通过当前韩国对于海外华人四个方面的"似是而非"认识的分析,对华商网络的倾向与特征、建设韩民族网络等问题的探讨,得出结论:韩国华侨与韩国所理解的海外华人之间存在很大的差异;当代韩国政府希望能像中国充分发挥海外华人的优势那样,使海外韩人发展成为韩国在21世纪的新的成长动力并加以利用的认识是一种错误的"乐观判断";海外华人对祖国的向心力,不只是来自爱国情,更重要的是其生存保障与利益的实现;中韩两国的侨务政策存在区别,中国致力于"护侨",而韩国的目光集中于"用侨"。 相似文献

Public sector relocation from capital cities to reduce costs and ameliorate regional disparities has been a high profile but little researched government policy. The paper outlines the reasons for the growth of interest in public sector relocation in Europe, and then compares UK and Irish relocation policies. It argues there appears to be a good case for public sector relocation, but there is less agreement on the precise means whereby dispersal should be achieved. The paper highlights successful aspects of public sector relocation policies in the UK and Ireland and indicates areas for further research. Successful public sector dispersal depends on a willingness on the part of government to take a long-term view, and historical evidence suggests it is difficult to move senior posts from the capital. 相似文献

Ethnicity is one kind of social relationship that archaeologists explore. The evolution of the northern Iroquoian ethnic landscape
in New York, southern Ontario, and the St. Lawrence Valley has been of long-standing interest to archaeologists. Since MacNeish’s
(1952) pottery typology study, the predominant model for this evolution has been cladistic. Collar decoration served as a means
of signaling attributes of the potter and pottery users that mirrored other more visible signals. We use social network analysis
to determine whether pottery collar decoration data best fit MacNiesh’s cladistic or an alternative rhizotic model. The results

Solving conflictual environmental policy problems is increasingly falling under the purview of local governments and public agencies. Nonregulatory approaches, such as the development of voluntary environmental programs (VEPs), could offer a useful policy alternative as they often have greater political traction and flexibility. However, there has been little work examining the use of VEPs in the public sector. This article uses a new dataset from California to examine how political institutions affect decisions by local governments and public agencies to participate in a voluntary urban water conservation program and whether this program has improved the water conservation performance of its members. The results show that special district governments, private utilities, and water suppliers dependent on purchased water are more likely to participate in the program and to join early. However, urban water agencies that have joined the program have not reduced their per capita water use more than those that have not. These results underscore the influence of political institutions in public‐sector decision making and demonstrate that, as in the private sector, commitment to a VEP by local government and public agencies does not guarantee implementation or environmental improvements. While voluntary programs offer political and administrative advantages, in order for VEPs in the public sector to be effective they must be accompanied and supported by credible enforcement mechanisms, performance standards, and rigorous monitoring programs. 相似文献

Two geographers specializing in China TYalyze that country's health care inequality from 1990 to 2008, for the purpose of: (1) examining spatial-temporal variations of health care inequality at multiple scales (the regional, provincial, and county levels); (2) exploring whether economic growth and transition to a market economy have exacerbated the unevenness of health care; and (3) analyzing the impact of health care inequality on health outcomes, especially mortality. The authors apply GIS-based spatial statistical methods to detect spatial-temporal patterns of health care, and use multilevel regression to examine the linkages between health care, mortality, and regional economic inequality, and ultimately to assess the sensitivity of health care inequality to geographic scale and examine whether reforms implemented to date have resulted in more equitable access to health care. The paper also demonstrates how the concurrent transitions of decentralization, marketization, globalization, and urbanization in China have interactively contributed to health care inequality and mortality. 相似文献

A U.S.-based economic geographer and observer of China's economy examines the rapid expansion of the country's largely overlooked service sector, at both the national and regional levels. A particular focus of the author's research is on identifying regional variations in the development of services within the country and exploring some of the more important contributing factors. Based on the findings, the paper also discusses structural shifts that occurred in China's regional economies, disclosing inter alia that inequality in the contribution of services to GDP did not follow the same trajectory as that of employment in services. Using the theoretical framework formulated by Baumgartner and Jones in a most similar systems study of Danish civil defense and Danish national home guard policy from 1949 to 2003, this article shows how particular subsystem characteristics affect the magnitude and frequency of policy punctuations. Despite very similar starting points, the two subsystems have experienced radically different policy evolutions since they were created back in 1948 and 1949. The explanation, it is argued, is to be found in a combination of Baumgartner and Jones’ model of issue definitions and conflict expansion on the one hand, and some particular institutional differences in the foundation of the two subsystems on the other. Hence, the aim of the article is to demonstrate that in a long‐term perspective, certain institutional choices not only enhance stability but also increase the likelihood of future conflict expansions and policy punctuations, given the dynamic model of the policymaking process provided by Baumgartner and Jones. 相似文献

In this paper, we examine regional inequalities in Turkey not only at the interprovincial level but for three different regional definitions as well. It has raised questions about inequalities not only between regions (interregional) but inequalities within each region. Hence, one contribution of this paper is to test the effects of aggregation and scale on the identification of regional inequalities using currently accepted spatial analytic methods. The results indicate that overall inequalities are decreasing; however spatial dependence is becoming more dominant. The Theil Index indicates that interregional inequalities are increasing while intraregional inequalities are declining for all spatial partitions from 1980 to 1997. Most developed provinces are enhancing overall inequalities, although there is some evidence of a spread effect on their neighbours. 相似文献

本文将自殖民统治时期到2005年的马来西亚历史分为五个时期,对华人与马来人就业地位的发展变化进行了纵向比较,并对其变化的原因进行了简要分析。作者认为,独立近50年来,马来西亚马来人的就业地位在持续上升,而华人的就业地位则在不断下降,马来人已经逐渐超越华人成为许多领域的就业优势族群。马来西亚政府的政策干预是导致这种变化的一个重要原因。政府一贯执行的“马来人优先”的就业干预政策,使华人和马来人的就业变化失去了公平竞争的平台,政府在积极保护马来人就业增长的同时,对华人及其他非马来人却极力排斥,导致马来人与华人的就业地位发生了上述变化。 相似文献

Abstract. This article is based on research conducted between 1987 and 1994. It argues that the Conservative government has increasingly used the Welsh language as an instrument of political accommodation within Wales which has served to highlight the complexity of the relationship between the aims of the language movement and the aspirations of nationalists. This article looks at the reconfiguration of the regulatory actors' network, as induced by the liberalization and reregulation processes in utility sectors. It investigates the changes in governance structures and patterns of collaborative ties between actors resulting from these processes. Applying stochastic actor‐oriented modeling (SAOM) to data on the liberalization of the Swiss telecommunications sector over two decades, we test whether and to what extent structural changes driven by liberalization and reregulation express themselves through network effects, that is, through changing patterns of interactions between political authorities, regulators, regulatees, and interest groups. Our empirical tests highlight a rearrangement of the regulatory network and a reorganization of relational patterns around new actors, such as the sector‐specific regulatory agency, coregulators, and new operators. 相似文献

Over recent decades. "community" has been a powerful theme in social policy development not only in the United States but elsewhere in North America and Europe as well. Existing analyses of the concept, however, tended to approach it more from philosophical and sociological perspectives than from the standpoint of policy analysis. This article examines the uses of community as a policy instrument, considering its diverse applications us policy objective, policy means, and policy rhetoric. A cross-section of major community-oriented policies in the United States and Quebec is analyzed, providing a basis file policy-level, regime-level, and political culture comparison. Identifying the key components that community policies may incorporate, we propose a schema for systematically describing deferent types of interventions. Finally. we review the difficulties encountered in implementing policies with a community orientation and the need to avoid simplistic judgments of success and failure. 相似文献

This research examines the link between the encroachment upon personal security and political participation among women in Lebanon and Morocco. Analyses are performed on the Status of Women in the Middle East and North Africa Survey conducted by the International Foundation for Electoral Systems (IFES) from August 2009 to June 2010. Results indicate a strong link between perceptions of personal security in both public and private spheres, and the propensity to vote. The results show that not feeling free to leave the home and experiencing regular sexual harassment in the public sphere curtail women's likelihood to vote. These findings have profound implications for shaping policies as they apply to women in the transitioning Middle East. 相似文献

This paper analyzes the urban insertion of some Iranian religious minorities, focusing on three communities, all of which lived in separated neighborhoods: Armenians of Isfahan, Jews of Shiraz, and Zoroastrians of Yazd. After a discussion on the link between non-Muslims' spatial and social isolation and Iranian culture and Shiism, the paper goes on to describe the organization of these neighborhoods during the recent centuries and the recent—and contrastive—evolutions of two of them: while Zoroastrians view their quarter like a humiliating ghetto, of which they wish to go out, Armenians are proud of it, and try up till now to jealously preserve their isolation. 相似文献
