During the last decade, institutional changes in the cultural heritage sector triggered some fierce debate in Europe. This paper analyses the complex process of privatising cultural heritage and the arts in Italy, showing how the relationship between this process and urban regeneration policies is tacitly legitimising it, despite the harsh controversies it previously provoked. From a perspective of ‘territorialisation’ discussed in this paper, this policy process could enhance the involvement of the private sector, bringing to light new fields of research and application in the international heritage debate.  相似文献

Preservation of cultural heritage is often carried out by voluntary workers in local communities, especially when the objects are not of major national interest, not listed, and not preserved by heritage authorities. The motivation for local preservation, and for spending time and money on objects belonging to the community, is not primarily to preserve cultural heritage objects for the future, but to establish and maintain common social institutions in the local society, institutions of vital importance to the local identity. The aim of this paper is to investigate how the local understanding of heritage relates to its official understanding in a Norwegian context. The paper will also examine to what degree the Norwegian heritage authorities have managed to implement the emphasis on local participation and the social dimensions of heritage, given strong articulation in later international conventions. Criteria for value assessment, as defined by national heritage authorities, do not seem to play a vital role in the local heritage field. The central authorities’ focus on professionalism, qualified management, and predefined criteria appears to meet limited resonance in local communities.  相似文献

In this study, I analyse how the Chinese Government imposes the concept of authenticity on local heritage practices in the process of heritage nomination, conservation and management. Rather than discussing authenticity as an objective criterion, I approach authentication as a social process in the heritage discourse that impacts on local cultural practice. Through illustrating two cases in China, I propose three cultural effects of authentication on local heritage practices, namely spatial separation, emotional banishment and value shifting. Moreover, the heritage practices in China have created space for dynamic negotiations between local and global value systems. When the concept of authenticity is imposed on local heritage practices by heritage agencies, local communities are not passive recipients; rather, they consume, contest and negotiate the concept of authenticity in various ways.  相似文献

In recent years, the significance of the debate concerning the participation of local communities in the reuse and management of industrial heritage sites has grown considerably. However, the question of how participation takes place in practice has received little attention. This article shows how participation in the reuse of industrial heritage sites has functioned in the planning process in Berlin-Oberschöneweide. The article is theoretically grounded on debates on labour and community heritage. The field of planning, which is closely interwoven with that of heritage management, provides another important theoretical horizon. The qualitative investigation consisted of interviews with different actors. The findings show that Oberschöneweide’s industrial heritage site is important to the local community. Thus far, the community has been able to participate in the reuse and development process in a number of ways. In addition to the provisions made for community participation by the relevant authorities, and local initiatives have exerted an influence on the development of the area. Nevertheless, this participation has been limited and is in some respects problematic. Furthermore, the participation process referred not only to the industrial zone itself, but to the development of the district as a whole.  相似文献

ABSTRACT

The first decade of the twenty-first century has seen a growing recognition that widespread impacts of climate change (erosion, sea level rise, wildfires, warming soil temperatures) are rapidly destroying archaeological sites and permanently wiping out millennia of cultural heritage and important scientific data on a global scale. This paper provides a brief overview of the efforts of the international archaeological community and its allies to organise a broad and coordinated response to this widespread and urgent threat to our basic record by mobilising at the local, national and international level. The work of the archaeological professional societies has supplemented a growing host of initiatives on multiple scales by national and local governmental agencies, regional research teams, local and Indigenous heritage groups and the international global change scientific community. This paper provides some reflections on the Society for American Archaeology’s Climate Change Strategies and the Archaeological Record team effort from 2015 to 2018, some links to more contacts and resources and some suggestions for future directions.  相似文献

This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process.  相似文献

In recent years, there have been many political and economic debates in Hong Kong, and heritage conservation has been used as a political and economic weapon by some members of the community. Based on participant observation and in-depth interviews, this paper analyses how buildings of a small street built in the 1950s were constructed as ‘heritage’, and how a community heritage discourse was used by a group of local residents (Kiefang), university students and professionals to object to the urban renewal project led by the Hong Kong government. In this context, heritage was used to obtain political rights and to express anger against the increasing gap between the rich and poor of Hong Kong. Though the immediate objectives of this group were not achieved, the protest process empowered a group of local residents, and has marked the commencement of a politicalized heritage conservation movement in post-colonial Hong Kong.  相似文献

The study reported in this paper represents one of the first attempts at exploring the perspectives of the local communities on the designation of Langkawi Island in Malaysia as a UNESCO Global Geopark. It is premised on the widely acknowledged assertion that the local communities constitute an important group of stakeholders in the planning and implementation of development activities. Hence, the communities living in the geopark areas in Langkawi are considered important stakeholders who play a crucial role in the development of heritage tourism in Langkawi Global Geopark. This paper examines their views on their appreciation of the geopark as heritage, the interpretation of their shared values, the benefits and opportunities afforded by the geopark, and the extent of their involvement in the implementation of geopark activities. The findings point to the need for more support for public education programmes, and awareness initiatives aimed not only at ensuring community engagement with the development of Langkawi Geopark but also at generating stewardship actions from the community.  相似文献

ABSTRACT

This paper presents a case of Singapore's latest theme park, the Universal Studios Singapore (USS). While theme parks are commonly perceived as money-making entities providing entertainment to the masses, the study argues that heritage is an equally important dimension of a commercial theme park's development, identity and profile. As a heritage-rich environment, the USS is a tourism landscape shaped simultaneously by the forces of corporate heritage and local cultural considerations. ‘Glocalization’ – the interaction of global and local forces – offers a conceptual insight into understanding how themed environments are created and marketed as tourism destinations welcoming to all and yet distinctive to its community and locality. Caution, however, is also sounded as to whether an international attraction can or should ever be ‘too local’ at the risk of diluting its global brand name and broad-based appeal.  相似文献

Perhaps the most challenging heritage management issue since the beginning of the modern conservation movement relates to religious buildings and sites. This paper investigates approaches to the management of religious heritage buildings and sites in Osogbo, a multireligious Nigerian city, through the perspectives of various stakeholders. These stakeholders include the State, and its role in formal legislation and enforcement, the religious authorities as heritage owners and decision-makers, local communities’ understanding of heritage, and expert opinions about the properties. Drawing on physical observations, ethnographic assessment methods and secondary literature, the paper demonstrates how decisions taken by political leaders to construct a secularised national heritage have shaped the community’s cultural heritage perceptions, alienated from religious connotations. This selective use of the past gave heritage owners a free hand in decision-making about conservation, without taking into consideration historic and architectural/artistic values. 文化遗产保护的国际法是文化遗产保护和利用的基本依据.本文通过梳理近百年来国际法中关于旅游利用方面的内容,揭示了国际法对旅游利用的认识与态度的变化趋势.本文认为,国际法对文化遗产旅游利用的认识与态度的重要转变主要体现在3个方面,即:从对环境影响的关注到对经济社会文化影响的关注;从对遗产的原真性与完整性保护需要的关注到对社区发展与游客精神体验需要的关注;从对待旅游利用被动、消极的态度到主动、积极的态度.我国当前的文化遗产旅游利用实践远未与国际法接轨,遗产保护与旅游利用的立法尚处于缺失阶段,因此须完善文化遗产保护与利用的相关立法以引导和规范文化遗产旅游利用的实践.  相似文献

ABSTRACT

This paper looks at the effectiveness of the policy of non-discrimination towards minorities in the preservation of minority cultural heritage, constructing a case study within Albania. After defining the key terms used, this paper examines the legal framework of non-discrimination towards minorities in its historical development and looks into the state of preservation of minority cultural heritage on the ground throughout the 2010s combining extensive field-work with interviews with key representatives of ethnic minorities in Albania. The poor state of preservation of minority cultural heritage is mostly attributed to under-financing and the insufficient policy of non-discrimination. As I demonstrate, in the case of minorities with a kin-state in the region, most notably Greece, as well as the heritage claimed by neighbouring states, primarily Turkey, the policy of non-discrimination and the practice of under-financing paves the way for external involvement in the protection of cultural heritage, in pursuit of international political agendas. The paper concludes that more needs to be done for the protection of minority cultural heritage in Albania.  相似文献

Following international trends, Turkey has recently introduced decentralisation reforms to its highly centralised public administration system. These reforms have also applied to the cultural heritage sector, where innovative laws since 2004 have allowed local administrations and private actors to play new entrepreneurial roles. The Gaziantep Metropolitan Municipality has been a pioneer in this process, promoting policies that promote cultural tourism as an engine of economic growth. Under its leadership, hundreds of historic buildings have been restored, nine new museums and heritage sites opened, and museum visitors increased tenfold. These positive results make Gaziantep an interesting case of successful decentralisation in heritage management. Despite these successes, however, the disconnection between rhetoric and results, and the fragmentation and ambiguity of responsibilities emerging from the decentralisation process raises serious questions about its sustainability and replicability.  相似文献

This study examines the changing roles of heritage professionals by focusing on the participatory practices of intangible urban heritage. Developments towards democratisation in the heritage sector led to a growing expectation that heritage professionals would work with local publics. This democratisation is manifested in (1) the use of digital media for grassroots heritage practices, (2) the broader scope of what is defined as heritage, and (3) a focus on communities in UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage. Heritage professionals are thus challenged to develop inclusive heritage practices, particularly in cities, which are characterised by a dynamic nature and cultural diversity. In this article, I analyse how urban heritage organisations and professionals have responded to these developments. Drawing on interviews and a qualitative content analysis of these organisations’ policy documents, I examine the ways in which heritage professionals reconsider their public role through what I define as networked practices of intangible heritage. This concept captures the networked structure in which heritage professionals increasingly work, and also demonstrates how heritage is given meaning through public practices that take place in both the physical and virtual realms of contemporary cities.  相似文献

ABSTRACT

Following the adoption of a socialist market economy in 1978, the Chinese city has accommodated radical changes in its urban industrial landscapes. In contrast with the large-scale reuse of industrial landscapes in the eastern Chinese cities, inland China has been witnessing the rapid disappearance of industrial heritage. The disparity of heritage conservation outcomes across urban China raises questions about why some leading cities conserve their heritage better or more readily than others, and why the same planning ideas, policies, and practice borrowed from elsewhere cannot be easily transferred or copied in the western cities. This paper applies the relational and territorial approach developed in the literature of urban policy transfer and mobilities to heritage studies. By conducting a case study in Chongqing, this paper examines how industrial heritage reuse has travelled as a global concept with its Chinese precedents to Chongqing, and why the idea has been diluted in the local context. The Chongqing case reveals that the heritage idea has travelled globally and nationally from eastern China and has mutated in respond to local circumstances. It is thus argued that the consequence of industrial heritage reuse can best be understood through a combined approach of relationality and territoriality.  相似文献

This paper explores the concept of heritage diplomacy. To date much of the analysis regarding the politics of heritage has focused on contestation, dissonance and conflict. Heritage diplomacy seeks to address this imbalance by critically examining themes such as cooperation, cultural aid and hard power, and the ascendency of intergovernmental and non-governmental actors as mediators of the dance between nationalism and internationalism. The paper situates heritage diplomacy within broader histories of international governance and diplomacy itself. These are offered to interpret the interplay between the shifting forces and structures, which, together, have shaped the production, governance and international mobilisation of heritage in the modern era. A distinction between heritage as diplomacy and in diplomacy is outlined in order to reframe some of the ways in which heritage has acted as a constituent of cultural nationalisms, international relations and globalisation. In mapping out directions for further enquiry, I argue the complexities of the international ordering of heritage governance have yet to be teased out. A framework of heritage diplomacy is thus offered in the hope that it can do some important analytical work in the field of critical heritage theory, opening up some important but under theorised aspects of heritage analysis.  相似文献

Cities in developed countries are increasingly challenged by the advent of a global economy that mandates generating creative images of their cities. Meanwhile, it is argued in this study that globalisation, and its Arabic version of Dubaisation, is affecting the sustainability of cities as distinguished destinations because urban representation is influenced not only by ‘standardised global cliché’ but also by ‘standardised local images’ that transforms local cultures into contested heritage as it intensifies an official and civic nexus. The paradox is examined in Jordan, specifically the famously branded ‘city of mosaic’ – Madaba, where the state government is currently competing for attracting international investments and tourism development to achieve neoliberal urban restructuring. Urban heritage representation has been subject to passive dominant official discourse that rests upon orthodox mosaic practices of remote past – a praxis that is not necessarily endorsed by civic Ahl elbalad. The local mosaic heritage has hitherto been transformed into a competing culture that fosters heritage dualities and challenges the internal implications of heritage representation with its elevated feelings of alienation, disempowerment, gentrification and socio-cultural exclusion. A theoretical framework has been suggested for an alternative civic-orientated heritage revival that allows reconciliation between the official/civic nexus yet meanwhile stimulates creative urban images and identities. Community involvement is arguably a key component behind sustainable heritage management. Under strict government control, however, local community-led initiatives are difficult to find in China. Nonetheless, through remittances and philanthropic contributions to their respective communities, the Chinese diaspora have long been seen as an important source of foreign capital and a driving force behind homeland development. A transregional study (mainland China, Hong Kong and Canada) was carried out to explore the relationship between local communities in China and the diaspora, how each party was involved (or not) and the factors that affect their engagement in a government-initiated clanship heritage project in post-reform China. Investigating how different ‘associated people’ perceive, construct and even manipulate heritage, this study found that participation is not only related to wealth, success or status, but also to residential orientations, self-perceptions of the motherland and notions of authentic and/or symbolic roots. The study offers insight into the nature and politics of heritage management in contemporary China. Furthermore, it contributes to our understanding of how multiple homes can affect diasporic interpretations of, and connections with, the homeland.  相似文献

原真性是一个建构的概念,中国遗产保护在与国际接轨过程中,没有基于中国文化背景对其加以操作细化。本文通过宏村案例研究发现,在政府以"原真性"为指导思想的自上而下的遗产保护行动中,一直未能就原真性概念本身与社区自下而上的内生力量形成有效的社会互动和共同建构,这导致了原真性概念突出地表现出国际化、行政化、精英化的特征,本土声音特别是当地社区居民的话语权缺失,最终造成了文化遗产保护趋向于表面化、静态化、无机化、旅游化。因此,在遗产保护和管理中,要将原真性理解成一种建构性的标准,充分尊重居民所具有的权力,以确保原真性实践的有效性。  相似文献
