A long-range regional planning forecast of economic development and settlement in the North Yenisey region of Siberia, up to the year 2000, envisages the formation of several territorial production complexes based on the development of mineral resources (the nickelcopper-platinum reserves of the Noril'sk district, aluminum raw materials, iron ore, oil and gas and graphite) and hydroelectric development (hydro stations at Osinovo, Stony Tunguska, Maygunna, Kureyka and Khantayka, and ultimately Igarka and Lower Tunguska). The basic urban centers, in addition to Noril'sk, would be Osinovo, Novoturukhansk and Igarka. Urban population is expected to increase from 220,000 in 1970 to 480,000, and rural population from 40,000 in 1970 to 300,000.  相似文献

信息化和全球化背景下,知识经济得到了迅速的发展,国外在区域发展研究方面,学习型区域的概念已经整合了学习、知识战略、创新和生产力、知识管理等方面的研究,并取得了不少的成果,相对而言,我国对该方面的研究还不多,有必要对国外关于学习型区域的概念来源、内涵进行详细说明,以阐释其科学涵义及其政策意义。基于国外对学习型区域研究的文献分析,作者对国外学者对学习型区域的定义进行了分析,并归纳为四种学派的观点,并从发展的角度对学习型区域的内涵进行了解析,认为学习型区域是信息时代区域发展的新模式,并认为,学习型区域研究的前沿研究将集中在机制研究、定量研究和发展中国家的实证研究等方面。  相似文献

The authors describe a complex of social, economic, and environmental problems on the Valaam Archipelago, associated with pollution of Lake Ladoga, heavy tourist pressure, and deteriorating residential/economic infrastructure for the small permanent population. The islands are known as the site of the architecturally and historically unique Monastery of the Transfiguration, situated on the main island of Valaam—now in disrepair from negligence, heavy visitor pressure, and use as residential quarters for all but a few permanent island residents. The value of output, employment, and capital stock for each industrial sector for each oblast-level spatial unit in the former USSR, as well as differences in regional industrial structures are presented on the basis of a unique set of unpublished Goskomstat data. Particular emphasis is placed on asessing the regions' relative raw materials endowments, especially with respect to energy resources, and on the degree of diversification, or lack of same, within their industrial structures. The extremely uneven distribution of industrial capacity is examined in light of its role in determining the near- and longer-term economic prospects for the various republics and regions.  相似文献

The concept of region-based planning and management bodies, which flourished for a time during Khrushchev's sovnarkhozy reforms, is resurrected, this time under the guise of promoting decentralization and enhancing territorial versus sectoral planning under perestroyka. More precisely, the authors argue for devolution of meaningful planning and management functions to a network of smaller and more numerous economic regions, with “regional economic councils” serving as bodies for planning and coordinating the activities of smaller spatial units within these regions. A scheme describing how such a network might function within the current Soviet bureaucratic structure and economic environment is presented (translated by Jay K. The increasing demand on water in the Soviet Union and the problem of assuring water quality require the construction of long-term water-management balances by drainage basins. These balances, based on predicted demand and water availability, would suggest the need for water-management projects within basins and interbasin transfers. Water needs would be evaluated both in terms of water requirements by categories of users and in terms of water quality. The most crucial regional problems involve the increasing shortage of water in Central Asia (with the prospect of interbasin transfer from Siberia) and in southern regions of the European USSR (with the problem of diverting water southward from the northern runoff slope). The Caspian Sea is expected to require a supplementary inflow of 80 to 100 cubic kilometers a year by the end of the century if the decline of its waterlevel is to be arrested. But southward diversion of northern waters is not expected to add more than 50 to 70 km3 at best, with a possible saving of an additional 10 to 20 km3 through decline of evaporation from a reduced Caspian Sea surface. The preservation of conditions in the Sea of Azov, the Aral Sea and Lake Balkhash pose additional water problems. [The senior author died in October, 1974].  相似文献

The authors analyze the factors, results, problems, and prospects of the development of a system of settlement in the Lithuanian SSR, a laboratory of sorts for settlement policy in the Soviet Union. Particular attention is devoted to the formation of an inter-rayon settlement system integrating urban and rural settlements. The International Union for the Conservation of Nature and Natural Resources has developed a 10-category system for classifying the world's protected natural areas. The present article by two Soviet biogeographers, presented at Unesco's “Man and the Biosphere” conference in Minsk in 1983, analyzes the way in which the Soviet Union's protected areas fall into the classification system devised by the International Union. According to the 1970 census, the Soviet Union had 37,800 rural nonfarm places with a combined population of 6.1 million, or 5.8 percent of the rural population. The census data are believed to understate the number and population of nonfarm places because they assigned rural places to the nonfarm category purely on the basis of their generic designation. Many multifunctional nonfarm places and rural places that serve as administrative centers and have little relation to agriculture were not categorized as nonfarm in the census. Although many of the smaller nonfarm places are likely to be eliminated over time, others will continue to perform clearly defined functions in industry, construction, transportation, and services. The situation is illustrated with particular reference to Novosibirsk Oblast.  相似文献

ABSTRACT Direct trade between establishments, coupled with costs of trading goods and information across space, has long been considered a primary determinant of industrial colocation. However, researchers have had difficulty decomposing the effects of interindustry trade into these two cost components. Using new techniques for separately estimating shipping and information costs, this paper provides an empirical framework for identifying the various sources of industrial coagglomeration among U.S. manufacturing industries. My findings suggest that both interindustry shipping costs and information costs influence metropolitan‐level coagglomeration. Additional evidence points to the significant role of direct information costs in determining intraindustry agglomerations.  相似文献

Housing benefits and income transfers realized by Section 8 program participants are examined. The distribution of benefits depends on income eligibility rules and the level of Fair Market Rents, the latter establishing an upper limit on the quality of housing available to households. By establishing Fair Market Rents for an entire urban area, program regulations tend to exclude the poor from better quality neighborhoods. Subsidy costs for newly constructed units are twice as high as for existing units. Income eligibility rules are such that many more households are eligible than can be supported, creating difficult problems of horizontal equity. Lowering Fair Market Rents or raising the required share of tenant's income paid in rent would tend to reduce these horizontal equity problems.  相似文献
