Globalization and neoliberalism are having significant impacts upon the cleaning industry, as in the drive for greater work “efficiency”. One way in which cleaning companies have sought to increase efficiency is through the introduction of new equipment and forms of work organization. However, such moves appear to be having negative impacts upon cleaners’ bodies, and many report significant work‐related health problems. In light of this, here we explore the bodily consequences of two possible strategies for giving cleaners a healthier workday—increasing variation within cleaners’ current work tasks or allowing them to engage in a broader range of tasks through job enlargement. Drawing upon a literature review performed as part of a recent European Union project concerning the degree of physical strain to which cleaners are exposed during cleaning, a Danish laboratory study focusing on the loads to which cleaners’ shoulder muscles, backs, and hearts were exposed by different cleaning tasks, and a field study investigating the effects of job enlargement in Danish hospitals, we show that cleaning work is characterized by repetitive work for the muscles of the body's upper extremities and by high levels of dynamic and static force upon these muscles, regardless of which modes of cleaning (old or new style of cleaning tools) are used. Equally, monitoring of heart rates and assessment of the psychosocial environment suggest that simply interchanging current cleaning tasks does not provide sufficient variation in cleaners’ work to prevent work‐related musculoskeletal or cardiovascular damage, nor to create a less mentally stressful work environment. Although introducing greater work variation through job enlargement (such as combining cleaning with kitchen and portering tasks) is often presented as an effective way to minimize musculoskeletal and cardiovascular damage, our field study shows that even this does not provide sufficient variation in physical work conditions, although improvement in some cleaners’ mental health was noted. Therefore, we conclude, prevention of musculoskeletal and cardiovascular disorders demands a much more comprehensive strategy of work redesign than that proposed by some employers and government agencies. Whether this is likely, given competitive pressures towards increased outsourcing and privatization, is, of course, the question.  相似文献

In the early 1970s the Women's Liberation Movement in Britain set out to unionize night cleaners. A long and intensive campaign resulted in two strikes and a greater awareness in the trade union movement about this neglected group of workers. But though the publicity generated by newspaper articles, meetings, and the making of two documentary films on cleaners focused attention on their conditions, organization proved very difficult. This was compounded by the economic and political climate from the late 1970s and the impact of privatization, which contributed to the growth in inequality in British society. This article outlines a disregarded history of attempts to organize cleaners, a history which is gaining a new‐found relevance in the wake of the “Justice for Janitors” campaign in the US and the awareness that low‐paid service work plays a key part in the global economy.  相似文献

This paper examines changes in the commercial cleaning industry in Australasia which are occurring against a backdrop of significant transformation in the mode of labour market regulation in both countries. Specifically, whereas for most of the twentieth century both Aotearoa/New Zealand and Australia had systems of labour market regulation in which the state provided minimum wage and work protections through the interventions of arbitration courts, in the past few years these courts have either been abolished (in the case of New Zealand) or severely restricted in their ambit (in the case of Australia), all as part of a neoliberal effort to introduce “flexibility” into labour markets. The result has been an erosion of wages and a worsening of conditions of employment for cleaners and many other groups of workers. At the same time, this transformation in the architecture of labour market regulation poses significant challenges to unions seeking to represent cleaners and other low‐paid service sector workers.  相似文献

Domestic work represents a significant share of global wage employment, but domestic workers – the majority of whom are women – remain to a large extent excluded from the scope of labour laws and, consequently, from the legal protection enjoyed by other workers. Since they work behind the closed doors of private homes, domestic workers are also shielded from public attention and are often hard to mobilise. In Hong Kong, women’s activism involving local and migrant domestic workers illuminates points of connection and distance as they are simultaneously privileged and marginalised along the hierarchies of class, ethnicity and nationality. Building on feminist and social movement scholarship, I illustrate how global frames facilitate our understanding of feminist solidarity among local and migrant domestic workers. I argue that the meanings of solidarity that dominate at any particular moment are not stable and enduring, but rather formed out of negotiation and struggle within and across domestic workers’ unions. This framing process involves these women working deliberately to make connections between global processes and local contexts.  相似文献

This article extends Billig's (1995) landmark thesis on banal nationalism by considering how processes of national deixis circumscribe the boundaries of citizenship and forms of belonging within nation-states. Drawing on critical analyses of sexual citizenship, the article provides a discursive analysis of the debate over civil union in the New Zealand mainstream press during 2004–2005. It argues that this mediated debate represented an historical moment where the routine deictic flagging of the nation, and the correlated flagging of the ‘banal citizen’, fundamentally broke down, thereby allowing this unmarked and ‘ordinary’ process to be systematically examined. Four major discourses are identified in press coverage: ‘Homosexual’ subjects as abnormal and disordered, tolerance, equality and human rights, the sanctity of marriage and the preservation of the family (and the social order). Although the passing of the Civil Union Act does mark a (faltering) step forward in sexual equality, we argue that the presence of these discourses suggests that forms of both ontological and cultural heterosexism persist in New Zealand society. Despite the Act conferring new legal rights, ultimately we conclude that the four discourses act to restrict the extent to which ‘homosexual’ subjects are considered ‘valid’ and ‘legitimate’ citizens. In continuing to structure the public politics of sexual citizenship in New Zealand, these discourses have influenced recent debates over legislative moves towards ‘marriage equality’ in ways that raise concerns over the continuation of heterosexist norms, as well as exclusionary forms of homo-nationalism. More generally, this research demonstrates the effectiveness of Billig's work as a valuable and productive analytic lens to explicate concerns over the exclusionary nature of citizenship itself.  相似文献

This article presents findings from a labour mobility survey of 250 former call centre agents in India's National Capital Region (September 2008) exploring individuals’ employment before, during and immediately after leaving India's high‐profile call centre ‘industry’. These data are combined with forty‐two in‐depth interviews conducted in India's NCR (July 2006 to August 2008) with call centre agents, managers, ex‐call centre agents, labour organizers and economic development officials, as well as representatives from different labour market intermediaries. The study gives a cautiously optimistic account about the call centre work and employment opportunities on offer in India's ‘IT Enabled Services – Business Processing Outsourcing’ (or ITES‐BPO) industry, and their implications for young urban middle class graduates based on: (i) the movement of around one fifth of the ex‐call centre agent sample into further study, facilitated by relatively high call centre salaries; (ii) the movement of ex‐call centre agents into higher paying job roles in a wide range of sectors including banking, IT, insurance, marketing, real estate and telecommunications; and (iii) the development of transferable skills in Indian call centres that are recognized by ex‐call centre agents and their subsequent employers as conferring a labour market advantage in other sectors of India's new service economy relative to colleagues without prior call centre work experience.  相似文献

Abstract: To date geography has paid scant attention to private military contracting. Other disciplines have studied the topic, but their work is state‐centric. In this paper I examine private military contracting through a geoeconomic lens and make four arguments. First, the heightened security risks of the contemporary era cannot be explained solely as a result of states’ decision to cede their monopolies over the means of violence. We must also examine the private military firms that have created new monopolies and the strategies they use to manage and distribute risk. Second, the industry has increased risk in the world system by offloading security risks onto their employees. This “responsibility over rights” management model provides inadequate human rights training and battlefield adjudication procedures for contractors and civilians alike. Third, the geography of private military work does not always conform to the global division of labor between north and south. Instead, private military work creates a class of work that cuts across social and geographic divides. Finally, while activists should encourage states to regulate the industry, they should also push it to reform employment practices since private military firms are increasingly global in scope.  相似文献

This article outlines the existing provisions in Italy for inclusion in workplaces for persons with disabilities. It reports available statistics on the numbers of persons with disabilities in paid employment by sector, those seeking work and drawing pensions and those employed according to educational qualification. It considers the different channels, both formal and informal, through which persons with disabilities are able to gain access to paid employment and the concrete effects of Law 68/1999 on access to work and collocamento mirato (targeted work placement). One of the problems with the Italian legislation on compulsory work placement of disabled persons is that it applies only to employers who have at least 15 employees, whereas the vast majority of employers in Italy have fewer than 10. Lastly, the article reflects on the current situation and the challenges posed by new ways of conceiving of disability and of work. Work needs to be understood not simply as an occupation or position for which one receives payment but as a set of social relations between people, which has value in itself.  相似文献

A strong European Union is needed today more than ever: to act as a reliable partner to the United States, Great Britain and the other great democracies; to deal with the growing threats on her southern and eastern periphery; and most pressingly of all, to deal with the euro sovereign debt crisis. In order to do so, Europeans will have to abandon the gradualist fallacy that union will be achieved in small incremental steps and learn the lesson of history that all successful mergers, such as the British and the American, have been carried out in one fell swoop at a time of extreme crisis. They will have to recognize that the road to unity took a fatal turn when the failure of the European Defence Community caused a bifurcation between politico‐military and economic integration. Today, as we face potential fiscal and economic meltdown and as the external threats to Europe mount, we have another opportunity. We can only seize it, however, if we realize that full European union, if there is to be one, will be an event, not a process. It must follow more or less the American example with a directly elected presidency, a house of representatives elected by population and a senate, which represents the former nation‐states and regions. There is no need for the United Kingdom to be part of this project, but it is essential that both unions work together for the common good. Because the existing political elites are incapable of rising to the occasion—and in many cases are actually antipathetic to it—the task must fall to a new pan‐European party: the Party of Democratic Union.  相似文献

This contribution considers the implications for industrial relations of European economic integration, and possible trade union responses. We can understand industrial relations as institutions and processes of social regulation of work and employment, whether by law, collective bargaining or more diffuse norms and standards (often, a combination of all three). These systems of worker protection became consolidated at national level; their foundations are eroded by increasing economic internationalisation (to which the European single market was a response, but which it further reinforced). Through the dynamic of "regime competition", multinational capital can play off national governments and national trade unions against one another, while norms of worker protection are subverted by growing insistence on "shareholder value". Effective regulation of work and employment must be reconstructed transnationally; but most trade union energy has been devoted to a vain pursuit of European analogues of national legislation and collective agreements within a bureaucratic elite process of "social dialogue". What is needed is, first, effective articulation between European-level trade union action and the day-to-day realities of national and workplace trade unionism, and second, a struggle to create a European civil society within which the protection of workers' rights can win popular support and which can sustain effective collective mobilisation.  相似文献

This paper presents a review of services sector development in China. It is found that China’s services have recently emerged as the dominant contributor to economic growth and job creation. Trade in services has also increased dramatically, although China maintains a huge deficit. In comparison with economies at a similar stage of development, however, China’s services sector is lagging behind. Both GDP and employment shares of the services sector are relatively small. Services trade also accounts for a relatively small share of China’s total trade. In particular, China’s new services are underdeveloped. As per capita income rises and resultant urbanization accelerates, the country’s services sector is expected to expand further and hence play a key role in rebalancing China’s economy away from its over-reliance on manufacturing and exporting. To reach this goal, further reforms and prudent government policies are needed.  相似文献

Pessimistic accounts of women's lives in post-communist Poland view women as powerless and passive victims of the transformation process. In contrast, this article argues that while political change and the restructuring of the economy have closed down some spaces of articulation and organisation, others have opened up. The article focuses on the way in which women in their spheres of work are shaping and actively resisting change through new organisations and individual and collective actions, which are in some ways a break with the past, but in other ways build on previous forms of activity. The work draws on qualitative research conducted over the last decade across Poland. This has coupled extensive interviews with women workers, national and regional trade union leaders, activists and feminists in a number of major Polish cities with reviews of Polish media and policy. We examine the economic and ideological context in which these new articulations are taking place, against the background of Poland's post-war communism and the rise of opposition movements. We look at the neoliberal restructuring of the economy and the implications for women within the labour market and in their domestic lives. In particular, we examine initiatives from below in workplace organisation, by focusing on new unions and new actions in the public sector, and the beginnings of organisation in the new areas of the economy such as supermarkets. Finally, we look at how women are articulating their interests beyond formal workplaces. We conclude that we should be optimistic about these new spaces of activism. While some are well established, others are embryonic but provide a strong foundation on which women can increase their participation in spaces that promote their varied interests.  相似文献

This article discusses some conflicts between kin‐ and market‐based society as they are reflected in the lives of Western Arrernte in and around Ntaria (Hermannsburg). Both political economy and cultural analysis provide accounts of concomitant ‘problems about work’ and training initiatives in remote communities. Neither brings together, however, the issues of economic marginalisation and a history of cultural difference with its own transformations. This discussion takes its departure from the Arrernte's attempts to reconcile kinship service (‘working for’) and paid employment (‘working’) in everyday practice. It demonstrates that this attempt is part of broader change concerning the ways in which hunter‐gatherer people in Australia have been compelled to adapt to a world of cash and commodities, and waged employment. In this discussion, the focus is on remote indigenous Australians today.  相似文献

Professional visual artists have always enjoyed considerable latitude in the selection of a place of work and residence. Recent decades have witnessed their growing presence within the Canadian countryside. This paper seeks to provide an interpretation of this phenomenon by exploring two sub-objectives. First is to determine whether artists who establish themselves in rural communities can be considered to be part of the counter‐urbanisation movement, involving the relocation of urban residents down the settlement hierarchy. Second is to identify what types of migration are occurring and why. Our surveys of visual artists residing in the southern Ontario communities of Elora and Parry Sound reveal that most participants are part of a movement involving the decision to take up both residence and employment in a rural locale. We further find that the relocation of visual artists is driven to some extent by a strong attachment to natural landscapes. By way of conclusions, we briefly speculate about the broader population of urban residents. We remind ourselves that artists often have been harbingers of new movements and that today there are growing numbers of workers outside the artistic community who also have increasing latitude in regards to choosing where to live and work. Overall, our findings suggest that there is ongoing blurring of geographic boundaries—between space and place, between place of work and place of residence and, of course, between rural and urban.  相似文献

The paper examines potential changes in housework and employment among married couples in Japan. The data are from national surveys in 1994 and 2000 of persons aged 20–49. Wives’ housework hours decreased and the proportion of husbands doing any housework increased. A majority of wives are employed, many work full-time and husbands work long hours and many return home late in the evening. While wives do less housework if they are employed, husbands’ housework does not respond to their wives’ employment. Large gender differences persist, with wives’ employment associated with family constraints. In general, changes were the same across categories of the population, though three of five significant interactions with time involved wives’ education. A positive relationship between wives’ education and any housework by husbands becomes stronger over time. The results suggest gender inequality in housework may decrease in the future, with potential relevance to future marriage and fertility.  相似文献

Building on previous work concerning the gendered nature of domestic space, this article focuses on the kitchen as a key site in which gendered roles and responsibilities are experienced and contested. As men have begun to engage more frequently in cooking and other domestic practices (albeit selectively and often on their own terms), this article argues that kitchens have become ‘crowded’ spaces for women. Drawing on evidence from focus groups, interviews and ethnographic observation of kitchen practices in South Yorkshire (UK), we suggest that men's entry into the kitchen has facilitated the expression of a more diverse range of masculine subjectivities, while also creating new anxieties for women. Specifically, our evidence suggests that family meals may be experienced as a site of domestic conflict as well as a celebration of family life; that convenience and shortcuts can be embraced by women without incurring feelings of guilt and imperfection; that cooking is being embraced as a lifestyle choice by an increasing numbers of men who use it as an opportunity to demonstrate competence and skill, while women are more pragmatic; and that kitchens may be experienced as ‘uncanny’ spaces by women as men increasingly assert their presence in this domain. Our analysis confirms that while the relationship between domestic practices and gendered subjectivities is changing, this does not amount to a fundamental ‘democratisation’ of domesticity with significantly greater equality between men and women.  相似文献

This article seeks to further our knowledge of the university campus by focusing on one particular aspect of most UK campuses: the students’ union. UK students’ unions have rarely been the subject of scholarly attention, despite them now occupying an important place within the higher education landscape. Nevertheless, in this paper we draw on a UK-wide study of students’ unions to explore, firstly, the role played by the buildings of the students’ union and, secondly, the ways in which aspects of the university’s campus influence union activity. We pay particular attention to the expansion of the university campus, in many institutions, from a single site to multiple sites, both within the UK and overseas. We contend that a focus on the materiality of the students’ union and the level of union activity (or inactivity) across various campus spaces can illustrate the values, ideologies and power relations that dominate contemporary British higher education.  相似文献

This article deconstructs New Labour's emerging workfarist regime to reveal the complex and contradictory gender relations embodied in and through its work–welfare policy. Starting from the decline of manufacturing employment within the UK, it traces the deregulation of the labour market and the range of structural and social changes initiated by this process. Noting, in particular, how the ‘feminisation of the economy’ is connected to the changing characteristics of employment and women's socio-economic positions, the article identifies the manner in which the growing labour market participation of women is serving to (further) entrench gender inequality. Against this background, it proceeds to raise issues regarding the increased expectation to enter the labour market observed within programmes such as the New Deal for the Unemployed, which stipulates that the receipt of state benefits ought now to require a labour input. The crux of analysis is on the policy and political discourses that award priority to paid work in the formal labour market, whilst simultaneously neglecting the gendered divisions of labour around unwaged care work and domestic tasks. In suggesting that gender remains a key form of political-economic organisation in the contemporary period of after-Fordism, this article argues that (further) attention must be given to the ways in which its socially constructed properties are manifest within work–welfare policy and the ramifications of this embedding for social and economic equality.  相似文献
