The David Buchan Lecture 2018 examines a range of small memorial interventions from occupational culture to Holocaust markers. Rather than working with large figures on pedestals, they are designed to subtly disrupt everyday perception. What are the motives behind such initiatives? Who pays for them? What kinds of materials are they made of and how do they seek to imprint their message onto present and future generations? Drawing from American and German cases, similar questions present themselves: who is entitled to decide what should be publicly remembered and in what form? How effective are small memorial interventions in stirring public discussion of the past? How does intentional memorial activity compare to actual evidence of historical events in everyday life?  相似文献

Abstract

This article is concerned with five museums created by indigenous sámi people in northern Fenno- Scandinavia. In comparison to most Western nations' museums, Sámi-created institutions are a relatively recent phenomenon. Against the background of changing ideas about museums in the academic world, this article examines what kind of representation of the Sámi past has been created in their museums and, importantly, the reasons why these representations have been created in the ways that they have. What kind of knowledge does this create? How has the medium been adapted? How do these representations, in turn, change Sámi culture?

It is argued that Sámi museums have been influential in creating a sense of ‘Sámi-ness’ through their particular representations. Certain artefacts are presented as particularly active, and although their actions can cause conflicts, they are now being used to forge a deeper past for the Sámi people.  相似文献

Does the economy matter for how Australians vote in federal elections? International studies show an association between economic performance and elections, but research on Australia finds that the impact of the economy on voting is modest. What explains this relative absence of economic voting? How do Australians perceive the economy? And how do economic perceptions inform their decisions at the polls? Our results confirm the lack of an association between economic indicators and incumbent vote shares. Analyses of survey data from 1996 to 2013 show that political factors condition perceptions of economic performance, while preferences for – and perceptions of – the government's unified control over economic policy shape the influence of economic perceptions on voter choice. Overall, responsibility attributions are the key to economic voting in Australia.  相似文献

The rural poor in India have long experienced corruption, exclusion from welfare schemes and the denial of rights. Critical accounts of development policy and practice advocate the need for pro‐poor governance reforms as well as effective mobilization of the poor for exercising their rights and entitlements. However, there is a dearth of empirical work which examines the following questions. What are the dynamics of such mobilization strategies in the environment of pro‐poor governance reforms? How do they affect local power relations from the perspective of the poorest social groups? And what are the challenges involved in sustaining struggles led by civil society organizations on behalf of the poorest and against petty corruption? This article addresses these questions in the context of a grassroots mobilization of Musahars (a Dalit caste group) in Bihar, one of the poorest provinces in India, which has recently initiated pro‐poor governance reforms. It explains what has or hasn't worked (and why) for the Musahars, in terms of their dealings with public officials. The authors argue that pro‐poor governance reforms and welfare schemes on their own are not sufficient; both grassroots mobilization and political will of the ruling dispensation are also necessary.  相似文献

This article examines some of the issues surrounding archiving in anthropology. It provides an account of archiving in the Portuguese context and seeks to problematize anthropology archives, contributing to the as yet timid debate over this question in the field. There are various ways of recording ethnographies and saving the ensuing records. Anthropologists often reflect on their archives, but rarely make these reflections public. Nor do we know much about what anthropologists in general plan to do with their fieldnotes, diaries, images, maps, drawings, audio and video recordings and objects, once a specific research project is complete. How do anthropologists store their data? What should be done with these materials? What stories can they tell? Will the ethnographic materials produced in the present be considered historical archives in the future?  相似文献

The study of witness testimony raises questions which are fundamental for the student of other cultures, whether past or contemporary. What are the standards expected of a reliable informant and how is reliability to be recognised? How is reliable knowledge about the past established?

The aim of this paper is to analyse the use of witnesses in classical Athenian lawcourts both for its epistemological implications — what does it tell us about Athenian ideas of ‘expert witnesses’, of reliability, of truthfulness and bias — and for the information it gives us about Athenian society and court practice. What kind of men did Athenian litigants select to act as witnesses for them, and what effect did they hope their witnesses’ testimonies would have on the jury?

If we start out from the assumption of modern courts that witnesses are called to ‘establish the facts of the case’ we shall misunderstand the Athenian data. What witnesses actually testified often was not very important: their testimonies might be insignificant, irrelevant or repetitive. To understand their role it is necessary to see them as minor characters in a drama, whose presence provides the backdrop against which the litigant wishes his own actions and character to be seen. Respectable witnesses — officials, members of the ‘professions’, reputable politicians — establish his own respectability. The support of neighbours, associates and kin shows that those who know the milieu in which the dispute arose are on the litigant's side. Denigration Of the opponent's witnesses, kin and associates presents him as a vicious and unreliable character. In the construction of a character‐portrait in court witnesses had an important role to play.  相似文献

The great 1932–3 famine in Ukraine and Kuban, considered a major disaster in twentieth-century European history, is starting to be recognised as the opening act of a terrible cycle of violence against the populations of a vast area in the heart of Europe, perpetrated by the two great totalitarian regimes that were Nazism and Stalinism. As James Mace, the pioneer in studying this famine, has written, the Ukrainian famine was a ‘man-made famine’. It was the consequence of an extreme political violence – the forced collectivisation of rural areas. The Stalinist regime exhibited a total indifference to human suffering. Famine was just ‘collateral damage’ of modernisation introduced by collectivisation. Beyond the total denial of famine by Stalinist authorities, this article raises the double question of its knowledge and its responsibility, using new sources. How far can the chain of decision-making that led to the famine and its aggravation be reconstructed? What did the executives of the Party know about what was happening in starving rural areas? Which argumentation and which explanatory strategy were they developing in their correspondence to deal with the reality they were denying?  相似文献

This article aims to challenge the prevalent presentation and analysis of gender in studies of theft in the Middle Ages. Female thieving is usually differentiated from men's – by motivation and mode, by venue and value – and these differences are related either to women's physical inferiority or to their nurturing roles (thieving to support the domestic economy) or to inequalities of access to such elements as weapons (for robbery) or tools (for burglary). When studying theft, historians have focused on male thieving as the norm, and they have tended to differentiate thieving according to gender: women mainly commit petty theft, often for immediate consumption, and do not steal on the highways, in gangs or with weapons and violence. Men, on the other hand, operate in groups: their motivation is more diverse and they use a more varied repertoire of modus operandi, which includes highway robbery. To re‐examine these characterisations, I have taken data from three twenty‐year periods from the criminal court of the city of Bologna in northern Italy (one of the most complete series of judicial records for the period). These yield a total of over 700 prosecutions and over 1,300 accused. The focus of the analysis is on elements of differentiation, such as the numbers of individual and gang thefts, the nature of goods stolen, the use of violence, et cetera. These show that, while there was some differentiation between male and female thieving, this was mainly quantitative, and that qualitatively there were more shared features of behaviour. What are often seen to be the distinguishing features of male thieving – robbery, violence, gangs, professionals – turn out to be a small, untypical group. What is often seen to be the distinguishing features of female thieving – petty theft for immediate consumption – turns out to be equally or more true of male theft.  相似文献

Two key economic questions tend to be asked about the transformation of the Roman world. First, how did Roman fiscal structures continue, disintegrate and transform? Second, how did emerging churches play a role in the redistribution of wealth through new administrative structures to create a new social system, what Ian Wood has called a ‘temple society’? These two processes – one focussing on the continuity or discontinuity of the Roman economic structures and the other on churches within that system – are usually examined separately or assumed to follow, what we call here, a ‘Gallic model’. In this article, we first demonstrate that Wood’s ‘temple society’ is far more complex in its emergence in Italy than in Gaul. Second, we argue that the churches of Italy remained embedded within late Roman fiscal structures, even as they transformed during late antiquity. Fiscal arrangements, examined through the churches of Rome and Ravenna, established churches as ever more central economic actors to the state fiscal system by 600 and shaped their long-term wealth redistribution process.  相似文献

ABSTRACT

In this paper, we explore how place leadership aims at producing transformational changes in the context of green growth. We ask what the main leadership strategies are that key actors pursue to gain leverage in their efforts to boost green growth. We use the well-known categories of transactional and transformational leadership. The following are the main research questions: (a) What do place leaders do to boost green institutional paths? (b) How do they aim to amplify their limited power base? and (c) How do they amplify their ability to influence both place-based and placeless agents? We scrutinize these questions in the context of green path development in two Finnish regions. The empirical study follows a two parallel single case study design. The cases in this paper deal with the cleantech-related path development in the Tampere city-region and bioeconomy-related path development in Central Finland. The two case studies were carefully chosen to illustrate the two main green growth-related industries in two different Finnish regions. The empirical data was based on 30 interviews of the national and local/regional development agencies as well as from firms and research/educational organizations. Additionally, the written material from the Internet, relevant journals, related newspaper articles and respective policy documents were analysed.  相似文献

How do invisible beings in the forested hinterlands complicate the work of bureaucrats in the capital? What do dreams and the beings who visit them have to do with state power? Despite a deepening commitment to posthumanism, political ecologists have rarely opened our accounts of more-than-human assemblages to what have conventionally been termed “supernatural” or “metaphysical” forms of agency. To counter this lingering ethnocentrism, I argue here for an ontologically broadened understanding of how environmental government is produced and contested in contexts of difference. My argument draws on ethnographic fieldwork on Palawan Island in the Philippines, where the expansion of conservation enclosures has coincided with the postauthoritarian recognition of Indigenous rights. Officials there have looked to a presumed Indigenous subsistence ethic as a natural fit for conservation enclosures. In practice, however, Palawan land- and resource-use decisions are based, in part, on social relations with an invisible realm of beings who make their will known through mediums or dreams. These relations involve contingencies that complicate and at times subvert the designs of bureaucratic conservation. As a result, attempts to graft these designs onto Palawan practices do as much to engender mutually transformative encounters between contrasting ontological practices as they do to create well-disciplined eco-subjects or establish state territoriality. To better understand the operation of environmental government – and to hold it accountable to promises of meaningful local participation – political ecology should, I argue, attend more carefully to the ontological multiplicity of forces that shape spatial practices and their regulation.  相似文献

In 1944, the French provisional government, backed by the Parti communiste français and the Confédération générale du travail, undertook an aggressive propaganda campaign to persuade miners to embark upon a ‘battle for coal’ which raised their efforts in extracting coal to that of a national endeavour. At the same time, miners had great hopes that nationalisation of the coal industry, under discussion at this time, would bring significant improvement to their working lives. In identifying the ways in which publicists posited miners as an ideal of working-class manhood, this article will argue that ‘la bataille du charbon’ marks a crucial moment in the celebration of working-class masculinity and that the ‘statut des mineurs’ which was passed in 1946 as a part of nationalisation enshrined many of the existing gender assumptions about mining life. What does an incorporation of gender to an analysis of the treatment of miners in the years 1944–1948 add to our understandings of the various economic, political and social dynamics around ‘la bataille du charbon’? How do these insights inform our perceptions of French coalfield societies in the mid-twentieth century?  相似文献

The EU Water Framework Directive (WFD) can be seen as a reform effort that intervenes in the member states' domestic administrative system by obliging “whole of government” measures across sectoral lines of authority and levels of government. This puts pressure on the sectoral authorities to coordinate their activities. In this article we ask the following questions: How do the state executives respond to the WFD? How can we understand their behaviour and action choices in the implementation of EU law? And third: What can our findings tell us about changes to the European administrative system? This article reveals that despite resistance and strong cognitive priors among the state executives, the WFD logic of ecosystem-based management is gaining a foothold as an administrative principle. Thus, in order to explain changes in the administrative system, we need to take the regional level into account. Our findings suggest that attention needs to be paid to the role of complex, multi-level structures, which includes the regional, river basin district level in the development of a European administrative order.  相似文献

Women’s public lives in Pakistan are often presented through tropes of oppression and restricted mobility. While women do struggle with all kinds of limitations that curtail their movement in the public sphere, they also negotiate their way and find their place in the public realm through various means that remain understudied in this context. In this article I track women’s movements in public space in the historic quarters of Karachi, Pakistan’s largest and most populous city. What emerges in the study is that a key aspect of women’s movement through their neighbourhood is their membership in or attachment to various sovereign arrangements – political and religious, formal and informal – that seek to rule and govern the space of the quarter. These arrangements include political parties and groups, religious organizations and the shrines of Sufi saints. Ultimately I argue that women’s public lives are driven not so much by the assertion of an individualized citizenship as by an attachment to and association with collective arrangements that allow a participation in the making of political and religious imaginaries.  相似文献

The study of taken‐for‐granted nationalism has been bourgeoning in the last two decades. With Michael Billig's seminal thesis of banal nationalism, it is now more common to see those studies that focus on day‐to‐day unconscious flagging of national symbols in established (as opposed to new) nations. There are also studies that re‐emphasize Durkheimian moments of collective effervescence through ecstatic events (such as the Olympics and the Soccer World Cup) that concretize national identities. By critically engaging with these concepts, this exploratory study delves into the nature of Japanese youth nationalism. What are the sources of their national pride? How proud are they? Or, not? How do the Japanese youth perceive the national symbols such as the national flag and how is it related to the sense of nation?  相似文献

China's South–North Water Transfer Project (SNWTP) is a vast and still expanding network of infrastructure and institutions that moves water from the Yangtze River and its tributaries to cities in North China. This article aims to assess the SNWTP's impacts by beginning to answer seven questions about the project: How is the management of the SNWTP evolving? What are the problems to be resolved when managing SNWTP water within jurisdictions? What are the status and management of water quality in the SNWTP? What are the consequences of resettlements caused by the SNWTP? How is increased water supply affecting regional development? Is the SNWTP achieving its stated environmental goals? What are the sustainability credentials of the SNWTP? Drawing on primary and secondary data, the article demonstrates both that the opportunities and burdens characterising the project are highly uneven and that management systems are evolving rapidly in an attempt to enforce strict water quality targets. Furthermore, while the SNWTP may be helping to resolve groundwater overexploitation in Beijing, it is highly energy intensive, raising questions about its sustainability. Our analysis highlights the need to continue to interrogate the socio‐economic, environmental, and political implications of such schemes long after they are officially completed.  相似文献

What do anthropologists do with all the data (both primary and secondary) they accumulate while doing fieldwork? Most continue to draw on it for many years, but there is increasing pressure (e.g. from the ESRC) to place much of it in archives, usually in electronic form. What kind of material could be deposited? What use may be made of such material by others? What are the ethical dilemmas which face anthropologists in depositing confidential data? Are there differences between paper and electronic archives and between textual and other forms of material, such as photos and sound recordings? How can anthropologists best protect their sources?
