The Pursuit of Coordination: The Organizational Dimension in the Response to Homelessness

The pursuit of "coordination" has been a prominent theme both in local responses to homelessness and in the current incentives in federal housing policy. This article reviews some of the conditions that make coordination important yet difficult to achieve in the homeless area. A variety of approaches for achieving coordination at the local level are reviewed, ranging from point-of-service coordination to system-design. The local examples are drawn from the cities participating in the evaluation of The Robert Wood Johnson and the Department of Housing and Urban Development Homeless Families Program. The questions of effectiveness and future prospects for homeless service coordination are raised.     

The Proverbial Wisdom of a Georgian Language Island in Iran

The Georgian language island in Iran is not yet on the radar of international scholars. Studies by Georgian scholars have mostly focused on linguistic, ethnologic and historic issues concerning the Georgian community living in Isfahan province; no paremiological approach has been undertaken. This article is based on the analysis of Fereydani proverbs recorded from 1968 to 2014. Study reveals that the proverbs used by the Georgians of the Fereydan region in their mother tongue are: proverbs translated from Persian; proverbs of Georgian origin and proverbs existing in both Persian and Georgian paremiological funds. Archaic Georgian vocabulary preserved in proverbs is also considered. This paper highlights the need for a deeper paremiological approach to the proverbs of the Fereydani Georgians.

Pathways to Homelessness: a Comparison of Gender and Schizophrenia in Inner-Sydney

The study compares residential ‘pathways’ into homelessness of a sample of 50 homeless people in inner city Sydney, in an attempt to see whether gender difference or schizophrenia is more important in the determination of mobility patterns leading in and out of homelessness. Three structural processes contributing to the present pattern of homelessness in inner Sydney are identified, providing the context for observed differences in residential histories leading to inner city homelessness. A hypothesis of the study is that women would be likely to experience different factors in the pathway to homelessness such as child raising or partnerships that may influence their residential history. However, after the breakdown of marriage, partnerships appear to play a minor role in the residential mobility of both schizophrenic women and men.     

The Re-emergence of a Media Industry Cluster in Leipzig

This paper begins with the proposition that an analysis of the potentialities of industrial networks has to consider the wider context of the social organization of production. Recent work on industrial clustering has shown that successful clusters are embedded in tight networks of social relations between suppliers, producers, customers and institutions. Localized capabilities, such as specialized resources and skills, conventions and other local institutional structures, provide the basis for inter-firm cooperation. Based on Malmberg and Maskell's (2001) conceptualization of localized industrial clusters, I discuss the horizontal, vertical and institutional cluster dimensions as a basis for empirical analysis. In addition, attention will be drawn to the external dimension and power relations of a cluster which have a strong impact on its growth trajectory. This conceptualization is used as a basis for studying the new Leipzig media industry cluster. Leipzig, which is located in the Neue Länder (States of the former German Democratic Republic), has traditionally been a major centre of industrial production in Germany. After the German unification, a significant proportion of Leipzig's manufacturing activities were terminated or downsized. Interestingly, a new media cluster has developed during the 1990s, driven by the activities of the MDR (Middle German Television and Broadcasting Service). This has stimulated substantial start-up activities in branches of the media industry, such as film/TV production, new electronic services/interactive media, graphics/design, PR/marketing and media-related hardware/software. Being virtually the only sector which has grown in recent years, the media sector has stabilized the local economy. In this paper, I investigate those forces which have supported start-up and location decisions of media firms and the role of local institutions and policy programmes in the clustering process.

The Neo-Aramaic Dialects of Iran

Spoken vernacular dialects of Aramaic, generally known as Neo-Aramaic dialects, have survived down to modern times in various regions of the Middle East and can be divided into various subgroups. There are some islands of Neo-Aramaic in the West of Iran, which are situated on the eastern periphery of the Neo-Aramaic area. These include dialects spoken by Christians and Jews belonging to the North-Eastern Neo-Aramaic subgroup in the West Azerbaijan, Kordestan and Kermanshah provinces and Neo-Mandaic spoken by Mandaeans in the Khuzestan province. This paper examines a number of distinctive features of the Neo-Aramaic dialects of Iran, including those that have been induced by contact with other languages in the area.     

The Ambiguities of Homelessness Governance: Disentangling Care and Revanchism in the Neoliberalising City

Whilst “caring” responses to homelessness (e.g. shelters, drop-in centres) have been held up by some as a counter-current to the revanchist city, recent US studies highlight how the structural dynamics of neoliberalisation can implicate caring spaces in revanchist processes of discipline and spatial control. In this paper, we employ an assemblage approach to examine the intersections between care, revanchism and neoliberalisation in Brisbane, Australia. We extend the insights of recent studies by showing how the vulnerability of care to the revanchist pressures of neoliberalisation play out outside the US, despite the prominence of care rationalities and a milder revanchist politics. However, we also push beyond this insight to demonstrate the ongoing progressive potential of care in the neoliberalising city, despite its vulnerabilities to revanchism. Specifically, we highlight the capacity of housing-focused responses to homelessness to shield people from criminalisation and to prefigure and call-forth post-neoliberal practices and spaces.     

The Role of Azerbaijani Turkish in Safavid Iran

Turkic languages and dialects played a much more important role in Safavid Iran than is generally thought, while Azerbaijani Turkish in particular was widely spoken and written in Safavid Iran. It was not only the language of the court and the army, but it was also used in poetry, even by renowned poets who usually wrote in Persian. The Safavid shahs, many of whom wrote poetry in Turkish themselves, promoted its literary use. Also, Turkish was used in the court's official correspondence, for both internal and external affairs.     

The Democratic Islamic Republic of Iran in Exile

This paper examines the political, organizational, and ideological shifts necessitated by the chief Iranian oppositional group, the progressive Islamist Mojahedin-e Khalq (People's Mojahedin) organization, beginning with its exile from the Islamic Republic starting in June of 1981 through the present day. An analysis of these shifts is presented as a chronological series of evolving relationships including the Mojahedin's collaboration with a broad-base of oppositional groups and individuals during its Paris exile and founding of the National Council of Resistance (NCR); the Mojahedin's relocation to Baghdad and subsequent foundation of the National Liberation Army (NLA); and the Mojahedin's courtship of Western governments and international organizations to promote its cause. Following the depiction of the transformations undertaken by the Mojahedin throughout these three phases is an analysis of both the status of the organization as a result of these changes and an assessment of the price of exile.
