The southern question has been posed at the key moments in the history of the Italian state. Today we face a moment of comparable importance which urges that the southern question be re‐thought. It is not an unchanging question, yet it concerns issues fundamental to the state and has been treated by the country's greatest intellectuals as a national issue. The meridionalisti have been Italy's critical conscience yet, at the same time, stereotypes of a uniformly backward South have taken hold. The post‐war intervention in the Mezzogiorno should not be seen through such stereotypes as a wholly negative experience. Its successes and failures fit into an Italian pattern of state‐led modernization and it cannot be understood in isolation from the Italian state's weaknesses. Today, a new pact between the weakest and strongest sectors is essential. The South's economic and political leadership will be a central object of study if intellectuals are to help inform new policy.  相似文献

Introduction     
The second Berlusconi government came to power at the end of a period of unprecedented change in Italian politics to which the term 'Italian transition' is frequently applied. While the new government's arrival has not brought the transition to an end, the manner of its election powerfully symbolizes the end of much of what was 'unique' about the Italian polity. Such uniqueness derived essentially from the tripolar nature of the country's party system and the 'blocked' character of its democracy. The crisis of the early 1990s gave rise to the onset of a regime transition whose phases can be described analytically by applying Flanagan's (1973) developmental framework and Linz's (1978) breakdown and re-equilibration model. Given the transition's 'stalling', the article considers what kind of and how much change has taken place in the Italian political system and the degree to which the second Berlusconi government might represent a new departure for it. The Introduction concludes by presenting the 'aspects of the Italian transition' discussed in the following five articles.  相似文献

The focus of this article is the revisionist course which the Italian Socialist Party embarked upon after 1956 and which led up to the first Centre-Left government. The article challenges two quite well established views. One view is that the transformation experienced by the PSI during the 1956-64 period was simply tactically expedient and devoid of any substance and consistency. This article argues, by contrast, that these years represented, in Alessandro Pizzorno's words, a veritable 'Copernican revolution'. This period of revisionism was as important as the better-known revisionisms elaborated during the same period by other European Socialist parties such as the German SPD or British Labour. The second main argument is that 'structural reformism', the new strategy adopted by the PSI after 1956, was not, as it has often been described, an expression of 'duplicity' owing to the party's incapacity to behave like a genuinely reformist party - a phenomenon that has allegedly long characterized parties of the Left. Instead, the strategy was reflected in the changes to European socialism during the early 1960s. In particular, this period marked a contrast to the previous years which were characterized by the dominance of ideas of 'redistributive' socialism, a ¤ la Anthony Crosland. This period marked also a shift among Socialist parties towards the acceptance of greater state controls over the economy by way of public planning and ownership.  相似文献

Among the many troubles that southern Italy's economy is facing, its deficient trade performance receives little attention. Yet the Mezzogiorno's comparative disadvantage in trade is a recurring theme in the long history of Italian inter-regional disparities. Adverse conditions for firms in tradeables persist while European integration opens up new opportunities for this sector to expand. In this paper, a dataset of employment rates in tradeable and non-tradeable sectors from 2000 to 2010 is constructed to analyse the strength and development of the Mezzogiorno's export base during European integration. The analysis shows that the new trade opportunities alone did not suffice to even the Mezzogiorno regions' road to export orientation.  相似文献

Gallerano's paper examines the reasons why Italian historians have paid little attention to the political events that followed the liberation of the Italian Mezzogiorno and the brief life of the government established under the auspices of the monarchy during the period of what was termed the Kingdom of the South. He argues that this neglect derives in part from the brevity of the period of civil government in the south, but mainly from the fact that historians have been attracted above all by the history of the Resistance which has led them to consider events in the south to be of secondary importance. Gallerano argues that such a view is quite unjustified and shows how some historians ‐ from Chabod in the early 1950s ‐ have understood that events in the south bore very directly on the broader transition from Fascism to the Republic. Challenging Renzo De Felice's recent claims that Italy's defeat on 8 September 1943 marked the beginning of a crisis of national identity, Gallerano argues that the circumstances that obtained in the months that followed made the south an exceptionally rich terrain for exploring the very contradictory feelings and expectations that were aroused in Italy by the experience of military defeat and political reconstruction.  相似文献

In the wake of the collapse of 'really-existing' socialism and against a background of the growing influence of neo-liberal political thought, European socialist parties - and especially the former communist parties - have found it crucially important to reassert their liberal credentials. This explains the interest displayed by the Italian Left in liberal socialism, Dahrendorf 's New Liberalism and American liberalism, and especially in what is now called the 'Third Way'. In Italy, these developments have resulted in a genuine example of 'history's revenge'. The political ideas associated with the Action Party (PdA), which long played a Cinderella role in Italian politics and culture, have moved back to centre stage. This article examines how Italian leftist parties like the Democrats of the Left (DS) have been realigned to take into account the ideas of liberal socialism proposed by thinkers like Carlo Rosselli. It also explores how,since 1989, parties of the Italian Left have tried to appropriate the Actionist past and its mission, and why,after a long period of deliberate neglect, the Actionist agenda has again become the subject of lively debate.  相似文献

This introductory article deals with the most recent contributions by Italian historians on the Italian Republic's international role. It aims mainly to demonstrate that a new generation of younger Italian historians is successfully offering new views and interpretations on First Republic Italy's role in the international system, and is also focusing on aspects such as the culture of Italy's political parties, the economic dimension, the role of public opinion, and the influence of external actors on domestic Italian politics – in short, that there has been a turn away from traditional diplomatic history based upon the archives of the Foreign Ministry.  相似文献

Studies of colonialism and imperial cultures have increasingly recognized the roles of geographical knowledges in European efforts to construct the colonial world materially and imaginatively. Simultaneously, the discipline of geography has undergone a thorough self-critique of its part in the constitution of colonial space. This article discusses the imbrication of geographical knowledges and colonialism in Italy, and especially how the production and circulation of geographical knowledges about Libya worked hand in hand with its territorial occupation and control. In particular, the article discusses the expeditions directed and co-ordinated by the Italian Geographical Society that were despatched into the Saharan interior in the early 1930s to produce 'scientific' representations of the region. The article examines the roles of geographical sciences in the construction of Italian Libya, but particularly how this performance of 'colonial science' surveyed Libya's populations and contributed to their classification as 'primitive' and 'Other'. These conclusions supported Italian authority in the region, but also reinforced the development of a 'colonial consciousness' among Italians as African space and peoples were rendered legible by European epistemologies.  相似文献

This article examines the impact of détente on the Italian political system, linking together internal and international dynamics in both the political and the economic spheres. Relying on various new archival sources, it analyzes the conflicting effects on Italy of both the relaxing of Cold War tension and bipolarism, and the 'bipolar' strategy to reassert US hegemony: the failure of the reformist design of the center?-?left of the 1960s; the 'strategy of attention' in 1969?-?71 and its sudden halt; the building of a 'devaluation model' after the end of Bretton Woods, and the consequent shift from Kissinger's neo-centrism to 'national solidarity'. Détente favoured a crisis of the centrist pattern of Italian politics but at the same time the 'bipolar' features of both the US and the Soviet 'strategies of détente' led to a decline in US hegemony, relaunching the DC's centrality and its ability to manage external constraints. As a part of the south Italian Mezzogiorno the island of Sardinia is one of the most peripheral and least favoured regions in the European Union (EU). This article deals with the strategies that have been pursued to restructure the Sardinian economy during the post-war period. In particular, focus is on experiences with local tourism development. After a sketch of the key features of Sardinia, the fruitless top-down strategies of the Italian government to industrialize the island are discussed. After that, the efforts of local parties to promote tourism that builds upon locality-specific assets are analysed. Furthermore, the effects of this localized approach for Sardinia have been generally positive. Moreover, the growing interest among tourists for Sardinia's natural and cultural heritage offers perspectives for bottom-up tourism development as well. Here, however, it is important to balance the short-run benefits of tourism with the possible costs of long-term environmental and socio-cultural degradation. For the future development of Sardinia, therefore, 'eco-tourism' might be an additional tool worth considering in the island's present localized tourism strategy.  相似文献

This article discusses some of the distinguishing features of the debate over national identity that took place in Italy in the 1990s. Reacting against the threats of the Lega Nord and in response to the new ideological and political landscape of the post-Cold War order, a number of Italian intellectuals rediscovered the value of patriotism. Searching for the origins of the Italians' allegedly weak sense of national identity, some questioned the Resistance and the party system that originated from it. While this historical revisionism has been the object of well-deserved criticism, there is another type of thematization of identity which has received less attention: it deploys the old notion of an 'Italian character', which appears frequently in the press and the media. The article shows that this discourse, too, is a way of articulating patriotism, and then reflects on the meaning that this reconfiguration of ideologies and identities acquires in the new context, both domestic and international.  相似文献

In an era of unprecedented numbers of migrants from the global south to the global north, nationalism has become synonymous with liberal states' ethnocentric, xenophobic, and racist immigration policies. The Trump administration's treatment of Central American refugees has been taken as a prime example. By focusing on liberal cultural nationalism, this paper demonstrates that these prevailing perceptions about nationalism are unfounded. Although liberal cultural nationalism has been accused of endorsing restrictive immigration policies, the degree to which liberal cultural nationalism's immigration policies are restrictive is context dependent; under certain circumstances, liberal nationalism may call for relaxing immigration policies to admit certain types of immigrants by invoking the idea of national responsibility. Consequently, liberal cultural nationalism offers one of the strongest liberal arguments for admitting certain kinds of migrants from the global south. The Central American refugee crisis at the U.S. southern border is analysed as a case study to illustrate this.  相似文献

Addressing Italian workers in his Doveri dell’uomo of 1860, Mazzini unequivocally laid out his thoughts on women's rights. The thinker from Genoa, all the more after his encounters with other political philosophers from different national environments such as Britain and France, saw the principle of equality between men and women as fundamental to his project of constructing first the nation, and second a democratic republic. In his ideas regarding emancipation Mazzini, who spent a good 40 years of his life in exile, was one of a small group of European thinkers who in challenging the established customs and prevailing laws not only hoped for the end of women's social and judicial subordination, but also held that changes to the position of women were essential to the realisation of their political projects. Thanks to this respected group of intellectuals, the issue of female emancipation found a place in the nineteenth-century European debate regarding democracy and the formation of national states. The closeness of the positions of these thinkers, and their commitment in practice as well as theory, mean that it can legitimately be argued that in the course of the nineteenth century a current of feminist thinking took shape. This was born of the encounters between and reflections of various intellectuals who met first in France and then in England, and who came to see women's rights not just as a discrete issue for resolution but as fundamental to their projects for the regeneration of nations, or, as in the Italian case, for the construction and rebirth of a nation.  相似文献

Recent developments in regional policy in Italy may be interpreted as outcomes of a mutual fertilization between two distinct policy discourses, concerning the reframing of regional programming in the framework of a reform of the State, and the promotion of local initiatives in a perspective of endogenous development. This paper presents a critical itinerary of the mutual evolution of these lines of discourse during the 1990s. Their provisional merging in the framework of the strategy of 'new programming' adopted in connection with the reform of the Structural Funds and with the new community support framework (CSF) for the period 2000-2006 is interpreted in light of the 'Europeanization' of Italian public policy and of the influence of its progressive embedding into transnational policy discourses.  相似文献

In the final decades of the twentieth century, the Blessed Padre Pio da Pietrelcina (1887-1968) became a 'saint' of global stature. It is most exceptional for the cult of a saint to acquire such dimensions in so short a time. Further, this is the story not of someone with a modern profile of sanctity,but someone who on the contrary answers to the traditional model of sanctity, and whose cult is moreover characterized by an instrumental devotional repertoire. Despite this 'classic' model, his person and cult are extremely ambiguous. This article describes and analyses the processes which have brought and continue to bring this about, and the recent development of the cult in Italy. By these processes a controversial cult, often associated with anti-ecclesiastical devotional activities and of limited scope, has become one of the most important and irreproachable in Italy. In part through the personal support of Pope John Paul II, in about a decade Padre Pio has grown from a friar in a controversial fundamentalist context to an almost invulnerable national saint, who is beginning to become a part of the Italian identity. The power of his cult is so strong - a devotional avalanche - that it has sidelined other cults, and to an increasingly large degree defines the Italian sacred landscape. The Pio cult encroaches on other devotions, and moreover is becoming its own competitor: to an increasing degree Pio's central pilgrimage site at San Giovanni Rotondo is losing pilgrims to the secondary pilgrimage site at Pietrelcina and to the hundreds of chapels and local shrines that have sprung up the length of Italy.  相似文献

The fall of Fascism generates contrasting feeling in Italy, now liberated by the Allied troops. In this new scenario, the search for new forms of democratic gathering coexists with its opposite: the aim to recreate an experience now historically ended (the Fascist regime). Indeed, many southern Italians still believe in Fascism and, despite Mussolini's execution in Piazzale Loreto, they kindle the hope of a new Fascist era. Arguably, they see the death of Mussolini as an opportunity to refashion the Fascist ideology, by returning to the myths of its origins. They envision a new form of Fascism, free from political contamination and compromise, and a new regime able to realize the programmes that the old regime has failed to realize. Maria and Valerio Pignatelli represent the dream of a Fascist revival, characterized by innovative and original characters. They find many supporters in the southern regions, especially in Calabria, reversing the stereotype of an ‘apolitical’ and passive south. Therefore, the aim of this article is to reconstruct the Fascist revival in post-war southern Italy through the history of its main exponents.  相似文献

For Italy, unprecedented mass migration in the late nineteenth century overshadowed the European Scramble for Africa. To secure Italy's place in the new imperial order, Francesco Crispi proposed to harness emigration for colonial expansion, by settling Italy's East African colonies with the surplus Italian population. Defeat at Adwa in 1896 shattered Crispi's project, and turned attention to colonial possibilities elsewhere. Luigi Einaudi and other Liberals trumpeted the value of Italian collectivities or colonie across the Atlantic, where Italy exerted only indirect influence. In theory, these 'spontaneous colonies' would boost the Italian economy at little expense. Italian colonialist societies turned from Africa to the Americas, working to make Italian migration more prestigious, successful and profitable. After 1908, however, Enrico Corradini and the Italian Nationalists mocked these initiatives, and called upon the Italian state to return to traditional imperialism in Africa.  相似文献

Italian cinema is lagging behind in international standards, both culturally and in production terms. Starting in the mid-1970s, the Italian communication system has begun an irreversible transformation, and yet the ideologies of Italian cinema have remained impervious to the changes and they have consequently severed Italian cinema's links with the dynamic processes taking place in the other western film industries. The result is that today's Italian cinema fails to achieve either a decent production standard or essential synergies with other sectors of the cultural industry. A new political culture of communication is the only possible strategy for making Italian cinema once again a player in the global multimedia system.  相似文献

The article aims at studying the reasons for the new way of looking at the Palestinian-Israeli conflict by the Italian political world: the mutual recognition of Israel and the Vatican, the visit to Jerusalem by the leader of the formerly fascist party, Mr. Gianfranco Fini, and the beginnings of a movement of interest towards the Jewish State also within the political left. From a historical viewpoint, anti-Semitism in Italy found its origins in the Church's attitude toward the ‘deicide people’. Beginning with WWI, to this position was added the worry that the Holy Places might fall under Jewish control. From those times dates the Holy See's evermore manifest liking for the Arab populations of Palestine. Nowadays the line of conduct of the Church has as its basic objective the defense of Christian minorities in the Middle East, and for this reason it maintains dialogues with all actors in the region. The weight of the Church influenced also the attitude of the Italian State, even though from its inception the latter had to make adjustments because of other international requirements. This multiple subordination caused the different republican governments to always keep an official equidistant stance among the conflicting parties in the Near East. Behind this apparent neutrality, however, the feelings of benevolence for the Arab countries and the Palestinians have gradually intensified. Italian leaders have been trying to conduct a Mediterranean policy on the borders of the Western alliance, and their feelings have been oriented in consequence. During the 1970s, the governments went as far as to conclude a secret pact with Palestinian terrorists, to avoid terror acts on the Peninsula in exchange for some freedom of action. And in the mid-eighties the Craxi government did not hesitate to challenge the US in order to guarantee the continuity of that line of conduct. On that occasion Craxi, speaking in Parliament, compared Arafat to Mazzini. The end of the Yalta-established order has modified the traditional data of Italian foreign policy. However, the increased attention paid to Israel has also other causes: the changed attitude of the Church after the civil war and the Syrian occupation in Lebanon, events which both caused difficulties for the consistent Christian minorities; the hope that the Oslo process could reward the Italian ‘clear-sightedness’; last, but not least, the quarrelsome internal politics that make the Palestine conflict a mirror of the Roman conflicts. Lastly, the article connects the recent goodwill for Israel with the threats of Islamic terrorism in Italy. A political opinion trend would revisit the Middle Eastern conflict as the upturned perspective of a ‘clash of civilizations’ already existent nowadays. And a possible act of terrorism in Italy might give to this opinion a mass basis.  相似文献

Abstract

This essay provides an account of the erratic and troubled history of the relations between Italy and the People's Republic of China since the 1950s. After reaching their highest point in the two years immediately following the Tiananmen events – when Italy, more than any other Western country, worked to break China's international isolation – they have considerably frozen for a long time. The reason has to be found not only in the crisis that, since 1992, has overcome the Italian political system, but even more so in the structural limits of Italy's economic foreign policy and in the lack of a coherent strategy aimed at promoting Italian goods in world markets that provide huge opportunities – opportunities mostly neglected by the political-economic Italian establishment. The Berlusconi government replaced this negligence with fear-mongering behavior and recurring and outspoken protectionist remarks of various centre-right leaders, who feared the potential damage caused by China's increased competitiveness (which represented, in their opinion, an unfair trade practice) to the national industry. Though too recent to say if it will bear fruit, Prodi has made a desperate attempt for Italy to make up lost ground by leading to China what has been emphatically defined ‘the greatest institutional and business mission ever organized by Italy’ just a few months after his comeback to Palazzo Chigi.  相似文献
