‘Heritage’ is a term that is ambiguous in the best of circumstances; however, it becomes even more so in urban environments where conflicts of identity and culture are pivotal, as in Israel’s mixed Israeli-Palestinian cities. In this paper, I examine the recent redevelopment of the Jaffa port, Israel. Jaffa’s ancient port has had a significant role in facilitating industry, commerce and social ties in the area, and it has recently been remodelled by the city as a cultural and entertainment hub. Through interviews with key stakeholders and observations, I examine the role of heritage in the redevelopment using two broad categories: heritage of the built environment and cultural heritage, including the practice of fishing. I argue that while efforts have been made to conserve the waterfront’s heritage, the redevelopment has resulted in an artificial space that does not speak to the local culture of Jaffa as it is interpreted by the port community, including the fishermen. The Jaffa case study suggests that more attention should be paid to the delicate role of urban planners in facilitating change in a politically and culturally contested environment.  相似文献

This article examines the meaning of public space and impact of heritage-led urban redevelopment in a diverse neighbourhood in Montpellier, France. It traces the relocation of a North African market from a central city plaza in favour of French antiques, and the resulting contestation over what constitutes local heritage, who has the capacity to determine how public space is used, and the seeming erasure of migrant identities and memories from an important community site. The paper considers how urban areas are re-imagined through a change in the materiality of public space, and outlines the role of outdoor markets in defining the social function of such spaces. The paper examines the intertwining of physical erasure (urban redevelopment and the removal of a diverse food market) and cultural erasure (the loss of certain community memories), and how these processes speak to broader debates about French national identity, cultural heritage, and the meanings attached to public spaces.  相似文献

ABSTRACT

The historical narrative of Habsburg grandeur has played a decisive role in branding the Austrian capital of Vienna. While scholars have situated place-marketing strategies within de-historicized frameworks of the neoliberal city, the nostalgic framing of imperial spatial assemblages should be critically interpreted from a historical vantage point. In tourist spaces such as the Kaiserforum, urbanists, museum curators, right-wing groups, and real-estate investors employ the discourse of Habsburg patrimony to leverage past spatial inequalities for contemporary purposes. Such nostalgic narratives obfuscate the historical material conditions of their making. I argue that this very obfuscation constitutes a continuing legacy of empire. I call this process ‘whitewashed empire,’ the redeployment of imperial structures through the preservation, renovation and assemblage of material heritage. As a memorial assemblage of narrative selection and a political economic relation of exploitation, imperial nostalgia extends the work of Habsburg spatial production into the present.  相似文献

Abstract

Since the introduction of the doi moi (renovation) policies in 1986, economic liberalisation and modernisation have led to redevelopment pressures on the cultural heritage of Vietnam's cities. A lively debate has ensued, most notably in the capital. Hanoi, about what is worth keeping. The views of international and local developers are opposed to the ‘Vietnamese heritage only’ of the most narrowly nationalistic of politicians and planners. The complicated decision‐making environment is made more difficult by the presence of Western planning advisers who argue for the protection of the French and Russian layers in Hanoi's cultural landscape. This is part of a long history of heritage contestation and redefinition in Hanoi which largely reflects the succession of political regimes controlling the city. Consideration of key philosophical and practical issues is timely given the current intervention by the Australian Hanoi Planning and Development Control Project team which is helping shape the future of a variously‐defined ‘historic Hanoi’.  相似文献

This paper analyses recent developments in urban planning in the City of Toronto. A municipality of 2.4 million inhabitants that makes up the inner half of the Greater Toronto Area, the City of Toronto was consolidated from seven municipalities in 1998. Planning practice, discourse, and "vision" in the new City of Toronto are shaped by the city's bid for the 2008 Olympics, related proposals for waterfront redevelopment, and preparations for a new official plan. In the context of comparative debates on trends in local governance, we see current planning strategies in Toronto as one of several strategic sites in which Toronto is consolidated into a "competitive city." Historically, the formation of the competitive city in Toronto must be seen as a result of the impasse of postwar metropolitan planning in the early 1970s, the sociospatial limitations of downtown urban reform politics in the 1970s and 1980s, and the neoliberal restructuring and rescaling of the local state in the 1990s. Theoretically, we draw on the global city research paradigm, regime and regulation theory, and neo-Gramscian urban political theory to suggest that planning the competitive city signals shifts in the sociopolitical alliances, ideological forms, and dominant strategies that regulate global-city formation. These constellations and strategies threaten to reconstitute bourgeois hegemony in Toronto with a series of claims to urbanity.  相似文献

Under the name of ‘Blockupy’ the city of Frankfurt am Main witnessed major social protests between 2012 and 2015 against the European crisis management and its devastating impacts on the livelihoods of people all over Europe. By assuming a Gramscian perspective, with a special focus on struggles over hegemony in the realm of coercion itself, this paper, analyzes the early Blockupy movement from 2012 to 2013, and argues that these protests were able to successfully challenge the neoliberal hegemonic story of EU austerity politics in Germany for two main reasons. First, Blockupy at that time was able to avoid criminalization by practicing a professionalized politics of hegemony that actively sought to intervene in public debates and by establishing a code of conduct shared by all participating groups. Second, Blockupy's geography and its place-based, multi-scalar and networked character were crucial, in that they drew on spatial strategies derived from the traditions and experiences of different social movements. Blockupy was multi-scalar and networked in that it brought together national, local and European movements by networking across scales, and it was placebased in two respects: it used and reignited the urban social movement infrastructure that was in place in Frankfurt after decades of social struggles within and against global city formation; and it strategically used Frankfurt's material and symbolic status as a global city.  相似文献

This paper presents an ethnographic portrait and analysis of the historical development of heritage tourism in a Southern French village. Using the occasion of a failed village fête in the summer of 1997 as a focus, it details the local and regional factors that have influenced the emergence of heritage tourism in the village, and outlines the conflicts that have arisen over it. Such conflicts appear to lie behind the fête's failure, and the paper addresses in particular the reinvention of local cuisine, as much local heritage tourism centres on the consumption of food products. Theoretically, the paper demonstrates the benefits of considering heritage in relation to Munn's symbolic theory of temporality: such an analysis permits a detailed consideration of exactly what is at issue in the social production and consumption of heritage. However, the paper stresses the importance of locating such an analysis within a material, historical framework.  相似文献

The 'problem' of skating has been conflated with a 'problem' with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters 'on the edge' and yet draw them into particular domains of citizenship via specific practices of urban governance.  相似文献

In this article, waterfront redevelopment is linked to the recent development of urban policy and to relations between port and city. This is discussed with the empirical study of three European regional capitals (Barcelona, Cardiff and Genoa) of different size, how the redevelopment was done and how the projects link with the development of urban policy. The redevelopment of Baltimore's Inner Harbour has influenced strongly the physical outcome of the projects in these three cities but it is very difficult to achieve similar success because of the differences in time, space, local culture, etc. Each case demonstrates that a strong market‐ and property‐led approach has serious weaknesses when heavy public subsidies are used for improving the infrastructure but the private sector has not been able to fulfil its part in time. The question of social justice of waterfront redevelopment is raised at the end of the article.  相似文献

Drawing on Foucaultian work on problematization, this paper explores the urban resilience paradigm which emerged in the wake of 2012's Hurricane Sandy, which dramatically disrupted New York City. Using discourse and media analysis, examination of government commissions and proposals, and site observation at panels and conferences, it argues that, rather than an ahistorical “thing,” urban resilience was the name given to techniques resulting from a three-part process of problematization drawn together by media and government in the storm's aftermath. This process, I argue, was itself political, and included the identification of new problems to govern in the form of environmental and technical risks; the critique of modern urban governance techniques based on a city/nature separation and ideas of mastery and control as impediments to responding to these problems; and finally the overcoming of impediments via creative recalibration of government by redefining the social and ecological as interconnected infrastructure. The recalibrations produced within this three-part problematization, I show, were promoted by city government and local institutions as “urban resilience,” which was presented as the unquestionable answer to Sandy's problems as they had been posed. I conclude by discussing what this problem-based case study helps us see about urban resilience, but also how it advances our understanding of the growing interest in problematization within geography, as well as implications it suggests for thinking the political in the Anthropocene.  相似文献

This paper presents preliminary analysis of a larger study examining the re‐making of the Port Adelaide waterfront. It offers insights into the way the processes of urban entrepreneurialism endeavour to appropriate and transform landscapes by building on a particular heritage of place while simultaneously dismantling this image to recreate an alternative form. The proposal to refashion the Port's waterfront into a lifestyle and tourist destination will dramatically transform the current socio‐spatial organisation of working and community life as perceived and valued by those local communities currently living in and around the Port area. The removal of a small group of boatyard operators from the inner‐harbour, as part of the redevelopment, is symbolic of local concern of the potential loss of a particular way of working and community life that is steeped in history, heritage and class and is particular and peculiar to the Port Adelaide waterfront. The findings support the view that the process of urban entrepreneurialism in the re‐imaging of place is transformative, selective and exclusive.  相似文献

Development proposals in areas with renowned natural heritage frequently stir up environmental controversy. In recent years, the Scottish Highlands and Islands have seen two particularly high‐profile conflicts of this type: the proposals for an aggregates superquarry on Harris and for a funicular mountain railway in the Cairngorm ski area. The first was turned down, the second has gone ahead. These showdowns between development and conservation interests shared characteristics which typify environmental conflicts: tension between ‘insiders’ and ‘outsiders’, polarised viewpoints, contrasting interpretations of sustainable development, criticism of the planning system and disagreement over decision making procedures. This paper explores these themes through detailed considerations of the two specific debates and of the arguments that were fielded to support or oppose the projects.  相似文献

Modern nation‐states use images of a chosen past to construct a national identity. In Vilnius, the remains of the Grand Duchy of Lithuania are used to construct an identity, and the aim of this exercise is to improve the economic performance of the city. Academics and professionals, alarmed of the loss of authentic values, and the living society, alarmed at the deteriorating container quality of the city, caused by this Politics of the Past, are coming forward to prevent this disinheritance. New agencies created to materialise the rejuvenation of historic urban space, together with unprecedented changes in values, and social disharmony have turned the Politics of the Past in Vilnius into an instructive heritage discourse, which is further diversified by the involvement of local experts who are now taking charge of heritage protection.  相似文献

There has been legislation in place since the 1970s in Canada's largest province, Ontario, that encourages the identification of significant heritage buildings and is supposed to provide them with at least a degree of protection. Both heritage recognition and most other land use decisions, however, are exercised at the local government level. W'hile conservation of heritage structures has been successful in some places, an alarming number of significant historic buildings in the province continue to be lost. Relying on dozens of volunteers, this study examined thousands of buildings in over twenty Ontario communities and sought to establish how many heritage buildings had been demolished and to determine why these losses were occurring. It was discovered that in the municipalities surveyed over 400 historically recognised buildings had been lost in the last sixteen years. Recommendations for how to deal with this problem are included in the study.  相似文献

This article explores urban sanitation in the city of Mandalay, upper Myanmar, as an entry point to better understand the issue of improvement in the country in the current era of political change. Based upon qualitative data gathered in Mandalay between 2015 and 2018, the article focuses on the state's ways of seeing urban improvement after 2016, when the National League for Democracy government led by Daw Aung San Suu Kyi took office. The article builds upon James Scott's work on statecraft to frame the analysis, and it uses this framework to argue that a localized form of authoritarian high modernism is emerging and shaping urban improvement in Mandalay today. The case is noteworthy as high modernism in Mandalay is not associated with attempts to render the city more legible; on the contrary improvement seems to be carried out by a state unwilling, or unable, to see and thus being blinded. The article develops this argument to make a twofold contribution, to discussions on statecraft and the “failure of development” in contemporary Myanmar from the perspective of political geography; and to debates on states' ways of seeing and the practice of improvement in postcolonial contexts.  相似文献

This paper presents geoarchaeological results from the ancient harbour of Beirut (Lebanon). As at Sidon, knowledge of Beirut's ancient tell has advanced significantly over the past decade, thanks namely to redevelopment of the city centre and excavations centred on the modern port. In spite of this research, understanding of the city's coastal palaeoenvironments during antiquity is poor. Buried Iron Age harbourworks presently 300 m from the sea attest to pronounced coastal changes during the past 3000 years. These processes have been significantly accentuated during the last two centuries by redevelopment of the port, which remains in use some 5000 years after its foundation. Here we elucidate the coastal stratigraphy east and west of the Bronze Age tell to yield new insights into the evolution of the Beirut seaboard, in addition to the complex history of human–environment interactions. These chronostratigraphic data are subsequently used to (1) precisely locate the main anchorage haven during antiquity; and (2) propose a chronology for its evolution.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

Wholesale clearance and eviction that typify China's urban development have often resulted in discontents among urban residents, giving rise to what critics refer to as property rights activism. This paper is an attempt to critically revisit the existing debates on the property rights activism in China. The paper refers to the perspective of the “right to the city” to examine whose rights count in China's urban development contexts and proposes a cross‐class alliance that engages both migrants and local citizens. The alliance itself will have substantial political implications, overcoming the limited level of rights awareness that mainly rests on distributional justice in China. The discussions are supported by an analysis of empirical data from the author's field research in Guangzhou, which examines how local and non‐local (migrant) residents view nail‐households resisting demolition and forced eviction.  相似文献

Drawing on labour history, critical heritage studies and sociological literature on the entrepreneurial city, this article focuses on the cultural legacy of the famous 1971/72 Upper Clyde Shipbuilders (UCS) work-in apropos Glasgow’s historical reputation as ‘Red Clydeside’. In doing so, the article considers the dispute’s continuing importance as a political resource for present-day debates about workers’ rights, Glasgow’s post-industrial identity, the rise of populist demagoguery and the future of Britain’s industry more generally.  相似文献

The city of Newcastle is a complex and changing landscape. Once regarded as Australia's ‘problem city’, Newcastle's identity is being significantly transformed. This identity transformation draws significantly upon the emergence of more cosmopolitan landscapes within inner Newcastle associated with the gentrification of these areas. The discourse of gentrification is inherently post‐industrial, providing a cleaner and more positive identity as Newcastle seeks to erase the stigma of its’ industrial heritage. However, as landscapes are the amalgam of multiple identities, Newcastle's industrial heritage periodically re‐emerges to problematise the city's newly adopted cosmopolitan identity.  相似文献
