This introductory contribution presents some results of the EURBANET project, dealing with European urban networks in the framework of the INTERREG IIC programme of the North‐western Metropolitan Area (NWMA). This project was conducted between 2000 and 2001 by researchers of Delft University of Technology, the University of Glasgow, the University of Dortmund, the Catholic University of Leuven and the University of Nijmegen. The central objective of the EURBANET project was to explore the role of polynucleated urban regions in the reinforcement of the competitive strength and quality of life in the NWMA, as a contribution to transnational spatial planning in the NWMA. Four polynuclear urban regions are involved: Randstad Holland, the Flemish Diamond, the RheinRuhr Area and Central Scotland (Glasgow‐Edinburgh region). One of the conclusions is that it is necessary to move between scales: from the European Union to national spatial policies (and vice versa), between national policies and regional spatial policies and between regional and urban spatial policies. At each scale, specific demands for spatial planning policies in polynuclear urban regions are becoming increasingly relevant. This is a challenge for spatial policies and policy domains like infrastructure policy, transport policy, housing policy, economic and environmental policy. We present an analysis of how polycentricity has become central to recent discussions on European and north‐west European spatial and economic planning. We launch a spatial network approach to integrate spatial policies. These wide perspectives contrast heavily with the current less satisfactory practice of spatial planning on the level of urban networks and transnational governance.  相似文献

This article focuses on the identification of critical water policy instruments, and opportunities and barriers to transforming urban water use in a sustainable and efficient direction in Amsterdam (The Netherlands). The main lessons that can be inferred from past and current water policies and management practices in Amsterdam show (1) the relevance of common action for increasing the quality of or general control over water resources when shared interests of different actors using the same water resource are present; (2) that the effectiveness and applicability of water policy instruments are strongly conditional upon receiving the support of both water users and suppliers; (3) that the governance structure of water provision plays a crucial role in increasing the efficiency of water use.  相似文献

Hegemonic accounts of urban homelessness, focusing on attempts to restrict homeless people's presence in public space, stress the punitive nature of current homelessness policy. In contrast, in this paper we explore the “messy middle ground” of the UK homeless services system. Examining Stacey Murphy's (2009) (Antipode 41(2):305–325) arguments regarding a shift to a “post‐revanchist” era in San Francisco, we chart the apparent similarities between developments in San Francisco and changes to the management of street homelessness bought in to effect by the New Labour government in the UK, and assess the extent to which such developments might be read as holding in tension more obviously punitive and supportive trends usually viewed as necessarily oppositional. In the final part of the paper we present a re‐reading of recent changes to the management of street homelessness in the UK through a postsecular lens. We suggest that this lens provides the possibility for a much more optimistic reading of homeless services and of the grammars of homelessness and urban (in)justice more broadly, and make the case for an alternative mode of academic attentiveness open to sometimes subtle and smaller‐scale yet nonetheless important examples of different ways of understanding and doing.  相似文献

This article offers a selective review of Australian research on regional development. The themes reviewed include divergence and convergence, resource dependent regional growth, the spatial centralization of the economy, spatial divisions, the social construction of regional identity and regional problems, differentiation between the capital cities and between rural areas, indigenous issues, the suburbanization versus centralization debate, the regional effects of economic reform, regional policy debates, and industry clusters. Australia illustrates regional development processes in a low population density, resource dependent, medium sized economy, managed by neo‐liberal economic policies and with limited government intervention in regional policy.  相似文献

This article uses Manchester as a case study to explore post‐war relationships in Britain between local rail networks and urban form. During this period, Manchester's rail network has been severely rationalized with only limited investment in new infrastructure, although local services have been underpinned by public subsidy. During the 1950s and 1960s, there was little formal land use planning policy with regard to the rail network, but in the late 1970s strategic policies crystallized which sought to steer major activity generators to nodalities generally well‐served by public transport. However, these policies were undermined in the 1980s by Thatcherite deregulation. The early 1990s has seen more positive trends with the opening of Manchester's light rail line and the development nationally of policies aimed at creating more sustainable urban form through synergy between local rail networks and urban development. But there is evidence of counter‐trends and the whole future of the rail system has been thrown into doubt because of rail privatization. Conclusions are drawn that focus on the need for changes in the institutional arrangements for transport planning and strategic town planning through the creation of a strong regional tier of government, as found in other EU countries.  相似文献

Starting from the changing role of governments in planning (physical, environmental, economic, etc.), this paper calls attention to the drastic structural changes taking place in the regional scene after the transition towards market orientation and global competitiveness. The main focus is on European developments. In addition to économie forces, two phenomena will be highlighted, namely, the transition towards a network economy and the profound technological changes taking place at the regional and urban level Particular attention will be devoted to European spatial dynamics in a networked society. Various new geographical configurations and maps of Europe will be shown, followed by some exploratory remarks on future trends. The main message of the paper is that transport planning in Europe needs to be integrated with the emerging new economic networks. The paper ends with some policy conclusions.  相似文献

Imagining Rurality in the New Europe and Dilemmas for Spatial Policy   总被引:1,自引:0,他引:1  
In the discourse on European integration from the mid 1960s until the beginning of the 1990s, rural space and rurality have been traditionally associated with the Common Agricultural Policy (CAP), while little attention has been devoted to the spatial development of the countryside. These approaches and policies were associated with a 'geographical imagination' of rural space and rurality as a place of production, where the emphasis was on sectoral policies. In Europe today the discourse has changed dramatically. The current dominant geographical imagination of rurality is shifted to consumption and leisure, following both specific structural trends internally to rural areas and the more general post-modern trend away from production per se . These trends are discussed in a highly influential European document, the European Spatial Development Perspective (ESDP) introduced in Leipzig in 1994 and formally adopted in 1999. In this document a new language and new policy guidelines are introduced, which openly support the consumption/leisure imagination, introducing at the same time spatial policies, which will deal more effectively with urban and rural spaces. Bearing this in mind, this article will try first to describe the two phases of imagining rurality in Europe (production versus consumption/leisure) and second their impact on southern European (SE) rural regions.  相似文献

This article examines the emergence, the present configuration and the perspectives of a spatial planning policy at a European level in the light of the institutional and economic properties embodied in the nature of the European integration process. First, it recapitulates the main historical steps through which the idea of a European view about spatial questions has been developed as a combined result of cohesion and solidarity objectives and liberal market constraints. On the basis of these complementary and competitive principles, the article explores the conceptual identity of the emerging policy and discusses especially the reorientations of the spatial justice concept under a market integration paradigm. Finally, it presents the fundamental traits for the institutional design of the new policy, which lead to the reshaping of the traditional hierarchical, substantialist and normative profile of welfare spatial intervention towards an horizontal, procedural and pluralist model of collective spatial coordination. The article comes to the conclusion that the conceptual and institutional innovations to which the emergence of a European spatial planning policy is submitted constitute a part of a more general rearrangement in the legitimation basis of public policies in a post‐national and post‐welfare Europe. Recognition of these transformations could be seen both as a search for new forms of governance beyond the state and as a chance for rethinking traditional concepts of social theory in a time of change.  相似文献

In recent years the urban question in the European Union has been a matter of deep focus and intensive debate, contributing to the European Community environmental, spatial and sustainability policies approach, however not entirely reflected in the current version of the 6th European Environmental Action Programme. The POLIS programme, initiated in Portugal at the time of the last Portuguese Presidency of the European Union (January–June 2000), illustrates the Portuguese urban environmental policy approach in that period, in response to contemporary trends and priorities regarding the improvement of urban life and governance. This article describes the POLIS programme, its current status and how it meets current challenges. The expetience acquired so far with the POLIS programme may be useful in the broader context of the discussion of an European urban policy.  相似文献

Resisting the temptation to view the neoliberalization of urban policy as unidirectional, pure and hegemonic, this article sets out to make sense of the biography of the process in one city in particular, Glasgow. It attempts to organize, marshall and discipline existing literature on the city's local economic, planning and welfare policies, so as to offer a longitudinal reading of Glasgow's encounter with neoliberal reform across the period 1977 to the present. The article questions whether Glasgow's new political‐economic dispensation is capable of stabilizing local capitalist social relations and securing a new local growth trajectory. Space emerges as a critical part of the story. Neoliberalism has interlaced with historical structures, ideologies and policies to produce a range of new hybrid and mutant socio‐spatial formations and because it does not amount to a pure and coordinated project these socio‐spatial formations contradict and collide as often as they reinforce. Precisely because of the contingent and complicated spatialities it deposits, neoliberalism will continue to struggle to secure a regulatory framework capable of stabilizing local accumulation indefinitely.  相似文献

National laws, local traditions and practices largely define which spatial planning policies are pursued and how they are carried out. Still, like many other policy areas, an unmistakeable process of Europeanization is underway in planning. On the one hand, informal bottom-up Europeanization is occurring through the increasing interaction between scholars and practitioners and by the growing body of spatial information and analyses available at the European Union (EU) level. On the other hand, formal top-down Europeanization occurs when EU policies – competition, economic development, agriculture, nature protection, air quality, etc. – impact domestic spatial planning systems, policy and practice. In this study, we investigate this second kind of Europeanization, using the case of the Netherlands as an example. Specifically, we construct a map revealing the location of EU sectoral policy using six distinct impact types. We observed that many policies overlap and various inter-sectoral tensions (horizontal coordination) are present. The empirical analysis moreover revealed, in line with recent theoretical literature on multilevel governance, that domestic policies and practices, particularly at the national level, determine the way European policies affect planning. This finding has implications for all member states, but particularly those whose national planning is undergoing fundamental reform.  相似文献

Auditing culture     
This article explores the effects of the spread of the principles and practices of the New Public Management (NPM) on the subsidised cultural sector and on cultural policy making in Britain. In particular, changes in the style of public administration that can be ascribed to the NPM will be shown to provide a useful framework to make sense of what has been felt as an “instrumental turn” in British policies for culture between the early 1980s and the present day. The current New Labour Government, as well as the arm's length bodies that distribute public funds for the cultural sector in Britain, are showing an increasing tendency to justify public spending on the arts on the basis of instrumental notions of the arts and culture. In the context of what have been defined as “instrumental cultural policies”, the arts are subsidised in so far as they represent a means to an end rather than an end in itself. In this perspective, the emphasis placed on the potential of the arts to help tackle social exclusion and the role of the cultural sector in place‐marketing and local economic development are typical examples of current trends in British cultural policy making. The central argument purported by this article is that this instrumental emphasis in British cultural policy is closely linked to the changes in the style of public administration that have given rise to the NPM. These new developments have indeed put the publicly funded cultural sector under increasing pressure. In particular, it will be shown how the new stress on the measurement of the arts' impacts in clear and quantifiable ways – which characterises today's “audit society” – has proved a tough challenge for the sector and one that has not been successfully met. The article will conclude by critically considering how the spread of the NPM has affected processes of policy making for the cultural sector, and the damaging effects that such developments may ultimately have on the arts themselves.  相似文献

The recent developments of the economic theory suggest that due attention to territorial context increases efficiency and improves delivery of the policies. This in turn calls for better linkages between spatial and socio-economic efforts. The paper analyses the concept of policy territorialization and proposes policy tools for that purpose. The relevant theoretical models are used, mainly evolutionary economics and new economic geography. The key outcome is a set of territorial keys supposed to enhance territorial approach in developmental policies. Also some plausible ways of making use of those keys are proposed and then tested using Polish territory as a case study.  相似文献

Metropolitan cities are undergoing a major spatial and environmental transformation. The proliferation of business districts, corporate headquarters and international hotels is prompting a massive verticalization and densification of land use, which is affecting the urban environment and infrastructure in a number of ways. Nowhere are urban environmental pressures so accentuated as in Third World metropolitan cities. Here the rush to gain a competitive edge in the global economy, in order to attract multinational firms and become a ‘global city’, is leading to an inconsistent urban policy framework in which development policies frequently clash with environmental policies. This article explores the environmental complexity of Third World metropolitan cities, focusing on the cases of Beijing and São Paulo. After a conceptual review of the relationship between globalization, cities and urban environmental problems, it examines how globalization is prompting spatial and environmental transformations in both cities; looks at the dichotomy between development policies and environmental policies by analysing the instruments in place; and investigates the role of globalization vis‐à‐vis urban sustainability issues.  相似文献

The purpose of this paper is first to highlight the importance of the immediate post‐war period in influencing development trends and spatial policy in post‐war urban Greece and Athens in particular. Second in this respect, to stress on the critical impact of rent control measures adopted in response to specific social economic and political issues which emerged at the time. Rent controltogether with other exceptional reconstruction measurescontributed above all to the reinforcement of the post‐war development pattern, founded on owner occupation and self‐financed Property development. This in the short run acted against a planned policy rationale and to the various planned attempts formulated during reconstruction. In the long run, it has also acted as a determinant for the consolidation of an ‘non‐planning policy’ situation persistent in Athens and in most urban areas in Greece.  相似文献

Contemporary cities have witnessed the emergence of new real-estate products in which gated communities and closed condominiums (CCs) can be included. The proliferation of these urban products is worldwide, with similar patterns that are analysed in this paper according to five perspectives of analysis: physical, economic, social, political and cultural. These perspectives cross-cut some of the main issues of discussion of the contemporary urban debate associated with private residential developments. These developments seem to appeal to an increasing number of social groups and have been able to adapt to different planning systems. With a smaller scale, these developments emerged in Portugal in the form of CCs, and are analysed in a case study in Greater Oporto. The purpose of this paper is to present the Portuguese singularities of this phenomenon in comparison with the worldwide dimension. In our case study we find some important particularities strongly associated with the Portuguese planning system. Some of these particularities have negative impacts on the surrounding urban landscape. As a result, CCs demand specific planning policies to counteract the negative consequences they are likely to generate in local social and urban fabrics. In the absence of these policies, CCs, as well as other private residential developments, are likely to contribute further to an increasingly fragmented and divided urban landscape.  相似文献
