Policy Bubbles     
We develop the concept of a policy bubble to capture the notion of long‐term overinvestment in a policy. In sketching the relation of policy bubbles to economic bubbles, we describe how these two concepts have similar origins but different trajectories because they are filtered by different institutions. We examine in some detail three likely instances of ongoing policy bubbles: crime policy, school reform (charter schools and private education vouchers), and the contracting and privatization of public services. We show how these cases differ from the housing bubble of 1997–2007, how they differ from each other, and the extent to which they can be considered policy bubbles. Last, we suggest this concept can help unify the policy process literature with the practice of policy evaluation and outline testable hypotheses for future research.  相似文献

What factors account for local government land use practices and their choices among specific growth management policy instruments? We apply the political market framework to examine how land use policy choices in Florida are shaped by institutional features of county governments and the demands of organizations and interests in a community. Local policy decisions reflect a balance of the conflicting interests and responses to economic and political pressures. The results demonstrate that county government structure and election rules play critical roles in the adoption of urban service boundaries, incentive zoning, and transfer of development rights programs. We report evidence consistent with the argument that these “second‐generation” growth management policies are motivated by exclusionary goals.  相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI.  相似文献

Developing and transitional countries devote considerable funds to selected areas to stimulate local growth and firm productivity. We examine the impact of place‐based interventions due to the opening of science parks in Shenzhen, China, on firm productivity and factor use. Our identification strategy, exploiting spatial and temporal differencing in firm‐level data, addresses the issues that (a) the selection of science park locations is not random and (b) high‐productivity firms sort themselves into science parks. Firm productivity is approximately 15–25% higher due to the science park policy. The policy also increases local wages and leads to distortions due to job displacement.  相似文献

ABSTRACT Appalachia remains a symbol of poverty in the midst of prosperity. During the 1990s it fell further behind the rest of the nation. Persistent poverty during a period of strong growth is a serious as well as an interesting subject to study. We examine determinants of growth in Appalachia between 1990 and 2000. We show that employment, migration, and median household income were jointly determined by regional covariates and that county economic conditions were conditional on the performance in neighboring counties. One conclusion is that regional cooperation and geographically focused programs may yield the greatest returns to policy investments.  相似文献

We examine the contribution to economic growth of entrepreneurial marketplace information within a regional endogenous growth framework. Entrepreneurs are posited to provide an input to economic growth through the information revealed by their successes and failures. We empirically identify this information source with the regional variation in establishment births and deaths. To account for the potential endogeneity caused by forward‐looking entrepreneurs, we utilize instruments based on historic mining activity. We find that the information spillover component of local establishment birth and death rates have significant positive effects on subsequent entrepreneurship and employment growth for U.S. counties and metropolitan areas.  相似文献

The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership.  相似文献

More than ever before, analysts in government have access to policy‐relevant research and advocacy, which they consume and apply in their role in the policy process. Academics have historically occupied a privileged position of authority and legitimacy, but some argue this is changing with the rapid growth of think tanks and research‐based advocacy organizations. This article documents the findings from a randomized controlled survey experiment using policy analysts from the British Columbia provincial government in Canada to systematically test the source effects of policy research in two subject areas: minimum wage and income‐splitting tax policy. Subjects were asked to read research summaries of these topics and then assess the credibility of each article, but for half of the survey respondents the affiliation/authorship of the content was randomly reassigned. The experimental findings lend evidence to the hypothesis that academic research is perceived to be substantially more credible than think tank or advocacy organization research, regardless of its content. That increasingly externalized policy advice systems are not a pluralistic arena of policy research and advice, but instead subject to powerful heuristics that bureaucrats use to sift through policy‐relevant information and advice, demands added nuance to both location and content‐based policy advisory system models.  相似文献

The Regional Allocation of Public Investment: Efficiency or Equity?   总被引:4,自引:0,他引:4  
In this paper we examine the effect of public investment on the regional economies of Japan. The efficient policy for regional allocation of public capital is to invest in highly productive regions, whereas the actual policy pursues equity goals by allocating more public investment to depressed regions. We determine the effects of this equity- oriented allocation by estimating the aggregate regional production function and calculating the productivity of public capital stock for each region, using a cross-sectional time-series data set. Our results show that the marginal productivity of public capital has recently declined in most depressed regions, whereas the productivity in developed regions (e.g., Tokyo, Osaka) has increased slightly. We compare alternative policies of allocating public investment and their effects on the regional and national economies using numerical simulations. We then quantitatively describe the trade-off between the efficient and the equitable allocation of public investment.  相似文献

Questions have been posed about the lack of knowledge of the role public managers play in the policy process. In this study, following on the suggestions of Hicklin and Godwin and Meier in this journal, we identify different dimensions of the analyst–manager divide among professional policy workers. Using the results of several recent large‐N surveys of Canadian federal, provincial, and territorial policy workers, we explore the roles each group plays in the policy analytical process and the variations in their behavior in terms of duties and tasks, attitudes, and interrelationships. We also examine these to see the impact of federalism on professional policy practices. The study uncovers three groups of policy workers and policy managers—coordinator‐planners, research‐analysts, and director‐managers. Differences between groups of policy workers are found for their policy‐related work and their perceptions of tools of policy effectiveness, and differences between levels of government are identified for issues of time demands and coordination and tools of policy effectiveness. The implications of these findings for the study of public managers in the policy process are considered in conclusion.  相似文献

Narratives are increasingly subject to empirical study in a wide variety of disciplines. However, in public policy, narratives are thought of almost exclusively as a poststructural concept outside the realm of empirical study. In this paper, after reviewing the major literature on narratives, we argue that policy narratives can be studied using systematic empirical approaches and introduce a “Narrative Policy Framework” (NPF) for elaboration and empirical testing. The NPF defines narrative structure and narrative content. We then discuss narrative at the micro level of analysis and examine how narratives impact individual attitudes and hence aggregate public opinion. Similarly, we examine strategies for the studying of group and elite behavior using the NPF. We conclude with seven hypotheses for researchers interested in elaborating the framework.  相似文献

Policy feedback scholars argue the relationship between policy and politics is dynamic and reciprocal. For instance, policies “make citizens,” teaching the public who deserves positive government treatment and who does not. Furthermore, individual experiences with policy shape participation and beliefs about government, which shapes future policy. But few scholars have examined how experiences with a law shape attitudes toward those targeted by policy. We use a survey of 3000 respondents on MTurk (including an over-sample of people of color) to show how direct and indirect experience with policy shapes social constructions of politically relevant groups. Specifically, we examine how direct (personal) and indirect (via someone they know well) experience with two policy areas (criminal justice and social welfare) shape perceptions of the targets of criminal justice and welfare policy. We find the effect of policy contact is racialized; policy contact has a greater effect on white respondents compared to Black respondents. But despite this contact, whites' attitudes about groups' deservingness remain lower than those of their Black counterparts.  相似文献

This article examines the representativeness of conference committees in the U.S. Congress by measuring the difference in observed policy preferences between the conference delegations and the parent bodies. We predict and find significant differences between the House and Senate in terms of the partisan bias of conference delegations. House conference delegations are systematically biased in favor of the majority party and away from the chamber median. We take the additional step of exploring the source of this bias. In particular, we examine whether majority party bias in conference is a function of partisan processes at work directly in the selection of conferees. We find evidence that the conditions of majority party influence in the House are consistent with some existing theoretical models of party influence in legislating. There is less conclusive evidence of partisan processes in the Senate, which is consistent with institutional differences in appointment practices.  相似文献

The puzzle that intrigues us is the source of interests that guide the state in instances of state autonomy. We argue that one important source of these interests is ideas: When relative state autonomy exists over long periods of time, there is a strong likelihood of a privileged idea that informs state interests. State actors direct state policy during autonomous periods by adopting and privileging particular ideas (institutionalization), resulting in policy outcomes reflecting these now privileged ideas. This argument is examined in two case studies: nuclear weapons targeting since World War II, guided by counterforce, and federal public lands forestry policy since 1900, guided by technocratic utilitarianism.  相似文献

In this article, we examine long-term state budget trends to find evidence of punctuated equilibrium. We use the American states as a broad set of institutional variation with which to examine the nature of policy change through the lens of incrementalism and punctuated equilibrium theories of policymaking. The strength of this article is its sensitivity of variations in policy outcomes across time (18 years), across space (50 state institutions), and across issue space (10 budget categories). This research advances the characterization of policy outcomes by employing a quantitative measure that is both less sensitive to outliers and one that characterizes budget distributions on a simple numeric scale. Our general findings are: (i) state budget categories are interdependent; (ii) state budgets are generally punctuated; but (iii) to varying degrees: Thus, considerable stability (indicated by tall peaks) and punctuations (represented by fat tails) are a central feature of policy outcomes in the American states. This result confirms the logic of punctuated equilibrium theory, but raises future questions about the impact specific variations in institutional costs have on policymaking across the 50 states.  相似文献

I examine the sustainability of a spatial economy consisting of an advanced region and a developing region. The advanced region aids the developing region with technological knowledge on pollution abatement. The model is based mainly on that of van den Bergh and Nijkamp (1995) but differs in that the aids are determined through an optimal control method. The numerical simulation shows that the optimal control policy is thought to be effective in the sense that almost all trajectories of the welfare index of the advanced region are single-peaked with a fairly long duration of growth, and the policy favorably affects the welfare level of the developing region.  相似文献

With decreasing debate, a unidimensional approach to the study of roll-call voting in Congress has increasingly achieved acceptance. We argue in favor of an alternative, the policy dimension approach, and suggest that such an approach has the advantage of allowing us to examine sets of policy positions that deviate from a unidimensional model, and to explain these policy profiles.  相似文献

Over the past 7 years Australia has been undergoing substantial economic reform under a collaborative Federal and State government programme known as national competition policy. These reforms have increased the nation's productivity and international competitiveness, and are generally held responsible for Australia's increased growth rate in gross domestic product (GDP) per capita over the past decade. However, the reforms have been carried out against a background of increased interregional disparities, to which the reform programme may have partly contributed. In this study we examine a number of Australian studies that have used computable general equilibrium modelling to uncover the regional economic consequences of national competition policy.  相似文献
