This article examines the role of philanthropy in conservation as a way of exploring how and why conservation might be becoming more neoliberal. It describes how conservation philanthropy supports capitalism both discursively and in more practical ways. Philanthropy is examined in terms of the two forces considered to be driving the neoliberalization of conservation — the need for capitalism to find new ways of making money, and the desire of conservationists to engage with capitalism as the best way of getting things done. It demonstrates how philanthropy can speak to both of these logics simultaneously, particularly through emerging ideas of philanthrocapitalism, which may be enhancing the neoliberalization of both philanthropy and conservation.  相似文献

Contemporary agricultural development strategies in The Gambia are centred on irrigated rice and vegetables—crops traditionally cultivated by women. Irrigated agriculture, however, is opening up new avenues to capital accumulation at the national, regional and household levels. This article examines the contradictions for women of donor-funded schemes that combine gender equity with productivity objectives. The gender conflicts rife in Gambian irrigation projects point to the significance of female labour for contemporary patterns of agrarian transformation as well as the linkage between women's access to land for independent farming and forms of project participation.  相似文献

Research and policy concerning the Southeast Asian uplands have generally focused on issues of cultural diversity, conservation and community resource management. This article argues for a reorientation of analysis to highlight the increasingly uneven access to land, labour and capital stemming from processes of agrarian differentiation in upland settings. It draws upon contrasting case studies from two areas of Central Sulawesi to explore the processes through which differentiation occurs, and the role of local histories of agriculture and settlement in shaping farmers’ responses to new market opportunities. Smallholders have enthusiastically abandoned their diversified farming systems to invest their land and labour in a new global crop, cocoa, thereby stimulating a set of changes in resource access and social relations that they did not anticipate. The concept of agency drawn from a culturally oriented political economy guides the analysis of struggles over livelihoods, land entitlements, and the reconfiguration of community, as well as the grounds on which new collective visions emerge.  相似文献

Despite a decade of rhetoric on community conservation, current trends in Tanzania reflect a disturbing process of reconsolidation of state control over wildlife resources and increased rent‐seeking behaviour, combined with dispossession of communities. Whereas the 1998 Wildlife Policy promoted community participation and local benefits, the subsequent policy of 2007 and the Wildlife Conservation Act of 2009 returned control over wildlife and over income from sport hunting and safari tourism to central government. These trends, which sometimes include the use of state violence and often take place in the name of ‘community‐based’ conservation, are not, however, occurring without resistance from communities. This article draws on in‐depth studies of wildlife management practices at three locations in northern Tanzania to illustrate these trends. The authors argue that this outcome is more than just the result of the neoliberalization of conservation. It reflects old patterns of state patrimony and rent seeking, combined with colonial narratives of conservation, all enhanced through neoliberal reforms of the past two decades. At the same time, much of the rhetoric of neoliberal reforms is being pushed back by the state in order to capture rent and interact with villagers in new and oppressive ways.  相似文献

Since the early twentieth century, the practice of slash‐and‐burn agriculture by Betsimisaraka subsistence farmers of eastern Madagascar, and their reluctance to engage in wage labor processes, have been interpreted by French and other Malagasy people as symptoms Betsimisaraka laziness. Colonial officials’ idea of remedying Betsimisaraka laziness justified the imposition of wage work and forest conservation. The paper argues that colonial settlers, by conflating their vision of lazy labor and a victimized landscape, did not apprehend the co‐existence of an alternative work ethic which entailed a different time‐space orientation and social relationship to land. While scholars have analyzed the “laziness” of colonial subjects as a form of subaltern resistance to colonial domination, resistance alone does not account for the fact that under certain conditions Betsimisaraka people have also willingly partaken in wage labor. This article reveals how the labor and land ethics of Betsimisaraka farmers have actively contributed to the social and natural environments of capitalism.  相似文献

Since the mid-1980s, “democratization” and structural adjustment, have been transforming domestic political economies throughout sub-Saharan Africa. In Tanzania, these processes could significantly alter the terrain in the conflict between local land rights and state wildlife conservation. The situation has become increasingly complex as the parties involved - land-holders, state and international conservation agencies - are joined by land rights political organizations, domestic conservation groups and foreign capital. The paper focuses on struggles over land and resource rights, specifically on new forms of grassroots political action which has emerged on the question of wildlife conservation in national parks. At the same time, tourism is expanding with an influx of foreign capital. The paper explores the implications of the interactions between these forces.  相似文献

“Green‐grabbing”, in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at “greenness”. In this paper we explore the dialectics between “green” and “un‐green” grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial “crash” in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market‐based approaches to “saving” nature and the privatization of public nature assets. The intensification of “green” and “un‐green” grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for “protected natures” two choices: either to be further degraded to boost growth or to be “saved” through their deeper inclusion as commodities visible to the market.  相似文献

Throughout Kenya, new governance regimes that are designed to sustain habitat connectivity for wildlife populations outside of national parks have gained increasing prominence. Though these new regimes often center a discursive emphasis on the synergies between wildlife conservation and pastoralist land use, it often remains unclear how they have interacted with colonial and post-colonial legacies that influenced pastoralists' relationships with land. As an effort to gain an improved understanding of the practices that conservation governance regimes deploy, and their underlying rationales, I present an empirically-driven account drawn from ethnographic field work in Kenyan Ilkisongo Maasai land surrounding Amboseli National Park. I argue that to understand recent configurations of land, it is essential to consider the multiple types of interlocking practices deployed by international wildlife conservation NGOs and the Kenyan state. Under a range of pressures to subdivide collectively titled land, a new territorial and governance configuration is emerging where land tenure will retain characteristics of being both private and collective. I argue that a discursive emphasis that frames conservation interventions as producing welfare for populations of wildlife and pastoralists alike has created new potentials to center the concerns of politically marginalized pastoralists, but has also raised risks of an ‘anti-politics’ that can reproduce and reinforce multiple dimensions of power asymmetries.  相似文献

Starting from the contention that exercising a “right to tour” is predicated on the work of producing tourability, I examine how tourability itself is a contested process involving relations of land and labour. Examining the current “resource boom” of ecotourism in the Colombian Amazon, I use an analysis of work and capital accumulation to unravel a seemingly small act of refusal by the community of Nazaret that has barred tourists’ entry to their land. I argue that this act of refusal opens up space for critically examining the relationships of land and labour, especially through the production of “life”, in the accumulation of tourable places in contemporary global capitalism. Engaging literature on both tourism studies and land politics in the Amazon region, I contribute to the scholarship on tourism and work while examining how Indigenous landscapes are being made productive towards the ends of capitalism.  相似文献

In this paper we address the often sterile and circular debates over relationships between poverty and deforestation. These debates revolve around questions of whether forest loss causes poverty or poverty contributes to forest encroachment, and questions of whether it is loss of access to forests or dependence on forest‐based livelihoods that cause poverty. We suggest that a way beyond the impasse is to set such debates within the context of agrarian change. Livelihoods of those who live in or near forests depend considerably on a rapidly changing agriculture, yet agrarian contexts receive only background attention in popular, political and academic discourse over poverty and forests. Moreover, to the extent that agriculture is considered, little heed is paid to social, technical and economic change. We therefore address agriculture's changing relationships with the wider economy, otherwise referred to as the agrarian transition, and with the natural resource base on which it depends. The paper draws on the experience of Thailand to illustrate our key argument, and more specifically addresses the situation on the resource periphery through a look at the agriculture‐forest interface.  相似文献

农业是英国资本主义发生的策源地,而不是商业或者手工业,后者要以农业的发展为前提和基础。英国原始积累成功的秘密,在于农民个体的普遍积累,在于大规模的圈地运动以前,英国农民已经经历了长时期、普遍的积累,并在此过程中产生了一批殷实的、又有一定社会地位的富裕佃农。他们一心扩大耕地和牧场,或买卖或转租或垦殖,很早就一直以零敲碎打的方式进行“圈地”;更重要的是,富裕佃农最早创立了工资雇佣生产方式。它有着一套全新的游戏规则,不承认等级,漠视身份,最大限度地追求市场利润,完全不同于庄园经济。富裕农民经济在市场上击败了领地经济,迫使领主不断肢解领地地产,进一步扩大富裕农民经济的规模,资本主义租地农场主阶级逐渐形成。显然,农业资本主义是富裕佃农推动的,领主不过是被佃户逼上商品经济的“贼船”。是约曼——富裕农,还有他们的延伸体乡绅,而不是领主或新贵族,成为英国现代农业的发起人。  相似文献

Recent archaeo‐botanical research has suggested that the introduction of farming did not immediately cause a sufficient shift in subsistence strategy to form an agrarian society but that the process took as long as hundreds of years. It is therefore suggested that it was not the farming technique in itself but the establishment of routinized day‐to‐day activity patterns and world views associated with farming that eventually led to the formation of a new social structure. The holistic concept of a dynamic day‐today routine and its associated physical and conceptual landscape is termed routine‐scape through which the process of agrarian society formation in Japan is examined around 1000–500 bce when paddy rice farming was introduced from China to Japan. A new crop storage system of a raised‐floor granary was also adopted as a part of the rice‐farming routine, which resulted in changing the Japanese routine‐scape. The community leaders increasingly associated the granary with both symbolic and practical significance; alongside controlling the storage‐related routine they finally gained centralized power. This paper indicates that agriculture brought along a new range of routine activities and their dynamic interactions with landscape produced new social structures.  相似文献

This paper explores the development of Mexican Revolutionary land epistemologies in the years following the global Great Depression. Demonstrating how ideas about agrarian life informed national development efforts across multiple spheres, including public education, state‐sponsored media, and governmental conservation projects, it argues that human–nature relations were constitutive of state visions of Revolutionary citizenship. Scholarly work interrogating the role of scientific knowledge in land politics has focused on the ways that territorial dispossessions are routed through expert truth claims; this study deviates from that work by asking how resource conflicts can also produce new knowledge to support progressive platforms for change.  相似文献

The recent expansion of tree plantations is the most important agrarian change in many parts of Brazil. This article uses the results of extensive field research to analyse the different ways paper and pulp companies assure their land base for eucalyptus plantations. The mechanisms of land access have changed little over the decades, amounting to a process of primitive accumulation which seems to be controlled by the ways the pulp industry influences land markets and prices, the strength of any resistance, and particularly the government support enjoyed by industry. Many paper and steel companies, either directly or indirectly, are increasingly relying on eucalyptus plantations, with negative impacts in many places. The expansion of tree monocultures with rural exclusion is characteristic of the wider phenomenon of land grab which is driven by the dominating financial logic of current capitalism.  相似文献

The drought-stricken Australian rural landscape, cultures of farming masculinity and an economy of value, moral worth and pride form a complex matrix of discourses that shape subjective dynamics that render suicide a possibility for distressed farmers. However, the centrality of a ‘mental health’ perspective and reified notions of ‘stoicism’ within this discursive field operate to exclude consideration of the ways in which cultural identity is linked to emotions. To illuminate and explore complex connections between subjectivity, moral worth and affect in relation to understanding farmer suicide, this article draws on theory and literature on agrarian discourses of masculine subjectivity and shame to analyze empirical data from interviews with farmers during times of environmental, social and economic crisis. The idealized notion of the farming man as ‘Aussie battler’ emerges from romantic agrarian mythology in which pride and self-worth are vested in traditional values of hard work, struggle and self-sacrifice. However, the structural context of agriculture, as it is shaped by the political economy of neoliberalism, threatens farm economic viability and is eroding the pride, self-worth and masculine identity of farmers. The article suggests that the notion of the ‘fallen hero’ captures a discursive shift of a masculinity ‘undone’, a regress from the powerful position of masculine subjectivity imbued with pride to one of shame that is of central importance to understanding how suicide emerges as a possibility for farmers.  相似文献

In most literature in geography and agrarian studies, rural dispossession is neatly related to land rights or access, a trend that increased with debates about the recent wave of farmland investments worldwide. Drawing on long‐term fieldwork in rural Russia, this paper critiques that focus and the assumed nexus between rural dispossession and farmland, as is prevents an understanding of more dispersed stakes, modes and temporalities of dispossession. I introduce the concept of dispersed dispossession which advances our understanding of social and relational objects of dispossession beyond natural resources (such as sustaining institutions and infrastructures), and the tangled, complex, often slow and silent modes and temporalities of dispossession beyond spectacular events. I show how the concept sheds new light on current agrarian change in Russia, and how it contributes to debates on (rural) dispossession and “land grabs” more generally.  相似文献

International development is increasingly financed and implemented by a nexus of billionaires and corporate foundations known as ‘philanthrocapitalism’. This article develops a critique of this paradigm, focusing on the case of the Millennium Villages Project (MVP), and its implementation in Bonsaaso, Ghana. The author interprets the MVP as a staging of the neoliberal fantasy of origins — an imagined history of the spontaneous emergence of capitalism in the frugal activities of smallholder farmers. In Bonsaaso, this fantasy has been shattered by the violence of primitive accumulation — the separation of the peasantry from the land through which capitalist social relations are actually established. Drawing on fieldwork conducted in Bonsaaso, the author describes how an influx of foreign gold miners has plunged the region into a profound socio‐ecological crisis. Despite producing several internal reports on this crisis, the MVP has failed to respond to it, and has instead sought to restage its fantasy in a new Village in the north of the country. Yet an analysis of its background documents and financial networks demonstrates the complicity of the MVP in the political economy of primitive accumulation underway in Bonsaaso. The case provides a cautionary tale against the promise of a good and pure capitalism.  相似文献

Abstract: The onset of the global financial crisis in 2008 has been widely interpreted as a fundamental challenge to, if not crisis of, neoliberal governance. Here, we explore some of the near‐term and longer‐run consequences of the economic crisis for processes of neoliberalization, asking whether we have been witnessing the terminal unraveling of neoliberalism as a form of social, political, and economic regulation. In many ways a creature of crisis, could neoliberalism now be falling to a crisis of its own making? Answering this question is impossible, we argue, without an adequate understanding of the nature of neoliberalization and its evolving sociospatial manifestations. These are more than definitional niceties. The prospects and potential of efforts to move genuinely beyond neoliberalism must also be considered in this light.  相似文献
