ABSTRACT

The article reconstructs how the Italian Radical Party became, from the mid-1960s, the party of ‘civil rights’, and what its main battles for these rights were between 1967 and 1979. In the Italian political system the Party played a crucial role in the process of re-institutionalization that took place in the 1970s, helping to transfer demands formulated in social and cultural terms since the 1960s to the legislative-institutional level. Making the battle for civil rights the object of their own political action had a systemic meaning for the Radicals – namely, to undermine the dominion of the Christian Democrats and redefine the relations between the political sphere and society. This was closely linked to the political strategy of the party and to the organizational form it gave itself from 1967 onwards. These aspects, however, did not remain unchanged between 1967 and 1979; rather, they fed on the Radicals’ evolving vision of Italian society (on its social turmoil) on the one hand, and on the other they reacted to the evolution of the Italian political scenario, in particular to the possibility of building a parliamentary alternative to the Christian Democracy.  相似文献

Abstract

Out of a quickly performed merger between the Left Democrats and the Daisy, a new party has made its appearance in Italy: the Democratic Party (Partito Democratico – PD). In the summer of 2007 three candidates, Walter Veltroni, Rosy Bindi and Enrico Letta campaigned in order to convince sympathizers and supporters of that, yet non-existing party, that they were worthy of the office of Secretary of the PD. The election of Veltroni contributed to the already existing tensions within the centre-left governmental coalition that led to the demise of Prodi's government and to early elections. In April 2008, though receiving 33 per cent of the vote, the Democratic Party suffered a serious defeat. This article explores the reasons of the defeat and analyses its consequences on the restructuring of the Italian party system and the future of the Italian political system. Unless the Democratic Party is capable of finding an adequate organizational model and of expanding its electoral support beyond the areas of the traditional entrenchment of the former Communist party, the centre-right seems destined to guide Italian politics for some time to come.  相似文献

This article offers a re-examination of the period leading up to independence in Botswana, formerly known as the Bechuanaland Protectorate, between 1960 and 1966. With the use of original archival material from Botswana and the United Kingdom, it aims to explain why the Bechuanaland Democratic Party overwhelmingly defeated the Bechuanaland People's Party in the March 1965 elections for self-government. Botswana's post-colonial transition was unusual for being without a mass, social movement for national self-determination. The Democratic Party, led by Seretse Khama, favoured close cooperation with the British colonial authority and a gradualist transition to independence, while the People's Party closely adhered to the ideology of anti-colonialism and demanded immediate independence. This article will argue that the Democratic Party won independence due to its sacrifice of anti-colonial credentials, in the short term, in favour of a political platform that addressed the long-term challenges of Bechuanaland's quest for viable statehood. The research helps to explain why Botswana was slow to develop closer relations with fellow independent African states. As a provincialised history of decolonisation, this article shows the potential for variance within the wider anti-colonial movement, which incorporated diverse actors, agendas and geopolitical conditions.  相似文献

ABSTRACT

The aim of the article is to trace the evolution of the Movimento 5 Stelle (Five Star Movement [M.5.S.]) over the last four national elections (the 2013 and 2018 general elections and the 2014 and 2019 European elections). In particular, our goal is to understand how the electoral support for the party changed, in the context of the broad transformations of the Italian electoral geography. In order to accomplish this goal, we investigate the explanatory role of the spatial dimension on electoral support, specifically in terms of geographical zone and municipality size. The M.5.S. is also compared with the two parties that reported the best results in the last European elections: the Lega (League) and the Partito Democratico (Democratic Party [P.D.]). Our results show that the recent European elections do not represent a turning point in the (electoral and geographical) history of the M.5.S.: its territorial rooting in the south of the country and in medium-sized municipalities are present from the 2014 European elections onwards. Interpretations and implications of these findings are discussed in the conclusions.  相似文献

Giosuè Carducci's conception of Italian literature differed from those of Francesco de Sanctis and Benedetto Croce. He argued that Italian literature, together with a concomitant cultural identity and political mission, developed along a continuous, progressive and evolutionary path. This study analyzes Carducci's creation of an Italian cultural and political identity through literary history and his construction of a plausible model for its historical development by incorporating literary,scientific and political theories. Carducci gave Italians a past of which they could be proud, proof of Italy's leading role in Europe's civilizing mission, and a strategy to accomplish it. Carducci's conception of italianitÀ, defined in terms of a historic mission of grandezza , was one of several brands of Italian nationalism. His linking of literary history to aspirations of national unity and aggrandizement implied that the mantle of the Risorgimento now belonged to the educated elite. This linkage of literature and national identity to aspirations of cultural and political hegemony explains why Carducci was so popular with the Nationalist Party whose leaders invoked his literary history to legitimize their political program and to discredit their political opponents prior to World War I and under Fascism.  相似文献

The February 2013 Italian general elections were characterized by the highest volatility to date. Although, thanks to the majority bonus, the Partito Democratico (Democratic Party) obtained the absolute majority of seats in the House of Deputies, it could not be considered the winner of the elections. Lacking a majority in the Senate, it was obliged to form a government with Silvio Berlusconi's party and with the rather small number of parliamentarians elected in former Prime Minister Mario Monti's list. In spite of his last-minute surge, Berlusconi was a clear loser, having lost almost six million votes in respect of his 2008 victory. Comedian Beppe Grillo's Movimento Cinque Stelle (Five Stars Movement) received the highest-ever number of votes for a new entry into any post-war European general election. Unwilling to play the coalitional game and made up of inexperienced and incompetent parliamentarians, Grillo's party has remained isolated and ineffective. The present Italian party system consists of three poles, the Movimento Cinque Stelle playing the role of anti-system party. Institutional reforms and especially reform of the electoral system, which has been struck down by the Constitutional Court, are again the focus of debate. Restructuring of the Italian political system is yet to come.  相似文献

The capital city is the place where political entities are represented in national space. This space acts as a mediating force between society, the nation, and the outside world, and it is very important for the development of a system of visual national symbols. The political leaders, national and local, are those who shape the capital city. Therefore, examining the relationship between municipal and national political systems in Jerusalem sheds light not only on local history but on national developments and the perception of Jerusalem as the capital in the national psyche. The years 1948-1955 were a very chaotic time in the annals of Jerusalem, Jerusalem became a city divided between Israel and Jordan in a semi-state of war that turned permanent despite the armistice agreements. Israel’s national leaders remained ambivalent about Jerusalem as capital city despite the rhetoric of figures from across the political spectrum. Their ambivalent attitude influenced the relationship with the Jerusalem Municipality. The article addresses the subject of the relations between the national government and the municipal political coalition in Jerusalem from 1948 to 1955.  相似文献

What makes democratic institutions work efficiently? Robert Putnam argued in Making Democracy Work that a mixture of political participation and immersion in associative and social networks in the community, conceptualised as ‘civic community’ or ‘social capital’, is the explanation. Ever since its publication, many questions have arisen about the validity of Putnam's theory. Among the most relevant concerns stands the influence of the Italian Communist Party on Putnam's empirical tests. This paper aims to fill the gap left in the literature by testing Putnam's hypothesis against the political party in the regional government and the PCI's electoral support. Supporting Putnam, this paper finds that variations in the quality of democratic governments in Italy's regions are a function of civic community even after adjusting for the presence of the Italian Communist Party.  相似文献

A central debate in political science centres on the origins of political parties and specifically on the question as to whether they emerged as a result of the rise of parliamentary institutions. Regarding the Italian party system, the commonly held view is that Italian parties emerged as a consequence of national unification and the establishment of parliament. This article contributes to the debate on the origins of Italian parties by presenting empirical evidence on the timing of their initial formation, analysing data regarding the social base, membership, organisational articulation and policy-making accomplishments of the two major political movements active before and after the establishment of the national parliament. The article argues that, at least in the Italian case, parties did not originate in the legislature; rather, similar to countries such as Germany and Spain, Italian parties developed as a result of a major national crisis.  相似文献

We consider information aggregation in national and local elections when voters are mobile and might sort themselves into local districts. Using a standard model of private information for voters in elections in combination with a new economic geography model, agglomeration occurs for economic reasons, whereas voter stratification occurs due to political preferences. When trade is more costly, people tend to agglomerate for economic reasons, resulting in full information equivalence in the political sector. Under free trade, people sort themselves into districts, most of which are polarized, resulting in no full information equivalence in these districts.  相似文献

Following current debates on the study of the quality of local government, this article focuses on the effects of settlement unit size and organizational type on candidacy in local elections within the Czech Republic. Municipal size and institutional design are traditionally seen as important factors influencing political participation at the local level. However, citizens in differently defined settlement units included in a municipality are disadvantaged differently by these factors and thus, de-motivated to participate in politics. The unit of analysis within the article is a settlement unit within a municipality. The article uses Poisson regression to estimate the effect of the absolute and relative size of the settlement unit and different organizational types of settlement unit on the relative number of candidates in the unit. The analysis is based on data from 6,124 Czech municipalities over three sets of elections. The results of the analysis show that increasing absolute size and decreasing relative size of settlement unit have negative effects on the number of candidates in units. Also the institutionally disadvantaged units (defined by the location of the municipal office within the settlement unit) produce smaller number of candidates. The results show the importance of structural factors on the traditionally neglected type of political participation (candidacy) within this field. This allows the formulation of recommendations for local government reforms, not only in the Czech Republic, but also for amalgamated municipal systems.  相似文献

Writing in the mid 1990s, Ewen Green suggested that the Edwardian Conservative Party was locked in a crisis which, after 1910, was leading towards a disintegration of Unionism. Recent research has challenged this view, contending that at constituency level, Conservative activists and parties were recovering, rebuilding around issues such as Ireland, land reform and opposition to National Insurance. However, there are few studies of the causes and consequences of the crisis of Conservatism in urban constituencies or the extent to which the party may have been recovering by the outbreak of the Great War. This article considers these issues in the city of Norwich. It assesses the profile of activists; the fortunes of the Conservatives in the parliamentary election contests of the period, addressing the ways the party used a variety of candidates to attempt to attract popular support; and the particular issues of tariff reform and socialism, to determine the extent to which voters and activists were willing to accept protection as part of a broader defence against socialism. These national issues are contrasted with the performance of the party in municipal elections, considering the basis of the growing appeal they evidenced in council elections after 1906, along with the continuing emphasis on organisational weakness evidenced by party leaders. Overall, it suggests that, despite their municipal strength, the continued commitment of the local party to tariffs prevented them from challenging effectively for the constituency against a Liberal‐Labour alliance with a shared belief in free trade.  相似文献

Since the early nineteenth century political opposition became a central concept of political representation in constitutional monarchies. While this concept marked the political language of unified Italy on the national level, in local administration the legitimacy of political opposition remained an issue of dispute, as illustrated in this analysis of the political language in Bologna's local council. Local perceptions of national events, like the government's reaction to Garibaldi's unsuccessful Mentana-campaign, assumed major symbolic meaning in local politics and challenged traditional understandings of municipal administration by introducing the concept of political opposition. In Bologna, after Rome the second city of the former Papal State, the Moderates were able to grow into a position of political hegemony after the Unification of Italy and remained the predominant political force also after Italy's “parliamentary revolution” of 1876 and the electoral reforms of the 1880s. As a consequence of its limited influence on the local administration, Bologna's Left defined its ideological profile earlier and more clearly than the Left in other parts of Italy and integrated issues of national importance into local political discourse. Analysing the relationship between central administration and periphery, the article reveals the development of political language and the changing meanings of political representation between Unification and World War One and explains on this basis the escalation of social and political conflict in Finesecolo Italy.  相似文献

Joseph Parkes, Birmingham solicitor, electoral agent, whig party advisor and secretary to the Parliamentary Municipal Corporation Commission was a modern master of exposing corrupt and fraudulent electioneering and using it as a catalyst for the election of reform and Liberal politicians immediately following the 1832 Reform Act. Warwickshire's own political and legal history was the foundation for Parkes's understanding of how politics worked in Britain and what was wrong with it, and helped forge his vision for an effective reform in parliamentary and local government. This essay examines Joseph Parkes's understanding of national electoral politics, informed by his work in Warwickshire. As a local solicitor, Parkes gained the wisdom of controlling electoral registration, canvassing in a routine and orderly manner and establishing a network of professionals to secure that registrations turned into votes at elections. This experience would culminate in the formation of the Reform Club, a national organisation of whigs, Liberals and radicals, that would, eventually, become the base of the Liberal Party in modern British politics. In short, Joseph Parkes was a man who could not, and did not wish to, escape where he came from, at least in terms of his political education. His Warwickshire experiences and lessons learned, solidified a series of political reform goals that he pragmatically approached as a political advisor, operative and attorney, rather than an elected public servant, and marked the direction of politics for the rest of the century.  相似文献

This article examines the social and political responses to the new flow of immigrants to Italy from outside the European Union. First, the Italian experience is compared with the rest of Europe with respect to such questions as the characteristics of the immigrants themselves, and the response to them on the part of political parties, the church, the unions, and the state at local, regional and national levels. Next, broader comparisons are drawn between the Italian case and that of classic ‘societies of immigration’, particularly with regard to the structure of economic opportunity available to the extracomunitari in Italy.  相似文献

On 13 May 2001, the same day as the general elections, municipal elections were held in more than 1,000 municipalities, including all the major Italian cities (Rome, Milan, Naples, Turin). Incumbents already re-elected once could not stand because of the two-term limit. This in many cases opened the way for a renewal of mayoralties. This article aims to provide a balanced assessment of the process of direct mayoral elections by using data relating to electoral behaviour, stability and mayoral recruitment inside the 103 Italian provincial capitals (the capoluoghi ) to complement an analysis of the reform of 1993. On the basis of the theoretical analysis and the empirical evidence provided, it is argued that the direct election of mayors, and more generally the neo-parliamentary system of government, represents an example of a successful institutional reform.  相似文献

ABSTRACT

In this article we provide a general interpretation of the results of the 2019 elections of the European Parliament in Italy. The Italian case contains several elements that are, at the same time, ambivalent and interesting, especially if observed in a larger, European-wide comparative perspective. Besides a general interpretation of the vote for the European Parliament, the article discuss also the consequences of the elections results for the transformations of the Italian party system and the patterns of government formation in a context characterized by an increasing process of political integration in a multilevel political system. Finally, we discuss the trend of Euroscepticism in the Italian public opinion and the role played by radical or ‘sovranist’ parties in promoting a feeling of distrust or detachment towards the European Union.  相似文献

This article stresses the longue durée features of the Italian political system. It examines the role of two historical factors: (1) the existence of some peculiar (and quite 'sophisticated') state financial institutions; (2) the influence of certain long-enduring social traits (regional differences, family values, the Catholic Church, political religion) on the relationship between state and citizens. It discusses the specificities of the Italian political system (with its historical Fascist heritage and the biggest Communist Party in Europe) and the reaction of the political elite (especially on the left) to international developments in the 1940s and the 1970s, since these years (of the economic 'miracle' and the origins of Italy's political 'landslide') offer the best comparison of Italy with other European countries. These two periods also enable us to examine the Communist Party's (PCI) crucial contribution in the two worst times of national crisis: the post-war years and the years of terrorism. The first part of the article examines the heritage of Fascism and how Italy's new political elite exploited it to strengthen the country's political and economic position after the war. The second explores how behind the Cold War the mass parties helped the country to expand in the international market by controlling social conflict. The third draws some conclusions about the 'success' of the 1940s and the heavy legacies that contemporary Italy has inherited from the 1970s.  相似文献

Historians have often characterised 19th‐century Irish elections as insular, inward‐looking affairs. This article, however, offers a reconsideration of the role played by national and imperial events in Irish elections through a close analysis of the Portarlington contest of 1832. While acknowledging the importance of local concerns in the campaign, it argues that the Portarlington election cannot be understood in exclusively parochial terms. Candidates, voters, and opinion‐makers all situated the contest in national and imperial, as well as provincial, contexts, and they behaved as if larger political issues might affect the ultimate outcome of the campaign. An examination of the election suggests that the dichotomy between the local and the national, while analytically useful, can also be misleading: the Portarlington contest exhibited a complex interplay between local, national, and imperial affairs. This article concludes, consequently, that national and imperial issues were integrated into the structure of Irish politics after the Reform Act of 1832.  相似文献
