The 'problem' of skating has been conflated with a 'problem' with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters 'on the edge' and yet draw them into particular domains of citizenship via specific practices of urban governance.  相似文献

This paper seeks to bring together debates on anti‐corporate protest with discussions on the nature of corporate responsibility. It does so in order to examine the implications of this interaction between conflicting social forces for the constitution of citizenship on the one hand, and for an understanding of the corporation on the other. I first identify the significance of anti‐corporate activism within the current anti‐globalisation movement. The proclaimed emergence of an era of corporate citizenship is then examined. The spaces of engagement between anti‐corporate activism and corporate social responsibility are constructed through a variety of means, including ethical trading initiatives and corporate codes of conduct. In interpreting these engagements, I identify three contrasting perspectives on the spaces of citizenship that might result. These stress in turn the turbulence of a global civil society, the re‐definition of the national state, and the spatial discontinuities of democracy. I also situate corporate social responsibility practices as part of the discursive narrative of the corporate form, enabling a consideration of the extent to which it is potentially possible to de‐centre the corporation.  相似文献

Decentralization projects, such as that initiated by the Rawlings government in Ghana at the end of the 1980s, create a political space in which the relations between local political communities and the state are re‐negotiated. In many cases, the devolution of power intensifies special‐interest politics and political mobilization aiming at securing a ‘larger share of the national cake’, that is, more state funds, infrastructure and posts for the locality. To legitimate their claims vis‐à‐vis the state, civic associations (‘hometown’ unions), traditional rulers and other non‐state institutions often invoke some form of ‘natural’ solidarity, and decentralization projects thus become arenas of debate over the boundaries of community and the relationship between ‘local’ and national citizenship. This article analyses one such debate, in the former Lawra District of Ghana's Upper West Region, where the creation of new districts provoked protracted discussions, among the local political elite as well as the peasants and labour migrants, about the connections between land ownership and political authority, the relations between the local ethnic groups (Dagara and Sisala), and the relevance of ethnic versus territorial criteria in defining local citizenship.  相似文献

This article attempts to contribute historical data to studies of the emergence and development of the institution of citizenship in Romania. Designed as an overview of Romanian citizenship legislation between 1866 and 1918, the article focuses on the contradiction between claims for the universality of bourgeois-democratic liberal ideology and the hierarchic and illiberal citizenship practice, which disenfranchised a considerable number of men, denied women substantive civic and political rights and excluded from state citizenship significant ethnic and religious minorities. Special attention is devoted to the legal status of these categories of 'non-citizens,' to their strategies of emancipation and their relationship with the Romanian national ideology.  相似文献

Spinoza's use of the phrase “sui iuris” in the Tractatus Politicus gives rise to the following paradox. On the one hand, one is said to be sui iuris to the extent that one is rational; and to the extent that one is rational, one will steadfastly obey the laws of the state. However, Spinoza also states that to the extent that one adheres to the laws of the state, one is not sui iuris, but rather stands under the power [sub potestate] of the state (TP 3/5). It seems, then, that to the extent that one is sui iuris, one will not, in fact, be sui iuris. In this paper, I offer an interpretation of Spinoza's notion of being sui iuris that enables us to overcome this paradox and sheds light on Spinoza's relationship to the republican tradition. I work towards this goal by distinguishing between two ways in which Spinoza uses the locution, which correspond to two different conceptions of power: potentia and potestas. This distinction not only allows us to save Spinoza from internal inconsistency, it also enables us to see one important way in which Spinoza stands outside of the republican tradition, since he conceives of liberty not as constituted by independence, or citizenship in a res publica, but as being sui iuris in the first sense described above: being powerful.  相似文献

This paper aims to cast light on specifically French constructions of gender, citizenship and nationhood and articulate two bodies of work, one dealing with political mobilizations of racialized minorities in the French context, and the other dealing with gender concerns in urban policy. Emerging social movements in the urban area of Paris are having to take position in a context in which a normative “state feminism” is being used to stigmatize working‐class neighbourhoods in the banlieues as well as their male inhabitants. This paper considers the “double bind” in which feminist activists, and women more generally, find themselves as a result. It argues that some formerly silenced groups are being granted space for expression by the current foregrounding of “women” in urban policy. Drawing on bell hooks' insights on the margin/centre tension in feminist theory as a useful way of thinking about the spatial dimension of these issues, the paper looks at one group in particular that defines itself and its strategies in spatial terms.  相似文献

In order for all citizens to fully belong to a nation or a community, they must have membership in that society’s institutions, systems and social relations on both the formal and everyday levels. Heritage sites are public institutions of formal cultural presentation and informal social encounters where society demonstrates community membership. But in a country such as Canada where global economics and popular culture combine with an unprecedented influx of immigrants, how a community imagines itself and articulates its heritage is changing radically. Canada’s National Historic Sites (NHS) is among the important public institutions devoted to both the presentation of heritage and demonstration of citizen membership. This paper describes how this institution is adapting to changes in imaginings about citizenship, on both the formal and informal level. It looks at how NHS is expanding the involvement of all citizens in the why, what, how and to whom of heritage presentation, evolving its practices to include ethic minorities in its imaginings of Canadianness. Using as an example a new NHS exhibit and designations related to the Underground Railroad and African‐Canadians, the paper considers how historic sites, as formal instruments of the state, can be re‐tuned as informal sites of discourse and negotiation about identity, citizenship and belonging.  相似文献

Melaka is represented in Malaysia's tourist and heritage industries as the place 'where it all began'. This article examines the meaning of this slogan in the context of the cultural policies of the Malaysian state in the 1970s and 1980s when constructions of the political and religious traditions of the pre-colonial feudal Melakan Sultanate were presented as emblematic of the modern nation. The images of the Sultanate, of colonial rule and of Malaysian nationalism in Melaka's museums are analysed.The emphasis on ethnic Malay heritage also indigenised that of other Melakan inhabitants, such as the Portuguese Eurasians or the Peranakan, and ignored that of the majority, later Chinese immigrants. Finally the article questions the future of these representations with the shift in Malaysian cultural representations in the 1990s to those of a modernising, multi-ethnic nation in which a feudal past plays a lesser role.  相似文献

The conventional understanding of Weber's discussion of state legitimacy and Marshall's treatment of citizenship and social class are partial and distorted. Rather than endorse the view that the modern state is based on legal‐rational legitimacy Weber's analysis shows that the state in class society is without legitimacy and that its political domination is based on coercion and manipulation. While Marshall does argue that the expansion of citizenship rights tend to reduce aspects of class inequality he also shows that the working class can use the legal and other advantages of ‘industrial citizenship’ to improve the conditions of its struggle with capital. Our understanding of state mediation is improved by an appreciation of Weber's and Marshall's full contributions to a consideration of these matters, even though their positions do contain certain limitations.  相似文献

While recent years have seen increasing interest in the geographies of heritage, very few scholars have interrogated the difference that scale makes. Indeed, in a world in which the nation state appears to be on the wane, the process of articulating heritage on whatever scale – whether of individuals and communities, towns and cities, regions, nations, continents or globally – becomes ever more important. Partly reflecting this crisis of the national container, researchers have sought opportunities both through processes of ‘downscaling’, towards community, family and even personal forms of heritage, as well as ‘upscaling’, towards a universal understanding of heritage. While such work has had critical impact within prescribed scalar boundaries, we need to build a theoretical understanding of what an emergent relationship between heritage and scale does within the context of dynamic power relations. This paper examines how heritage is produced and practised, consumed and experienced, managed and deployed at a variety of scales, exploring how notions of scale, territory and boundedness have a profound effect on the heritage process. Drawing on the work of Doreen Massey and others, the paper considers how the heritage–scale relationship can be articulated as a process of openness, pluralism and relationality.  相似文献

This article focuses on what kind of impact Western thought has on cultural heritage management on a global scale. UNESCO seems to provide and exercise a worldwide and unified definition of the character of the past and cultural heritage. Important here is the idea of sustainable development, including the perspective of cultural heritage as a non-renewable resource. Through an actor-network analysis of the UNESCO system and its relation to the assigned state parties, it is shown that the process of managing cultural heritage in itself contributes to the very definition of the past and cultural heritage. However, there are indications that outside the Western world this effect is to a large degree superficial and mainly relevant for the monuments and sites present on the World Heritage List. The suggestion is that the world cultural heritage seems to function as a varnish covering heterogeneous matter, rather than being a phenomenon encompassing a genuine global essence accepted throughout the world.  相似文献

This paper considers the term critical in the unfolding formulation of critical heritage studies. It argues for a shift in emphasis from the subject of our effort to the object of attention, in other words focusing primarily on the critical issues that face the world today, the larger issues that bear upon and extend outwards from heritage. To that end, the paper presents two key directions. It suggests much is to be gained from tackling the uneasy relationship that currently exists between social science and humanities-based approaches to heritage and the professional conservation sector oriented by a scientistic materialism. Second, there is a need for heritage studies to account for its relationship to today’s regional and global transformations by developing post-western understandings of culture, history and heritage and the socio-political forces that actualise them.  相似文献

本文从遗产产生、发展及其遗产本质属性特征的视角提出了遗产认同的概念,并从“遗产身份”和“遗产认同”两个角度解释了遗产认同的内涵,即前者强调遗产的客观属性,后者强调主体对遗产的认知。在此基础上,根据遗产与认同的四种交叉关系,作者提出了遗产认同相应的研究路径,即从时间视角的遗产化过程分析每个阶段的遗产认同;以尺度的视角从表征层面的空间身份和文化身份特征理解遗产认同;从非表征层面的遗产实践分析相关者如何通过具体行动表征和重构自己的身份认同。遗产认同概念的提出与研究不仅可能丰富新文化地理学的景观研究理论,也为遗产旅游地治理提供理论借鉴,未来还需对遗产认同与遗产保护利用关系做进一步探讨。  相似文献

This article stresses the longue durée features of the Italian political system. It examines the role of two historical factors: (1) the existence of some peculiar (and quite 'sophisticated') state financial institutions; (2) the influence of certain long-enduring social traits (regional differences, family values, the Catholic Church, political religion) on the relationship between state and citizens. It discusses the specificities of the Italian political system (with its historical Fascist heritage and the biggest Communist Party in Europe) and the reaction of the political elite (especially on the left) to international developments in the 1940s and the 1970s, since these years (of the economic 'miracle' and the origins of Italy's political 'landslide') offer the best comparison of Italy with other European countries. These two periods also enable us to examine the Communist Party's (PCI) crucial contribution in the two worst times of national crisis: the post-war years and the years of terrorism. The first part of the article examines the heritage of Fascism and how Italy's new political elite exploited it to strengthen the country's political and economic position after the war. The second explores how behind the Cold War the mass parties helped the country to expand in the international market by controlling social conflict. The third draws some conclusions about the 'success' of the 1940s and the heavy legacies that contemporary Italy has inherited from the 1970s.  相似文献

Abstract

This article reflects on and complements the paper 'Conservation of a “living heritage site”: a contradiction in terms? A case study of Angkor World Heritage Site', published by Keiko Miura Conservation and Management of Archaeological Sites, 7(1), (2005) 3–18. It develops further the notion of conserving sacred heritage in the light of a case study of Angkor Wat within the World Heritage site. Heritage management is always a balance between preserving different values – historic, aesthetic, use, spiritual, etc. Each of these categories of value has its own set of needs which are often not fully compatible with one another. Heritage management originally stemmed from the desire to protect the aesthetic and historic values of tangible heritage. Yet an over-emphasis on preserving these values alone is not tenable in a 'living heritage site'. At Angkor Wat it causes spiritual degradation and secularization. Highlighting instances in which this phenomenon has been apparent, this article suggests a way forward.  相似文献

This paper considers the World Heritage Site of Garajonay National Park on the island of La Gomera (Canary Islands). It is based on a research project carried out during 1999-2000 that explored the circumstances surrounding its declaration as a National Park and inclusion into the World Heritage List, in conjunction with the consequences for local communities which ensued. The proximity of Garajonay National Park to a large concentration of mass coastal tourism constitutes a further source of potential conflict which may have a wider relevance to other sites of a similar and indeed diverse nature. This paper, therefore, examines the configurations of space and social relations occasioned by the processes of social change, conservation and tourism development in and adjacent to this protected forest. In doing so it elucidates the manner in which these processes are locally mediated in and through contested values over the meaning and purpose of nature conservation in this 'world heritage space'. It argues that a sense of the forest as a place of cultural belonging has been marginalised in favour of its intrinsic ecological value.  相似文献

This paper considers how participatory mapping, through the notion of indigeneity, is involved in the making of participants' political agency and the possible implications for local struggles over customary land and resources. Empirically, the paper draws on a field study of participatory mapping as a cartographic-legal strategy for the recognition of the customary rights to land and resources of the Dayak, an indigenous ethnic group in Central Kalimantan, Indonesia. In this paper, we use citizenship as a basis for our analysis. On this basis, we discuss how the notion of indigeneity has assembled actors across different scales and how this has enabled indigeneity to develop as a site for claiming customary rights to land and resources through participatory mapping. One of our main arguments is the need to understand indigenous citizenship as a process that develops over time and through networks of actors that transcend the borders of the state and expand the formerly exclusive relationship between the state and its citizens in the making of citizenship. We challenge Isin's clear distinction between active and activist approaches to making claims of citizenship, suggesting instead that these approaches are mutually constitutive.  相似文献

James Cameron's 1997 Hollywood blockbuster Titanic broke box-office records. This article argues that one explanation of this success was that Titanic is a heritage film which held a powerful attraction to audiences steeped in a contemporary heritage culture. Sections of the public are attracted to heritage and crave its illusory evocation of a retrievable and meaningful past. Titanic embodies this and several other heritage traits: the idea of the 'time capsule'; a cult of authenticity; presentism; a time-tunnel syndrome; and the film's picturesque and sublime aesthetic, all of which combine in an explicit articulation of a heritage ethos.  相似文献
