This paper seeks to show that while the idea of reciprocity is fundamental in Australian Aboriginal societies, inequalities are also inherent in the kinship system itself. An attempt is then made to articulate these two aspects and to specify the form of social inequality which is characteristic of Australia. Cet article prétend montrer, d'une part, que l'idée de réciprocité est fondamentale dans les sociétés australiennes, d'autre part, que les inégalités le sont tout autant dans la mesure où elles sont insuites et fondeés dans la parenté elle-même. Research on policy impact has increasingly focused on the practical application of social science research. This paper outlines four roles—substantive expert, information processor, change agent, and scholar—which have helped to increase the potential usefulness of our research while maintaining linkages to the academic community. This paper suggests the general nature of these roles and suggests specific implementation strategies, which need to be pursued as an early and continuing aspect of the research enterprise. Balancing these multiple roles presents several analytical and ethical difficulties, but helps to establish credibility in both the scientific and policymaking communities.  相似文献

区域政策强度是政府投入影响区域经济格局的政策变量值的大小。区域政策强度的影响因素可分为政策自身内容和政策背景属性两类,前者主要考察政策工具体系,后者则主要考察区域政策的影响范围和政策实施保障能力。在此基础上提出区域政策强度定量化的指标体系,据此定量考察区域政策强度值的时空演变规律与特征。以改革开放以来长江三角洲实施的区域开放开发政策作为实证研究样本,经过区域政策强度的定量化分析发现:区域开放开发政策强度具有能级上的差异,不同类型区域政策的强度值变化特征不同,并在时间上呈阶段性和周期性,在空间上由等级梯度向扁平化转变。  相似文献

Rising inequality and polarization of employment earnings have been clearly documented in Canada and most other developed economies in the 1990s. Following a critical discussion of the use of the Cini coefficient as a measure of inequality in geography, the level of inequality and social polarization of household incomes at the census tract level is assessed for Canada's 22 largest Census Metropolitan Areas. The distribution of household income among metropolitan census tracts is generally becoming more unequal. In addition, the proportion of households in middle-income census tracts is declining in most metropolitan centres, lending further support to arguments that Canada's middle class is in decline .
L'augmentation des intégalité et la polarisation des revenus d'emploi a été clairement documentee au Canada et dans la plupart des autres pays industrialises durant les annees 90. Á la suite d'une discussion critique sur l'utilisation du coefficient Gini comme mesure d'inégalite en geographie, on evalue le niveau d'inegalitéet la polarisation sociale des revenus menagers au niveau du secteur de recensement pour les 22 plus grandes regions metropolitaines de recensement au Canada. La distribution du revenu des menages parmi les secteurs de recensement metropolitains devient en général plus idgale. De plus, le fait que la proportion des menages parmi les secteurs de recensement d revenus moyens est d la baisse dans la plupart des regions métropolitaines soutient l'idee que la classe moyenne est en diminution.  相似文献

Regional air carriers have grown from localized, smallscale operations in the early 1960s to national operations in the 1980s. Their expansion results from an interplay of technology, route networks, and regulation policy. Government policy on regulation first assigned regions in the 1960s and then, in the 1970s, promoted entry to trunk transcontinental routes. The initial concept of the air transport region must therefore be revised, as the role of the regional carriers now approaches that of the trunk carriers. Regulation remains a key determinant of market share, and deregulation could accelerate the convergence of regional and trunk carriers.
Dans les années soixantes, les lignes aériennes régionales n'entreprenaient que des activités locales, à petite échelle. Présentement, ces měmes lignes fonctionnent, de plus en plus, comme sociétes nationales. L'élargissement de ces lignes provient de l'interaction de plusieurs facteurs, en particulier la technologie, les réseaux aériens et la politique du gouvernement. Cette dernière a permis aux lignes régionales de passer, en 1970, d'un rle local à une présence nationale. Par conséquent, le concept original d'une région aérienne doit ětre revisé, puisque le rle de la ligne régionale s'approche de plus en plus de celui de la société nationale. La part du marché de chaque type de société se détermine par la réglementation imposée par le gouvernement, et la déréglementation pourrait accelerer la convergence des rles des sociétés régionales et nationales.  相似文献

The author argues in favor of redoubled efforts at improving access to transportation and communications as the most effective means of government intervention promoting a “level playing field” for disparate territorial units under “regional khozraschet.” He maintains that such an approach does not remove incentives for innovation and productivity at individual enterprises, but helps eliminate the disadvantages of peripheral production enterprises relative to those of “central” areas. A scheme is proposed whereby increasing overall (intermodal) transportation accessibility would be the objective, rather than maximizing narrowly based microeconomic efficiency criteria for various transportation ministries. The Guidelines for the 10th Five-Year Plan (1976–80) are assessed in terms of their suggestions and probable implications for Soviet regional development policy. The new plan is examined both for evidence of regional concerns in specific economic and social programs as well as for more general indications of regional development philosophy and strategy. The current plan is then compared with previous plans for evidence of shifts in regional development policy. Finally the regional dimensions of Soviet development are considered in light of more general ideas of regional development and modernization.  相似文献
