In this two‐part article, explored are the many funded programmes by which security agencies and private companies mine ‘big data’ and attempt to measure the sociocultural and psychological states of whole populations. How is failure or success measured? What kinds of new institutions/practices might these give rise to? Part 1 ‘The Pentagon's quest for a “social radar”’, published in this issue, comes to terms with today's many sociocultural modelling and forecasting efforts, looks in detail at one company in particular, and ends up reviewing the role of anthropologists in their development and critique. Part 2 ‘“Big data”, algorithms, and computational counterinsurgency’, to be published in a future issue, will analyze the rise of ‘predictive policing’ and its Pentagon connections, reviews two programmes, and poses these in the context of scientists' concerns over artificial intelligence and long‐term human survival.  相似文献

This article situates China's local policy experimentation in the broader context of policy experiments in decentralized political systems, through a case study which represents a local state response to China's transition to a market economy. With growing regional and urban–rural inequalities evident after the initial reform period (1978–1994), local party leaders of inland provinces devised strategies for addressing these inequalities and encouraging public–private sector mobility among party officials. County and township‐level leaders pursued local policy experiments in which they selected and sent officials to find private‐sector work in China's booming coastal cities. Initiated in the 1990s and peaking in the 2000s, these policy experiments and inter‐provincial transfers demonstrate the discretion that local officials possess to conduct programmatic/policy experiments in a unitary political system and show how officials resort to extra‐institutional strategies in order to bridge perceived knowledge gaps. The ultimate demise of these programmes illuminates the challenges to extra‐institutional policy innovations in transitioning states.  相似文献

This paper examines the relative earnings and wages of immigrants working in the hi‐tech sector in Canada's cities. Between 1990 and 2000, a sizeable earnings advantage of immigrants over nonimmigrants employed in the hi‐tech sector evaporated, and this change was most noticeable in the largest cities. We use population census microdata to examine the geographical dimensions of this shift. After controlling for individual characteristics, we show that immigrants in the largest and tech‐intensive cities earn significantly less relative to nonimmigrants than those in midsized and smaller cities. We also present results comparing the hi‐tech immigrant wage and earnings gap for the five largest Canadian cities. The findings are consistent with the notion that geographic differences are an important component of the overall earnings gap between immigrants and nonimmigrants.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Location‐based social media make it possible to understand social and geographic aspects of human activities. However, previous studies have mostly examined these two aspects separately without looking at how they are linked. The study aims to connect two aspects by investigating whether there is any correlation between social connections and users' check‐in locations from a socio‐geographic perspective. We constructed three types of networks: a people–people network, a location–location network, and a city–city network from former location‐based social media Brightkite and Gowalla in the U.S., based on users' check‐in locations and their friendships. We adopted some complexity science methods such as power‐law detection and head/tail breaks classification method for analysis and visualization. Head/tail breaks recursively partitions data into a few large things in the head and many small things in the tail. By analyzing check‐in locations, we found that users' check‐in patterns are heterogeneous at both the individual and collective levels. We also discovered that users' first or most frequent check‐in locations can be the representatives of users' spatial information. The constructed networks based on these locations are very heterogeneous, as indicated by the high ht‐index. Most importantly, the node degree of the networks correlates highly with the population at locations (mostly with R2 being 0.7) or cities (above 0.9). This correlation indicates that the geographic distributions of the social media users relate highly to their online social connections.  相似文献

Evaluations of the effects of microfinance programmes on women's empowerment generate mixed results. While some are supportive of microfinance's ability to induce a process of economic, social and political empowerment, others are more sceptical and even point to a deterioration of women's overall well‐being. Against this background, development scholars and practitioners have sought to distil some of the ingredients that might increase the likelihood of empowerment or at least reduce adverse effects. This article formally tests the impact of some of the suggested changes in programme features on one particular dimension of empowerment: decision‐making agency. Using household survey data from South India, the author explores the importance of the borrower's gender and the lending technology for intra‐household decision‐making processes. It is shown that direct bank–borrower credit delivery does not challenge the existing decision‐making patterns, regardless of whether men or women receive the credit. These findings change when credit is combined with financial and social group intermediation. Women's group membership seriously shifts overall decision‐making patterns from norm‐guided behaviour and male decision‐making to more joint and female decision‐making. Longer‐term group membership and more intensive training and group meetings strengthen these patterns.  相似文献

The recent shifts in China's auto industry policy from development only, through development with emission control, to development with cleaner vehicle technology demonstrates that China is attempting to balance the challenges of economic development, environmental protection and energy security. National policies and programmes have played a major role in implementing this shift, but the greening of the auto sector is challenged by major obstacles, such as the high cost of manufacturing cleaner vehicles and building new infrastructure, and the low immediate economic benefits to consumers and producers. It is unrealistic to expect China to limit vehicle production or to transition to hydrogen vehicles quickly. However, China can move to cleaner vehicle technology by implementing both short‐ and long‐term policies that reduce individual conventional vehicle emissions by strengthening vehicle emission standards, advancing fuel quality, promoting hybrid vehicles together with other alternative fuel vehicles, and preparing for an eventual transition to hydrogen vehicles. The government should also establish incentive policies for cleaner vehicle production and purchases, promote investment in infrastructure, strengthen partnerships between government and industry, disseminate information to raise public awareness, and encourage multinationals to use China as a testing ground for innovative hybrid and hydrogen vehicles.  相似文献

Analytical methods for evaluating accessibility have been based on a spatial logic through which the impedance of distance shapes mobility and urban form through processes of locational and travel decision making. These methods are not suitable for understanding individual experiences because of recent changes in the processes underlying contemporary urbanism and the increasing importance of information and communications technologies (ICTs) in people's daily lives. In this paper we argue that analysis of individual accessibility can no longer ignore the complexities and opportunities brought forth by these changes. Further, we argue that the effect of distance on the spatial structure of contemporary cities and human spatial behavior has become much more complicated than what has been conceived in conventional urban models and concepts of accessibility. We suggest that the methods and measures formulated around the mid‐twentieth century are becoming increasingly inadequate for grappling with the complex relationships among urban form, mobility, and individual accessibility. We consider some new possibilities for modeling individual accessibility and their implications for geographical analysis in the twenty‐first century.  相似文献

Front and back cover caption, volume 28 issue 4 Front cover: OLYMPIC LEGACY: FOOD Over the last decades, the Olympic Games have increasingly claimed to deliver a social and economic ‘legacy’ to the host city. The 2012 Olympic Games in London have set out to deliver a legacy of better food for east London, an area perceived as ‘deprived’, with higher than average rates of obesity and significant ‘food deserts’ in its midst. Various Olympic organizations have considered the issue, resulting in the publication of a Food vision for the first time ever in Olympic history. However, with companies such as Coca‐Cola and McDonald's having been appointed official suppliers to the Games, and with an extremely limited time frame, will the Games be able to deliver on this promise? Allotments have been demolished and plans are afoot for Queen's Market, Upton Park, to be replaced by a supermarket. In response, Queen's Market traders and customers protest that demolition of their market goes against the Olympic spirit. Indeed, the Games could be used instead to help improve access to London's ethnically diverse markets far beyond the borough limits, as suggested in this postcard distributed by campaigners. As Freek Janssens argues in his guest editorial in this issue, the 2012 Games provide the opportunity to more critically assess how food serves the marginalized in our ethnically diverse inner cities. Also in this issue, Johan Fischer deals with halal, another topic that impacts athletes and spectators at the Games, with sporting events taking place during ramadan. Back cover: POVERTY AND GRASSROOTS COMMERCE Aisha, a door‐to‐door entrepreneur in CARE Bangladesh’ s Rural Sales Programme (RSP), is one of 3,000 previously ‘destitute’ women who now earns an income by selling branded consumer goods across rural villages under a partnership between CARE and global multinationals such as Danone, Bic, and Unilever. Similar female distribution systems are now popping up across the world. From Procter and Gamble's distribution of sanitary pads to ‘poor’ adolescent girls in Kenya and Malawi, to Unilever's Shakti ammas distributing soap village‐to‐village in rural India, companies aim to expand their bottom line by fostering entrepreneurial opportunities among the poor through so‐called ‘bottom of the pyramid’ (BoP) initiatives. Such initiatives reflect the changing nature of international development where new development actors – celebrities, philanthrocapitalists, multinational corporations, social entrepreneurs etc. – spearhead efforts to reduce poverty, replacing the role long occupied by states and aid agencies. Today some of the world's largest corporations have become key players in global development by selling ‘socially beneficial’ products to the ‘poor’, and by drawing them into global commodity chains as entrepreneurs. These efforts are now widely endorsed as part of a pro‐market development agenda that looks to the perceived ‘efficiency’ of the private sector to do what billions of aid dollars have been unable to do. BoP distribution systems can offer ‘poor’ women like Aisha an opportunity to earn an income and contribute to the food security of their family. But these engagements pose risks as well as rewards, and raise pressing questions for anthropologists about how, under what terms, and with what effects, global capital is linking up with informal economies in the name of development.  相似文献

Many cities around the world are redeveloping their neighbourhoods as arts and cultural precincts. Urban industrial zones and lower‐income residential areas have taken on new life as arts neighbourhoods in a bid to attract high‐yield visitors, propel their creative industry and brand themselves as attractive to investors and residents. This article has two aims. Conceptually it explores the notion of arts urbanization – the creation of arts spaces in cities and the socio‐spatial dynamics which they embody. Empirically, the concept is tested using the case of Singapore's Arts Housing Scheme. Under this scheme, historic ethnic precincts take on new roles as arts and creative belts. While the scheme has yielded some success by way of fostering spaces of identity and inspiration for artists, it has also generated social concerns and spatial challenges. Singapore's Little India offers an empirical setting to explore this concept. The paper argues that geography matters to the arts and that arts‐led urbanization creates distinct spatial configurations in cities. For this reason, a greater understanding of and research into arts neighbourhoods and their socio‐spatial dynamics are essential if we are to aspire to sustainable and sensitive development of cities and their creative communities.  相似文献

Inventing is an important prerequisite for industrial economies to remain technologically competitive. Yet it is not well known how inventive companies of domestic or foreign ownership can affect a nation's technological base and, ultimately, its spatial-economic system. The present study examines this relationship in Canada by investigating the performance of its indigenous and foreign-owned inventive companies at the national, subnational, and urban levels. The results indicate that: (1) Canada's indigenous inventive companies are distinct from their foreign-owned counterparts in that they are generally smaller, are more apt to have teams of inventors, are more likely to develop product inventions, have come to manage a greater share of this nation's inventions, and are increasing their role in key Canadian industries; and (2) geographically, Canada's two largest cities and its core region were adversely affected by the declining inventiveness of American-controlled companies during the 1980s. Cependant, on connaît très peu de la manière que les entreprises inventives de propriété domestique ou étrangère affectent la base technologique ?un pays et, enfin, affectent son système spatio-écono-mique. La présente étude considère ces rapports au Canada au niveau national, sous-national et local, en exminant les performances des entreprises inventives indigènes et étrangères. Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

The effectiveness of the implementation process in EC regional programmes has been subject to more attention in recent years. In the meantime, some inhibiting factors that influence the level of success and failure of the implementation of regional programmes have been revealed, while others are still being researched. The obstacles in implementing the Integrated Mediterranean Programme of Eastern Central Greece (IMP‐ECG) were found to include a widespread lack of know‐how in the integrated planning techniques which had to be applied, the dominance of a traditional centrist administrative apparatus, the inadequate supervision and monitoring of the programmes and, lastly, the invincible power of clientelism with its adverse effects on the intended objectives of the programme. Unquestionably the experience of the IMP‐ECG can justifiably be used as a lesson to improve the quality of implementation of current and forthcoming EC regional programmes.  相似文献

Two key themes emerging from recent studies on disability are the shift in the conception of persons with disabilities, expressed in the UN Convention on the Rights of Persons with Disabilities (CRPD), from objects to subjects of policies concerning them and the recognition of the close interconnections between disability and poverty. Both themes have clear implications for international development cooperation. It is essential that the high number of persons with disabilities in developing countries is recognised and that the programmes implemented by non-governmental organisations (NGOs), including those in emergencies and disasters, are made fully inclusive of them. Community-based rehabilitation (CBR) programmes are important in achieving inclusiveness and fulfilling the rights of persons with disabilities. Italian NGOs such as AIFO (Associazione Italiana Amici di Raoul Follereau) have played an important role in helping launch CBR, most notably in Mongolia. Two sets of research data published in 2008 have measured the impact of Italian action on disability in international development cooperation. The reports on the one hand reveal inadequate levels of funding in general, and funding by banks and private companies in particular, and insufficient involvement of disabled persons' organisations, but on the other suggest that Italy's domestic experience of advanced disability legislation can be productively applied in international contexts to include and empower persons with disabilities.  相似文献

This article explores the potential and limits of contemporary economic rights‐based social activism by analysing an ongoing ‘Right to Food Campaign’ in India. While social movement theory often positions radical and reform strategies as alternatives, the RTF campaign has adopted a hybrid strategy: it has made a radical legal demand that the right to food be recognized as intrinsic to the right to life, while seeking implementation of this right through reform of existing government feeding programmes. The campaign's dual strategy reflects two distinct logics of human rights: a logic of non‐derogable rights that are immediately actionable (such as the right to life) and a logic of progressive implementation of rights that can only be realized fully over time (such as economic rights). This article draws on original data to demonstrate that the campaign's radical legal demands framed around the non‐derogable right to life have come closer to fulfilment than its reformist demands around progressive implementation. The RTF campaign's relative success in galvanizing legal action on hunger is tempered by ongoing challenges in sustaining grassroots‐level mobilization and influencing public policy implementation.  相似文献

This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken‐for‐granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer‐grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over‐neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities.  相似文献

This article responds to the Archbishop of Canterbury's high profile endorsements of credit unions and his strong stance against so‐called payday loan companies charging high rates of interest. His views have received wide press coverage along with responses by payday loan companies. This article looks at research on Rotating Savings and Credit Associations (ROSCA) which flourish in communities frequented by anthropologists worldwide to meet the financial needs of participants. ABSTRACT This paper analyses the evolution of city size distribution in the United States throughout the twentieth century. It tests the validity of two empirical regularities studied in urban economics: Zipf's law (the rank‐size rule), and Gibrat's law, or the law of proportionate growth. The main contribution of this work is the use of a new database with information on all the cities (understood as incorporated places), without size restrictions. Our results enable us to confirm that Gibrat's law holds (weakly), and that Zipf's law holds only if the sample is sufficiently restricted at the top, not for a larger sample.  相似文献

This study examines two factors affecting children's school journeys – independent mobility and accessible school opportunities. Two time-geography based indicators, the spatial extent of potential path area and the number of weighted school places reachable (labelled OPP), are estimated. Multi-level modelling has been developed to analyse the interplay of individual, household and neighbourhood factors. Hong Kong is used as a case study because the neighbourhood effects on school provision within compact cities have not been well studied. The results show that 30.4% of the children's school journeys were made without adult companions. Half of the children walked to schools. The multi-level analysis suggests that nearly 90% of the variance in both indicators was found at the individual level. Neighbourhood, though not a decisive factor, does have impacts on the number of accessible school choices.  相似文献
