Mining and other forms of industrial development can result in profound and often irreversible damage to the cultural heritage of indigenous peoples. Fear of such damage regularly results in indigenous opposition to development and, in many cases, to delays in construction of development projects or even to their abandonment. Government legislation has generally proved ineffective in protecting indigenous heritage. An alternative means of achieving protection arises from the growing recognition of indigenous land rights and the opportunity this creates for negotiations with mining companies regarding the terms on which indigenous landowners may support development. To evaluate the potential efficacy of negotiated approaches, this article analyses forty‐one agreements between mining companies and Aboriginal peoples in Australia. It argues that negotiated agreements do have the potential to protect indigenous cultural heritage, but only where underlying weaknesses in the bargaining position of indigenous peoples are addressed. This finding has wider implications given that negotiation and agreement making are increasingly being promoted as a means of addressing the structural disadvantages faced by indigenous peoples and of resolving conflicts between them and dominant societies.  相似文献

Does the Australian state exercise legitimate power over the indigenous peoples within its borders? To say that the state’s political decisions are legitimate is to say that it has the right to impose those decisions on indigenous peoples and that they have a (at least a prima facie) duty to obey. In this paper, I consider the general normative frameworks within which these questions are often grasped in contemporary political theory. Two dominant modes of dealing with political legitimacy are through the politics of ‘recognition’ and ‘justification’. I argue that in order to address the fundamental challenges posed by indigenous peoples to liberal settler states today we need to pluralise our conceptions of political legitimacy.  相似文献

In the sixteenth‐century explorations of the Far East, the Dominicans and the Jesuits had different attitudes to the indigenous peoples they encountered, while the peoples of China and the Philippines also had very different cultures. In this article I consider three pairs: Dominicans and Jesuits and their approaches to education, their attitudes to China and the Philippines, and to indigenous and non‐indigenous students in the earliest years of Spanish Manila.  相似文献

Abstract

Developing holistic accounts of indigenous peoples’ lifeways in colonial intercultural settings requires data that provide insights into patterns of landscape use and variations in social, economic, and cultural practices away from nodes of colonial activity. However, the mobile settlement patterns of some indigenous peoples mean that the data necessary for such investigations can be rare. In western Cape York Peninsula of northeastern Australia, culturally modified trees (CMTs) associated with the collection of wild honey or “sugarbag” provide opportunities to investigate indigenous patterns of landscape use and processes of economic change within colonial settings. Here we use CMT data to suggest that increased engagement with invader-settlers resulted in intensification of indigenous wild food production. This study exemplifies the complexity of socioeconomic shifts that accompanied European colonization worldwide, and illustrates how landscape-level data can provide information on the broader histories of indigenous peoples within colonial settings.  相似文献

In the past few years scholarly discussions have characterized indigenous knowledge as a significant resource for development. This article interrogates the concept of indigenous knowledge and the strategies its advocates present to promote development. The article suggests that both the concept of indigenous knowledge, and its role in development, are problematic issues as currently conceptualized. To productively engage indigenous knowledge in development, we must go beyond the dichotomy of indigenous vs. scientific, and work towards greater autonomy for ‘indigenous’ peoples.  相似文献

This paper considers various aspects of the interactions of missions and indigenous peoples in regions of Canada and Australia. An analysis of first encounters indicates that the introduction of Christianity was dependent on both evangelist and client population agreeing to a modus operandi for the mission. The structure and operation of the mission were determined by the pre-existing indigenous society and the financial and personnel resources of the mission organizations. Attitudes towards, and acceptance of, Christianity were not static, they depended on changing material and political circumstances both within and outside indigenous communities. This comparative analysis indicates that religious change was not only negotiated between missionary and "convert," but among indigenous peoples themselves. The decision to profess Christianity was not a one-off decision made by individuals or communities. Rather it was a long process of change which was contingent on the perceived advantages and disadvantages of the mission world and countervailingpressures from within indigenous and colonial societies.  相似文献

This article summarizes its author's response over more than 30 years to the various arguments advanced against the possibility of the appropriation of Christianity by indigenous peoples. It sets out the intellectual and evidential reasons for rejecting these arguments. However, it admits that while indigenous appropriation of Christianity is always possible, under some circumstances it has been improbable. Many indigenous peoples have made use of Christianity but in the past there has been comparatively little appropriation by Native Americans or Australian Aborigines. This article explores the reasons for this. When the factors that have accounted for resistance and rejection rather than adaption no longer exist, it may be expected that Aborigines will indeed appropriate Christianity. The article concludes with a brief examination of academic work on African appropriations and suggests that new developments in Aboriginal Christianity will reveal how far comparisons can be made.  相似文献

Abstract

Deuteronomy portrays itself as Moses's speech at the edge of the promised land. This article examines the book's attitudes towards the other within this rhetorical setting by concentrating on the indigenous peoples, also in contrast to those outside the land of Israel. It is pointed out that the ideology of Deuteronomy is very exclusive, and its treatment of indigenous peoples compatible with ideologies that accompany genocides and conquests. Mitigating such exclusive thinking can serve as a model for human interactions today, and this would also seem to be compatible with the overall thinking of the New Testament canonical documents.  相似文献

This article offers a critique of the Wolfe-an model, which has become so dominant within contemporary Settler Colonial Studies (SCS). It focuses particularly on the central claim made by Patrick Wolfe, and others after him, that settler colonialism is categorically differentiated from other forms of colonialism by its drive to “eliminate the native”, instead of exploiting them. This paper builds on the literature that shows how settler colonies have used elimination as well as exploitation in their relations with indigenous peoples—even transitioning from one to the other. Instead, the paper argues that focusing on accumulation by dispossession allows for an analysis of the specificity of settler social relations to emerge. It highlights the specific ways in which settlers collectively expropriate indigenous peoples and struggle amongst different settler classes over the distribution of the colonial loot.  相似文献

Abstract

In the process of creating the Argentinean nation, the indigenous peoples were dispossessed of their lands and their sacred sites. The indigenous past was therefore neglected in a nation that was thought to be formed by European immigrants. As a result, pre-Hispanic heritage was considered part of the public domain of the State and a subject of scientific enquiry. In the last few decades, legal and political changes have encouraged indigenous peoples' claims on heritage issues. The aim of this paper is to analyse a number of contested heritage issues in which indigenous communities were involved, as well as a few examples in which archaeologists, authorities and indigenous groups have succeeded in building a dialogue regarding the care of specific archaeological sites. These issues are further discussed in the context of the current socio-political and economic crisis in Argentina.  相似文献

Using a case study from the Philippines, this article applies David Harvey's theory of accumulation by dispossession to show how neoliberal policies enable mining corporations to locate, lay claim to, and develop mineral resources in formerly inaccessible areas, which for centuries have provided safe haven for indigenous peoples and their cultures. It explains why these factors are leading to an increase in armed conflict between military forces and guerrilla groups, which recruit their members from displaced indigenous people. The article concludes that the theory of accumulation by dispossession offers an appropriate analytical tool for understanding these processes.  相似文献

Trade of European-produced cloth and clothing enabled indigenous and non-indigenous inhabitants of colonial New France to rethink the “hand-woven”, impacting how self could be presented through dress. At the same time, objects were being collected in New France for cabinets of curiosities and museums. These different collections resonated in different ways through history, subsequently influencing modern understandings of colonial cloth and clothing. This paper examines colonial experiences of cloth by looking at archaeological remnants of cloth and cloth production as compared to how indigenous and non-indigenous colonial peoples were and are being represented by cloth and clothing in museum collections.  相似文献

ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia.  相似文献

In recent decades, indigenous populations have become the subjects and agents of development in national and international multicultural policy that acknowledges poverty among indigenous peoples and their historic marginalization from power over development. Although the impact of these legal and programmatic efforts is growing, one persistent axis of disadvantage, male–female difference, is rarely taken into account in ethno-development policy and practice. This article argues that assumptions that inform policy related to indigenous women fail to engage with indigenous women's development concerns. The institutional separation between gender and development policy (GAD) and multiculturalism means that provisions for gender in multicultural policies are inadequate, and ethnic rights in GAD policies are invisible. Drawing on post-colonial feminism, the paper examines ethnicity and gender as interlocking systems that structure indigenous women's development experiences. These arguments are illustrated in relation to the case of the Tsáchila ethno-cultural group in the South American country of Ecuador.  相似文献

The rights to prior consultation and compensation have been established within the framework of international indigenous peoples’ rights. However, in practice these processes have often gone hand in hand with adverse social consequences for local populations, such as the exacerbation of conflicts, the division of communities and the weakening of indigenous organizations. These phenomena have received little attention, despite their great relevance for these populations. This article sheds light on the use by the Bolivian state and extraction corporations of exclusionary participation and negotiation processes, on the one hand, and ‘carrot‐and‐stick’ techniques on the other, which have together accounted for negative social impacts on the ground. The article is based on recently conducted field research, focus group discussions and semi‐structured interviews in Guaraní communities in Bolivia. The findings extend the existing literature by providing a fine‐grained and systematic analysis of divisive undertakings and their sociocultural and sociopolitical consequences in neo‐extractivist Bolivia. The broader implications of the study add to academic debates about participation in development, about ‘divide‐and‐rule’ tactics and about the practice of indigenous peoples’ rights.  相似文献

This paper deals with the relation between different kinds of indigenous speech and music and various iconographic forms such as petroglyphs, house painting, basketry designs and also features of landscape that are understood in graphic terms. It examines how Northwest Amazonian myth-history is structured and memorized, how it can appear in both verbal and non-verbal forms, and how contemporary books, maps and diagrams produced by indigenous organizations as part of programmes of research and education show continuity with these traditional forms. Rather than making firm distinctions between peoples with and without writing, I argue that it is more profitable to focus on how various mnemonic systems—“writing”—work in tandem with different narrative forms—“myth”. When “writing” and “myth” are understood in indigenous terms, contemporary written documents appear in a new light.  相似文献

Since 2010, the Wixárika (Huichol) indigenous people of western Mexico have struggled against transnational mining activity in their sacred pilgrimage site of Wirikuta in the semi‐desertic plateaus of San Luis Potosí. This struggle has been accompanied by a multitude of non‐indigenous and largely urban actors who have joined the Wixárika, bringing with them their own cultural, political and geographic registers for understanding and mobilising against mining in the region. Taking Wirikuta as a contemporary demonstration of interracial and cross‐geographic alliance building, I analyse how social movements that express solidarity and affective ties with the territories and cultures of indigenous peoples struggle to unsettle entrenched racial and spatial relations.  相似文献

This paper reflects on some of the dilemmas within my shifting roles over the last twenty years as helper/friend/member of the Katherine Indigenous community in the Northern Territory of Australia and then, as anthropologist. During this period, indigenous calls for land rights have been increasingly interpreted in the terms of ‘bourgeois law’ (Collier et al. 1995). Indigenous identities have become the focus of intense public scrutiny as they define eligibility for scarce resources. Fighting over the scraps of what was once a wholistic indigenous landscape, some of Australia's indigenous peoples have begun to turn upon each other, in the struggle for recognition. Anthropologists as the scribes of indigenous identities are placed in invidious positions, and are easily accused of participating in (neo)colonial endeavours. This paper takes some small steps towards locating an anthropological praxis in this land rights/native title arena of power.  相似文献

Management of Australia's National Parks and Protected Areas originally developed according to the United State's ‘Yellowstone’ model. Aimed primarily at preserving ‘wilderness’ areas, this form of protected area management has excluded indigenous habitation and land management, effectively colonising these landscapes. Since the 1980s indigenous exclusion from protected area management has been contested in the public sphere. Indigenous peoples have become involved in protected area management in various ways, such as the joint management of national parks. However, greater indigenous control is necessary to truly decolonise protected area landscapes and fully recognise the importance of indigenous Australians in land management. This paper explores a new initiative in protected area management: the Indigenous Protected Area (IPA) program. IPAs are established through voluntary declaration of indigenous land with the aim of enhancing indigenous control of protected area landscapes. Nantawarrina, the first declared IPA, is considered as a case study. Although some manifestations of colonialism are still evident in the Nantawarrina IPA, the program has made some significant contributions to the decolonisation of protected area management in Australia.  相似文献
