This paper engages the practical aspects of linking heritage, in particular, archaeological heritage, with both individual and community economic development. In recent years, there has been growing realisation that culture, inclusive of cultural heritage, can be both a driver and an enabler of economic development, especially in developing countries. However, few documented examples demonstrate the validity of such arguments. The paper explores some practical examples of how, at the grassroots level, individuals and communities are attempting to exploit archaeological heritage sites as well as other cultural and natural heritage resources for income generation in Zimbabwe. The major thrust of the paper is to assess the manner of use and the viability of such ventures. Since the ability of archaeological heritage to generate revenue and support people around the sites has a direct effect on long-term survival of such heritage, ultimately, the paper contributes to the discourse on linking heritage and economic development as well as the theme of sustainable heritage preservation.  相似文献

This paper deals with the issues of selective migration moves, and the production and reproduction of immigrantdense neighbourhoods in Stockholm, Sweden. It has been shown earlier that selective migration, that is, socioeconomic and ethnic differences between those leaving, entering and staying in so‐called deprived neighbourhoods, reproduces these neighbourhoods' characteristics of being poor and immigrant dense. Key concepts launched to inform such studies and derived from the US segregation discourse are “white fight” and “white avoidance”, meaning that native people (or white people in the US case) tend to leave neighbourhoods experiencing growing numbers of immigrants (black people) and which they also tend to avoid moving into such neighbourhoods. Using a complete set of geo‐coded longitudinal individual data for the 2005–2008 Stockholm County population, this paper contributes to our understanding of ethnic differences in the intra‐urban migration system. Three empirical questions are addressed: what individual characteristics distinguish (1) those who move into neighbourhoods experiencing rapidly increasing immigrant densities from those moving elsewhere in the urban region; (2) those who leave neighbourhoods experiencing rapidly increasing immigrant densities from those who stay put; (3) those who move in the direction of higher immigrant densities from those moving into lower densities? Results from multivariate statistical analyses provide support for the avoidance hypothesis but less support for the fight hypothesis. When controlling for a range of individual and neighbourhood attributes there is clear evidence that native‐born Swedes are less inclined than most immigrant categories to move into immigrant dense areas while ethnic origin does not seem to matter much when explaining who leaves such areas.  相似文献

In the mid-1980s, fiscal incentives were introduced to encourage the construction and refurbishment of residential developments in declining inner-city districts in Ireland. These were abolished in 2006 but, during the intervening period, their focus was extended to include: large towns, small towns and a large rural region. Concurrently, the context for their implementation changed as an economic boom replaced prolonged economic stagnation. This article examines the changing design of these incentives, their outputs and their intended and unintended impacts. It argues that, initially they were successful in drawing development into declining neighbourhoods, but the extension of their lifespan and spatial focus created negative perverse impacts and deadweight costs for the exchequer. Thus it concludes that this regeneration strategy is useful for animating development in brownfield sites, where there is demand for housing but also barriers to its development. If applied to rural areas where housing demand is weaker, they can generate excess supply and limited benefits for public investment.  相似文献

Over the past decade social exclusion has increasingly been positioned at the forefront of political, academic and lay discourse as the cause of disadvantage. While the definition, measurement and solutions to social exclusion remain open to debate, housing has progressively been positioned as a central variable creating neighbourhoods of exclusion. Much of this debate has positioned areas of public housing as being the most disadvantaged and socially excluded neighbourhoods. However, the multidimensionality of social exclusion brings into question the simple identification of areas of public housing as being the most excluded. By exploring six dimensions of exclusion (neighbourhood, social and civic engagement, access, crime and security, community identity and economic disadvantage) we explore the differences between areas dominated by public housing and those characterised by private market housing in terms of their scores on each of these individual dimensions of exclusion. We find that it is the experience of households with multiple dimensions of exclusion, especially locational and economic disadvantage, that differentiate areas of public housing from private housing locations.  相似文献

It is often hypothesised that the share of the population in an area belonging to an ethnic minority group positively influences the support for populist radical right-wing parties among native residents. However, empirical tests of this relationship have yielded mixed results, which may be a result of the wide variety of geographical scales at which ethnic concentration has been measured. Furthermore, it may be that it is the spatial distribution of minorities within the residential area that matters for radical right support, rather than their overall group size. The present study examines these issues by constructing egohoods and halos of varying sizes around respondents' homes. Connecting survey data from the Netherlands Longitudinal Lifecourse Study to detailed geographical data on ethnic concentration, it is found that support for the Dutch PVV is high in areas with low shares of minorities and decreases in areas with higher minority shares, up to a tipping point when minorities make up around 25% of the population. When shares of ethnic minorities become even larger, we tentatively conclude that support for the PVV increases again. This observed U-shaped pattern is consistent across distance-based egohoods ranging in radii from 200 to 5000 m, population-based egohoods with between 4000 and 120000 inhabitants, and administrative neighbourhoods, districts, and municipalities. Additionally, this study found that, in urban areas, native residents of relatively homogenous neighbourhoods whose surrounding area – the ‘halo’ – harbours a pronounced cluster of minority residents are more likely to support the radical right.  相似文献

Urban planning measures and restructuring policies tend to cause unintended increases in house prices. The study compares urban renewal areas with respect to such policy impact on housing and neighbourhood quality and house prices in two city-contexts: Amsterdam and Budapest. It shows how four neighbourhoods that have been subject to various forms of urban regeneration differ in their trajectories of house price development. The results tie with well-documented, mostly Anglo-American experiences of related phenomena such as New Urbanism, Neo-traditional communities and gentrification. Furthermore, the study merges two research objectives that often are seen as incompatible: housing markets and urban regeneration.  相似文献

Traditional institutions in Africa and their role in a decentralized administrative framework has been the subject of analysis in recent times. However, these discussions have centred largely on political power and local control of resources, to the neglect of the challenges of local government boundary setting and its consequences for local development. Therefore, in countries implementing decentralization with existing strong chiefdoms and traditional areas of jurisdictions, such as Ghana, little consideration has been given to the effects of local government boundaries on community cohesiveness and local development. This article examines the challenges of decentralization in Ghana with particular focus on district administrative boundaries. It argues that the non-coincidence of the 'traditional' ethnic boundaries, namely Traditional Areas, and the 'formal' district administrative boundaries of some districts as well as the absence of an integrative system of traditional and modern governance present a challenge to local and district development under the present decentralization process. The article concludes that district boundary setting should be a process of 'negotiated contract' between the state and communities of which the boundary is meant to create a local government territorial area of jurisdiction. This process entails that the criteria for boundary setting take into account both cultural and economic factors.  相似文献

Heritage is a highly malleable concept that is constantly in flux and whose substance and meaning are continuously being redefined by society. From such a dynamic perspective, it is inevitable that new approaches and practices have developed for dealing with heritage in the context of planned development. While most scholars acknowledge the existence of various heritage approaches, one of the major defining features is often neglected: their distinctive outlook on spatial dynamics. In this article, the shifting role and purpose of heritage conservation in Dutch spatial planning is analysed. A conceptual framework is introduced that frames three approaches to the planning treatment of heritage; the sector, factor and vector approach, respectively. Although these approaches have developed in a historical sequence, the new did not replace the old but rather gained ground amongst different actors. Thus, three quite different ways of treating the past in the present now coexist in Dutch planning practice. Although this coexistence can raise conflict, we argue that contemporary heritage planning does not call for a one-size-fits-all approach, but rather for a mixed-mode model.  相似文献

Conservation of built heritage is a key planning process and goal which shapes urban development outcomes across European cities. In Ireland, conservation of the built heritage is a key part of the planning framework, albeit one that is, in comparative terms, only recently established. While it is widely recognized that the underlying rationale for conservation of built heritage varies considerably (from cultural priorities to place marketing), the literature suggests that heritage and conservation professionals perform a key role in controlling decision-making through an official or “authorized” heritage discourse (AHD), emphasizing expert values and knowledge and based around selective heritage storylines often reflecting elite tastes. Drawing on policy and practice in Ireland, in this paper, we contribute to these debates by further unpacking the AHD, exploring tensions within the heritage policy elite through examination of competing views and representations relating to the purpose of built heritage protection. Based on a discourse analysis following interviews with key national actors, we identify two key narratives—a “museum-curatorial” discourse and an “inclusive heritage” discourse—which in turn frame conservation practices. We argue that subtle variations of heritage meanings have the potential to either reproduce (museum-curatorial discourse) or challenge (inclusive heritage discourse) conventional modes of practice, particularly relating to the relationship between built heritage and identity and the role of public engagement.  相似文献

Policy-makers in industrialised countries have been implementing polices to create neighbourhoods with diverse populations in the hopes of increasing and ameliorating inter-ethnic relations. However, social networks seem to remain largely segregated. The composition of people’s social networks is traditionally explained by population compositions and subsequent meeting opportunities versus preferences for homophilious interaction. Little attention has been paid to the social construction behind these two factors. This study of Turkish and native Dutch individuals in two neighbourhoods in Rotterdam from a time-geographic perspective shows that path-dependency plays a large role in keeping social networks segregated. The social circles individuals engage in during their lives are linked together. Individuals are introduced to places, activities and people by their existing social networks, starting with their parents and siblings. As such, they are likely to roam in spaces dominated by people of their own ethnicity, which lessens the opportunity to meet people from other ethnic backgrounds. This role of people’s existing social networks in ethnic segregation has been overlooked in the integration debate so far.  相似文献

Recent scholarship addressing efforts to celebrate heritage in low-income neighbourhoods and housing estates has stressed the importance of attending to the continuity of place-based social relationships as a key factor in residents’ understandings of heritage, and, drawing on Smith’s conception of an ‘authorised heritage discourse’, the ways these understandings differ from hegemonic and generalised expert discourse emphasising the deficiencies of the material environment. In this article, I examine a new object of state intervention in France, ‘the heritage of popular neighbourhoods’, and describe points of convergence and conflict between local heritage work in Marseille and the recent discursive framework established to employ heritage as a tool in reorganising French state policy towards urban peripheral neighbourhoods (the politique de la ville). Drawing on ethnographic research (2007–2014), this article identifies emplacement as a key feature in residents’ performances of neighbourhood heritage, a feature often absent or poorly elaborated in heritage work promoted by French urbanist policy in the past. I describe the ways emplacement has been expressed aesthetically in arts projects, trace the range of social networks and relationships enacted, and describe the political implications of these performances as a tool for promoting solidarity across time and space in Marseille.  相似文献

Issues of heritage administration in the city state of Singapore are examined in the paper with specific reference to decisions about the designation of national monuments and conservation areas. The analysis reveals growing official interest in built heritage conservation for a combination of economic, socio‐cultural and political motives. However, commitment is constrained by the importance attached to economic development objectives and there is an emphasis on maximising the commercial potential of old buildings through adaptive reuse. Questions are also raised about the meanings of national identity and nationhood and the challenges of selecting and preserving structures which embody these concepts in relatively young and rapidly modernising countries.  相似文献

Since its inception, modern conservation has derived the significance of a heritage asset from the identification and prioritisation of distinct classes of values. Different systems of values have been proposed, and the focus of the debate has been on the competing merits of such systems, with little attention paid to the genealogy of their theoretical foundation. If such values-based systems were ever appropriate, they are increasingly out of step with other areas of cultural life, and the resulting tensions are particularly manifested when considering change to historic buildings and environments. The currently under-theorised state of conservation is positively harmful both to the conservation professions and to the buildings we seek to protect. It is increasingly urgent therefore that we understand conservation’s philosophical origins, that we question the application of a late-nineteenth-century modernist approach to culture, and that we seek a better theoretical foundation.  相似文献

大部分文化遗址因其所处环境的特殊性,导致现有常规的信息化技术手段无法有效实施,而传统的文化遗址保护技术也无法实现文化遗产保护与利用的最大化。物联网作为一项新兴的前沿热门信息技术,已经广泛应用于众多领域,具有能够与文化遗址保护工作紧密结合的发展潜力。本工作首先分析了文化遗址保护的现状与面临的问题,并对物联网技术与文化遗址保护的关系进行了深入阐述。针对文物保护领域的特殊需求,着重描述了文物本体与环境信息采集、监测数据的远距离传输,监测数据的实时分析处理三方面相关的物联网技术,并对涉及关键技术应用解决方案进行了分析说明。最后简要介绍了已经部署运行的典型文化遗址保护利用系统———基于物联网技术的敦煌莫高窟保护与利用系统,系统经过连续几年的运行积累了大量的监测数据,为敦煌莫高窟文物的保护做出了重要的贡献。随着物联网技术的进一步发展,在文物保护方面的应用将更加深入和广泛,这将进一步提升文物保护工作的效率。  相似文献

文化遗产旅游是国外旅游研究的热点领域之一。为了掌握国外近十年的研究动态与趋势,本文通过检索2001-2010年期间国际公认的两大旅游研究权威期刊《Annals of Tourism Research》与《Tourism Management》上发表的文化遗产旅游的相关文献,分别从文化遗产旅游者研究、文化遗产旅游目的地研究、文化遗产旅游开发与管理研究、文化遗产旅游解说与原真性研究四方面进行了分类与述评,发现国外近十年来主要集中于原真性与旅游者研究,普遍采用案例研究与模型构建,注重定性研究与定量研究相结合,多学科渗透与融合趋势明显;认为未来的工作应在坚持文化遗产旅游可持续发展的同时融合绿色理念与低碳发展观,注重实践基础之上的理论创新,并加强对濒危文化遗产的研究。  相似文献

In recent years, there has been a notable development of research on the role of culture in regional and local development models and on the relevance of the so-called cultural economy. Despite the existence of several nuances, it is possible to identify two basic research approaches to the issue. The first is focused on analysing the industry of culture, showing the processes of concentration of cultural activities in some places and the links with other sectors of the local economy. The other approach, more oriented towards the territory, emphasizes the role that a system of cultural assets can play in the dynamics of economic and social development of a specific area. In contrast to the first, which concerns larger cities, the territorial approach privileges medium- and small-sized towns and rural areas. In adopting this perspective, we present the case study of Volterra, a small Italian town whose cultural heritage has been considered in recent years as the main local development driver. By means of a direct survey and interviews with opinion leaders, we have attempted to assess the perceptions and reactions of residents and visitors and to identify the connections between the local heritage, cultural activities and strategies of urban development.  相似文献

ABSTRACT

The introduction of contemporary architecture into historic urban environments creates an open heritage discussion that includes the underlying relationship between development and conservation. This discussion requires theoretical clarification, as heritage conservation is frequently mistaken for other architectural design approaches that, even though they may operate within the historic environment as their primary source, do not comply with the complex definition of heritage authenticity used today. This article aimed to contribute to this debate, offering a characterization of such architectural design strategies operating through principles of verisimilitude that target authentication for tourists and the creative classes in a global city like Shanghai. Comparative studies of Xintiandi (Ben Woods, 2001) and Fuxing SOHO (Von Gerkan, Marg und Partner, 2015) provided an insight into the concepts of historic re-creation and abstract inheritance, currently used as ways of interpreting the historic residential typology of the Shanghai lilong according to the economic and political aims of the entrepreneurial model of governance. This allowed a critical evaluation of the growing attention paid to heritage in Shanghai in the last 25 years, and whether the substitution of the principle of authenticity for authentication has solved the contradictions between urban conservation and development in contemporary China.  相似文献

Urban heritage conservation in China has been subject to severe criticism, although there is now a sense of paradigm shift. Charters, declarations and agendas had the merit of filtering down the international discourse on heritage, while more innovative approaches were arising. The UNESCO Historic Urban Landscape recommendation, offers a new angle from which to observe this process of change. The underlying argument of this article is that HUL can provide a platform to achieve greater sustainability in transforming historic sites in China, particularly in rural areas, overcoming, at the same time, the easy shortcut of the East–West discourse of difference in respect to heritage conservation. This is primarily due to the shifting focus from the materiality of heritage to its role in sustainable development with increasing attention on the role played by local communities. By presenting the proposal for the protection of the historic rural village of Shuang Wan in the Jiangsu Province, this paper aims to reflect on this shift showing its advantages but also some of the risks. These are inherent in a discourse of heritage in danger of legitimising mere pro-growth development approaches, if not accompanied by participatory practices considerate of the specific social reality of China.  相似文献

ABSTRACT

This article challenges the claimed gulf between ‘Eastern’ and ‘Western’ concepts and approaches to heritage conservation through an analysis of the common complexities surrounding authenticity. The past few decades have witnessed an important critique of ‘Eurocentric’ notions of heritage conservation, drawing on ‘non-Western’, particularly Asian, contexts. Authenticity has been a core principle and defining element in this development. Endorsed by a series of charters and documents, a relativistic approach emphasising the cultural specificity of authenticity has been introduced alongside the European-originated materialist approach in international policy and conservation philosophy. However, the promotion of Asian difference has also contributed to an increasingly entrenched and unproductive dichotomy between ‘Eastern’ and ‘Western’ approaches to heritage. This article reveals common complexities surrounding authenticity in two countries crosscutting this dualism – China and Scotland. Drawing on a number of ethnographic projects, our analysis identifies themes that characterise the experience of authenticity across different cultural contexts. It contributes to a more nuanced understanding of the evolving relationships between heritage conservation and contemporary societies with important implications for global heritage discourses and collaborative ventures crosscutting ‘Eastern’ and ‘Western’ contexts.  相似文献

The illustration of some preliminary results of an ongoing research on the industry in Guangdong, China, is the core of this article. In particular focus is on the so called ‘specialized towns’ and the industries that characterize them as complex actors of Chinese industrial development. The evidence on these specialized towns is quite interesting as such, being not yet well acknowledged in the international literature. However, it is also believed that an investigation of these realities may contribute to the understanding of new engines of industrial development in the context of contemporary global economic relations—what is called the ‘new industry’. Furthermore, some light is shed on the nature of the competitive challenge that China poses to traditional European industry: it is not only cheap labour, cheap land, dumping, and the like. In the new emerging China government visions, policies and industrial organization architecture seem to play a central role. In this context, the authors conclude proposing a framework of questions relevant to some of the most industrialized areas of Europe, that is the Italian regions characterized by a great diffusion of industrial districts.  相似文献
