Using a case study of the recent history of archaeology in Australia, the paper details how Cultural Heritage Management, in addition to protecting the archaeological data base, actually protects archaeological access to it. In offering this protection, archaeologists involved in Cultural Heritage Management become the regulators of archaeological practice and theory. Here archaeology comes into direct contact and conflict with governments and a range of interest groups, notably the Aboriginal community, with a stake in material culture. In effect 'doing' Cultural Heritage Management is 'doing' archaeology. 相似文献

Abstract This paper's review of relevant Australian writing critical of theory and practice concludes that official protection of the nation's heritage is a prejudicial, narrowly conceived system in the sense that it is not readily embraced by the public at large, and does not relate well to vigorous public concerns for the environment. Heritage remains too securely tied to the historic artefact. Much broader, vital concepts are needed. A ‘social and environmental relations’ model is proposed. Ideas related to such a concept are explored, including examples where heritage is integrated with aspects of community development. Practice in some communities is argued to be blazing paths well in advance of some of the heritage professionals. In support of such initiatives, research directions for historically‐based disciplines that are in accord with the proposed model are outlined. 相似文献

This article scrutinizes the dominant discursive formations within digitization of cultural heritage in Danish cultural policy, with the ‘Danish Cultural Heritage’ portal serving as a case. The paper analyzes how the portal frames users’ participation potentials and how this relates to the objectives of the portal and official Danish digitization strategies issued in the period of 2007–2015. Furthermore, the article incorporates interviews with experts working with the portal and the digitization strategies in order to gain a closer understanding of the transformation from policy to reality. Even though discourses on participation and user engagement are detected within official cultural policy documents, the dominant discourses are those of administrative and managerial effectiveness and cooperation as well as increased production, innovation, and competition. A similar pattern emerges on the portal, where focus is on digitization and preservation rather than access and use. The interactions between technology, user/usage, and content are thus tailored on premises of ‘read only’ and ‘sit back and be told’ cultures rather than on the user-engaging ‘read write’ and ‘making and doing’ cultures. 相似文献

Both focus on Aboriginal votes in remote areas, which moved away from Labor in significant numbers compared to past elections. One level of interpretation focuses on events and personalities of the last five years. Building a cultural landscape involves deep political and social processes. Discussions relating to decisions about preservation reveal cultural values at a particular moment and explain the character of the surviving landscape. This study analyses how one community in Western Australia defined its sense of place and identity. In the 1930s, on a wave of historical consciousness, Western Australians sought to enshrine the desire to preserve a range of historical materials in legislation, and conducted debates about the very survival of the buildings and documents. This paper investigates why legislation to preserve buildings and documents failed, and how the community understood the relationship between these two forms of heritage. Bringing together the two series of discussions, about the values inherent in and surrounding documents and buildings, highlights the way in which meanings are invested in places and things, and the values and processes through which the cultural landscape is shaped. 相似文献

Abstract The Eora Aboriginal People are the original inhabitants of the Sydney region [in NSW, Australia]. There are an estimated 2, 000 Aboriginal rock engravings in Sydney. Some museums in Sydney now acknowledge the traditional Aboriginal owners and use Eora words to name their exhibitions. These include: Ngaramang bayumi – music & dance (Powerhouse Museum); Merana Eora Nora – first people (Australian National Maritime Museum); Yiribana (Art Gallery of New South Wales); and Cadi Eora Birrung: Under the Sydney Stars (Sydney Observatory). The Aboriginal history of Sydney, however, is only told at the Museum of Sydney with installations, videos and spoken exhibits about Eora, the indigenous peoples of Sydney. This paper reviews the Eora Aboriginal exhibits at the Museum of Sydney. It questions whether visitors to Sydney learn about Bennelong and Pemulwuy, two key Aboriginal figures in the the early European settlement around Sydney Harbour. Sydney Aboriginal Discoveries on their Dreamtime cruise of Sydney Harbour provide another interpretation of Eora history and culture. The paper suggests the Eora heritage of Sydney should be more widely interpreted in Museums, National Parks and other public venues to rightfully acknowledge this Aboriginal history. 相似文献

Abstract The Pays Dogon, designated a joint Natural/Cultural World Heritage Site in 1989, is Mali's leading tourist attraction receiving 6,000 visitors per year with an annual growth of 10% which may increase when a new access road is constructed. Tourism is the major source of income for the Dogon who have lived in picturesque villages clinging to the sides of the 600m cliffs of the Bandiagara escarpment since the 15th century. The Dogon are best known to Europeans for their masked dances and powerful woodcarvings, much prized by collectors. Loss of cultural property by illicit trading combined with alteration of the traditional masked dances for visitor preference is contributing to cultural change within Dogon communities. The harmony and cohesion which enabled the Dogon to resist the colonial power is being threatened by a new set of historical constructs and priorities indicating that Dogon culture is more fragile when confronted with the 20th century. 相似文献

ABSTRACT Becoming an object of touristic interest is only one of a series of ways that Aboriginality is being transformed in contemporary Australia, as the space opens up for individuals and groups to reposition themselves as Aborigines within the nation, with a distinctive culture in various forms. The nation's appetite for Aboriginal ‘culture’, within desirable limits (Povinelli 2002) and energised by a sentimental politics (Cowlishaw 2010), continues to grow. There is, however, a destructive flip side to the politics of difference being played out within Aboriginal societies. This is evidenced by the many battles for access to or control of ‘cultural’ resources for their commercial benefits or collective survival value. In many places communities or groups are faced with the terrible choice of distinction or extinction (Comaroff & Comaroff 2009). That is, they must find, and make alienable, something distinctive about themselves or face collective extinction. How one Aboriginal community is responding to these threats and challenges is the subject of this paper. This paper also adds to the growing literature on ethno‐commercialisation by focusing on the central role of language in these processes. 相似文献

Many government and non‐statutory registers utilise point datasets to represent cultural heritage places. An effect of this approach is to emphasise that cultural heritage comprises a series of spatially discrete material remains or ‘sites’, suggesting discrete locations which are somehow disconnected from their broader historical and landscape contexts. We advocate an alternative in which spatial representation of heritage is set within a cultural landscape framework, acknowledging that all parts of the landscape have inter‐connected cultural histories, associations and meanings resulting from long‐term and ongoing human–environmental interactions. Results from a collaborative cultural heritage research project undertaken at Culgoa National Park in Australia demonstrate the advantage of this approach. The mapping products produced by the work comprise an interactive electronic DVD Atlas and hard copy maps. Both focus on meeting the management needs of field‐based park staff. 相似文献

The years 1888–89 saw the production of two influential collections of Irish folklore: Fairy and Folk Tales of the Irish Peasantry by William Butler Yeats and Leabhar Sgeulaigheachta by Douglas Hyde. These works broke strongly with the unscientific and patronising tone of the Buchmärchen tradition in Ireland and established a new theory of folklore. In this theory, Yeats and Hyde distanced peasant narrators in an attempt to secure literary and, ultimately, aristocratic origins for their tales. As a result, Hyde and Yeats, despite their Ascendancy upbringings, could view themselves (and not the peasant narrators) as the legitimate inheritors of folklore narratives. The very stories collected, however, challenge this power dynamic. Stories such as ‘Monachar agus Manachar’ directly critique the perceived unjust division of labour and profit in rural Ireland in a way that parallels the act of folklore collection. The tales themselves resist the rhetorical frameworks of their Ascendancy collectors. 相似文献

This article examines the results of the world's largest ever survey of international relations (IR) scholars with an eye to establishing the particularities of the discipline in Australia and New Zealand. The survey covered the areas of teaching, research, the structure of the profession and scholars’ views on foreign policy. From these results, this paper compares IR in New Zealand and Australia, and discusses the extent to which the discipline in these two countries is distinctive from its overseas counterparts, especially in the United States and the United Kingdom. The particular areas of focus include the degree to which the field in Australasia conforms to or differs from US or Commonwealth identities; epistemological and gender divides; the distinctive foci of what IR scholars in both countries teach and research; which publications are favoured and disfavoured; and the contrasting linkages between academia and the world of government and policy. We conclude with some suggestions about how the field in both countries might be improved. 相似文献

ABSTRACTScholars have always been fascinated with cultural theme parks as tourism attractions or as vehicles for identity formations. With respect to the latter, the focus has been on how these consumption landscapes also portend spaces of representation that mobilize certain attributes of ethnic groups within territorial boundaries as a means to bind them together and link them to their terrains, although these ideological exercises are often times contested by the very people they seek to depict. Yet, comparably less emphasis has been paid on how local visitors can themselves draw upon their own cultural reserves to rethink the meanings of these spaces to make them more relatable. Drawing on participant ethnography and interviews with key staff and visitors, this paper examines how locals have sought to unmake and remake one such theme park, the Sarawak Cultural Village, to enhance resonance for them and for other visitors, at times even going against intended narratives. In so doing, the paper extends current scholarship beyond seeing themed spaces just as places where the formal employment of heritage for identity-building may be contested; they are also where meanings can be (re)negotiated ‘from below’, proffering more possibilities for co-constructive heritage-making. 相似文献

AbstractThis article reviews the singularities of Indian doctrine and practice of cultural diplomacy, beginning with the observation that this term and the notions of ‘soft power’ and ‘public diplomacy’ commonly associated with cultural diplomacy elsewhere do not have much purchase in India, where the spirit and letter of ‘international cultural relations’ are the preferred currency. The essay explores the historical grounding for this preference, as well as the attitudes and practice that flow from it. Another singularity is the role and importance of the Indian diaspora: overseas populations of Indian origin have been both a significant segment of the target audience for international cultural relations – as if a certain idea of India had to be projected abroad to a part of itself – and a significant ‘co-producer’ in projecting that image. A third is the emergence of a new avatar of the diasporic Indian, now identified with capitalist entrepreneurship. 相似文献

Abstract The spectacular fortified monastery of St Katherine, continuously inhabited since the 4th century and with a library second only in historical significance to that of the Vatican, forms the epicentre of a sacred landscape surrounding Mount Sinai, in the southern Sinai desert (Egypt). This site, with religious significance for Jews, Muslims and Christians alike, is currently threatened by very rapid growth in visitation Jrom Egypt's new tourist resorts on the Red Sea coast, less than three hours drive away. Currently, 97,000 visitors per year arrive at St Katherine, 80% of whom are day‐trip visitors and many of whom stay less than half an hour. This represents a 300% increase in the last decade, projected to increase by a further 500% by 2017. Tourism pressure is having a serious effect on the sustainability of monastic life, despite efforts to limit visiting hours and access. This fieldwork‐based case study summarises the current impact of tourism in the Mount Sinai area suggesting that although high visitation levels have imperilled its spirit of place they have also, conversely, provided some measure of protection for both site and landscape in the current political climate. 相似文献

From 1955 to 1988, the Royal Australian Air Force (RAAF) maintained a large airbase in Northern Malaysia. For the first 15 years of its existence, RAAF Butterworth had a modest and incomplete perimeter fence. With the end of British military colonialism in Malaysia and Singapore following the implementation of the ‘East of Suez’ policy, the Australians became preoccupied with their physical security and the role of the perimeter fence. By exploring the adoption of practices of exclusion via physical barriers in the wake of British withdrawal, this paper argues that the changing psychological outlook of Australian military officials reflected broader Australian anxieties about their own sense of ‘Britishness’ and the nation’s place in a decolonising Asia. As the Australians lost their British ‘blanket’ they built a fence. 相似文献

This paper examines how the villagers of Pams?m village in Seoul acted as agents in configuring their own cultural identity which explores issues concerning Korea’s Intangible Cultural Heritage (ICH) designation system. It delves in detail how villagers practice their ritual of Pams?m Pugundang kut ? amidst the complex process of continuity and change as a way of sustaining and promoting collective village identity. By examining the implications of this cultural practices in contemporary society, this paper ultimately raises the question of who constitutes the true legatee of traditional culture of Pams?m village. The cultural practice of the Pams?m Pugundang kut carried out by the villagers of Pams?m can be interpreted not merely as a critique of the dynamics of political and cultural heritage, but the reconstruction of villager’s identity through the creation and continuation of their long village history. This study provides a useful case in examining a village community which describes in detail how the subject of this study constructs their cultural identity and faces the complex issues concerning Korea’s ICH designation system. 相似文献

AbstractThe Maldives resort islands are a type of tourist enclave subject to a dual form of borderization. The islands have an external border that coincides with each island’s coastline and with the limits of the private property of the resort; this border regulates the movement of tourists and locals. The islands also have an internal border that separates the outer edge of the island from the inner edge. The outer edge, which is supposed to represent the perfect landscape of the ‘tropical island,’ houses all of the tourist facilities, while the interior contains the structures dedicated to the metabolic activities of the resort. The frontline staff members and the tourists share the ‘dreamscape’ of the outer edge, whereas the maintenance workers live in the secluded space inside the island, where they are typically hidden from the sight of tourists by high walls, and their movement is usually restricted from staff designated areas to their location of work. For maintenance workers, these spaces, necessarily limited due to the small size of the coral islands, risk becoming ‘islands within islands.’ Recently, the Maldivian government has begun to promote projects and initiatives in support of territorial integration between the resorts and communities of neighboring islands. Thus, the outer limits of the resort islands are, today, more porous. Their internal borders, in contrast, remain very difficult to cross. 相似文献

ABSTRACTIn 2011, Ireland's National Tourism Development Authority (F?ilte Ireland) announced a plan to increase the number of food tourists to the country. According to the plan, Irish food will be recognized for the quality of its regional food experiences that evoke a unique sense of place. To further the plan, it created a program entitled ‘Place on a Plate’ which encourages restaurant owners/chefs to offer fresh locally sourced seasonal food and list the names of local suppliers on their menus. This paper examines the effectiveness of this ‘Place on a Plate’ strategy by examining 53 restaurant menus along the West Cork Food Trail in southwest Ireland to determine whether they contain: (1) a statement as to the origin of their food supplies, (2) a listing of local food producers, and (3) geographical place name references on individual menu items. The study found that the majority of restaurants do not include a statement as to the origin of their food supplies, indeed only three out of the surveyed restaurants provided complete food supply listings. The largest number of menu items to be connected with a place were linked with Ireland followed by West Cork and the Atlantic. The results suggest that the ‘Place on a Plate’ strategy has had a limited impact and that more education needs to occur about its potential to contribute to West Cork's gastronomic identity. 相似文献

For the Bulwandji Traditional Owners of Cape York Peninsula, Bunda Bibanji (also known as “Bare Hill”) is part of bulurru – the Storytime, or the time of creation (Bottoms 1999: 1). Bunda Bibanji is the place where the culture hero, Kunandooran, turned into rock after his death by fire; it forms part of a complex cultural landscape. Bunda Bibanji also contains the largest rock art complex in the Cairns hinterland and has significant research potential for both rock art studies and understanding the occupation history of the region. Until recently, management of the site complex has focused on visitor management and its tangible scientific values, rather than its social and intangible cultural values. However, a major shift in management in recent years has aimed to enhance the Aboriginal social values of the place, potentially placing its scientific values at risk. This paper explores the tensions between managing scientific and cultural values at the Bunda Bibanji complex from both archaeological and Traditional Owner perspectives. 相似文献

This article asks how the 25 January 2011 revolution in Egypt led to the entrenchment of existing forms of privilege and marginality. To answer this question, critical scholars have taken for granted the revolution's linear temporality and focused largely on institutional processes at the state level following the fall of President Hosni Mubarak. In contrast, I provide an original take on this question through extensive ethnographic engagement, focusing on moments of rupture and urban spaces of contestation at the time of the revolution and beyond. More specifically, I trace the significance of an understudied moment during the revolution: the ‘Battle of the Camel’, when horse/camel drivers who sell rides to tourists at the Pyramids charged at protestors in Tahrir Square. An ethnography of this moment allows me to draw out the complex temporalities of the revolution by recognizing diverse moments of contestation by marginalized subjects at its different ‘stages’. This article traces how these alternative temporalities were driven but also obscured by longer-term patterns of tourism and urban development. It finds that relations of power and marginality were reproduced through tourism and elite Egyptian visions of temporality and authenticity in the key urban spaces relevant to this battle – the Pyramids of Giza and Tahrir Square. These sites were positioned as spaces of Egypt's ‘authentic’ past and future respectively, reinforcing a colonial and neoliberal narrative of development that made possible the protection of tourism and elite priorities and the remarginalization of ‘underdeveloped’ camel drivers and street vendors in these sites. 相似文献
