, different national histories and political trajectories resulted in the embrace and expansion of the program in Indonesia but reluctant participation and eventual crisis in Myanmar. Together, these cases show how spatial data infrastructures can both extend state control over space and offer opportunities for contesting or reimagining land and nation, even as such infrastructures remain embedded in local power relations.  相似文献

In this paper, we develop a situated and intersectional urban political economy approach to social infrastructure. This approach contrasts with a growing body of liberal urban geography, which offers an optimistic account of how shared spaces afford encounter and social connection. We present four arguments about why such outcomes cannot be assumed, which are informed by a case of contested redevelopment in the London borough of Haringey. First, social infrastructures express power relations, enacting distinct visions of “the social”, that are at times premised on the denigration of other forms of collective life as anti-social. Second, elite social infrastructures are increasingly central to speculative urban development, serving to procure consent for, and valorise, investment. Third, other social infrastructures are essential networks of social reproduction and survival, especially for diverse working-class communities: demolition and displacement mean infrastructural disruption. Finally, unequal political economies of social infrastructure are a realm of structural antagonism over urban citizenship (un)making.  相似文献

This article analyzes Chinese-financed infrastructural projects in the Balkans to further our thinking about how infrastructures shape international politics. By adopting an assemblage approach, which views infrastructures as part of a complex and dynamic interaction of both human and non-human actors and capacities, it questions the vascular trope that sees infrastructures as arteries of influence and power. Building on research into the construction of roads and coal power plants, assemblage analysis provides the nuance that refutes simplistic accounts of China's grand strategy in its Belt and Road Initiative. Chinese actors are not geostrategic players exerting influence from afar, but have become thoroughly linked to the region's politics through their specific modes of entry. The business priorities of Chinese state-owned enterprises required formal disentanglements, yet the political arrangements underpinning such deals have ironically caused Chinese actors to become entangled in the Balkans through its political instability, developmental discourses, fiscal exigencies, the traces of previous infrastructures on its society and ecology, and the often overlooked anchoring role of materials such as concrete or coal.  相似文献

In this paper we combine infrastructure studies and black radical traditions to foreground how imperial remains deeply inform the logics that bring forth contemporary large-scale infrastructures in Africa. The objective, prompted by the ongoing avid promotion of such architectures on the continent, is to contribute to an analysis that centres race in these projects. Our argument is that these initiatives have to be understood in relation to inherited material and discursive scaffoldings that remain from the colonial period, through what we refer to as imperial remains and imperial invitations. These remains and invitations demonstrate how recent mega infrastructures inhere, in their planning, financing and implementation, a colonial racialism, despite rhetorical claims to the opposite. Empirically, we draw, principally, on China built and financed infrastructure projects from Kenya, and theoretically upon black radical traditions in order to foreground a longer genealogy of black pathologising and resistance to it on the continent.  相似文献

Partnership relations have become more important in promotion of urban economic development. Efforts have been made to create such networks by which to strive for new markets or political arenas and so to extend the resource base of the urban region. The objective in the creation of networks is the most efficient mobilization possible of the know-how and resources in the urban region and external to it. These observations inevitably prompt the following questions: How can the quality of cooperative processes be improved and how can networks and various development projects be managed? It seems evident that information and its conscious management play a crucial role in seeking answers to these questions. Simultaneously such questions emerge as to how network management can respond to the increasing amount of information and the demands for rapid learning. How can the vast flood of information and knowledge in the networks be managed, how can essential features be extracted, i.e. how can a sustainable basis for perceptions be created? One possible answer, among others, to these questions is information systems utilizing modern information technology. This paper focuses on urban development networks and especially at how their efficiency can be promoted by network management and by modern information systems. This paper develops the concept of ‘cultural brownfields’ and discusses how organic cultural projects developed in derelict sites have been progressively included in mainstream cultural and urban planning strategies and policies over the last 10?years. To do so the paper assesses the transformation of three mature cultural brownfields in Berlin, Marseille and Lausanne and their distinctive internal and external dynamics. It develops a typology of cultural brownfields which stresses the diverse nature of these spaces and their differential role in cultural and urban planning policies. The paper concludes by highlighting a series of policy lessons for urban planning and cultural strategies.  相似文献

This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path–dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political–economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term “actually existing neoliberalism.” In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are “unleashed,” we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path–dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market–oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political–economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist–Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives—along with closely intertwined strategies of crisis displacement and crisis management—have been articulated.  相似文献

This paper proposes extending Urban Political Ecology's (UPE) ideas about the urbanisation of nature in order to include the geographical imprints of expanding, global metabolic flows of matter, energy and capital. It does so through the analysis of Huasco, a small agricultural village in northern Chile that has been overburdened with massive energy undertakings aimed at powering the operations of mines that supply raw materials to international markets. Like the sewage and technological networks that feed the life of cities, the paper argues that Huasco—as a metabolic vehicle of planetary urbanisation—has also been hidden from view, and thus the fetishisation of urban infrastructural networks initially theorised by UPE, has been ratcheted‐up to the global level by the mediating powers of neoliberalising capitalism. Just as the socio‐material arrangements that facilitate the smooth functioning of the modern city and household are riddled with glitches and exclusions, the paper suggests that globally up‐scaled infrastructures reveal even larger contradictions that put into jeopardy the very premises upon which the ongoing commodification of nature is grounded.  相似文献

Large‐scale infrastructures are often understood by state planners as fulfilling a national integrative function. This paper challenges the idea of infrastructures as national integrators by engaging theories of state/nation formation and infrastructure in a postcolonial context. Specifically, I put Lefebvre's characterization of the production of state space as a homogenization‐differentiation dialectic in conversation with Gramsci's understanding of hegemony, bureaucracy, and nationalism to analyze the controversy surrounding the giant Tarbela Dam in Pakistan in the 1960s. I use the Tarbela controversy as a case study to elaborate a theory of postcolonial nation‐formation through state‐led infrastructural projects. I argue that in a postcolonial context the failure to articulate a hegemonic nationalist ideology to accompany the production of large‐scale infrastructure results in a fragmentation of state space in some ways, even as state space is homogenized and integrated in other ways. The paper also offers a “hydraulic lens” on the politics of regionalism in Pakistan.  相似文献

This paper, based on historical and contemporary dynamics of railway infrastructures in Kenya, analyses how mega-infrastructures are central in state practices of infrastructural territorialisation – an infrastructure-based production of territoriality as a historically and geographically specific form of spatio-political order and organisation, imbued with social tensions, stemming from the state-led imposition of a techno-politics onto its territory. Focusing on territorial and political objectives of the state advanced through the Uganda Railway and the Standard Gauge Railway, the paper demonstrates how both of these projects have been central in colonial and contemporary practices of infrastructural territorialisation, albeit in mercurial ways that do not fully represent original techno-political intensions of the state. This discussion, first, highlights how megaprojects – although primarily analysed by recent geographical scholarship as advancing contemporary geographies of global capitalism – also contingently coalesce with state (re)territorialisation practices. Second, undertaking these analyses in the Kenyan context, the paper shows how, despite shared historical dynamics of contingent state territorialisation – and the reconstitution of racial and socio-economic inequalities, advanced through megaprojects that in Kenya are socially interpreted through historical experiences of colonialism – current infrastructural territorialisations are also different; whilst the colonial territorialisation of Kenya emerged as relatively unchallenged, its present state territory-making is undermined by both the global character of megaprojects and the external actors that the state relies on for its practices of infrastructural territorialisation.  相似文献

State agencies sponsoring local research and development projects often finance the development of technologies in partnership with other organizations. These contracting partners develop and demonstrate the new technology. This study distinguishes between two types of outcomes from such projects. Technology absorption is the adoption of a technology by an organization participating in the project. Technology transfer is the process by which outcomes are adopted by organizations outside the project (i.e., nonparticipants). From an evaluation perspective, research and development projects that result in the absorption of technology, without any subsequent transfer, are difficult to assess. Often these outcomes are counted the same as a transfer even though the process is subsidized by the state.
Three case studies of absorption outcomes are presented. Absorption projects tend to be distinctive because: (a) they develop technologies that are very large in scale and very complex; (b) project leadership typically is provided by an end-user who attempts to employ the technology for commercial purposes; (c) success is measured through the technological accomplishment and ongoing commercial venture rather than by the number of adopting organizations; and (d) they produce spillover benefits in the cohesion of the social networks formed among project participants.  相似文献

In this paper, we explain how China's Belt and Road Initiative (BRI) drives urban transformation in Nepal reconfiguring geopolitical and geoeconomic relations and remaking the sociopolitical, cultural and material fabric of hitherto peripheral spaces. Given that BRI infrastructures materialize in parallel with Chinese-funded reconstruction projects, we pay attention to the role of post-disaster politics to unravel how ongoing urban transformation does not only affect the present and the future but also people's histories and post-disaster memories by treating places of (re)building as empty of previous life and history. By drawing on 16 months of fieldwork, we show that despite the evident role of the BRI as an agent of urban transformation, the materialization of most BRI projects depends on geopolitical rivalries, negotiations, unstable local coalitions and escalating social contestation. We conclude that in the post-disaster era, BRI projects have become new vehicles towards Naya [new] Nepal, along with many other infrastructural myths that preceded the country's modern history. Nonetheless, the Naya urban Nepal that is emerging from the ruins of the past is contested and uncertain, a far cry from the days of the Panchayat regime and the civil war, when such gargantuan projects were rarely challenged by Nepali people. This is the unique trajectory of Silk Road urbanization in Nepal: an ultimate path to reach a long due rural-to-urban transition that is inextricably linked with decades of infrastructural violence and precarity and strongly shaped by people's struggles against the unequal geographies of BRI-driven urban transformation.  相似文献

Blockchain technologies are increasingly live-tested in experiments aimed at improving governance in a growing range of activities. A key question often lost amongst these efforts is whether such projects redistribute wealth and power, and, if so, in which ways. Examining the case of blockchain-based land governance, this contribution explores the tensions between ambitious visions and their actual scales of implementation around the redistributional promises of distributed ledger technologies. Bringing together the concepts of ‘imaginaries’ and ‘infrastructures’, we analyse land governance blockchainization emerging in the Global South and the metaverse. Identifying a contrast between imaginaries ‘scaling up’ redistributive promises yet tending to materialize in ‘scaled-down’ forms, we argue for more sustained attention to pluriversal perspectives that foreground local concerns and diverse voices.  相似文献

This paper is an attempt to understand the changing characteristics of urban poverty in Turkey since 1980. First, it analyses how the urban poor in Turkey had adopted aggressive survival strategies by strengthening their solidarity networks on religious, ethnic and cultural bases until the 2000s. Then it sheds light on how those networks have dissolved later on thanks to a set of internal and external factors and concludes that Turkey now faces deepening poverty levels and engendering new forms and dynamics of poverty. This paper is based on the Sultanbeyli district of Istanbul, a district almost entirely composed of unauthorized houses whose population grew at an unprecedented rate after 1980; and it is a perfect case for the study of issues relating to migration, urbanization and poverty in Turkish cities.  相似文献

This paper proposes a framework of analysis in which: (1) the constitution of new sources of economies of scale or scope is supported by systemic entrepreneurship; (2) the realization of such economies by incremental entrepreneurship takes the form of external economies, or alternatively of internal economies, together with the prevalence of different combinations of organizations, technologies and regional characters; and (3) the manifestation in the form of external economies is sustained by market rules and focused public intervention, which complement the working of markets, and which can be embedded in regional (or local) relations. Further and more specific conclusions will be referred to in the case of external economies within production systems which are assuming or are reproducing the techno‐organizational characters of flexible specialization. The standard case of the industrial district with final markets largely characterized by differentiated and variable markets falls within such application.  相似文献

This paper examines five periods of congressional budget reform, from 1865 to 1974, and asks two sets of related questions: (1) What are the external and internal factors that seem to precipitate reform? and (2) Are there systematic differences in the ways Congress responds to internal and external pressures for change? If so, in the process of formulating successful (i.e. adopted) reforms, how are the responses to external stresses balanced against those designed to deal with internal questions? The research indicates that economic difficulties engendered by war and major changes in presidential-congressional relations with respect to fiscal policymaking are the crucial external variables. Internally, major shifts in the power relations of those involved in congressional spending decisions appear to facilitate budget reform. In responding to external pressures on its budget process, Congress tends to centralize its budget procedures. In response to internal pressures, Congress tends to decentralize those procedures.  相似文献
