Abstract

The economic literature on heritage has primarily analysed the impact of building preservation on real‐estate values and community redevelopment. Recently, economists have expanded their study on heritage to include everything from historic buildings and antiques to museums and monuments. However, this research ignores the political and legal characteristics of heritage and is used primarily to justify government expenditures on heritage. The economic study of heritage should include a conceptual framework to explain the process through which certain artefacts acquire historic significance and value. This framework would provide guidance to establish which economic agents form part of the heritage world and what incentives guide them to join it. With this framework in place., we can evaluate how the tools used by these agents to obtain their own goals affect the provision of historic resources.  相似文献

In practice, the care of historic urban space is dominated by planning professionals whose bias is towards the broad remit of the conservation of the built heritage; it remains the exception for other professions to take an active role in the protection of spatial elements of the historic townscape. Neither do these areas enjoy the same degree of statutory protection as their built counterpart, even though they may have played an equally important role in the evolution of our towns and are an integral part of the urban form. This study is the first stage of the author's on‐going research into the value of historic space within the modern urban environment and the level of protection afforded it by the planning system. The results of this pilot study are used to suggest a professional and statutory framework, based upon inter‐disciplinary co‐operation, from which the full value of townscapes may be safeguarded in the future.  相似文献

Abstract

The secession of territory represents a unique challenge in the protection of cultural heritage in conflict. The declared independence of Kosovo has considerable implications for international cultural heritage. This paper focuses on the deliberate destruction of examples of historic architecture such as De?ani Monastery and Hadum Mosque as a means of contextualizing the nature of heritage in conflict with respect to international cultural heritage law. It offers a preliminary examination of aspects of cultural heritage in conflict, particularly in regard to the secession of territory and how it applies to historic monuments. The aim of this paper is two-fold: to address the considerations of immovable cultural property within the borders of Kosovo; and to utilize the examples of Visoki De?ani Monastery and Hadum Mosque to highlight the significance of cultural property in conflict.  相似文献

Abstract

Since the introduction of the doi moi (renovation) policies in 1986, economic liberalisation and modernisation have led to redevelopment pressures on the cultural heritage of Vietnam's cities. A lively debate has ensued, most notably in the capital. Hanoi, about what is worth keeping. The views of international and local developers are opposed to the ‘Vietnamese heritage only’ of the most narrowly nationalistic of politicians and planners. The complicated decision‐making environment is made more difficult by the presence of Western planning advisers who argue for the protection of the French and Russian layers in Hanoi's cultural landscape. This is part of a long history of heritage contestation and redefinition in Hanoi which largely reflects the succession of political regimes controlling the city. Consideration of key philosophical and practical issues is timely given the current intervention by the Australian Hanoi Planning and Development Control Project team which is helping shape the future of a variously‐defined ‘historic Hanoi’.  相似文献

Abstract

Within heritage studies the relationship between national heritage and national identity is frequently taken as axiomatic. The construction of a national heritage is an important part of nation‐building, and historic buildings and monuments can be powerful symbols of a nation's aspirations and identity. Yet this relationship has received relatively little empirical investigation. This paper reports an exploratory study of the heritage/national identity relationship in Romania which focuses on just one Roman monument – Trajan's bridge. For many Romanians the monument is a powerful symbol of their identity representing Dacian and Roman origins, Latinity, and the continuity of Romanian settlement in Transylvania. The monument was also seen by some as an important symbol of Romania's attempt to construct a post‐Communist identity, and to forge closer links with western Europe. However, the meanings of the monument are not shared by all Romanians, and in particular are strongly contested by Romania's Hungarian minority.  相似文献

ABSTRACT

This article describes the work of the Canal & River Trust in managing and conserving the heritage assets and the wider historic environment of the Trust's waterways in England and Wales. Various types of heritage assets are described, and the ways in which these assets are managed, including via archaeological recording, along with conservation-led repairs to historic engineering structures and other historic waterway-related buildings, are considered. New directions that offer effective and efficient ways of dealing with heritage assets are examined.  相似文献

Abstract

In the last two decades there has been largely critical discussion of the role which costume films play in the construction of the idea of national hertiage. Much of this writing has assumed that such films generally holster partial and conservative interests and represent a chronic nostalgia for a make‐believe past. Adaptations from historic classic novels are claimed to foist predominantly middle‐class tastes and standards upon the broader viewing public. The extraordinary success of the BBC's 1995 Pride and Prejudice gives one the opportunity to examine in some detail the inter‐connectedness of a number of cultural industries including heritage, museums, tourism, publishing and television, in audience perception and reception.  相似文献

The concept of cultural landscapes as remarkable windows onto the past, and rich historical documents that can be read has gained increasingly wide acceptance in Australia over the past few years. Allied to this, and informing it. is the way in which landscape as a cultural construct plays a major role in attachment to place and sense of Australianness. The understanding of cultural landscapes as a setting where human history is on display is a community movement as well as a professional one. Abstract

In April 1996, a single gunman killed 35 people at Port Arthur, Tasmania. A majority of these murders occurred inside the Broad Arrow Cafe, a structure related to commercial and tourist operations at this historic site. This paper considers the politics of heritage management for a place of recent human tragedy. How do Australians cope with this tragic site as survivors, as witnesses, as heritage managers, as local residents, as sympathetic nationals? Current debates on the future of the Broad Arrow Cafe provide some significant insight into the heritage of mourning: should such buildings be retained as monuments, should they be ceremonially removed to encourage a healing process, or should they be left to decay naturally? Through these debates, questions about the local, national and international nature of cultural heritage management have emerged. Whose interests are served by preserving sites of human suffering? What are the roles of artefacts, architecture and cultural landscapes in the memorialization of tragedy? Finally, there is discussion of some innovative suggestions from local and federal heritage authorities for preserving some physical testimony of the tragedy, while honouring the national and personal mourning process.  相似文献

Abstract

There are roughly 2300 recognized archaeological sites in Taiwan. Under the Cultural Properties Preservation Law (CPPL) of 1982, archaeological heritage falls under the category of 'historic relics'. However, archaeological sites are not designated as such until they have been excavated and studied to prove their cultural value. Protection of the archaeological heritage has been reinforced through the Environmental Impact Assessment Act (EIAA), which regulates all environmental management plans. These study and determine the degree and scope of the potential impact of development on the cultural environment.

The CPPL was extensively amended and promulgated in 2005, and in this recent document discussed archaeological heritage in a distinct chapter (Chapter 3 with 16 acts). Furthermore, three regulations have been issued concerning the examination of designations of archaeological sites, qualification standards for excavation, as well as the administration and protection of archaeological sites. The newly enacted Cultural Law and Regulations confer competent authorities at all levels with all powers to supervise, administer, and then protect valuable buried cultural property. Although the protection of archaeological heritage has been better enforced since 2005, archaeological remains in Taiwan are still under various threats. Preservation of the cultural heritage is threatened by development, in many cases resulting in impasse. This paper discusses several recent examples of such dilemmas and presents a personal opinion on a better way to settle the controversy.  相似文献

In order for all citizens to fully belong to a nation or a community, they must have membership in that society’s institutions, systems and social relations on both the formal and everyday levels. Heritage sites are public institutions of formal cultural presentation and informal social encounters where society demonstrates community membership. But in a country such as Canada where global economics and popular culture combine with an unprecedented influx of immigrants, how a community imagines itself and articulates its heritage is changing radically. Canada’s National Historic Sites (NHS) is among the important public institutions devoted to both the presentation of heritage and demonstration of citizen membership. This paper describes how this institution is adapting to changes in imaginings about citizenship, on both the formal and informal level. It looks at how NHS is expanding the involvement of all citizens in the why, what, how and to whom of heritage presentation, evolving its practices to include ethic minorities in its imaginings of Canadianness. Using as an example a new NHS exhibit and designations related to the Underground Railroad and African‐Canadians, the paper considers how historic sites, as formal instruments of the state, can be re‐tuned as informal sites of discourse and negotiation about identity, citizenship and belonging.  相似文献

Abstract

This article discusses the ambiguous relationship between heritage tourism and everyday life in the historic centre of Naples. This area, long characterised by a lower-class residential population and intermittently considered off-limits to tourists, has over the last two decades become the focus of a burgeoning heritage tourism industry. The article adopts the idea of precariousness – understood contra conventional formulations as a condition that elicits both anxiety and emancipatory release – in order to make sense of the allure and repulsion that the historic centre exerts in tourist encounters with the city. Through three examples – a bus sightseeing tour, online responses to a New York Times article about Naples and local people’s perceptions of a pedestrianised piazza as a tourist contact zone – the article illustrates how the historic centre as a tourist destination is constituted by a mix of foreboding and excitement; where affective experience tends to trump the monumental gaze. Thinking in terms of precariousness not only underlines the contradictory role that this area plays in the local production of cultural heritage but also poses a challenge to those accounts that see in the advent of a visitor economy the inevitable ‘museumification’ and gentrification of historic centres.  相似文献

Abstract

This paper outlines the revisions made in 1999 to the Burra Charter, the core doctrine for heritage conservation in Australia that was first adopted by Australia ICOMOS in 1979. It examines the reasons why changes were needed, including broadened perceptions of heritage, new understandings of heritage significance, and recognition of the need for community input into conservation decisions about its heritage.

The review process, which took five years, changed its procedures halfway through after members of Australia ICOMOS roundly rejected a draft, while agreeing that a revision should still take place. Following a thorough consultative process with members, the text of the 1999 revision of the Charter was resoundingly endorsed (the text is included here as an Appendix).

The paper describes how the revised Charter differs from the previous text. The changes lie primarily in the recognition that heritage value, or significance, may be embodied in the uses, associations and meanings of a place, in addition to its physical fabric. Other key changes include incorporation of a flowchart explaining the conservation planning process; the seeking of community input; and the recognition that interpretation is an integral part of good heritage management practice.  相似文献

ABSTRACT

In the last ten years or so, we have witnessed a shift towards so-called non-representational theories in heritage studies. In non-representational theories, one is interested in cognition, affect, and emotion, as well as textual or visual representations of heritage. This turn can be viewed as a prolongation of the popular approach of analysing heritage as discourse, in which heritage is viewed as a cultural process from which the objects of heritage evolve. However, this paper will demonstrate that some proponents of non-representational theories seem to have overlooked an already established linguistic tradition of analysing affect and emotion ‘in’ texts. Since human affect and emotion are linked with semiotic meaning-making, I argue that it is futile to attempt to separate discourse analysis and non-representational theories. I forward an argument that Critical Discourse Analysis (CDA) and Critical Realism (CR) as a philosophy of science may serve as platforms where non-representational and representational approaches can meet to more fully grasp how we represent and respond to heritage.  相似文献

Abstract

This teaching exercise for increasing awareness of, and sensitivity to, issues in cultural heritage management addresses the significance attached to cultural icons associated with the past. The exercise uses representative places from the non‐indigenous Australian historical landscape as cultural analogues to introduce non‐indigenous Australian students to issues of indigenous cultural heritage. Assessment of student response suggests that the exercise serves its purpose in increasing awareness of both issues of cultural significance and difficulties in cultural heritage management.  相似文献

ABSTRACT

The paper investigates the relationship between the Swedish development agency Sida and Cultural Heritage without Borders (CHwB), a facilitating organisation in the field of cultural heritage in Bosnia and Herzegovina (BiH) following the Bosnia War. From 1995 to 2008 CHwB was the only NGO in BiH working to preserve cultural heritage, and was almost exclusively funded by Sida. From having been an organisation focusing on the restoration of historic monuments, CHwB transformed into becoming an NGO facilitating social and economic development. The paper suggests that CHwB gradually changed from having a very particular position of working with the preservation of an ethnically diverse cultural heritage with the aim of promoting reconciliation, to one where it needed to focus on reconstruction and its implications for economic development. By analysing a large number of key documents using Norman Fairclough’s critical discourse analysis this change is interpreted in relation to changes taking place within the landscape of international aid and post-conflict recovery.  相似文献

The authors discuss the interpretation of Old Parliament House in Canberra, which ceased being the site of the Australian Federal Parliament in 1988 and is now an historic building and open to the public. The challenge lies in a building, which is not only an historic piece of architecture, which contains the National Portrait Gallery, but also the site of all Australian federal political life for sixty years. Abstract

This review analyzes, through three recently published books that talk about cultural heritage in Latin America, how the Cultural Heritage Studies have allowed us to understand the current situation in the region characterized by the growing tendency to promote declarations of heritage as part of a plan for the use of culture as a resource for sustainable development. Likewise, those books analyze how responses from local communities are generated to hegemonic definitions of heritage, which indicates that cultural heritage in Latin America is not something given but something in constant construction and dispute.  相似文献
