For years, mounting instability had led many to predict the imminent collapse of Yemen. These forecasts became reality in 2014 as the country spiralled into civil war. The conflict pits an alliance of the Houthis, a northern socio‐political movement that had been fighting the central government since 2004, alongside troops loyal to a former president, Ali Abdullah Saleh, against supporters and allies of the government overthrown by the Houthis in early 2015. The war became regionalized in March 2015 when a Saudi Arabia‐led coalition of ten mostly Arab states launched a campaign of air strikes against the Houthis. According to Saudi Arabia, the Houthis are an Iranian proxy; they therefore frame the war as an effort to counter Iranian influence. This article will argue, however, that the Houthis are not Iranian proxies; Tehran's influence in Yemen is marginal. Iran's support for the Houthis has increased in recent years, but it remains low and is far from enough to significantly impact the balance of internal forces in Yemen. Looking ahead, it is unlikely that Iran will emerge as an important player in Yemeni affairs. Iran's interests in Yemen are limited, while the constraints on its ability to project power in the country are unlikely to be lifted. Tehran saw with the rise of the Houthis a low cost opportunity to gain some leverage in Yemen. It is unwilling, however, to invest larger amounts of resources. There is, as a result, only limited potential for Iran to further penetrate Yemen.  相似文献

This article aims to present a political analysis of the relationship between the Shi?a community in Afghanistan and the new political system that emerged after the US military intervention of 2001. In light of the sectarian conflicts in the greater Middle East and the connection between South West Asia and the Syrian war since 2011, this article illustrates the limits of the social empowerment of the Shi?a communities in Afghanistan. The article outlines the internal religious scene and the connections between āyatollāhs (marāje?), mainly from Iran or Iraq, and Afghan Shi?ite believers. It also examines how the Afghan Shi?ite community differs from those of Iran and Iraq.  相似文献

The Peace Corps brought an estimated 1,800 Americans to Iran from 1962 to 1976, coinciding with the unfolding of Mohammad-Reza Shah Pahlavi’s Enqelāb-e Sefid, or White Revolution. This article surveys Peace Corps Iran’s fourteen-year history by dividing it into three distinct moments defined by changing social and political conditions in Iran and shifting US?Iranian relations. Initially, the Peace Corps Iran experiment built on earlier American foreign assistance programs, while coinciding with the roll-out of the White Revolution. Second, during its heyday in the mid-1960s, the Peace Corps inevitably became entangled with the White Revolution’s unfolding, both experiencing a phase of expansion and apparent success. Finally, as Iranian social and political conditions moved toward instability by the 1970s, Peace Corps Iran also seemed to have lost its direction and purpose, which ultimately led to a vote by volunteers to terminate the program. Based on accounts by US Peace Corps volunteers and the Iranians with whom they worked, the Peace Corps Agency, and the US State Department, this article argues that, ultimately, the Peace Corps Iran experience left a more lasting legacy on individuals than institutions.  相似文献

This article assesses Iran's strategy in dealing with the threat of the Islamic State in Iraq and Syria (ISIS). It examines the implications of the rise of ISIS in Iran's immediate neighbourhood for Tehran's policies in Syria and Iraq and investigates how each of these countries affects Iranian national interests. It provides an overview of the major events marking Iran and Iraq's relations in the past few decades and discusses the strategic importance of Iraq for Iran, by looking at the two countries' energy, economic and religious ties. It also considers Iran's involvement in Syria since the beginning of the Syrian conflict. The article sheds light on the unilateral action taken by Tehran to counter ISIS, the adjustments it may have to make to its involvement in Syria, and the potential areas for tactical cooperation between Iran and the United States, as well as other key regional states such as Saudi Arabia. The article investigates three likely scenarios affecting the developments in Iraq and Iran's possible response to them as the events in the Middle East unfold.  相似文献

This article examines the political context of the new Irish coinage that was introduced in 1928. It attempts to illustrate how the coins of the Irish Free State were products of the political circumstances of their time. The article also analyses the political negotiations concerning the future of the large quantity of British coins that remained in circulation in the Irish Free State. The conclusion will argue that the Irish coins issued in 1928 were of considerable political importance as symbols of national identity visible to the general public on a daily basis. Symbols of this nature were of particular significance to the Irish Free State because its status as a sovereign state was open to dispute in the 1920s and 1930s. The Anglo-Irish Treaty of 1921 made it clear that the Irish Free State was a Dominion of the British Empire. This article will argue that the political background to the introduction of the new Irish coins reflects wider controversies that dominated Irish politics and external relations in the years between the two world wars.  相似文献

This article examines the importance of the political thought and praxis of politico, ‘reformist’ strategist and intellectual, Sa?id Hajjarian, and his rethinking of the post-revolutionary Iranian state’s sources and bases of legitimacy in the 1990s and 2000s. It also provides an exposition and assessment of a number of his recommendations for the realisation of ‘political development’ (towse?eh-ye siyāsi) in the post-revolutionary order and their contribution to the discourse of eslāhāt during the presidency of Hojjat al-Islam Mohammad Khatami (1997–2005). Moreover, it attempts to situate Hajjarian within a broader spectrum of reformist political opinion and its proponents within the Islamic Republic of Iran’s political class.  相似文献

The 1941 Anglo-Soviet occupation of Iran is a topic that continues to interest historians. Work on this period has mainly focused on the reasons behind the occupation and its impact on the political situation in the country. This article looks at the psyche of the occupying forces by studying their propaganda tactics during this period. It was through propaganda that both were able to manipulate local players to either further their own interests or damage the reputation of the other. Such tactics were reflective of the dynamic nature of British?Soviet relations and had a direct consequence on the politics of Iran. A key aspect of this was the British machine’s promotion of the Tudeh Party’s legacy as a tool of the Soviets. The propaganda patterns reveal the reactive nature of the occupying force’s policy in Iran, and reflected their changing interests.  相似文献

The collapse of the Soviet Union brought about major upheavals in Central Asia and the Caucasus. Among the newly independent states, those that were endowed with energy resources set out on the path of economic growth. The energy resources in Central Asia also attracted outside powers to the region. Moreover, the status of these countries as landlocked, and Russia's monopoly over energy pipelines, led these countries to search for new partners in order to reduce their dependency. This added a new dimension to the political, economic and security equations of the region. In this article, Turkmenistan is studied as a former Soviet republic and Iran as a regional actor that has interests in the region's energy dynamics. The role of energy in the relations between Turkmenistan and Iran is examined. The article proposes that the energy factor has produced a favorable atmosphere for closer relations between the two countries. However, Tehran needs to overcome a number of challenges in expansion of its relations with Turkmenistan, the most important of which is the United States' effective opposition to any Iranian initiative in the field of energy in the region.  相似文献

This article examines the American Presbyterian education project in Iran from the early nineteenth century to 1940. While most literature on the subject concerns Iranian state-missionary relations and Presbyterian boys' schools in Iran, this article seeks to address the interactions between American Presbyterians, the Iranian state, and students and families of Iranian girls' schools. A study of the Presbyterians' flagship girls' school in Iran Bethel/Nurbakhsh and its sixty-six-year history reveals missionary intentions, tactics, and accomplishments, as well as the adaptations and accommodations pressed upon them by the Iranians they served. Despite the school's promotion of modern American norms and Christian teachings, the young graduates of Iran Bethel/Nurbakhsh developed a strong sense of loyalty to both Iran and Islam, thus turning an evangelist mission into an important feature of the construction of Iranian nationalism and modernity.  相似文献

Historically, India’s policy on Iran has been a balancing act between securing its interests as a counterweight to Pakistan, and ensuring its continued partnership with the US and other regional players. Yet confusion in India’s Iran policy became evident when Iran’s nuclear program began to draw international attention in the 1990s. More recently, India has attempted to reach out to Iran, reigniting trade relations and initiating new plans. Growing Indo-Iran relations are however a worrying sign for Islamabad, which is attempting a simultaneous expansion of ties with Tehran while continuing to resolve outstanding disputes. The central argument of this paper is that India’s relations with Iran are best understood through the prism of the intertwining of geo-economic and geopolitical considerations. Analysis has often separated these two factors, but there is evidence that a synergy exists – and that it is particularly visible when the Pakistani element is introduced. Often emphasising historical and cultural affinity, India and Pakistan have each sought politically and economically viable relations with Iran. Yet their bilateral political calculations and the current economic challenges have prompted a nuanced policy based on a careful balancing of geo-economics and geopolitics.  相似文献

Soqotra Island, the remote border outpost of the Yemeni state in the Indian Ocean, is a community of mixed ethnic composition with a non‐Arabic mother tongue. It offers an ideal socio‐political context for the study of state–community relations in terms of polity formation as part of a political incorporation process. This focus provides a corrective to the still dominant segmentary society paradigm and its tribes‐driven state politics in the anthropological discourse on Yemen. Polity formation in Soqotra occurred through a series of acts of political incorporation by a succession of political regimes from the late nineteenth century to the present. The study of this process is pursued through a historical narrative of the state’s politics of administration. This narrative is aptly described as a mesography, as its analytical focus is on the meso‐level institutional web of four different political regimes with their distinctive modes of polity regimentation and their structuring effects on Soqotrans’ communal life.  相似文献

Abstract

The Azerbaijani Government’s struggle against external influence from Iran has played a significant role in consolidating its secular self-identification since independence in 1991. Though strong, direct Iranian influence on Azerbaijani Shia groups belongs to the past, its effects are sustained. This article examines the religious transborder flows from Iran to Azerbaijan and their impact on Azerbaijani domestic religious policy. The analysis includes religion as a factor in the debate about transnationalism and about how transnational actors challenge nation states’ exclusive authority over their territory. The analysis uses data from government documents, newspaper articles, social media, and interviews with politicians and religious actors. As a result, the article shows that the Iranian intervention in Azerbaijan has effectively initiated the building of a more specific Shia identity among a small but growing number of Shia groups. This has led to the reconfiguration both of the religious field and of Azerbaijani political secularism.  相似文献

This article investigates the determinants of political cleavages composing the structure of political attitudes in Jordan, Tunisia, and Yemen following the Arab Spring. Further, it tests whether political cleavages carry predictive weight on ordinary citizens’ electoral choices in general elections. Using the Sixth Wave of the World Values Survey, discriminant analysis was conducted to generate the dimensionality, type, and structure of political attitudes in the three nations. Findings suggest that the structure of political attitudes in Jordan, Tunisia, and Yemen is multidimensional: the Islamic‐Secular division, a conflict along economic policy visions and an emerging divisive dimension concerning political reform. Evidence indicates that political cleavages do not possess significant predictive power in determining voters’ choice at elections booths. This research also points to the significance of social transformation processes such as modernization and globalization in causing a shift in values among ordinary citizens in the Arab World. This research argues that in countries where the effects of modernization and globalization are higher, a weakening of the Islamic‐Secular division is witnessed. This research is important since it paves the way for further empirical analysis on political ideology in the Middle East. It shatters conjectures concluding that Arab polities are only divided by a single hierarchical dimension: Islamic‐Secular. It contributes to comparative research on the dimensionality of political ideology by showing that the Arab World is similar to the industrialized world in the dimensionality, nature, and structuration of political ideology.  相似文献

Between 1961 and 1963, a political crisis in Iran prompted U.S. foreign-policy makers to briefly consider supporting political reform that would have pushed the Shah toward a more constitutional role and moved Iran toward democracy. Yet Washington instead decided to bolster the Shah's regime to carry out social and economic reforms that coalesced as the Shah's White Revolution in 1963. Policy-makers relied in part on a psychological profile of Iran to shape their decisions, believing that the Iranian people were psychologically unprepared to rule, and that the Shah was psychologically unprepared to give up power. This article encourages diplomatic historians to explore how the language and ideas of psychology influenced the modernization theories and policies that U.S. policy-makers applied to Iran, the Middle East, and the wider ‘Third World.’ After briefly exploring the history of U.S. racial, religious, and cultural perceptions of Iran - many of which fit traditional stereotypes of Orientalism - the article examines the influence of political and developmental psychology at a time when racial and religious bias were increasingly taboo. Psychology offered more acceptable, scientific ways to understand Iran and the Middle East, though it led to familiar conclusions. While attempting to modernize Iran, policy-makers modernized Orientalism.  相似文献

This article explores the policy choices and political stances that lie behind Turkey's growing isolation both from its western allies and its regional neighbours. It details Ankara's approach to a range of current issues in its region—particularly relating to Syria but also Iraq, Libya, Iran, Russia and Israel—and seeks to trace these approaches back to the world‐view of the country's ruling party and its leading figures, most notably President Erdogan and Prime Minister Davutoglu. It also assesses Turkey's reactions to the complex regional circumstances that have confronted Turkey in recent years. It considers the content and impact of some of the rhetoric emanating from Ankara, especially where it is directed towards the West. The article asks whether and why Turkish foreign policy has acquired an anti‐western tone, and also looks at the extent to which its dealings with its neighbours can be explained by sectarian considerations or by pro‐Muslim Brotherhood leanings. It then goes on to speculate about Turkey's future relationship with NATO and to a lesser degree the EU. It considers the prospects for an improvement in Ankara's relationship with its western allies, or whether Turkey–US relations in particular are now likely to be characterized by ‘strategic drift’ and a more transactional and contingent approach to alliance relationships.  相似文献

ABSTRACT

This article examines the structures of international relations that facilitate political violence in postcolonial states. It explores the intersections of patriarchy and imperialism in the contemporary political economy to understand how armed conflict and political violence in postcolonial states form an integral element of the global economy of accumulation in deeply gendered ways. By focusing on the structural level of analysis, this article argues that the siting of armed conflict in postcolonial contexts serves to maintain neo-colonial relations of exploitation between the West and non-West, and is made both possible and effective through the gendering of political identities and types of work performed in the global economy. I argue here that armed conflict is a form of feminized labour in the global economy. Despite the fact that performing violence is a physically masculine form of labour, the outsourcing of armed conflict as labour in the political economy is ‘feminized’ in that it represents the flexibilization of labour and informalization of market participation. So while at the same time that this work is fulfilling hegemonic ideals of militarized masculinity within the domestic context, at the international level it actually demonstrates the ‘weakness’ or ‘otherness’ of the ‘failed’/feminized state in which this violence occurs, and legitimizes and hence re-entrenches the hegemonic relations between the core and periphery on the basis of problematizing the ‘weak’ state’s masculinity. It is through the discursive construction of the non-Western world as the site of contemporary political violence that mainstream international relations reproduces an orientalist approach to both understanding and addressing the ‘war puzzle’.  相似文献

Drawing primarily on the experience of the UK since 2001, this article examines the increasing prevalence of risk as an organizing concept for western defence and security planning and its implications for civil–military relations and strategy‐making. It argues that there may be tensions between such approaches and the principles of good strategy‐making, which aim to link means and resources to ends in a coherent manner. Not only does risk potentially blur the relationship between means and ends in the strategy‐making process, it also exposes it to contestation, with multiple interpretations of what the risks actually are and the strategic priority (and commitment) which should be attached to them. The article examines these tensions at three levels of risk contestation for British defence: institutions, operations and military–society relations. In the case of the UK, it contends that the logic of risk has not been able to provide the same national motivation and sense of strategic purpose as the logic of threat. In this context, calls for a reinvigoration of traditional strategy‐making or a renewed conception of national interest may be missing a more fundamental dissonance between defence policy, civil–military relations and the wider security context. More widely, the strategic ennui that some western states have been accused of may not simply be a product of somehow falling out of the habit of strategy‐making or an absence of ‘political will’. Instead, it may reflect deeper social and geostrategic trends which constrain and complicate the use of military force and obscure its utility in the public imagination.  相似文献

Among the many factors that influence enforcement agencies, this article examines the role of the institutional location (and independence) of agencies, and an incumbent government's ideology. It is argued that institutional location affects the level of political influence on the agency's operations, while government ideology affects its willingness to resource enforcement agencies and approve regulatory activities. Evidence from the agency regulating minimum labour standards in the Australian federal industrial relations jurisdiction (currently the Fair Work Ombudsman) highlights two divergences from the regulatory enforcement literature generally. First, notions of independence from political interference offered by institutional location are more illusory than real and, second, political need motivates political action to a greater extent than political ideology.  相似文献

This article examines the contradictions underlying the Falangist feminine ideal as it oscillated between demure/traditional and enterprising/modern in the rhetoric of the Sección Femenina. As the author demonstrates, the peculiarity of the Sección Femenina—which acted as the dominant cultural filter for women's familial, social, and political obligations at the time—stems from its leaders' at once-dominated (vis-à-vis the state) and dominant (vis-à-vis the female constituents) position in the cultural, social, national, and political landscape of post-civil war Spain. Although the retrograde ways of the Sección Femenina, whose statutes and rhetoric drew on the nineteenth-century bourgeois discourse of different and complementary gender relations, have elicited numerous studies, this article examines the use of this familiar and unthreatening (to the regime) model of female formation as the legitimating basis of its unconventional praxis.  相似文献

The Iranian trade delegation’s visit to the USSR in April–May 1935 was an event of global significance, underscored by its extensive coverage in the international press. Marking the culmination of a new turn in the Soviet Union’s policy approaches towards Iran with respect to bilateral economic relations, this event is also considered in view of earlier incidents involving Iranian merchants who had boycotted Soviet trade organizations. Along with these political developments, the perspectives of Iranian government officials on foreign trade and industrialization are analyzed within the context of the increasing expansion, centralization, and bureaucratization of Iran’s national economy during the 1930s.  相似文献
