In spite of ambitious modernization plans of the government, structural change in Russia is not proceeding in the direction of highly developed economies. Part of the lag in the tertiarization process can be explained by the fact that, as during the Soviet period, the role of services in the economy is still ignored, particularly regarding innovation. This paper aims to contribute to the analysis of the evolution of services in Russia since the mid-1990s and its future prospects by compiling data from the World Bank, the International Labor Organization, Rosstat, and the World Input–Output Database. Two complementary and novel perspectives are adopted: a production system perspective and a spatial perspective. Regarding services in the Russian production system, comparison of interindustry linkages reveals that, in addition to traditional relevant activities like wholesale/retail trade and transport and communications, business services are acquiring great importance as production process inputs. Concerning the spatial perspective, we observe a greater presence of non-market services in less densely populated federal districts, while strategic service activities are highly concentrated in the most dynamic ones. Analysis of major Russian cities confirmed the trend of business services concentrating in densely populated and highly innovative cities. In brief, services, and in particular business services, can be a means to boost innovation and growth in Russia, but more attention from political leaders is necessary for these activities. The modernization process should abandon its current “high-technology industry myopia” and take into consideration the innovative, and especially, the knowledge-diffuser role, that services can exert.  相似文献

Abstract

The article proposes “Creative Preservation” as an artistic approach to contemporary questions concerning the preservation and presentation of archaeological sites. By examining critically the role of cultural heritage today, it attempts to search for alternative perspectives and to retrieve forgotten sensibilities such as Diderot's “Poetics of Ruins”. It first examines concepts of time and authenticity, especially in archaeological sites, as interpreted by various authors from Poincare, von Schiller, Bergson and Simmel to Choay and Jokilehto.

Dedicated to immaterial qualities of places, “Creative Preservation” suggests the refinement of “images of authenticity” in an attempt to penetrate and to communicate with deeper levels in the complex reality of ancient places – actual and specific locations which anchor and root memory in material.

A first realization of this approach is presented in the form of the spiral viewpoint recently constructed at the northwest part of the archaeological site of Ramat Rachel near Jerusalem.  相似文献

Abstract

The world today is often described as ‘postmodern’ - or, recently, post-postmodern. The question is, can postmodern ideas help to explain the many inconsistencies and logical binds in which museums find themselves entangled at the start of the 21st century? The postmodern is set in contrast with the Modern project, with which museums are closely associated. Superstition and disorder were swept aside, in theory at least, by scientific evidence and orderly arrangement, promoting a stable social hierarchy. In the West, the rational, scientific mindset became the dominant way of explaining the world. Museums are deeply implicated in the Modern, as instruments for cataloguing and characterizing first the natural world and, later, the world of invention, design and technology. Can museums, as ‘modern’ institutions, survive in the postmodern age? The museum's salvation could, it is argued, lie in its collections. Museums could shrug off their insistence on exhibitions as their major function: their ‘modern’ face. Instead they could move towards being providers of a service to open up the collections themselves and the knowledge and information about them, rather than guarding them as a private treasure.  相似文献

Abstract

The present and future landscapes and waterscapes of South Asia consist, in part, of many residues of the past—soils, slopes, and a range of water-related infrastructure. As such, many problems related to irrigation and rural water use are directly linked to the embodied histories of this region. Beyond lineal connections, many contemporary problems such as watershed protection, erosion, reservoir siltation, and falling water tables, were also faced by agriculturalists in the past. Archaeologies of flow thus may have some bearing on the present and future as well as the past. This paper provides a review of the evidence for changes in water use over the last 5,000 years in southern India, focusing on the semi-arid interior region of Karnataka state from the Southern Neolithic (c. 3000–1200 b.c.) to the present.  相似文献

The author investigates what the transition from planned to market economy implies for regional development in Hungary. The focus is the role of institutional change to economic development of the regions. After 1989, new regional and local institutions were created, supported by the Poland and Hungary Action for Researching the Economy programme. The old three‐level regional administration was redefined, but resources are few and competences unclear. The new institutions’ ‘bottom‐up’ approach and their business‐orientation seem to match the conditions of the prosperous west, while they meet considerable difficulties in the depressed east. Alternatively, coordinated government action and cooperation between enterprises and administrators may represent a key to development.  相似文献

Sewn‐plank vessels have been a pervasive form of ship construction since antiquity. This paper provides an introductory overview of the current state of the field of sewn‐plank studies, with a particular focus on the Indian Ocean. It describes the basic function of sewn‐plank techniques, and then discusses textual references and historical approaches to the topic. The relevant archaeological evidence is reviewed, and prior ethnographic work relating to the topic is outlined. It summarizes numerous experimental sewn‐plank reconstructions that have been undertaken and concludes with a discussion of the current directions of the field and suggestions for the future.  相似文献

Although cultural and political nationalism have often been treated as separate, recent studies argue that they are linked because the state produces policies such as promotion of cultural heritage to further nation building. The article examines the conditions that favour national political leaders adopting policies to protect historic buildings for aims of political nationalism. It compares France and Italy, focusing on the period after 1870. It finds that in both countries, national political leaders have introduced extensive protection of historic buildings when faced with major challenges such as war, regime change or pressures from localism or supporters of cultural nationalism as part of wider strategies to build and reinforce the nation state. But Italy extended protection earlier and more deeply than France, suggesting in a later nation state with strong inherited cultural nationalism but major political weaknesses and, national political leaders may introduce earlier, more far‐reaching and more layered legal protection than in states created earlier and with fewer weaknesses.  相似文献

The Japanese state and society face major challenges due to more than 20 years of economic stagnation and steady political transformation. The books reviewed here dissect a nation in the midst of change: its politics, political economy, and response to the triple disaster of the Tohoku earthquake, tsunami and Fukushima nuclear incident (commonly referred to by the Japanese as 3.11) in 2011. John Dower considers Japanese difficulty in confronting its wartime past, while Frances Rosenbluth and Michael Thies lay out the broad sweep of Japan's political history. Ellis Krauss and Robert Pekkanen focus an institutional lens on the evolution of the Liberal Democratic Party (LDP) from hegemonic to merely dominant party, while Leonard Schoppa and colleagues examine the emergence of a two‐party system since the political shakeup of 1993–1994. Robin LeBlanc employs a gender approach to parse the nature of male values and show how they shape the actions of political candidates and activists. Lucy Birmingham and David McNeill provide an on‐the‐ground view of individuals reacting to the 3.11 calamity. The McKinsey & Co. collection includes varied articles, from optimistic pieces urging Japan towards a quick rebound to more sober assessments of long‐term national decline. SUMMARY: This paper examines some of the philosophical and epistemological issues surrounding current theories of political economy. By focusing on the historicism that postcolonial theorists have employed to critique the writings of Karl Marx and the lack of focus on the environment on the part of many political theorists, this paper argues for a political economy that accommodates the role of the disenfranchised and the environment as part of an archaeology of the future.  相似文献
