This paper considers the World Heritage Site of Garajonay National Park on the island of La Gomera (Canary Islands). It is based on a research project carried out during 1999-2000 that explored the circumstances surrounding its declaration as a National Park and inclusion into the World Heritage List, in conjunction with the consequences for local communities which ensued. The proximity of Garajonay National Park to a large concentration of mass coastal tourism constitutes a further source of potential conflict which may have a wider relevance to other sites of a similar and indeed diverse nature. This paper, therefore, examines the configurations of space and social relations occasioned by the processes of social change, conservation and tourism development in and adjacent to this protected forest. In doing so it elucidates the manner in which these processes are locally mediated in and through contested values over the meaning and purpose of nature conservation in this 'world heritage space'. It argues that a sense of the forest as a place of cultural belonging has been marginalised in favour of its intrinsic ecological value.  相似文献

This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process.  相似文献

In 2012 the UNESCO World Heritage Committee added to its World Heritage List the ‘Cultural Landscape of Bali Province: the subak system as a manifestation of the Tri Hita Karana Philosophy’. Barely a year later, UNESCO had become sufficiently concerned about reports of various problems that it advised the Government of Indonesia of these concerns. Through ethnographic study of the initial implementation of the listing, this article reveals problems of uncontrolled development, and disputes over the allocation of benefits to local communities, and challenges to effective governance. It focuses on two key locations of the site, offering an analysis of problems, their causes and effects. Beginning with the premise that the gulf of understanding between the global World Heritage system and local communities often creates a range of unintended consequences, this article reveals the many ‘awkward engagements’ that have emerged ‘on the ground’ in Bali as local agencies of government are left to their own devices to manage the World Heritage site.  相似文献

Abstract

Chogha Zanbil, an Elamite ziggurat and UNESCO World Heritage Site in Iran, has considerable potential as a cultural tourism destination but currently it receives a surprisingly small number of visitors. The site has seen a successful international conservation project over the past decade: now it needs a complete heritage strategy, which will give sufficient weight to developing sustainable tourism in a way that ensures the site's conservation, as well as its effective presentation to the public. This paper combines existing approaches to sustainable cultural development with primary research in Iran, including interviews with different stakeholders. It uses the Chogha Zanbil case study to suggest how visitor management strategies and cultural tourism can equip a site with the necessary tools to receive visitors and manage their impact while generating revenue for the site's maintenance and preservation. It also highlights the importance of local community participation in this process and provides examples of how local villagers can participate in, and benefit from, the development of sustainable cultural tourism at Chogha Zanbil.  相似文献

UNESCO’s World Heritage Convention has become a global policy for natural and cultural conservation and in particular the intricate relation between the two. This article presents two cases, Laponia and the Lofoten Islands, put forward as mixed World Heritage Sites by the governments of Sweden and Norway. The overall national goals of the nominations have been to ensure sustainable human use of natural resources and the conservation of biodiversity. However, in both countries the nomination and implementation of mixed sites have produced a series of challenges at the municipality management level. Comparing the processes of promoting Laponia and Lofoten as World Heritage Sites, the article discusses the challenges of local involvement and democratic participation in national decision-making by asking what comprises local involvement and co-management at mixed World Heritage Sites. Why does the implementation of management at mixed World Heritage Sites create conflict between local stakeholders and the national governments of Norway and Sweden?  相似文献

研究导致世界遗产"濒危"的威胁因素能够为我国世界遗产管理与保护提供重要借鉴。对全球濒危世界遗产威胁因素定量统计发现:武装冲突、管理不力、工程建设是世界文化遗产与世界自然遗产共同面临的三大威胁;世界文化遗产的主要濒危因素还包括城市发展压力、不合适的维修/重建等;世界自然遗产濒危因素则还包括非法偷猎、捕捞,以及林业采伐、农业种植、放牧等农林生产活动等。中国世界遗产面临的首要威胁因素是旅游发展压力,管理问题、城市发展压力、水利工程建设等也较为突出。提出中国世界遗产保护建议:明确遗产旅游价值取向,加强高峰期游客管理,控制旅游设施建设规模;提升管理水平与管理能力,探索世界遗产管理的新体系、新思路;妥善处理好城市发展对世界文化遗产的保护压力,积极预防极端自然灾害的破坏;严格控制世界自然遗产地内的道路建设、水利工程建设等。  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

While research on the World Heritage Convention has expanded tremendously in the last decade, little attention has been directed towards the research published by a handful of what can be characterised as insider researchers. Within this context, ‘insider researchers’ refers to individuals working at or on behalf of the core international institutions implementing the World Heritage Convention, such as the World Heritage Centre, and thus conduct research on a system they are part of. Coding articles published in international peer-reviewed journals, this article explores the themes and topics tackled in these articles and addresses the strengths and weaknesses of insider research within the World Heritage context.  相似文献

The study explored the value that local residents place on historic ruins, focusing on their socio-economic value. It also explored the implications of conventional Cultural Heritage Management’s (CHM) indifference to this. Using in-depth data from 22 residents in Kilwa Kisiwani World Heritage Site in Tanzania, the study found that residents not only attach cultural value to the ruins, but also consider them a conservation project and tourist attraction, from which they can earn money and get employment and see infrastructure and social facilities developed. It also found that the destructive activities of illegally digging to construct toilets and water collectors, letting domestic animals wander in the ruins, quarrying old underground walls for coral stones, and lighting fires are partly the result of limited socio-economic benefits, inconsistent business opportunities, complaints about employment and payment, and few feasible alternatives for making a living. By engaging with the socio-economic discourse, this study broadens our understanding of the integration of conservation in the broader social agenda, and contributes to the economist-anthropologic debate on CHM. It informs heritage managers and policy makers on alternative strategies that would maintain the sustainability of the heritage.  相似文献

Abstract

A failed attempt to produce a Management Manual for World Heritage Archaeological Sites and Monuments brought together a body of experts in 2002 at Ma'agan, Israel. This paper aims to make the general recommendations of the Ma'agan meeting more widely known among those concerned with the management of archaeological sites. The paper summarizes the outcomes of the meeting, including ideas on the structure of a management plan, the planning process, team building and public participation, site significance, conservation, monitoring, maintenance, presentation and interpretation, tourism and action plans; and includes a select bibliography.  相似文献

纵观1978年以来《世界遗产名录》的变化轨迹,可以清晰地看到世界遗产事业发展所走过的道路:从精英阶层的遗产到平民百姓的遗产;从人类征服自然的杰作到人与自然和谐共生的产物;从单一文化的代表到文化交流和交融的成果;从单点小规模遗产到跨区域跨国境巨尺度遗产;从古代遗产到现代遗产;从静态遗产到活态遗产.这种发展还反映在全社会对遗产关注点的变化,即:从关注遗产点的时代断代到关注遗产点在整个历史进程中的地位、作用及影响;从关注文化到关注文化与自然的互动;从关注物质遗产到关注物质与非物质遗产共生:从关注物质遗存到关注物质遗存与社会和人的关系;从关注利益相关者的权益到关注全民参与保护,保护惠及民生的实践.这种认识上的发展体现了"以人为本"的精神,也体现出遗产保护与当地社会发展的和谐共进.  相似文献

Abstract

States stand at the core of the World Heritage Convention and their multifaceted interstate relations have been a central subject in contemporary World Heritage research. Less research has been directed towards intrastate relations, that is relations between organisation-agencies and individual agents within a State Party. Spurring from the 40th anniversary of Norway’s ratification of the World Heritage Convention, this paper utilises archival records to explore the intrastate relations and transactional authority at play within the State Party of Norway. Inspired by recent research in international relations and political science, it analyses Norway’s ratification process (1972–1977) through its early years as an observer (1978–1983) to its first committee tenure (1983–1989). Currently known as one of the spokespersons for scientific advice, returning to the 1980s provides an opportunity to reflect on how Norway laid the foundations for becoming a conservation ‘good power’ through its actions and responses to other states’ lobbying efforts.  相似文献

ABSTRACT

Gender equality represents one of the most challenging objectives in contemporary society and has become a priority for UNESCO (Medium-Term Strategy 2008–2013 and 2014–2021), as it is considered ‘an essential part of the equation for more inclusive and sustainable development’. However, in various World Heritage sites, women are still being marginalised from decisional processes concerning the identification and interpretation of the past and they are often underrepresented in the main narratives. Using the case study of the World Heritage Vineyard Landscape of Langhe-Roero and Monferrato (Italy), I explore how international and national documents frame gender equality in order to uncover underground power dynamics that risk undermining cultural representation and participation. Through the analysis of the interviews done with a group of local female wine producers, I compare heritage discourses with the perception women have of their contribution in the identity and heritage-building process. If dominant heritage discourses are characterised by a rather male-driven set of values, could lack of women’s representation influence the activation of their participation? Are women willing to participate in the management of a heritage which has not been recognised through their values and meanings? What kind of participation would they desire?  相似文献

Abstract

Before colonialism, heritage sites such as Khami were considered resting places for ancestors, valued more for the spirit of place than their monumentality. In this context, local custodians hardly intervened with the fabric of the site. With the introduction of modern conservation principles, which persist to this day, vegetation control and wall restorations became part of routine conservation measures. This paper discusses drystone wall restorations carried out at Khami between 2000 and 2015 focusing on the disjuncture between indigenous and local concepts of heritage, concerned with access and preserving the spirit of ancestors, and ‘western’ principles of restoration. It argues that while ignoring the structural disintegration of Khami would have resulted in possible delisting from the World Heritage List, the ‘neglect’ which Khami experienced was in tandem with its local social context; being a resting place for ancestors. While the reconstructions interfered with an acceptable physical context of local beliefs, restorations maintained the integrity of the site as a tourist destination with positive local economic benefits. Although compromises are by their nature unsatisfactory, modern heritage conservation in Africa must adapt and improvise to achieve a mix of local and international practices to reflect changed and changing realities.  相似文献

Abstract

Versailles memory has been a cornerstone of the traditional paradigm of lieux de mémoire. However, its transnational dimension has never been fully explored. Covering more than three centuries, this article identifies three antagonistic patterns of transnational Versailles memory that carry ambivalent references to ‘Europe’: war versus peace; monarchical versus republican legitimization; and universalistic versus particularistic conceptions of power. Actors referred to Versailles’ architecture to substantiate their positions toward French hegemonic ambitions: from counter-buildings by the Sun King’s rivals; political redefinitions during changing regimes after 1789 via Franco-German rivalries in the War of 1870; international reactions to the Peace Conference in 1919; and up to Versailles as a World Heritage Site. Analysing these three constitutive patterns, this article challenges the dominant Franco-centrist Versailles master narrative as non-French actors contested such hegemonic views. References to Versailles as a symbol of both American and Brazilian national independence also bring out global dimensions of Versailles memory.  相似文献

Abstract

A number of imbalances in the implementation of the World Heritage Convention and in the composition of the World Heritage List have recently been noted. This paper restates the intention of the Convention to establish a select list of cultural and natural heritage of ‘outstanding universal value’. Criteria established to assist in the assessment of this World Heritage value are noted here as being indistinct in their articulation of type and level of value and their wording is assessed as having made it difficult to ensure the recognition of interactions between people and the environment of ‘outstanding universal value’. In a recent initiative cultural landscapes of World Heritage value are now beginning to be inscribed in the World Heritage List and are interpreted as being just one part of the whole range of interactions between nature and culture. At its 20th session in December 1996 the World Heritage Committee will consider the development of an overarching Global Strategy for a representative World Heritage List and a single common set of criteria and conditions of integrity to be applied when assessing and evaluating both cultural and natural heritage as recommended by the ‘Expert Meeting on Evaluation of general principles and criteria for nominations of natural World Heritage sites’. The paper concludes by noting the pragmatic necessity of defining ‘outstanding universal value’ as an extraordinary combination of the unique and the representative.  相似文献

As social constructions, heritage properties require the participation of all their stakeholders, especially in the case of UNESCO World Heritage Sites. The Atapuerca (Burgos, Spain) World Heritage Site is used as a test case for assessing the fulfilment of the local community’s development expectations, perceptions, and values. This paper is the first formal attempt to ascertain the opinions of residents in the surrounding villages — Ibeas de Juarros and Atapuerca — regarding the initiatives taken by the authorities, and the changes produced, since the site was included in the World Heritage List. The results show that many improvements can be made with the aim of democratizing the decision-making process, ensuring the involvement of the local community and improving their quality of life, in order to fulfil the spirit and recommendations of UNESCO.  相似文献
