This article explores the overlapping modalities and practical purposes of anthropological ethnographic knowledge and political–military intelligence gathering – the commonalities as well as the boundaries between them – through an analysis of the career of the anthropologist Jack Sargent Harris (1912–2008), a secret operative for the United States’ Office of Strategic Services during the Second World War in Nigeria and South Africa. Calling upon archival and oral historical sources, the article relates Harris’s training in Boasian cultural anthropology and as a professional ethnographer of African societies and cultures to the ways he recruited informants, conducted surveillance, related to foreign Allied officials, utilized documentary evidence, and worked to establish authority and credibility in his wartime intelligence reporting. The article argues that political purpose is a central artefact of anthropological ethnography as it is in other ethnographic modalities even if the justifications for these endeavours remain distinct.  相似文献

This article examines the intersections of gender, wartime nationalist rhetoric and the production of ‘healthy’ and ‘unhealthy’ bodies in both the Canadian workplace and the home during the Second World War. Analysing government, industry and media discourses in relation to oral history interviews with thirty‐eight women aircraft workers, we discuss women's distinctive role in shaping the health and morale of the social body during wartime, to ensure the maintenance of family, nation and the Allied war effort. While health in wartime was defined in terms of worker productivity for both men and women, anxiety about women's expanded roles heightened the emphasis on moral respectability as a marker of the ‘healthy’ female body. This was further complicated by the wartime emphasis on women's responsibilities to boost morale as part of their role in maintaining health and productivity for both men and women. Through such examples as workplace regulations and domestic advice, we examine the increased monitoring of women's individual and collective bodies and the intensified demands on female war workers as they crossed between the public and private spheres. We use our oral histories to examine women's embodied memories of ‘healthy’ and ‘unhealthy’ bodies within a regional context and their responses to government, industry and media discourses.  相似文献

This article presents a rare inside view of a unique project currently underway in China to study and preserve the memory of possibly the single most seminal event in Chinese modern history, the War of Resistance against Japan (1937-45). The article introduces a multi-faceted program to preserve the wartime cultural heritage; the work is ongoing in the thriving western metropolis of Chongqing, once China's bomb-torn wartime capital and international Allied command center. It describes how, seven decades after World War II, scholars, cultural workers, government experts, and artists in China are joining hands in an unprecedented, all-encompassing project to record, restore, and recount the extraordinary legacy of China's War of Resistance in its local, as well as national and global contexts.  相似文献

Sarah Macnaughtan, a wealthy novelist, used volunteer care work to claim the legitimacy of her wartime experience in the South African and First World Wars and to assert women's rights in the early twentieth-century British empire. Macnaughtan framed her caregiving experiences in both inherently domestic terms – ‘from a kitchen window’ – and as a justification for women's suffrage and participation in public life. Her example loosens a persistent binary between trained nurses and untrained wartime volunteers and highlights the importance of precedents set in the British empire to the feminist politics and caring practices of the First World War.  相似文献

During the First World War, the German and British Governments supplied culturally appropriate rations and secured special facilities for food preparation and consumption for South Asian prisoners of war whose loyalty both governments sought. The food provided in POW camps to South Asians serves as an index of the political status of colonial subjects at a moment when the future of European empires was far from certain. The British Government’s approach to feeding its South Asian servicemen held by the enemy thus reveals this population’s place within Britain’s wartime national and imperial imaginary and in its post-war planning.  相似文献

This article examines the homecoming of Western women from Japanese internment camps at the end of the Second World War. It focuses on British women returning to the United Kingdom, but makes reference to women from other Allied nations such as the United States, Australia and the Netherlands. The paper argues that interned women posed contradictions to gendered understandings of wartime experience and that homecoming further exacerbated this ambiguity. Return from imprisonment exposed the dual meaning of home as the natural realm for women and a national space. Women internees had been away from both and were subjected to control by non‐white men; responses to their liberation reflected these tensions. Homecoming prompted questions about released women's femininity and sexual integrity, but they faced even more difficulty having their war experiences recognised as part of a national story about war.  相似文献

The apartheid history of South Africa contains racial and religious discrimination, both running parallel to and supporting each other. South Africa's exodus from a society of forced religious homogeneity to one of celebrating religious pluralism adds valuable and unique patterns of thought to the promotion of religious pluralism and religious freedom. A brief history is presented of religion within the context of racial discrimination and eventual democracy in South Africa. The current plural religious demography of South Africa is presented to create a sense of the extent of diversity in the country and the extent of religious pluralism that should be considered for today. This demographical position necessitates an investigation into the current legal position on dealing with such a religiously plural state as well as the challenges it presents. This is also necessary in order to present the evolution of religious pluralism in an oppressive state to the right to religious freedom in democratic South Africa. This evolution can also serve as an example internationally to countries struggling with the issue of religious pluralism. The article is also of importance to sensitise South Africa to existing and escalating challenges against religious pluralism within the country.  相似文献

The experiences of post‐apartheid South Africa have often been used to open dialogue about Northern Ireland and the possible approaches to dealing with the legacy of the conflict. People in Northern Ireland have, for example, looked towards the South African Truth and Reconciliation Commission and policing in South Africa for further insights. This comparison of South Africa and Northern Ireland has now moved beyond being concerned predominantly with conflict resolution and has come to bear in the consideration of how we should present the history of the Troubles in Northern Ireland’s museums and the value of preserving the built heritage of the Troubles. This paper uses the example of the ‘transformation’ in the South African heritage sector that came with the end of apartheid as a means to raise areas of concern that have resonance for Northern Ireland. It shows that for both Northern Ireland and South Africa it is important to think further about the impact of display, the power dynamics embedded in the construction of heritage, and the complexity of building a shared narrative from a contested past.  相似文献

The end of apartheid has precipitated rapid rethinking of South Africa's position in relation to the rest of Africa and the global arena. Whereas a substantial literature already exists on the country's evolving post-apartheid foreign policy, this article offers one of the first critical analyses of its emerging external economic relations. Although clearly the economic giant of the Southern African Development Community, South Africa does not perform as well on all economic and social indicators as many people, especially South Africans, believe. South African businesses' perception of, and experiences in, the rest of Africa are assessed in relation to emerging patterns of trade and investment there. Selected advertisements and associated imagery deployed by firms in support of their strategies are analysed in the context of domestic transformation and the opening of new horizons abroad. South African foreign direct invest-ment (FDI) is increasingly diversified, both sectorally and geographically, although large firms dominate the profile. South African-based transnational corporations are also becoming increasingly influential global players. FDI and development aid inflows to South Africa, and in relation to the rest of Africa, are analysed and their implications explored. Far Eastern investment rose fast as part of a growing global inflow until 1997/8; more recent figures are disappointing. This reflects political and security concerns, as well as vulnerability to rapid flow reversal in the increasingly important portfolio investment market.  相似文献

This article examines the gender dimensions of the growth in informal and flexible work in South Africa and the government’s policy response to this. It outlines the growth in informal and flexible work practices and, as illustrative examples, analyses how trade and industrial policies and labour market policies are impacting on the growth of informal and flexible work. It is argued that the South African government’s trade and industrial policies are shifting the economy onto a path of capital intensification. Allied to this, firms are undergoing a process of extensive restructuring. These developments are further promoting the growth of flexibilization and informalization, and thereby disadvantaging women. The article demonstrates that whilst the government offers a vast package of support measures to big business, its policy is largely irrelevant to the survivalist segment of small business, where most women in the informal economy are to be found. The picture for labour policy is more diverse. Aspects of the labour legislation are promoting the growth of a dual labour market, whilst there seems to be some tightening up of practices aimed at bypassing aspects of the protection provided to workers.  相似文献

Like other Australian governments in the contemporary period the Hawke government sought to enhance its international standing by condemning apartheid. Failing to implement effective policy to match the strong criticism exposed the rhetorical character of the government's South Africa policy. Repeatedly the Hawke government found itself defending a policy framework, which in opposition it had denounced. In essence Australia's South Africa policy had displayed little principle. Refusing to play sport while maintaining bilateral trade and investment with South Africa, underscored the contradictory basis of Australia's South Africa policy. In an effort to redress this policy imbalance the Hawke government chose to enact an employment code for Australian employers of black South African labour. The government promoted this element of policy as a substantial advance in reformulating its overall policy approach. Archival documents and material released under the Freedom of Information Act reveal a very different image.  相似文献

South Africa has a coal-based energy system and extractive economy, largely responsible for its high emission levels relative to countries with similar GDP. This extractive, coal-based economy began during British colonisation and today shows few signs of transitioning rapidly to limit climate change. This paper interrogates the role of coloniality in climate delay, given that colonisation is responsible for establishing fossil fuel dependence in South Africa. Combining theory on decolonisation, specifically colonial hierarchies of power, with a critical discourse analysis, this research uses interview and policy data to show how colonial power hierarchies can lead to climate delay in South Africa, through normalising emissions intensive development and silencing alternatives. In doing so, it highlights the need to recognise the colonial foundations of climate change and the potential for a coalition between decolonisation and climate action to motivate for radical change both in South Africa and at a global level.  相似文献

This article addresses the question of the new South Africa's relationships with other countries in Africa in the context of the idea of an 'African Renaissance' which has recently gained currency. The authors identify two opposing conceptions of Africa's development, which they call 'globalist' and 'Africanist' respectively, and explore the tensions besetting South Africa's participation in an 'Africanist' project. They discuss the dilemma of South Africa's role on the continent as both an obvious and an impossible candidate for leadership, and argue for an 'Africanist' and post-structuralist approach to the political, economic and cultural development of the African continent.  相似文献

The fashionable form of globalisation has perpetuated Africa’s incapacity for auto-centeredness. As promises of political and economic reforms did not materialize and as economically powerful states continued to be indifferent, most African states resorted to the strategy of self-interest for international legitimacy and faith in foreign direct investment (FDI) and aid. Departing from its portrayal as a relatively developed, competitive and civil-minded state in Africa, South Africa reinvented modernity in the hope of servicing similar self-interests. I argue that South Africa’s form of globalisation is paradoxical. While positing as a voice for the voiceless and leader of African renaissance, that country simultaneously mediated Africa’s relations for appropriation of neo-liberal principles. Occurring predominantly through political and economic liberalisation, globalisation of Africa is ‘an old story’ of insertion for dependence on foreign capital. I show that South Africa’s neo-liberal agenda in Growth, Employment and Redistribution (GEAR), as well, engendered openness to imports. Given the commonalities between GEAR and the New Partnership for Africa’s Development (NEPAD), I argue that the latter is South Africa’s instrument of ‘reintegrating’ Africa. I also illustrate that South Africa’s foreign economic policy in Africa and NEPAD are founded on the marginalisation thesis, misreading of the paradoxical operations of neo-orthodoxy globalisation in Africa and the thinking that South Africa is suffering due to its geographical association with Africa. I conclude that that country’s form of globalisation will further empty Africa of its capacity of auto-centeredness and engender openness to imports, which are yet to deliver continental recovery.  相似文献

This article reviews the main developments in the Kosovo crisis in the context of relations between Russia and NATO/the West. For Moscow, Operation Allied Force constituted a flagrant breach of international law, a threat to post-Cold War European security governance and a challenge to Russia's status in the international order. Official Russian interpretations, heavily influenced by domestic politics, reflect a perception among Russia's political elite that, rather than upholding liberal democratic values, NATO's intervention constituted a selective defence of the interests of the leading western powers.
Such views have influenced Moscow's position on the thorny question of Kosovo's independence and Russia's more assertive foreign and security policy in the recent period, not least in the conflict over South Ossetia in August 2008. Ultimately, Operation Allied Force resulted in the Russian governing elite reassessing its views on statehood, the international order and the norms underpinning international society.  相似文献

Heritage-making is discussed in this paper as it manifests in the South African museum space, specifically that of the Wildebeest Kuil Rock Art Tourism Centre in South Africa’s Northern Cape. This is an archaeologically rich site with the histories of diverse peoples having left impressions on the landscape. It is a relevant microcosm of South Africa’s past fraught with contending histories. The interpretive space at the tourism centre is an example of the hits and misses within the South African heritage landscape in terms of the practice of multivocality; that is, the co-existence of diverse perspectives and narratives. Discussing transformation and democratisation in the South African museum space, the paper highlights two main interpretive efforts at Wildebeest Kuil, the introductory film and the 31 Battalion military exhibition that show both the progress in decolonising the museum space as well as setbacks to that process.  相似文献

A founder member of the International Atomic Energy Agency (IAEA), South Africa embarked on an ambitious nuclear weapons programme contrary to the IAEA Statute. Against the background of the Cold War, South Africa's threat perception included, amongst others, threats posed by the Soviet Union, which was a nuclear-armed state and a supporter of the banned South African liberation movements. Moreover, the South African government's apartheid policies resulted in the country's increased international isolation, which also affected its relations with the IAEA. A major global campaign to isolate the apartheid government in South Africa spilt over to the IAEA, resulting in several punitive actions against South Africa. Tracing the South African case through several phases, this article illustrates the intimate links between state identity, state ideology, nationalism, status, and threat perception. The South African case illustrates the need for sustained scholarship on all the dimensions of the Cold War.  相似文献
