This article examines how the British government has responded to Zimbabwe’s ongoing crisis. This case raises several wider issues for British foreign policy, most notably the question of how much leverage London can exercise on the international scene in general, and over relatively small and weak states like Zimbabwe in particular. Zimbabwe’s crisis also raises profound questions about the appropriate balance between bilateral and multilateral policies, and between engaging in public criticism and conducting so–called ‘quiet diplomacy’. While bilateralism clearly has not worked, multilateralism has revealed its own frustrations, especially given the reluctance of many African elites within a number of organizations to criticize President Mugabe’s policies. This reluctance threatens to unravel the British Labour government’s stated objectives in Africa while at the same time raising important doubts over the credibility of the New Partnership for Africa’s Development (NEPAD), and whether an ‘Africa moment’ can be discerned in the manner articulated by prime minister Tony Blair.  相似文献

Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. Such vulnerability permits politicians to exercise discretion in choosing which policies to pursue, allowing them to avoid upsetting their coalitions. Once a politician achieves some degree of policy success, he or she is then able to avoid engaging in similar reforms in other fields. Thus we see pockets of institutional capacity in states that otherwise struggle with developmental tasks.  相似文献

Recent literature on the use of soft balancing to counter the hegemony of the United States has focused primarily on middle powers in Europe and rising powers such as China. But what about weak states? Do they simply go along with the hegemon, or do they challenge its policies despite the odds? And to what extent does the soft balancing argument explain their behaviour? In recent years, several historically friendly African countries have used non‐military means to undermine the unilateral policies of the United States. Leaders in South Africa, Kenya, Nigeria, Tanzania, Mali, Namibia and Niger especially have resisted US demands in areas such as the ‘war on terror’, the International Criminal Court and the US Africa Command. This article seeks to explain the strategies of opposition that some African countries have pursued. It finds that the behaviour is driven both by regional power concerns and by domestic political considerations. Interestingly, public opinion in these relatively democratic countries is motivated by disagreements with US policy and by resentment of the predominance of American power. Thus, the evidence both confirms and challenges the notion of soft balancing. On one hand, the behaviour of African states is driven at least in part by the global balance of power—directly, as leaders respond to power concerns within the continent, and indirectly, as citizens pressure leaders to resist the hegemon. On the other hand, these findings challenge the underlying premise that state behaviour is determined solely by structural concerns. Instead, the oppositional behaviour of African states has both systemic and domestic explanations.  相似文献

The European Union (EU) is searching for new approaches to manage problems that span different policy sectors. In the regional policy field, incompatibilities between the EU's territorial development objectives and its transport, agricultural, competition and environmental policies, are well known. The need to integrate territorial policy concerns into these sectoral policies (territorial policy integration or “TPI”) has recently emerged as a key policy priority. This article examines the EU's capacity to implement TPI. It does so in relation to two member states (Germany and the Netherlands) and the European Commission. It finds that the administrative implications of implementing TPI are far more demanding than any of these actors are currently able to handle. Moreover, some EU-level networks are potentially relevant to TPI, but these are mostly focused on regional policy matters (i.e. they are relatively inward looking). If these administrative issues are not taken more seriously, “integration” will struggle to make headway in an EU which is notoriously sectorized.  相似文献

ABSTRACT

This paper compares creative (content) industries policies in the UK and South Korea, highlighting the coevality in their development. Seeing them as ‘industrial policies’, it focuses on how state intervention is justified and why a certain set of policy options have been chosen. The UK policy-makers prefer passive and decentralised roles of the state that addresses market failures via generic and horizontal policies. Meanwhile, Koreans have consistently believed in the strong, resourceful and ambitious state in developing centralised, sector-specific policies for cultural industries. While demonstrating two contrasting approaches to the nation state’s management of cultural turn in the economy, both cases seem to present a ‘paradox’. Despite its neoliberal undertone, the horizontal and fused approach taken by the UK’s creative industries policy engenders some space for ‘cultural’ policy. On the contrary, the non-liberal and state-driven content industries policy in Korea has shown a stronger tendency of cultural commodification.  相似文献

Industrial policy is highly controversial. Supporters claim it is necessary to address market failures. Critics argue that the danger of government failure is often higher and that such failure may lead to greater welfare loss. The EU justifies its industrial policy by pointing to the existence of transnational problems and to its unique ability to counter them. The EU has the capacity to coordinate national policies, to reduce redundancies, to control and limit national subsidies to industry. It also has a mandate for managing EU foreign trade and competition policy. There are five major industrial policy arenas. Technology policy has been relatively successful in certain fields like telecommunications or traffic‐control systems. In other fields, such as micro‐electronics and computers, the results have been mixed at best. Regional policy has had a limited developmental impact. On foreign‐trade policy, anti‐dumping measures have largely been a failure, though they have stimulated Japanese direct investment. A division of labour between the EU Commission and national, regional and local governments should be advanced with a view to formulating and implementing industrial policy. The regional and local levels should formulate policies aimed at strengthening specialized factors. The EU should concentrate primarily on fostering and shaping new lines of technological development and managing capacity reduction in declining industries.  相似文献

Many European states are now giving attention to strategic planning as a means of coordinating and democratizing local government. The UK government is not alone in seeing some form of ‘community planning’ as a means of promoting closer sectoral integration in policy‐making and service delivery while also encouraging public participation. This suggests scope for comparative research to inform lesson drawing, especially from Norway, which has been rolling out kommuneplan at the municipality level since 1985. Cross‐national lesson‐drawing is hazardous, however, given the different legal, political and cultural traditions which make policies ‘work’ in particular local settings. In this article these difficulties are acknowledged and ethnographic research is used to explore further problems in lesson‐drawing, especially the very different ways in which concepts of participation and integration are given meaning in particular national contexts. Through comparative ethnographies of community planning processes in Asker Municipality, Norway, and South Lanarkshire Council, Scotland, remarkable similarities are revealed in the language and objectives of the planning documents in each setting, but show that this belies important differences in the relations between administrative and political domains, in the governing role of plan statements, and in the underlying theories of democracy.  相似文献

In recent years, following the lead of the US, several OECD countries have introduced 'workfare' policies that link receipt of unemployment and related social benefits to compulsory participation on state-administered work and training schemes. The UK's New Deal (Welfare-to-Work) for Young People is one of the largest and most developed of these workfare programmes. Official evaluations of the UK's New Deal for Young People claim that it has been a national success, but overlook local variations in its results. This paper uses the Government's own performance measures, data on local unemployment flows, numbers of New Deal participants recycled through the scheme as second starts, and interviews with both local policy managers and participants, to demonstrate that these local variations have been substantial. These different indicators suggest that the programme has been noticeably less effective in many inner urban and depressed industrial labour markets. In such areas the 'recycling and churning' of participants through the programme are more significant, and suggest that local labour market structures play a significant role in shaping policy outcomes. The paper argues that recent additions to the New Deal to improve job search and matching fail to address this local variation, and that a longer-term approach is required that seeks to improve not only the employability of individuals, but also the local employment opportunities open to them. One key implication is clear: that local labour market conditions can exert a significant influence on the outcomes of national workfare type policies, not only in terms of geographical variations in the problem to be solved, but also in shaping and constraining the local nature of policy outcomes.  相似文献

Abstract

Scholars of political economy have been debating the role of the Korean state in the economic development of the country, as the characteristics of a developmental state, a neoliberal state and/or a welfare state have appeared simultaneously in the various governments’ policies since the 1990s. This paper argues that although the nature, degree and extent of government intervention has varied from administration to administration, the basic stance of a developmental state has been retained while neoliberal and welfare policies have been used concurrently to further economic and social development. This coexistence of contradictory approaches reflecting alternative market economic systems was the product of a combination of government policies that has for the past 20 years provided the Korean government with the ability to deploy flexible policy mixes in response to changes in the political and economic environment and to maximise the outcomes of developmental policies.  相似文献

Foreign policy is a concept that has been neglected academically in recent years. Politically it has been given more attention, but mostly as a vehicle for ethical projects. This is a pity given that the content of foreign policy has expanded, through domestic and foreign affairs becoming more intertwined, that public interest is growing and that the area always involves multiple goals and complex trade-offs. It is argued here that foreign policy is in fact a crucial site for political argument and choice in the moden world, especially for democratic states, and that it is not enough to take a systemic view of international relations, such as those provided by neo-realism or globalization. Foreign policy provides us with a focal point for the debate about political agency—that is, how we may act on the world, and with what effects—which we avoid at our peril. This article analyses the nature of the political space represented by foreign policy, and the diverse kinds of strategy—some highly extrovert, others introverted and cautious —which states pursue in its name. Three cases arising out of the UK's experience, in relation to rogue states, the 'ethical foreign policy' and EU enlargement, are considered before a final brief discussion of the importance of foreign policy to the lives of the wider public.  相似文献

For more than a decade, Russia's foreign policy has sought to challenge the international consensus on a number of issues. Today, as the international internet ecosystem is becoming more volatile, Moscow is eager to shift the western narrative over the current global internet governance regime, in which the United States retains considerable leverage. In a context wherein states increasingly forge links between cyberspace and foreign policy, this article explores Russia's deepening involvement in internet governance. The disclosure by Edward Snowden of the US government's wide net of online surveillance contributed to legitimize the Russian approach to controlling online activity. While the struggle around the narrative of internet governance has been heating up since then, Russia actively seeks to coordinate internet governance and cyber security policies with like‐minded states in both regional forums and the United Nations. By introducing security concerns and advocating more hierarchy and a greater role for governments, Moscow is contributing to the politicization of global cyber issues and seeking to reshape the network in accordance with its own domestic political interests. Indeed, the Russian leadership has come to consider the foreign policy of the internet as the establishment of a new US‐led hegemonic framework that Washington would use to subvert other sovereign states with its own world views and values.  相似文献

This article examines attempts to negotiate a perceived residual dominance of settler populations in South Africa and Zimbabwe by means of developmental and cultural policies deemed necessary to restore sovereignty to Africans. Indigenisation has become a preferred strategy for reconstructing post-colonial states in Africa: indigenisation of the economy as part of a Third Chimurenga in Zimbabwe and Black Economic Empowerment in the socio-cultural context of Ubuntu in South Africa. These are issues arising from the regional legacy of contested and uneven transitions to majority rule. Identifying how governments frame the ‘settler problem’, and politicise space in doing so, is crucial for understanding post-colonial politics. Indigenisation in Zimbabwe allows the government to maintain a network of patronage and official rhetoric is highly divisive and exclusivist although couched in terms of reclaiming African values and sovereignty. Revival of Ubuntu as a cultural value system in South Africa facilitates a more positive approach to indigenisation, although Black Economic Empowerment displays elitist tendencies and cultural transformation remains controversial and elusive. The perceived need to anchor policy in socially acceptable (i.e., ostensibly indigenous/traditional) contexts has become a prominent feature of post-colonial politics and is indicative of an indigenous turn in Southern African politics.  相似文献

This special issue on ‘Film Policy in a Globalised Cultural Economy’ is devoted to the changing economic and technological context in which filmmaking occurs, the policy responses that these changes have generated and their consequences for the pursuit of cultural objectives. The issue offers discussions of the general economic, technological and political shifts shaping the global film industry as well as case-studies examining the specific policies adopted by different states. While these indicate how governments have been obliged to respond to the economic and technological changes wrought by globalisation they also highlight the variations in approach to film policy and the continuation of tensions between economic and cultural, and public and private, objectives.  相似文献

In recent times, a conventional wisdom concerning the governance of cities has emerged. It revolves around the contention that policy and planning frameworks are increasingly closed off from public and democratic accountability, in order to facilitate the pursuit of efficiency over equity objectives. The implication is that 'old' styles of governance were more open and accountable, while the 'new' seek to close off debate and streamline procedures. Yet the evidence to sustain such claims seems limited; this paper situates the policies and practices of local government in the UK within a historical perspective, and develops the contention that the claimed differences between old and new styles of governance are overdrawn. Using empirical material from two UK cities, we demonstrate that there are significant continuities in the procedures and practices of policy-makers, in terms of policy objectives, styles and modes of accountability. In this sense, greater clarity is required in terms of what constitutes both the old and new modes of local governance in the British cities.  相似文献

This article attempts to decode the ways in which social policy that has essentially developmental and welfare imperatives is being used to pursue an exclusivist-authoritarian right-wing agenda in India under Narendra Modi. The authors highlight a contradistinction between the previous United Progressive Alliance regime led by the Congress Party and the current National Democratic Alliance regime led by the BJP to show the shift in the understanding and the role of social policy. In essence, social programmes have been combined with market-oriented reforms, undoing the entitlements-based approach to social policies of the previous regime. The authors then go on to discuss a variety of social policy programmes introduced by the Modi government with a focus on public health and sanitation objectives, but also including gender empowerment imperatives, education, training and employment programmes for socially marginalized groups.  相似文献

Once it was an environmental issue, then an energy problem, now climate change is being recast as a security threat. So far, the debate has focused on creating a security ‘hook’, illustrated by anecdote, to invest climate negotiations with a greater sense of urgency. Political momentum behind the idea of climate change as a security threat has progressed quickly, even reaching the United Nations Security Council. This article reviews the linkages between climate change and security in Africa and analyses the role of climate change adaptation policies in future conflict prevention. Africa, with its history of ethnic, resource and interstate conflict, is seen by many as particularly vulnerable to this new type of security threat, despite being the continent least responsible for global greenhouse gas emissions. Projected climatic changes for Africa suggest a future of increasingly scarce water, collapsing agricultural yields, encroaching desert and damaged coastal infrastructure. Such impacts, should they occur, would undermine the ‘carrying capacity’ of large parts of Africa, causing destabilizing population movements and raising tensions over dwindling strategic resources. In such cases, climate change could be a factor that tips fragile states into socio‐economic and political collapse. Climate change is only one of many security, environmental and developmental challenges facing Africa. Its impacts will be magnified or moderated by underlying conditions of governance, poverty and resource management, as well as the nature of climate change impacts at local and regional levels. Adaptation policies and programmes, if implemented quickly and at multiple scales, could help avert climate change and other environmental stresses becoming triggers for conflict. But, adaptation must take into account existing social, political and economic tensions and avoid exacerbating them.  相似文献

Power in Britain has changed hands from a prime minister who sought to balance intense UK‐US consultation on foreign policy with the ambition to be ‘at the heart of Europe’ to one whose approach towards both the United States and the European Union has yet to be tested. It is an appropriate moment, there fore, to assess how these two contextual poles of British foreign policy‐making have changed over recent years and what this might mean for UK foreign policy choices. The premise of this article is that the days are now largely over when the UK can or should start out by trying to build an Anglo‐US position on a foreign policy challenge before trying to tie in the European and transatlantic positions. The UK is now a central player in the development of increasingly activist European foreign policies, whether these can later be coordinated effectively with the United States or not. A strong, bilateral relationship continues to serve the interests of both sides on multiple levels, but this relationship does not sit upon the same foundations as during the Cold War. There are now significant underlying factors, especially since the terrorist attacks of September 11 2001 in the US and July 7 2005 in the UK, that pull the US away from Europe and the UK, while pushing the UK towards Europe as the first port of call in developing foreign policy strategies. It is also notable that, today, UK positions on most global issues and foreign policy challenges tend to conform more closely to the dominant EU line than to the United States. On balance, the UK might think about European integration more from a US than from a European perspective, but it now thinks about global problems more from a European than from a US or transatlantic perspective.  相似文献

This article analyzes variation in the degree to which states have responded to the devolution of welfare at the federal level by devolving authority over welfare policy to local government. I find that to the extent that states have devolved authority to lower levels of government, they tend to be states that already had a high degree of involvement of local government in welfare provision. In states without this record of local government involvement, the devolution that has occurred has not generated greater involvement of local government, but rather responsibility has been devolved to regional entities with ties to workforce development and with a substantial degree of business involvement. As states gain increasing authority over a redistributive policy, they may begin to treat it as a subset of a larger developmental policy—workforce development.  相似文献

Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduction of neoliberal ideas and policies would result in the definitive passing of the Korean developmental state. Despite these predictions, Korean state elites have retained their influential position as economic managers by, for instance, practicing a revised form of industrial policy. Neoliberal reform has, however, had significant social implications. Rather than neoliberalism acting as a democratising force that curtails the power of the state, this article illustrates that the Korean state has used the reform agenda to justify an expansion of its powers. The state presented itself as an agent capable of resolving long-standing economic problems, and of defending law and order. By doing so, the state reduced the political space available to non-state actors. The article concludes that for some states, neoliberalism is a means of retaining economic and political influence, and that former developmental states may be particularly adept at co-opting elements of civil society into governing alliances.  相似文献
