Australia’s commitment in Vietnam can be interpreted as a small ally drawing its superpower partner into war for its own ends. Two studies by eminent Australian authors throw light on the role of human agency, and in so doing bring Australian historiography of the war closer to the trend in the United States. Peter Edwards’s history just about describes Vietnam as ‘Menzies War’. However, he finds no new sources on Menzies’s mindset, and diminishes the roles of his foreign ministers, Garfield Barwick and Paul Hasluck. The late Geoffrey Bolton’s intimate biography of Hasluck shows him as an active minister and also that his private papers are thin on Vietnam, the part of his distinguished career on which he never wrote. The Cabinet meeting of 17 December 1964 reveals much more about Australian decision-making on going to war than can be gleaned from Edwards’s cursory treatment and Bolton’s second-hand account. Barwick’s different approach, and even Hasluck’s last-minute caution, show Australia had a choice. Barwick, if he had remained Foreign Minister, might have kept Australia out of the Vietnam war, so freeing it to continue to play a leading regional political role.  相似文献

Abstract

This article examines the events that, as legend has it, resulted in the foundation of Balliol College (c. 1263) by John (I) Balliol (d. 1268). The Balliol family had long been at odds with successive bishops of Durham over certain lands in Sadberge, the homage of which the bishops believed they were owed. John (I) began his struggle just after his inheritance in 1229 and the dispute reached its height in 1255–60, at which time an intense argument broke out. Other factors, including his actions whilst serving as one of Henry III's English representatives in the Scottish government (1251–55), led to Balliol's ultimate submission to Bishop Kirkham (d. 1260) at Durham Cathedral in 1260 and the foundation of Balliol College at Kirkham's instance. The theory remains, as one historian argues, that Balliol's penance was to give the long delayed homage to the bishop for these lands and not to establish Balliol College. However, there are no surviving records of homage and other possibilities remain, including perhaps that the penance called for Balliol's youngest son, John (II), the future King of Scotland, to be educated at a Durham school.  相似文献

The assumption among historians is that Wesley's ministry in Scotland had largely failed because of his conflicting theological views. But upon a more thorough investigation, his problems stemmed from an earlier debate with the Anglican clergyman James Hervey, which was continued by the Scottish minister John Erskine. In his published response to Hervey, Wesley inadvertently included offensive comments about certain Reformed doctrines which Erskine exploited in order to highlight the discrepancies between Wesleyan Methodism and Scottish Presbyterianism. Erskine's insinuation in 1765 that Wesley intentionally concealed his beliefs in order to gain ascendancy in Scotland resulted in the immediate suppression of Methodist growth.  相似文献

Anglican sisterhoods gained popularity in nineteenth-century England because of the numerous opportunities they offered to women, but some bishops feared that these sisterhoods might become Roman Catholic in letter and spirit. Episcopal control might counteract this tendency. As Bishop of London from 1856 to 1868, Archibald Tait acknowledged the value of Anglican sisterhoods, but he also recognized the necessity for ecclesiastical supervision over these convents. Bishop Tait, as the episcopal Visitor of several London convents, insisted upon parental permission before a woman entered a sisterhood. Tait's belief in the importance of the family emanated in part from the tragic deaths of five daughters in 1856. By demanding the consent of the parents before a daughter entered a religious community, Tait wanted to preserve the unity of the family and to save the parents from the same anguish he had experienced through the loss of his children.  相似文献

This paper is a study of the vision held at the beginning of the 1960s by Paul Hasluck, the minister for external territories, and his department of the path to decolonisation for Melanesia. Faced by the ongoing West New Guinea crisis, Hasluck and his officials proposed to keep the western part of New Guinea out of Indonesian hands by expanding Australia’s empire, step by step, to include most of Melanesia. This greater Melanesian empire would eventually be guided to self-government. The proposal stood in a long line of ideas by Pacific-minded Australians going back for 100 years for an expanded Australian empire in the southwest Pacific. Consequently the Menzies cabinet’s rejection of Hasluck’s proposal was not just an important step towards changing its policy towards WNG; it marked the end to a century of Australian dreams and designs of a greater formal empire in the southwest Pacific.  相似文献

In August 580 the Italian poet, Venantius Fortunatus, delivered a panegyric before King Chilperic and a synod of bishops assembled at Berny-Rivière to hear the poet's friend and patron, Bishop Gregory of Tours, arraigned on a charge of treason. The poem has long and widely been interpreted as a dishonourable and opportunistic betrayal of the bishop, as the poet looked for more convenient patronage. This article argues that the poem must be analysed in its historical context and in its place in the poet's development of the genre of addressing the Merovingian kings. Such an analysis shows that the poet is using the panegyric with subtlety and political acumen to offer a formula for rapprochement between the king and his bishops, thus protecting his friend Gregory; and that more generally he is playing the traditional active role of a panegyrist in mediating between the ruler and his people, developing a distinctive image of Merovingian kingship as he does so.  相似文献

The impact of the English Reformation upon women and women's agency in effecting religious change has been much debated. This paper examines the key innovation of clerical marriage by studying the family of Bishop William Barlow (d. 1568), whose five daughters married five bishops. It establishes that Barlow himself married well before it was lawful to do so, and reviews the circumstances that led to his daughters’ remarkable marital achievements. Subsequently, the commemorative acts of this family between 1595 and 1630 were crucial to the creation of an honourable role for the clergyman's wife in English society. By manipulating the representation of the dead, Barlow's daughter Frances Matthew improved her and her sisters’ place in the world. Monuments and their influence upon historical memory are therefore shown to be a hitherto unrecognised means available to women for transforming social order.  相似文献

The moment that Lord Curzon was passed over and Stanley Baldwin succeeded Andrew Bonar Law as prime minister in 1923 is generally regarded as a turning point in British political history. From this time it appeared that members of the house of lords were barred from leading political parties and becoming prime minister. In an age of mass democracy it was deemed unacceptable for the premier to reside in an unelected and largely emasculated chamber. This understanding is seemingly confirmed by the career of the Conservative politician, Douglas Hogg, 1st Viscount Hailsham. Notwithstanding a late entry into political life, he was regarded as a potential successor to Baldwin. His acceptance of a peerage to become lord chancellor in 1928 has been seen as the moment when Hailsham's claims to lead the Conservative party ended. But although Hailsham never became Conservative leader, his experience undermines the suggestion that peers were unable to lead political parties in inter‐war Britain. Despite his position in the Lords, his chances of succeeding Baldwin never vanished. The crisis in Baldwin's leadership after the loss of the 1929 general election and the lack of a suitable successor in the Commons created the circumstances in which leadership from the Lords by a man of Hailsham's ability could be contemplated. Hailsham's continuing prominence within the Conservative ranks and specifically his contributions to the party during the years 1929–31, together with the thoughts of high‐ranking Conservative contemporaries, make it clear that he very nearly emerged as Baldwin's successor at this time.  相似文献

In accordance with the terms of his will, King John was buried near to the shrine of St Wulfstan in Worcester cathedral despite his apparent intention earlier in the reign to be buried in a Cistercian house. When and why John might have developed his particular interest in Wulfstan, the last Anglo-Saxon bishop, are considered and attention is drawn to the relevance of a famous legend linking Wulfstan and Edward the Confessor to King John's dispute with Innocent III over the king's authority in the appointment of bishops. The revival of Wulfstan's cult, which led to his formal canonisation in 1203, is seen as part of a general interest in indigenous saints, both Anglo-Saxon and contemporary, in the late twelfth and thirteenth centuries. The suggestion is made that this concern with national saints provides the context for John's devotion to St Wulfstan and for the significant choice of his place of burial.  相似文献

In the late 1950s the Australian Council for the World Council of Churches (AC‐WCC) inspired primarily by the Presbyterian Church, undertook a concerted campaign to pressure the Australian government to assume a greater role in the affairs of the New Hebrides. The AC‐WCC wanted the Australian government to take over the United Kingdom's role in the administration of the Anglo‐French Condominium. It was motivated to undertake this campaign by the dismal social and economic conditions in the islands, the neglect of the British and French colonial authorities, and their failure to offer the indigenous people a way forward to self‐government. The high point of the campaign was a meeting between Robert Menzies, the Australian prime minister and a delegation from the AC‐WCC in early 1958. As a result of this meeting Australian ministers and officials, for the final time, gave extended consideration to expanding Australia's empire in the South Pacific to include the New Hebrides. This article examines the AC‐WCC's campaign, explores the Australian government's response, and analyses the outcome of this important episode in Australia's involvement in the colonial territories of the South Pacific.  相似文献

In Westminster systems, governments enjoy a privileged position in the lawmaking process that they can use to deliver on their campaign promises and achieve their policy goals. What policy areas do governments seek to affect through lawmaking? How stable is the executive lawmaking agenda? How responsive is that agenda to changes triggered by elections or by transitions in prime minister? This study uses a dataset of 3982 Australian bills introduced between 2000 and 2017 to answer these questions. While it finds considerable stability in the policy content of executive lawmaking agendas, the analysis also indicates that Australia's executive lawmaking agenda is more responsive to changes in prime minister than to changes in the party in power. As the first application of the comparative policy agendas approaches to government bills in Australia, this article offers new insights into executive lawmaking priorities during an especially turbulent period in Australian politics.  相似文献

Summary

This article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government (not merely his preference for parliamentarianism over presidentialism) and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe.  相似文献

The Catholic Church in Australia until around the 1940s has commonly been described as “Irish” and “Roman”. Historians cite the high proportion of Irish clergy and bishops, the latter often educated in in Rome. While the above pattern is accepted, there is evidence of earlier “Australianization.” This article examines such evidence in the foundational Archdiocese of Sydney and focuses on two archbishops, John Bede Polding and Norman Thomas Gilroy. Polding (archbishop 1842–1877) contributed to Australianization by initiating the Australian hierarchy, establishing a local seminary, seeking leaders experienced in Australia, and founding the local Sisters of the Good Samaritan. Gilroy's episcopate (1940–1971) saw the consolidation of the Australianizing trend. Witness to the Anzac landings, the first native‐born archbishop of Sydney and cardinal, Gilroy led the archdiocese as the Australian episcopate and clergy became further Australianized. On his retirement, after being named “Australian of the Year,” the Catholic Church in Australia could best be termed “Australian” and “Roman.”  相似文献

On 25 October 1983 the United States, supported by several Caribbean states, intervened militarily in the commonwealth Caribbean island of Grenada. Operation Urgent Fury followed the implosion of the Marxist-Leninist People's Revolutionary Government and execution of Prime Minister Maurice Bishop and several colleagues. This article examines the alleged request for external assistance made by the Grenadian governor general, Sir Paul Scoon. It will examine the discrepancies between Scoon's memoir account of the episode and the official record to reveal that Scoon made no such request. The origins of the request emerged from discussions between Caribbean and US officials and it was brought to fruition by the Barbadian prime minister, Tom Adams.  相似文献

This article re-examines the role of the copper mining industry during the decolonisation of central Africa. By focusing on the actions of the Anglo American Corporation, and the Rhodesian Selection Trust's (RST) American parent company, American Metal Climax (AMAX), it expands on Larry Butler's recent article and argues that Anglo American continued to support the federal prime minister, Sir Roy Welensky, following their public withdrawal of funding from his governing United Federal Party in May 1959. This marked divergence with RST's policy of engagement with aspirant African leaders was driven by the company's close personal links with Welensky as well as geopolitical factors. Furthermore, the influence of RST's American connections on directing the company's policy should not be understated. Harold Hochschild, AMAX's chairman, played a pivotal role in directing RST's strategy.  相似文献

The conceptual category of the Anglosphere never found explicit currency in John Howard's narrative when he was prime minister. While in office, he ostentatiously avoided ‘putting Australia into a particular sphere – Anglo or otherwise’. This article suggests instead that his endeavour to reshape Australia drew on an Anglospherist perspective. The reshaping of Australia he undertook when he won office rested on two pillars of Anglospherism: the rejection of multiculturalism and the alignment to countries with ‘shared values’ in Australia's external relations. The article traces how these two Anglospherist precepts found actual implementation in Howard's re-framing of ‘Australian multiculturalism’ and re-conceptualisation of ‘Australia's engagement with Asia’.

Sir Stafford Northcote has gone down in history as a man who fell short of the ultimate achievement of being prime minister largely because of personal weakness, and lack of political virility and drive. The picture painted by Northcote's political enemies – most notably the Fourth Party – has been accepted uncritically. Yet, political motives lay behind the actions of these supporters, and their harsh black and white portrait is not illustrative of the complexity of the situation in which Northcote found himself. Although individual characteristics undoubtedly played a part in his final political failure, underlying dynamics and structural transformations in politics and political life were more significant. It was more than simply the misfortune in succeeding the exceptionally charismatic Disraeli as leader. Northcote was faced with unparalleled disruption in parliament from Irish Nationalist MPs; the starkly polarised debate on the eastern question left him detached as a moderate. His temperament was better suited to constructive government rather than to opposition. However, following general election defeat in 1880, Northcote was denied this opportunity. Equally, his position in the lower House denied him the capacity to define a clear political critique of the Liberal government. Northcote's leadership of the party reflected the changing nature of British politics as radicals, tories, Irish Nationalists and Unionists increasingly contested the consensual style more appropriate to the political world of Palmerston and the 14th earl of Derby.  相似文献
