This paper investigates the national narratives of young, urban Protestants in contemporary China. Based on 100 interviews conducted in Beijing and Shenzhen, it argues that in constructing their national narratives, Chinese Protestants display critical selectivity in adopting the values of official party‐state nationalism. They display affection towards China, a sense of responsibility for improving the country and a concern for society's morality, all of which echo official nationalist priorities. However, they are critical of China's political arrangements, dispute the primacy of economic growth and are less hawkish on international and territorial issues. They see no contradiction between their Protestant and Chinese identities, but generally prioritise the former. This selectivity is explained by the fact that Protestantism generally attracts those less satisfied by the social and political status quo, and because of, in Carlson's terms, the ‘boundary‐spanning’ nature of the Protestant identity and morality to which these converts then subscribe.  相似文献

This article examines the fiscal dimensions of recent support for Catalan secession. Since the region is a cultural community distinct from the rest of Spain, much research has spotlighted national identity features in the calculus of Catalan political aspirations. This study supplements this work by contextualising support for Catalan independence in terms of the state's fiscal arrangements with the use of public opinion survey data. Even after controlling for self‐reported cultural identity and other relevant factors, it argues that support for independence is a function of grievances rooted in the desire for Catalonia to assume responsibility for taxation and spending policy. Meanwhile, it validates some observations about Catalonia's separatist movement, while bringing others into question, and offers support for the theoretical framework linking political economy to secessionism. The results suggest that Spain might be able to stave off Catalonia's separatist bid through some form of political and taxation policy reconfiguration, with the caveats that cultural identity factors and the existence of other separatist movements across the country complicate this strategy.  相似文献

This article argues that Karl Renner's multinational model for the Austrian‐Hungarian Empire is an alternative model for contemporary a‐territorial, multinational and federal arrangements. Nations, in his view, should act as intermediary bodies between the relevant communities and the state. His concept of ‘subjective public law’ combines principles that most authors find mutually exclusive: individual rights, choice over one's national cultural membership, non‐territorial administration of national communities and overseeing of equal collective rights by the state. Neither Staatsnation nor Kulturnation, the model is a combination of the two under the auspices of a federal state combined with a strong theory of individual and collective rights. I provide the reader with a comprehensive intellectual biography of Karl Renner, as I argue that an understanding of the man himself, his political pragmatism and his statism are crucial to comprehending this theoretical position. Throughout his life, Renner was a German nationalist, held a strong nostalgia for the Habsburg Empire and voted in favour of the Anschluß. His concurrent careers as a scholar and as a politician account for a series of contradictions. I argue however that these can be reconciled and explained by a careful comparative reading of his scholarly work and his political statements.  相似文献

Millions were reminded on January 20, 2009, that the inauguration of an American President is as remarkable as it is routine. In this distinctly republican rite, the chief executive publicly subordinates himself to the fundamental law of the land. As the Constitution dictates, “[b]efore he enters on the Execution of his Office, he shall take the following Oath or Affirmation: ‘I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.’” 1 This display of constitutional fealty was remarkable because the variety of political systems, experiences, and cultures across today's globe graphically illustrates that the seamless and peaceful transfer of authority from one political party or individual to another, as was witnessed at President Barack Obama's inauguration and at President George W. Bush's inauguration in 2001, is not always a foregone occurrence everywhere. January's event was routine in that, from the outset of government under the Constitution and with the notable and tragic exception of 1860, the defeated party or individual has accepted, if not welcomed, the verdict rendered by the electoral process. That was the outcome even in 1800, when the notion of a violence‐free shift of control in a country founded on the principle of government by the “consent of the governed” 2 was first put to the test at the presidential level. The assumption of authority by Thomas Jefferson and the Democratic‐Republicans from John Adams and the Federalists marked the world's first peaceful transfer of power from the vanquished to the victors as the result of an election. 3 Given the stark national partisan differences that had crystallized in the short time since ratification of the Constitution and the fact that finalization of the election required extraordinary intervention by the House of Representatives to break an Electoral College tie, this outcome was a greater achievement than is sometimes acknowledged. “Partisanship prevailed to the bitter end and showed no signs of abating,” according to one historian who has recently revisited this critical and precedent‐setting election. “Over the campaign's course, George Washington's vision of elite consensus leadership had died, and a popular two‐party republic … was born.” 4  相似文献

This article presents the case of a high school student‐led protest movement in the Bosnian towns of Jajce and Travnik. Over the course of 2016 and 2017, the students developed opposition to a plan for an ethnically segregated high school in Jajce. In Bosnia and Herzegovina, ethnicity is strongly politicised and limits the political activities of citizens to what is prescribed by the elites of their respective ethnic groups. In particular, Bosnian youth is often named as part of an apathetic ‘lost generation’ whose voices are smothered by this ethno‐political framework. I argue that the political agency of ordinary young Bosnians should not be neglected, since the formulations of their relationship with the state form meaningful political activities. The student protests in Jajce and Travnik are telling examples of their political agency. In an analysis of the protest movement's actions, I show that the students adopt a narrative that opposes the ruling political class and their prevalence of personal interests over the future of younger generations.  相似文献

ABSTRACT. One of Max Weber's most well‐known achievements was the formulation of three concepts of legitimate authority: traditional, legal‐rational and charismatic. However, there are particular problems with the last of these, which is not historically grounded in the manner of the other two concepts. The charisma concept originated with Weber's sociology of religion, was pressed into service in pre‐war writing on the sociology of domination, shifted focus in his wartime political writings and changed meaning again in his post‐war writing on basic sociological concepts. To use the concept in historical‐political analysis, I argue, one must distinguish between a pre‐modern and modern form of charismatic domination. I argue that doing this enables us to understand features of the leadership of colonial nationalist and fascist movements.  相似文献

ABSTRACT. From Byron's death at Missolonghi in 1824 to D'Annunzio's capture of Fiume for Italy in 1919, the nationalism of universal liberalism and independence struggles changed, in literature as in politics, to cruel dictatorial fascism. Byron was followed by a series of idealistic fighter‐poets and poet‐martyrs for national freedom, but international tensions culminating in World War I exposed fully the intolerant, brutal side of nationalism. D'Annunzio, like Byron, both a major poet and charismatic war leader, was a key figure in transforming nineteenth‐century democratic nationalism into twentieth‐century dictatorial fascism. The poet's ‘lyrical dictatorship’ at Fiume (1919–20) inspired Mussolini's seizure of power in 1922, with far‐reaching political consequences. The poet became the dangerous example of a Nietzschean Übermensch, above common morality, predatory and morally irresponsible. This article shows how the meaning of nationalism was partly determined and transformed by poets, illustrating their role as ‘unacknowledged legislators of the world’.  相似文献

The aim of this article is to analyse the theoretical origins and character of Giuseppe Mazzini's idea of the nation and the wider tensions within nationalist thinking. In particular I will ground Mazzini's idea of national self‐determination on his distinction between rights and duties and finally his republican (and in this sense political, not ethnic) view of the nation‐people. It will emerge that, even if Mazzini shared a voluntaristic idea of the nation, he none the less had a clear perception that the argument of popular consensus needed to be limited (and legitimated) by normative principles, which for him were true democratic principles. Mazzini's originality and modernity lay in his capacity to avoid being a universalist in the old cosmopolitan sense without becoming a relativist. He faced the tension between universality and national identity by making the former concrete and inclusive: universality meant humanity which revealed itself through and within each nation, and was synonymous with democracy. Democracy at home is the premise for democracy abroad: this is Mazzini's legacy.  相似文献

This introduction considers the significance of Michael Billig's (1995) Banal Nationalism to geographers, and how this fits into broader trends of nationalism research in the social sciences. Through an analysis of Web of Science citation trends for the book, we illustrate its spatial and temporal reach in terms of the countries where it has been cited and how its impact has developed since 1995. We also briefly examine how political geographers have engaged the concept of banal nationalism in their research, and what sort of questions it has raised for those conducting research on nationalist discourses and territorial identity narratives more broadly. Considering how political geographers might creatively advance this scholarship, we introduce the individual papers included in this special issue and conclude with a brief gesture to future directions for research beyond Banal Nationalism.  相似文献

The political life of Sir Watkin Williams Wynn, 4th baronet has traditionally been seen in line with Sir Lewis Namier's views of 18th‐century politics and this article seeks to reinterpret his political life, taking into consideration not only his activities within parliament, but also his role within local government and his cultural activities. It will particularly consider the importance of his role within the concerts for ancient music, his lord lieutenancy of Merioneth and the central part he played in the 1778 treasury warrant crisis as well as his vigorous attempts to defend his interest during the 1774 Montgomeryshire election. This article will also argue that the cultural activities of back‐bench country gentlemen within the 18th‐century house of commons can shed new light upon their political views and activities.  相似文献

Bosnia and Herzegovina's first post‐war population census, held in 2013, was accompanied by campaigns associated with each of the country's three main ethnic groups, which sought to maximise their share of the recorded population. These campaigns were challenged by a rival ‘civic’ campaign that instead stressed the right to freedom of self‐identification, however. This article compares the aims, methods and framings used by this civic campaign with those of the most prominent of the ‘ethnic’ campaigns – that of Bosniak ethnic entrepreneurs. It demonstrates that the two campaigns were each motivated by a combination of symbolic motives, centred on recognition and highlighting discrimination, and instrumental motives relating to the country's power‐sharing institutions. The limited success of the civic campaign in countering the messages of its rival ethnic campaigns demonstrates the difficulties that civic movements face in mobilising citizens in consociational democracies such as BiH.  相似文献

This article presents a critique of Vietnam's agricultural modernization in the context of its post‐socialist transition and the emerging climate crisis. Agricultural modernization has led to impressive rates of wealth creation that have pulled many Vietnamese out of poverty and food insecurity over the past two decades. However, the model's own logic of accumulation has also made the country increasingly reliant on complex processes and has locked in various technological path dependencies. These include energy‐ and input‐intensive production, engineered landscapes, reduced agro‐biodiversity, and weakened social networks, knowledge and skills. As a result, Vietnam is becoming more sensitive and less able to adapt to structural shocks, notably that of climate change. Furthermore, and crucially, the post‐socialist transition since the launch of ??i m?i (market reform) has given rise to a political economy with dominant interests increasingly vested in the continuity of this modernization model. The article argues that it is this new dynamics of class and state–society relations that now represents the main obstacle to the development of credible solutions to the climate crisis.  相似文献

Abstract

In speech and deed, Lincoln's statesmanship manifests the possibility of an honorable, reasonable, and just love of country—that is, a reflective patriotism imbued by a republican love of liberty under God's Providence. In his speeches and writings, Lincoln consistently underscored that love of country must be governed by “reason,” “wisdom,” and “intelligence.” Thus, in his First Inaugural, March 4, 1861, he characteristically appealed to the combined forces of “Intelligence, patriotism, Christianity, and a firm reliance on Him, who has never yet forsaken this favored land.” Lincoln's reflective patriotism was nurtured by his gratitude to the Founders and measured by his fidelity to a national Union dedicated to the universal moral principles of the Declaration under the particular rule of law established by the Constitution. Historically, it was articulated as an alternative to rival forms of allegiance that Lincoln opposed as both unjust and unreasonable during the Civil War era—namely, sectionalism, nativism, and the imperialism of Manifest Destiny. Each of these disordered forms of love threatened the inseparable moral and fraternal bonds of liberty and Union that Lincoln sought to perpetuate through an ordinate love of country guided by wisdom and critical self-awareness. Abstract. The aim of this article is to offer an account of the Catalan nationalist discourse contained in the works of Jordi Pujol, leader of the Convergence and Unity Party (Convergéncia i Unió or CiU) which has been in power since the first democratic election to the Catalan parliament in 1980 having renewed its mandate for the fifth time in 1995. The article is divided into three parts. First, it explores the political scenario set up by the 1978 Constitution which recognised the existence of ‘nationalities and regions’ within Spain and allowed the country to be divided into seventeen autonomous communities. Second, it analyses the image of Catalonia contained in the 1979 Statute of Autonomy. Third, it offers an account of the nationalist discourses put forward by the four major Catalan nationalist parties emphasising their different content depending upon the political ideology with which they are associated. This section provides a detailed examination of the Convergence and Unity Party's nationalist discourse which is based upon the defence of a non-violent nationalism aiming at the development of Catalan identity without seeking independence from Spain and stressing the potential role of nations without a state in the constitution of a united Europe.  相似文献

On 12 July 2006, Hezbollah's kidnapping of two young Israeli soldiers was the catalyst for a sudden escalation of the conflict between Israel and Hezbollah. Lebanon was host to more citizens and permanent residents from Australia than any other country in the world. This article examines the monumental challenge faced by the Australian authorities in rescuing and repatriating its citizens who were caught up in the conflict. It does so through the conceptual lens of ‘remote crisis management’ i.e. episodes where one country's traditional crisis management challenges of rapid threats, uncertainty and the need for swift decision making are compounded by ‘political remoteness’. In other words, it lacks both political sovereignty and local infrastructure capacity for crisis resolution in a faraway county. The article focuses particularly on the remote crisis management challenges of making sense of the crisis, communication with a range of interests, and the logistical challenges of arranging and installing rescue and evacuation procedures. It also addresses the significance of Australia's prior evacuation experiences, as well as the capacity it had built in local and international networks. The article draws on a range of primary and secondary sources, including interviews with public servants and community representatives.  相似文献

Clashes over the status of West Papua and the political future of the territory proliferated markedly following the end of Indonesia's New Order regime in 1998. Amid a wide variety of demands for justice and independence, and a series of demonstrations, mass gatherings and prayers, only a few Papuans mused on how Papua could become a state and what would constitute its nature as being distinctly Papuan and/or Melanesian. One exception is the work put into the Constitution for West Papua entitled Basic Guidelines, State of West Papua, a document edited by Don A.L. Flassy, a bureaucrat, writer and thinker, with a preface by late Theys H. Eluay, then chairman of the Papuan Council. In this article I analyse this Constitution to show how a combination of Christianity and local customs, and a mimicry of elements of Indonesian nation building and symbols of the Indonesian nation‐state are reshaped to oppose Indonesian nation‐building agendas. The Constitution shows that when Papuans imagine an independent state, forms of vernacular legality play a central role. ‘The state’ has journeyed to Papua and encouraged faith in ‘the law,’ and Basic Guidelines is partly the effect of this growing vernacular legality. My analysis shows that it is essential to see how legal mobilisations and imaginations of the state articulate with other normative systems and practices – in particular Christianity and custom (adat) – and how they mutually allow for and invite strategies.  相似文献

This article focuses on Ethiopia's first civil society organisation, the Ethiopian Women Lawyers Association (EWLA), which has been campaigning for legal reform to secure women's rights and address violence against women. Implementing legal changes to benefit women in Ethiopia is impeded by difficulties in using the formal legal system, by poverty and deeply embedded gender inequalities, by plural legal systems, and by entrenched cultural norms. However, the article argues that the most significant challenge is the increasing degree of authoritarianism in Ethiopian state politics, that this is crucial in determining the space for activism, and that this shapes the successful implementation of legal change. The research shows how women's activism around personal rights challenges public/private and personal/political boundaries and can be seen as a political threat by governments in contexts where democracy and rule of the law are not embedded, leading to repression of women's activism and hindering the implementation of measures to protect women's rights when states become more authoritarian. Little is known empirically about the impact of democratisation on the implementation of measures to protect women's rights in Africa. This article shows how the emergence of democracy and legal reform intersects with the emergence of women's rights, especially with respect to gender-based violence. It shows how trying to secure women's personal right to be free from violence through the law is profoundly political and argues that the nature of democratisation really matters in terms of the implementation of measures such as legal changes designed to protect women's rights.  相似文献

Michael Billig's theory of banal nationalism involves the assumption that the absence of an explicit discourse on the nation should be interpreted as the unmindful presence of nationalism and that the mass media faithfully represent or reflect the discourses of ‘ordinary people’. Recent historical research of ‘national indifference’ in imperial Austria has inverted the correlation between the ubiquity of nationalist discourses and their impact in society. This article assesses these conflicting frameworks and refutes AD Smith's critique of everyday nationalism research as necessarily ahistorical and presentist. This case study of the rank‐and‐file of the social‐democratic Belgian Workers' Party at the close of the nineteenth century uses a unique source of working‐class voices: the so‐called ‘propaganda pence’ or ‘proletarian tweets’ from the Flemish‐speaking city of Ghent. Hot, explicit nationalism was absent from these sources, which begs the question: is this proof of banal nationalism or national indifference? A historically contextualized analysis of the absences shows that workers expressed national indifference towards Belgian, but not towards Flemish ethnicity. In Rogers Brubaker's terms: Flemish ethnicity was a relevant social category, but only in a very restricted number of social contexts could it become a basis for ‘groupness’ or political mobilisation in daily life.  相似文献

ABSTRACT. This article analyses a dramatic political transformation in Indonesia's Aceh province. In the 1950s, an Islamic rebellion (Darul Islam) aimed not to separate Aceh from Indonesia, but rather to make Indonesia an Islamic state. A successor movement from the 1970s was GAM, the Free Aceh Movement. GAM, however, was essentially secular‐nationalist in orientation, sought Aceh's complete independence and did not espouse formal Islamic goals. The transformation is explained by various factors, but the key argument concerns the relationship between Islam and nationalism. The defeat of Darul Islam had caused Aceh's Islamic leaders to focus on what they could achieve in Aceh alone, ultimately giving rise to Acehnese nationalism and the secessionist goal. However, Islam remained a point of commonality with, rather than difference from, majority‐Muslim Indonesia. The logic of nationalist identity construction and differentiation thus caused Aceh's separatist leaders, despite being personally devout, to increasingly downplay Islamic symbols and ideology.  相似文献

The aim of this academic obituary is to briefly consider Fred Halliday's (1946‐2010) contribution to nationalism studies. The article will first discuss Halliday's understanding of nationalism, which he defines as a set of ideas that asserts that the world is divided into distinct peoples with a particular history and various entitlements, and his position in the theoretical debate on nationalism. It will then focus on Halliday's combat with the ethical doctrine of nationalism, more specifically the tension between the moral claims of the latter and what he loosely terms Enlightenment principles. The article will conclude by a brief discussion of Halliday's political commitments and his internationalism.  相似文献
