On the occasion of the Conference on the State of Italy, held at Brown University's Watson Institute for International Studies on 29–30 October 2013, David Kertzer interviewed former two-time Italian Prime Minister Romano Prodi. Their focus was on the evolution of Prodi's involvement in Italian government and politics. This first in what is planned to be two such interviews examines Prodi's initial move from an economics professor at the University of Bologna interested in the study of political economy and industrial policy, to a major figure in implementing industrial policy in Italy. It looks at his brief stint as Minister of Industry under Giulio Andreotti, his founding of the influential industrial study group Nomisma, and then his presidency of the Institute for Industrial Reconstruction (IRI), Italy's giant holding company. With the crisis of the Italian political system in the early 1990s, Prodi was central to the creation of a new centre-left coalition, named L'Ulivo (the Olive Tree), an experience he recalls here, along with his first experience as Prime Minister, from 1996 to 1998.  相似文献

This article examines whether Italian foreign policy has undergone significant and substantial changes under the second Prodi government. The first part identifies the variables affecting continuity and change in a country's foreign policy and addresses the question of the conditions under which one can expect changes as a result of a change in government, and the conditions under which continuity is instead more likely. The second part looks at the second Prodi government's foreign policy on a number of topical issues, most of which were also faced by the Berlusconi government, to see to what extent the Prodi government's approach to foreign policy indeed changed from that of its predecessor. The article concludes that the Prodi government did not change Italian foreign policy in any substantial manner; differences existed only in the way the new government occasionally chose to present and justify its policies publicly.  相似文献

This article analyses the experience of the second Prodi government from the standpoint of its political communication. The opening part contextualises the case by placing it within the broader framework of coalition governments generally, and briefly outlines the critical elements that, in Italy, prevent any majority from making a genuinely strategic use of communication in the policy-making process. The second part focuses on Prodi's poor communication, highlighting both its limits and the attempts at improvement made by the leader and his staff in 2007. Finally, the third part examines the journalistic coverage of the centre-left majority and considers the trend in public approval for the premier and the government, emphasising the problems that emerged on each side.  相似文献

Abstract

This essay provides an account of the erratic and troubled history of the relations between Italy and the People's Republic of China since the 1950s. After reaching their highest point in the two years immediately following the Tiananmen events – when Italy, more than any other Western country, worked to break China's international isolation – they have considerably frozen for a long time. The reason has to be found not only in the crisis that, since 1992, has overcome the Italian political system, but even more so in the structural limits of Italy's economic foreign policy and in the lack of a coherent strategy aimed at promoting Italian goods in world markets that provide huge opportunities – opportunities mostly neglected by the political-economic Italian establishment. The Berlusconi government replaced this negligence with fear-mongering behavior and recurring and outspoken protectionist remarks of various centre-right leaders, who feared the potential damage caused by China's increased competitiveness (which represented, in their opinion, an unfair trade practice) to the national industry. Though too recent to say if it will bear fruit, Prodi has made a desperate attempt for Italy to make up lost ground by leading to China what has been emphatically defined ‘the greatest institutional and business mission ever organized by Italy’ just a few months after his comeback to Palazzo Chigi.  相似文献

This article considers the systemic effects of the electoral reform approved by the centre-right in December 2005, and the factors that led to the crisis of the Prodi government, highlighting the way in which the issue of electoral reform and the likelihood of an electoral referendum contributed decisively to the breakdown of the fragile coalition maintaining the Prodi government in office. The article then analyses the ‘game’ surrounding possible electoral reforms, examining the interweaving of the preferences and vetoes of the various political actors, showing how these were influenced by the strategic aims of each actor and by the process of re-structuring of the party system. Finally, the new configuration of the political supply as it took shape in the run up to the 2008 general election is analysed, showing how this new format derives from the actors’ strategic adaptation to the electoral rules in force, and how the election may signal the end of a period of Italian politics marked by ‘fragmented bipolarity’.  相似文献

Abstract

This article readdresses Gramsci's use of Italian history, focusing on his judgement that the Italian Renaissance marked the start of a specifically Italian course of historical failure because it led directly to the Counter-Reformation, the Risorgimento and Fascism. It shows that Gramsci's political strategy after 1923 – on the need for a mass socialist movement – informed his historical opinions. His view of a regressive Renaissance contrasted the dominant historiographical consensus that saw it as the start of European modernity. Gramsci conceptualized modern European history according to a Reformation–Renaissance dichotomy that also determined his general sense of culture. By contrasting Catholic Italy (whose Renaissance had failed to lead to a Reformation) with the Protestant north (whose general Renaissance had formed a harmonious couplet with the Reformation), Gramsci reveals that his single greatest debt as a historian was to Weber rather than Marx or Croce.  相似文献

Secondino Tranquilli (alias Ignazio Silone) was one of the founders of the Italian Communist Party (PCI) in January 1921. Esteemed by Moscow and the Comintern, Silone was given increasingly important functions in the clandestine PCI organization in the 1920s and was appointed to its Political Office. His political career, which ended with his expulsion from the party in summer 1931, was frequently recounted by Silone himself who, as a famous writer, felt obliged to come to terms with his political past. Recent studies by Mauro Canali and Dario Biocca of Silone's membership of the PCI have shown a rather different truth. The documents they have published show that ever since he was in the young socialist movement Silone was collaborating first with the Italian police and then with the Fascist police. Throughout, he was corresponding with a high-ranking official in the Italian police, Guido Bellone. Their relationship entered into a crisis that ended Silone's collaboration when in April 1928, following the explosion of a bomb in Milan that caused some twenty deaths, his brother Romolo Tranquilli was arrested and sentenced to twelve years' imprisonment. This clearly weighed on Silone's conscience and was probably the original cause of his eventual abondonment of politics and his own 'double' role, to become awriter instead. Thispainful journey involved frequent treatment in specialist clinics where Silone received intensive psychoanalytical treatment.  相似文献

Abstract

The article offers a review of the most salient events of the 2006 electoral campaigns. It argues that with exception of 1994, the recent 2006 electoral campaign has been more focused on Berlusconi than the previous campaigns. As a matter of fact, Berlusconi, trailing in the polls, made all possible efforts to set the campaign agenda. He resorted to a massive overexposure of himself on the television stage and gave rise to a number of ‘media events’ that have dominated the electoral narratives, like the Vicenza speech at the Confindustria conventions and his final announcement of abolishing the municipal tax on homeowners. All that was not enough to gain re-election, but his frantic campaign activity allowed him to re-acquire a clear leadership of the House of Liberties, which had been previously challenged by his own coalition partners. The article analyses also the Berlusconi – Prodi debates, and the reasons why electoral debates promise to become a fixed feature of the Italian politics.  相似文献

Edited by Giuseppe Galasso, one of Italy's most distinguished historians, this large volume seeks to convey the Italian contribution to historiography and political thought from the dawn of the Middle Ages into the present century, though it is overwhelmingly concentrated on the centuries since 1400. It includes six overview essays, but over 70 percent of its bulk consists of short articles, 108 in all, the vast majority on individual figures, and most of them five to seven pages in length. Whereas the approach, through individual figures, makes the volume especially valuable as a reference work, the approach also entails limitations making it hard to delineate and assess a distinctively Italian contribution. Readers must often connect the dots on their own if they are to discern the strands of a distinctive tradition. In his introductory overview, Galasso suggests a special Italian sensitivity to history, or capacity for the philosophy of history, but the suggestion is left vague and is followed up only in the most ad hoc way in the subsequent essays. The book offers little on how Italian idiosyncrasy might have either compromised or enhanced wider impact. Although the extent of Italian international interaction is well documented, there is little attention to reciprocity and the scope for synergy. Nor is there much assessment of the implications of changes in the valences of that interaction over the centuries, especially in breeding self‐criticism and sometimes compensatory myth‐making that might have further complicated the resonance of Italian offerings. But the volume demonstrates the richness of the Italian contribution and implicitly invites us to better encompass it, perhaps through comparative work and further research on multinational interplay.  相似文献

This article examines the Italian foreign policy of the second Berlusconi government. The first section focuses on the episodes that critics have used to argue that, under the second Berlusconi government, there has occurred a process of ‘Americanization’ of Italian foreign policy, and provides an interpretation of their significance. The second section looks at these episodes against the historical background of Italian?–?American relations since the end of World War II and argues that, from this perspective, very little, if anything, has changed in Italian?–?American relations or Italian foreign policy in general.  相似文献

Doctor Antonio (1855), Giovanni Ruffini's novel of therapeutic travel, cross-cultural love and Risorgimento propaganda, pairs an English patient's quest for renewed health in Italy in the 1840s with the concurrent resurgence of the Italian nation through political action. An Italian revolutionary activist turned man of English letters, Ruffini wrote seven novels in English, of which the second, Doctor Antonio, was his greatest critical and popular success. Employing the popular Victorian practice of recuperative travel as a key plot device, and using this device to convey Italian political messages to nineteenth-century English readers, the novel offers a context-specific variation of the rhetorical tradition of representing the ‘body politic’ as a site of health, disease and medical management. This essay investigates Doctor Antonio's relation to Anglo-Italian literary, political and medical contexts in the mid-nineteenth century. More specifically, it analyses how the novel's medical plot supports Ruffini's aims of challenging negative stereotypes of Italians and advancing the cause of Italian liberalism. A reading of Lucy Davenne's illness and treatment as an allegory for the condition of the ailing, but potentially resurgent, Italian nation is developed and critically reflected upon. The intersection of medical and political frames of meaning in the text is further explored by interpreting the space and community of Lucy's convalescence as the model of an ideal society to which both English and Italians might aspire. Finally, the essay considers the novel's material impact on the development of medical tourism in northern Italy, and the political significance of this impact.  相似文献

This article assesses the behaviour of three actors, the government, the opposition and the President of the Republic, in the first two years of Berlusconi's government. Though solidly controlled by Berlusconi, his government has already had to replace two important ministers and some under-secretaries and has often behaved like a traditional coalition government. Moreover, it has so far achieved virtually none of the promises made in the 'Contract with the Italians'. It is feebly challenged by a divided opposition, unorganized, leaderless, unable to create a shadow government and just waiting for Romano Prodi's return from Brussels. Precisely because of its weakness, the opposition has often tried to rely on the President of the Republic as a check on Berlusconi's exorbitant power. Indeed, Ciampi has intervened in a more or less controversial way in the drafting of some government bills and has sent a solemn message to parliament asking for a more impartial and pluralist information system; to no avail. However, Ciampi's role and behaviour suggest that the problem of the powers of the President of the Republic has not been solved. Berlusconi's own preference for a popularly elected president and his unsolved conflict of interests indicate that the political and institutional transition in Italy is not yet over.  相似文献

Giosuè Carducci's conception of Italian literature differed from those of Francesco de Sanctis and Benedetto Croce. He argued that Italian literature, together with a concomitant cultural identity and political mission, developed along a continuous, progressive and evolutionary path. This study analyzes Carducci's creation of an Italian cultural and political identity through literary history and his construction of a plausible model for its historical development by incorporating literary,scientific and political theories. Carducci gave Italians a past of which they could be proud, proof of Italy's leading role in Europe's civilizing mission, and a strategy to accomplish it. Carducci's conception of italianitÀ, defined in terms of a historic mission of grandezza , was one of several brands of Italian nationalism. His linking of literary history to aspirations of national unity and aggrandizement implied that the mantle of the Risorgimento now belonged to the educated elite. This linkage of literature and national identity to aspirations of cultural and political hegemony explains why Carducci was so popular with the Nationalist Party whose leaders invoked his literary history to legitimize their political program and to discredit their political opponents prior to World War I and under Fascism.  相似文献

Abstract

Out of a quickly performed merger between the Left Democrats and the Daisy, a new party has made its appearance in Italy: the Democratic Party (Partito Democratico – PD). In the summer of 2007 three candidates, Walter Veltroni, Rosy Bindi and Enrico Letta campaigned in order to convince sympathizers and supporters of that, yet non-existing party, that they were worthy of the office of Secretary of the PD. The election of Veltroni contributed to the already existing tensions within the centre-left governmental coalition that led to the demise of Prodi's government and to early elections. In April 2008, though receiving 33 per cent of the vote, the Democratic Party suffered a serious defeat. This article explores the reasons of the defeat and analyses its consequences on the restructuring of the Italian party system and the future of the Italian political system. Unless the Democratic Party is capable of finding an adequate organizational model and of expanding its electoral support beyond the areas of the traditional entrenchment of the former Communist party, the centre-right seems destined to guide Italian politics for some time to come.  相似文献

The article discusses the thinking of Mario Einaudi in relation to the ambitious measures with which the Italian government sought to move towards land reform in the immediate post–war period. Einaudi, an intellectual and academic, was by birth Italian but moved to the United States during the Fascist period. Like his father Luigi, the noted economist, he was convinced of the need to stimulate the free market in land in order to increase productivity and modernise cultivation methods; in his writings he repeatedly sought to develop a plan of action that would facilitate collaboration between Rome and Washington in this field, identifying the Tennessee Valley Authority approach as especially suited to the Italian case. However, while his ideas achieved a good public airing, they had a limited impact: on the political front, Cold War priorities pushed Italian and US Marshall Plan experts more towards the redistribution of landownership than towards stimulating the productivity of agricultural businesses, in the attempt to rapidly build a consensus behind the government; and on the cultural front, at the end of the 1950s the issue of backwardness in the rural South started to be interpreted in terms of cultural and social anthropology, an approach which did not directly relate to the development of political programmes.  相似文献

ABSTRACT. To date, European identity has not mobilised a feeling of belonging or solidarity that would be comparable to the ways in which national identities stir people's passions and make them ready ‘to die for’ their nations. However, much of the related political debate and scholarly analysis has paid little attention to citizens' understanding of European identity and the way this relates to national identity. This paper aims to contribute towards filling this gap. It explores qualitatively the relationship between national and European identity among Italian citizens with a view to answering the following research questions: How do Italian citizens define Europe? Who is a European? How does feeling European relate to feeling Italian? How do citizens perceive the European integration process? The article is based on 24 qualitative interviews with Italian citizens of varying age, gender, locality of residence and socio‐economic status, conducted in spring and summer 2003. This introductory article deals with the most recent contributions by Italian historians on the Italian Republic's international role. It aims mainly to demonstrate that a new generation of younger Italian historians is successfully offering new views and interpretations on First Republic Italy's role in the international system, and is also focusing on aspects such as the culture of Italy's political parties, the economic dimension, the role of public opinion, and the influence of external actors on domestic Italian politics – in short, that there has been a turn away from traditional diplomatic history based upon the archives of the Foreign Ministry.  相似文献

ABSTRACT

This article investigates the patterns of Europeanization of the Italian public sphere during the 2019 European Elections campaign. Europeanization is meant as a multifaceted process. The visibility and salience of the European Union (E.U.) within the public debate is realized by dynamics involving different actors, in terms of interactions, connections and contaminations between different public spheres. The aim of the article is to clarify whether and to what extent the Italian media covered the E.U. during the European Parliament (E.P.) elections campaign and more precisely to assess through which dynamics of Europeanization the E.U. entered the domestic public debate. We relied on data from a human content analysis carried out on 10 Italian media outlets during the seven weeks before election day. Our findings suggest that, compared to 2014, the visibility of E.U. and E.U. related issues is increasing within Italian media coverage. Italian media still maintain a neutral approach to the issue, resisting to Eurosceptic claims from political parties and public opinion. With regard to the Europeanization, we found that media tend to focus on the vertical dimension especially, providing visibility to domestic actors addressing the E.U. and its political actors. Elements of horizontal Europeanization, instead, are mainly referred to events from other E.U. member states, with few connections among political actors. All in all, our results confirm the idea of a growing centrality of the E.U. within national public debate combined with signals of more structured and substantial Europeanization.  相似文献

The purpose of this article is to critically undermine two commonly held and closely related contentions regarding the British idealist tradition. The first is that the British idealist tradition went into rapid and terminal decline shortly after the outbreak of the First World War. The second is that J. A. Smith was largely responsible for it. These aims are achieved through a diachronic analysis of Smith's conception of human imperfection as well as an assessment of Smith's intellectual legacy. As this article will show, contrary to the received view, Smith was a philosophical innovator who instigated an intellectual evolution within the British idealist. In particular, this article shows that Smith substituted aspects of his early Greenian philosophy with elements of Italian idealism. As a result, Smith was instrumental in moving British idealism away from its traditional underpinnings and towards more a Croce–Gentilian foundation. It is this neglected philosophical innovation which has given scholars the false impression of the tradition's collapse. By establishing Smith's intellectual innovation this article intends to show that Smith made a much more significant intellectual contribution to the philosophical tradition to which he belongs than has so far been recognised.  相似文献
