This paper examines the state’s contradictory roles in globalising its workforce and transforming its regulatory capacities, and the implications these changes have for the human and citizenship rights of an increasing number of migrant workers. We investigate foreign workers’ protection and rights at both ends of the migration chain by using the specific examples of the Philippines and Japan. The discussion identifies areas for greater activism and mechanisms for the promotion of the rights of migrants from both ‘above’ and ‘below’. First, the highly aggressive role of the state in globalising labour markets is theoretically discussed. The paper then examines the role of the Philippine state in labour export and the implications of its embrace of neo-liberalism for its capacity to strongly pursue migrant worker welfare. The contradictory positions of the state in promoting globalisation, on the one hand, and discourses of human rights for migrant workers, on the other, are highlighted. In the Japanese case we examine the role of the state in both regulating and restructuring its labour market, and the structural dependence placed on the legal and illegal importation of migrant labour. Despite this dependence, we reveal the contradictory positions held within Japan’s state apparatus which result in a deliberate marginalisation of migrant workers. The important role of NGOs in disseminating information to migrant workers about their rights in Japan is highlighted. We explore the relationship between the individual and the state in the context of globalisation through the discussion of citizenship as a negotiated concept. We then examine the changing reality brought about by globalisation processes in terms of responsibility towards the protection of any worker (regardless of passport) but also with regard to activism on behalf of migrant labour. Finally, we emphasise the important future role to be played by NGOs in making the needs and rights of globalised workers more broadly recognised and attended to at both local, national and transnational levels.  相似文献

International marriage migration is a fraught terrain of gender and power relations. Based on research among Thai women married to Singaporean men, we argue that patriarchal outcomes – a distinctive system of transnational patriarchy – result from a complex interaction of women, men and nation-states. We draw on Deniz Kandiyoti's insights into patriarchal bargains as a productive framework through which to identify key elements in the making of transnational patriarchal relations. This article provides a detailed account of conditions in Thailand, Singapore and the contact zones in which Thai women and Singaporean men negotiate marriage migration. Relating this case to previous research, particularly among Filipina migrant women, demonstrates points of commonality while also highlighting the importance of attending to difference and diversity among transnational contexts.  相似文献

Popular accounts of the Halifax Explosion of 1917 have placed it in a resolutely nationalist context. But starting from the international ownerships and destinations of the ships that sparked it, the explosion was a transnational event. This article explores how people, money, and ideas crossed and recrossed the border. First, in-kind and monetary relief flowed quickly from the United States, Britain, and Newfoundland. Second, Halifax became a destination for a growing international community of experts in disaster response, as relief experts from New York, Boston, Winnipeg, and elsewhere in North America converged on the city. Finally, survivors used their transnational community of friends and relatives to build political power over the relief process. Migrants living in “the Boston States” created a transnational polity that pressured relief authorities to give more money to their kin still in Halifax. These transnational communities—of international experts and migrant families—helped create a Canada–US relationship from the bottom.  相似文献

This article argues that transnational activism has been an important factor in both the evolution of Japanese civil society and the identity formation of civil society actors over the past half century. It reconsiders the Japanese experience in light of recent theorisations on deterritorialised and transnational citizenships which challenge the monopoly of the national state in defining civic identity by proposing novel alternatives based on cross-border affiliations among non-state actors. Different from existing endogenous and institutional explanations of the emergence and development of civil society in Japan, the article highlights the transformative impact of activists’ transnational activities. Until around the late 1960s Japanese activists tended to imagine their situation within a framework of victimised citizens versus a pernicious alliance of the state and industry. The state and corporations were the aggressors and citizens were always the victims. But transnational engagements in the anti-Vietnam War and environmental movements disrupted such assumptions, forcing activists to rethink their victimisation status and consider their complicity in the actions of the Japanese state and industry abroad. The result was an enriched and more broad-minded conceptualisation of post-national citizenship in which victim consciousness was tempered by a concern for those beyond the borders of Japan. This transnational sensitivity in turn contributed to the maturation of Japanese civil society.  相似文献

The scholarship on care for older parents within transnational families focuses mainly on the experience of unskilled migrants and is presented largely from the perspective of caregivers. Few studies consider the case of affluent, skilled migrants, and their wealthy older parents who also cross borders to visit and provide care for their migrant adult–children. Through Baldassar and Merla’s concept of ‘care circulation’ and the lens of emotional transnationalism, the article illustrates that despite affluent transnational family members’ mobility and access to resources that should facilitate successful circulation of care, care is not easily exchanged at an intimate level. Drawing upon 30 transnational family case studies of skilled migrants residing in Australia and their urban, high to middle-income older parents from Sri Lanka, I argue that older parents construct both caring across distance and in proximity as an attentiveness to their emotional care needs, and the time and effort taken to engage in emotion work; a task that is more challenging for migrant sons than daughters. The article reveals the manner in which gendered care practices both enable and inhibit care circulation between transnational migrants and their older parents.  相似文献

This study examines the counter-paradigmatic migration of Westerners into Thailand, focusing on men in transnational intimate relationships in the northeastern region. We explore how the particular spaces in which they settled affected these migrants' capacities to perform what they saw as hegemonic masculinities over time. We find that they initially experienced an increase in status that they were able to convert into assets in romantic relationships, permitting them to position themselves as ‘providers’ and ‘real white men,’ drawing on masculine ideals from their home countries as well as a diffuse neocolonial imaginary. In the long run, however, these identity constructions were subject to internal contradictions and attrition. They were also place-bound, creating both financial and social obstacles to a return home, particularly for those without ties to transnational capital. The ways these patterns differ from those in existing scholarship underline how both the particular spaces of migrant settlement and temporal dimensions are critical for the analysis of migrant masculinities.  相似文献

In the United States, recently arrived migrant youth encounter competing media and institutional discourses that cast them as dependents who have been rendered ‘left behind,’ ‘on their own,’ or ‘unaccompanied’ by their parents. A corresponding narrative emerges in which young migrants’ parents are framed as abusive, neglectful, and ignorant. Combined, these portrayals may garner specialized services and contribute to success in the legal realm. At the same time, however, they fail to recognize and even imperil the intimate intergenerational networks that facilitate transnational migration. In this article, we trace the homogenizing power of public discourses on young people and their families across two diverse ethnographic contexts, that of Chinese and Guatemalan migration. Focusing in particular on narratives of debt and belonging, we argue that the pervasive pathologization of migrant youths’ parents diminishes and contorts valued relationships over time. It correspondingly demands broader efforts to historicize and to contextualize youth mobility.  相似文献

This article examines the liminal space that exists both as a structural condition engendered by transnational migration and as a state that is self-consciously carved out by migrants. It demonstrates that this space provides the grounds for migrants to develop ‘deviant heterosexuality’, such as extramarital relationships while simultaneously causing dilemmas and contestation of gender dynamics in conjugal and familial relationships. Drawing on ethnographic research and in-depth interviews, I elucidate the extramarital relationships among migrant Filipino workers in South Korea. By incorporating discussions of ‘queer heterosexualities’ and Hubbard's geographical engagement of sexuality into analysis, I argue that migrants' extramarital practices are shaped not only by dominant discourse, but also through the particular social and spatial positioning of individuals. First, I demonstrate that the liminal space gives migrant Filipino workers a certain degree of autonomy from the power and ideological interventions of both sending and host societies. Second, I highlight the liminal space that is extended by migrants themselves, especially through the increasing economic ability and mobility of migrant women, which can reconfigure the modes of heteronormativity and gender structure in conjugal, familial and extramarital relationships. In the end, I argue that transnational migration results not only in provisional liminality but also prolonged liminality through migrants' initiative in pursuing their desired heterosexuality and their endeavour to convert extramarital relationships into long-term intimacy. This study contributes to the discussion of the interplay between heterosexuality/heteronormativity and gender in recent human migration.  相似文献

This article explores the practice of ‘virginity testing’ by British immigration officers in the late 1970s through the internal documents of the Home Office held at the National Archives in London. By analysing these documents, we argue that the ‘virginity testing’ controversy demonstrates the intersectionality of discrimination faced by migrant women from the Indian subcontinent attempting to enter Britain in the 1970s. Previous discussions of the practice have focused on either the dimension of ‘race’ or gender as the determining factor behind this invasive procedure, but this article shows that both dimensions are of equal importance in explaining why immigration officers undertook ‘testing’ for virginity during border control investigations. The emphasis within the immigration control system on preventing ‘bogus’ migration informed how immigration officers processed potential migrants and this framework of suspicion allowed the practice of ‘virginity testing’ to occur.  相似文献

Contract substitution—in which workers sign one contract but end up working under another—is a common form of fraud faced by Indian low-wage migrant workers working in the Gulf Cooperation Council states. This paper presents a study of workers’ experiences of contract substitution alongside the eMigrate system, which is a digital registration system introduced by the Indian government in 2015. While a stated aim of eMigrate is to protect workers from contract fraud, these practices persist. We explore the colonial genealogies of eMigrate to show that not only has it adapted repertoires of worker protection inherited from the British Empire’s indenture system, but that eMigrate risks facilitating conditions of unfreedom under the mantle of worker protection, much as the British imperial state did during indenture. We contend that recognising how legacies of indentured labour regulation persist through eMigrate has implications for contemporary campaigns for migrant justice.  相似文献

This editorial introduces the Virtual Special Issue on the Politics of Migration by presenting a review of migration and refugee related articles published in Political Geography. We have identified two major shifts in scope during the last 30 years. First, the scalar focus has changed from nation-state policies to supranational migration agreements and transnational migrant experiences. Second, the theoretical focus has moved from geopolitics to biopolitics. Ten selected articles illustrate three central themes: regulation of migration, practices of border enforcement and migrant experiences.  相似文献

The history of psychosurgery is most often recounted as a narrative wherein Portuguese and American physicians play the leading role. It is a traditional narrative in which the United States and, at times, Portugal are central in the development and spread of psychosurgery. Here we largely abandon the archetypal narrative and provide one of the first transnational accounts of psychosurgery to demonstrate the existence of a global psychosurgical community in which more than 40 countries participated, bolstered, critiqued, modified and heralded the treatment. From its inception in 1935 until its decline in the mid-1960s, psychosurgery was performed on almost all continents. Rather than being a phenomenon isolated to the United States and Portugal, it became a truly transnational movement.  相似文献

ABSTRACT The major objective of this paper is to estimate regional utility levels based on interregional migration data. We first revealed three stylized facts concerning migration behavior by examining long‐term Japanese data on interregional migration. We then uncovered inconsistency between net migration and utility differential in the presence of distance‐related migration costs. Based on the stylized facts and the inconsistency problem, we formulated an operational model and estimated interregional utility differentials. We showed that the interregional utility differentials converged until the late 1970s. We also showed that the utility estimates are highly correlated with the per capita real income. We also applied the model to interregional migration data in the United States and Canada and confirmed the model's validity.  相似文献

Throughout the world, increasingly securitized and militarized border enforcement efforts have made transnational migration an increasingly deadly endeavor for unauthorized migrants. The deadly consequences of unauthorized migration has compelled the emergence of what William Walters refers to as the humanitarian border—the concentration of humanitarian aid and services along the edges of the global North. This paper expands on Walters work through an in-depth analysis of the emergence and transformation of the humanitarian border in southern Arizona, USA. Through an examination of transformations in how migrant care is provisioned, overseen, and regulated in southern Arizona, this paper traces a shift from humanitarian exceptionalism to contingent care whereby care is increasingly linked with enforcement efforts. In doing so, this analysis illustrates how care functions as a technology of border enforcement, increasing the reach of the state to govern more bodies and more spaces.  相似文献

Many debates over migrant labor politics in contemporary China rely upon essentialist notions of ethnic identity. In contrast, I identify migrant labor politics as transnational processes through which women migrants from rural Tibet become ethnic workers. Drawing on post-colonial theories of ethnicity and on feminist literature on global capitalism, this article analyzes the uses of migrant laborers in a globalizing Tibetan carpet industry. First, I investigate the making of Tibetan carpets and the essentialist construction of ‘carpet weavers’ employed by Tibetan–Nepalese carpet factory owners, carpet dealers in New York City, and various participants in Lhasa, including party cadres, international non-government organizations (NGOs), and overseas investors. I argue that the functioning of the international carpet business relies upon the ethnicization of migrant labor, in which labor subjugation involves creating ethnic subjects and ethnicized boundaries. This form of labor commodification is driven by both an economic logic and a moral imperative for preserving or regenerating ‘ethnic culture.’ Second, through the lens of gender, I look closely at the ethnicization of migrant labor in post-socialist Lhasa, analyzing its significance for the labor force in the carpet industry. The women carpet weavers, who mostly come from Tibet's rural areas, I found, strive to reconcile their desires for female autonomy with labor positions that reduce them to strangers in the city. Some women attempt to overcome their experiences of alienation while actively engaging in the reproduction of the patriarchal family as well as in labor hierarchies at work.  相似文献

More than two decades after the Fourth World Conference on Women was held in Beijing, gender equality policies have not delivered in the ways envisaged. This special cluster of articles seeks to understand why. Women's mobilization and feminist activism was central to the Beijing process and the advocacy that followed, yet their influence on policy processes seems constrained in the current context of global political and economic changes. The articles in this cluster explore the negotiations between different actors, institutions and discourses — and the tensions and contradictions therein — as explanations for why certain domains of women's rights remain at the margins of political agendas and others receive more attention. Specifically, why have women's labour rights and the demands of the unpaid care economy failed to gain policy traction? The articles point to the importance of political practice, which includes the ‘framing’ of policy demands as compelling narratives, engagement with state entities and the forming and managing of alliances. There are trade‐offs inherent in each of these elements, for example, between transformative gender equality objectives and the pragmatic impulse to frame claims in less politically and socially threatening ways. Further, in a context of increasing globalization, mobilization is required at multiple levels — from the local to the transnational. The articles thus seek to deepen our understanding of how policy change for women's rights occurs.  相似文献

Islamist movements are often considered the epitomes of transnational movements; however, little is known about the concrete workings of their transnational ambitions. In investigating the evolution of Muslim activists in France from the late 1970s to the early 1990s, this article shows that their embrace of pan‐Islamic ideals initially conflicted with strong investment in (Arab) homeland politics. Later on, their engagement with a French Islam signalled less the emergence of a de‐territorialised, de‐culturalised Islamic identity than it did the assertion of new nationally bounded (French) attachments. Overall, the analysis sheds light on a stimulating puzzle regarding cosmopolitanism: the persistence of national forms of identification in movements that aspire to bypass national affiliations.  相似文献

This article will explore the multicultural challenges resulting from increasing numbers of migrant workers and foreign (non‐Chinese) brides in Taiwan, and discuss how such outside cultural influences create new forms of cultural expression, identity and citizenship. It will further describe experiences and present theories specific to Taiwan’s experience. Research on “transnational communities” is fairly advanced in Taiwan. “Transnational communities” in Taiwan are expected to “assimilate” quickly into mainstream Taiwanese society, and personal cultural needs and influences are largely ignored. These communities continue to remain isolated from mainstream Taiwanese society, thus making them “invisible” to society as a whole. Therefore, this research hopes to encourage research into “transnational communities” within the field of cultural policy studies and provide a basic picture of the cultural influence and development of these communities in Taiwan.  相似文献
