The main goal of the 2003 war with Iraq of the coalition forces led by the United States was to topple Saddam Hussein's regime and establish a new political system that would adopt democratic practices. Iran, a country that deemed Saddam's regime to be a threat, considered this war to be very helpful in many ways — first because it put an end to Clinton's “dual containment” approach and would thus help Iran to become a regional superpower at Iraq's expense. Second, a war with Iraq could put an end to the decades of oppression of the Shi'a community in Iraq. This article argues that Iran's involvement in Iraq's internal affairs created chaos in Iraq and contributed to the sectarian conflict against Sunni terror groups, notably the Islamic State of Iraq and Syria (ISIS), also known by the Arabic name Daesh, a terror group with the most extreme form of Sunni Radical Islam ever known. The sectarian conflict that resulted from the above is now taking place between the Sunnis and the Shi'a of both Persian and Arab backgrounds and this clash could not have become as radical as it is without Iran's aggressive foreign policy. It should, however, be noted that Iran is not the sole player in the country and therefore its part in inflaming sectarian conflicts should be viewed through a realistic prism that allows other forces — domestic and foreign — to be seen as having influenced the events for their benefit.  相似文献

The tension between “international order” and justice has long been a focus of critical attention of many scholars. Today, with the rise of the humanitarian crises, the debate is once again visible, and Turkish foreign policy is one of the most important areas of observation of this tension. Indeed, the U.S.‐led invasion of Iraq in 2003 paved the way for Turkey to actively engage in regional affairs. Meanwhile, the need to bring human justice into world politics makes Turkish foreign policy decision makers operate on a much more humanitarian basis. Nevertheless, active humanitarian engagement poses an important challenge to traditional Turkish foreign policy as it is mainly based on the notion of “non‐interference,” as well as on the elementary components of international order, by raising suspicions on the intentions of the Turkish authorities. This article aims to explore the challenges Turkey has been facing since the U.S.‐led invasion of Iraq, and diagnose Turkish foreign policy vis‐à‐vis Iraq in the shadow of the Syrian civil war from Hedley Bull's framework of “order” and “justice.” It argues that Turkey's recent fluctuations in the Middle East could be linked to Turkey's failure to reconcile the requirements of “order” with those of “justice” and the Turkish governing party's (AKP) attempts to use justice as an important instrument to consolidate its power both in Turkey and in the Middle East.  相似文献

ABSTRACT. Sri Lanka's Sunni Muslims or “Moors”, who make up eight percent of the population, are the country's third largest ethnic group, after the Buddhist Sinhalese (seventy‐four per cent) and the Hindu Tamils (eighteen per cent). Although the armed LTTE (Tamil Tiger) rebel movement was defeated militarily by government forces in May 2009, the island's Muslims still face the long‐standing external threats of ethno‐linguistic Tamil nationalism and pro‐Sinhala Buddhist government land and resettlement policies. In addition, during the past decade a sharp internal conflict has arisen within the Sri Lankan Muslim community between locally popular Sufi sheiks and the followers of hostile Islamic reformist movements energised by ideas and resources from the global ummah, or world community of Muslims. This simultaneous combination of “external” ethno‐nationalist rivalries and “internal” Islamic doctrinal conflict has placed Sri Lanka's Muslims in a double bind: how to defend against Tamil and Sinhalese ethnic hegemonies while not appearing to embrace an Islamist or jihadist agenda. This article first traces the historical development of Sri Lankan Muslim identity in the context of twentieth‐century Sri Lankan nationalism and the south Indian Dravidian movement, then examines the recent anti‐Sufi violence that threatens to divide the Sri Lankan Muslim community today.  相似文献

In recent years, the term “proto‐Sunni” has become common in scholarship on the early centuries of Islam. Drawing on categories developed by Peter Berger, this study seeks to move toward a more inclusive portrait of the early proto‐Sunni movement and a more organic understanding of the movement's success. It argues that owing to the erosion of several of the “plausibility structures” of earliest Islam, three tendencies emerged among the proto‐Sunnis between the early 8th and mid‐9th centuries C.E.: proto‐Sunnis as traditionist ?ulamā?, proto‐Sunnis as pious ascetics, and proto‐Sunnis as volunteer holy warriors. The prestige acquired through their activities in these areas enabled the early proto‐Sunnis to “objectify” and “legitimize” new plausibility structures which would prove decisive to an eventual Sunni consensus.  相似文献

At the Iraq “liberation” in 2003, many asked, “Could Sunni, Shi'a and Kurdish factions be brought together, or is it likely that ethnic conflicts would lead to civil war?” This pilot project addressed: 1) How do Iraqis' self‐reported ethnic/religious identities (their membership in their personal in‐groups) relate to their perceptions of other unlike groups (out‐groups)?, and 2) How does a place of residence relate to Iraqi perceptions of out‐groups? My team collected 479 surveys of Iraqi opinions in Iraq, Jordan, and The Netherlands, asking for perceptions of Those Other Groups, their out‐groups. I found that background items of religion, ethnic origin, and location, taken by themselves, did not relate strongly to respondents' attitudes towards out‐groups. But, some combinations of background items did give significant differences in perceptions towards other groups. For example, moderate Arabs (with respect to ethnic importance) in Iraq were the group most opposed to foreigners, and were the group most opposed to expatriate Iraqis returning to Iraq. In this paper I explain important terms (out‐group and wiki); report on my findings in the midst of a period of regime change in Iraq; mention the use of an alternate way to disseminate research findings over the internet via a wiki; and describe follow‐up projects on social capital among Iraqis. My hope is that this will contribute to a base from which researchers and fieldworkers can develop theories to explore and explain elements of civil society in Iraq and other societies. Abstract

This article reframes our understanding of the pre-Gulf War U.S. policy toward Iraq away from the issue of why the Bush administration ignored evidence that Saddam Hussein was not reciprocating U.S. efforts to moderate his behavior. Rather, it asks why the Bush administration did not consider Saddam’s abuse of U.S. export credit programs as relevant for evaluating Iraqi intentions and the efficacy of the engagement policy. It traces debates among federal agencies about two export credit programs to show that strategic considerations drove decisions to preserve or suspend these programs even though Iraq’s financial behavior offered insights earlier in time about its strategic intentions. While the Bush administration intended for engagement to reward or punish Saddam depending on his behavior, my examination of export credit controversies shows that it did not establish a rationale for deciding when and how to punish Iraq for threatening or abusive behavior.  相似文献

Research on media framing of policy issues has flourished. Yet the varied approaches to conceptualizing and operationalizing issue frames that make this literature rich also hinder its advancement. Here, we document the benefits of a two‐tiered method: the first level accounts for issue‐specific frames, while the second level tracks frames that generalize across issues. For this study, we draw on generalizable frames from prospect theory (loss vs. gain frames) and social identity theory (self‐referential vs. other‐referential frames). We discuss the theoretical merits of a two‐tiered approach, arguing that it should yield compound insights greater than the sum of its parts. Applying this method to newspaper coverage of the war on terror, we find a strong trend at the generalizable level: media framing of the war shifted over time from a predominant use of “fear” (self‐referential loss) frames to an increasing use of “charity” (other‐referential gain) frames. Our approach further reveals that the fear frames used in the lead‐up to the Iraq War were not driven by issue‐specific frames related to terrorism or weapons of mass destruction as we might have thought, but rather by frames related to the anticipated threats to U.S. troops. This study sharpens our understanding of how framing of the war evolved, but more broadly it suggests that a two‐tiered approach could be applied both within and across policy issues to advance our understanding of the framing process.  相似文献

The Fearless Cities summit, coordinated by Barcelona en Comú in June 2017, marked the first global gathering of the nascent “new municipalist” movement. Responding to the “imperative that geographers engage critically and creatively with the way localism is being articulated”, this paper argues that the new municipalist initiatives are developing urban political strategies that successfully avoid the Local Trap. Rather than essentialising cities as inherently progressive or democratic, the municipal is instead becoming framed as a “strategic front” for developing a transformative politics of scale. Given this critical awareness, this nascent movement demonstrates how local loyalties can be mobilised as part of a progressive scalar strategy without falling into the trap of a “particular localism”. What remains to be seen is whether these initiatives are able to develop a variegated scalar strategy of transformation that retains the democratic essence that underpins them.  相似文献

How has neo-liberalism transformed the economic structure and policies of India? And what are the politico-economic implications of such policies for marginalised populations? Following Karl Polanyi’s theory of “double movement”, this paper argues that while market liberalism has helped India overcome the slow so-called “Hindu rate of growth”, it has adversely affected the economic interests of the poor. It further argues that the expansion of the market (first movement) has led to various social dislocations in the lives of the poor. Such dislocations have generated several countermovements (second movement), which have found expressions not just in electoral politics but also in various grassroots movements. While it may be true that such countermovements have not always been successful in overturning the tide of neo-liberalism, they have certainly influenced the policy priorities of the state in favour of the poor and the marginalised in India.  相似文献

Economic development in the U.S. context from the federal level is reviewed with emphasis on the urban-rural dimension. “Economic development” is theoretically discussed and defined. Appropriate intervention into free market processes is examined as to justifications and unit of analysis. U.S. economic development policy history is reviewed in its broader form of subsidy and risk reallocation under several conceptual schemes to show constituencies, complexity, urban-rural emphasis, and biases toward industrialization. A series of sociopolitical scenarios are introduced to explain these patterns. The relationship between economic policy and federalism is explored. A conception of “rural development” is developed and reconceptualization of development along a systemic perspective is urged.  相似文献

The Eurasianist movement launched a theory according to which Russia does not belong to Europe but forms, together with its Asian colonies, a separate continent named “Eurasia” whose Eastern border is the Pacific Ocean. Similarily, in the early 1920s, Richard Coudenhove-Kalergi, the founder of the Pan-European movement, developed, the idea of “Eurafrica.” I compare the writings of Coudenhove and those of Nicolas S. Trubetzkoy and show how the idea of Europe was used as an anti-essentialist model of a cultural community. Though both “Eurasia” and “Eurafrica” may be understood to express cultural and economic imperialism, the sophistication with which both concepts are brought forward makes their interpretation as simple derivatives of chauvinism impossible. Both Trubetzkoy and Coudenhove refuse national “egocentricity” which “destroys every form of cultural communication between human beings.” Above that, Trubetzkoy and Coudenhove agree that cultural apogees have often come about through fusion. I discuss the idea of “convergence” in the context of Bergson's and Deleuze's biophilosophies.  相似文献

The fall of Mosul in June of 2014 was followed in July by the establishment of a self‐proclaimed Caliphate by the Islamic State of Abu Bakr al‐Baghdadi. Since then, the Islamic State has continued to expand its operations, persistently pushing into Sunni‐dominated parts of Iraq and Syria, nearly defeating the Kurds of Iraq, and moving against the Kurds of Syria, in Kobani, as well as army units of the Syrian state. By doing so, it has maintained an astonishingly high tempo of operations and has shown itself capable, agile and resilient. It has also proved itself to be adept at utilizing social media outlets, and in pursuing brutal tactics against civilians and prisoners that have been aimed at shocking adversaries—potential or actual—and observers both in the region and beyond. The rise of the Islamic State poses a challenge not only to the security of Iraq and Syria, but to the state system of the Middle East. Western powers have been drawn into a conflict in a limited fashion—through air strikes and advising ground forces; the UK, while engaging slightly later than other countries against the Islamic State, has followed this pattern, though targeting Islamic State forces solely in Iraq. This article considers the nature and scale of the threat posed by the Islamic State, and assesses three possible areas of further policy engagement that they UK may, or may have to, follow.  相似文献

This paper examines the gendered politics of national and international networking amongst peasant farmers' movements in South Asia. In particular the paper provides an ethnographic account, based upon the author's critical engagement with the Bangladesh Krishok (farmer) Federation and the Bangladesh Kishani Sabha (Women Farmers' Association), of the Climate Change, Gender and Food Sovereignty Caravan that was organised in Bangladesh in 2011. The paper draws upon Antonio Gramsci's theory of the philosophy of praxis and feminist research on social reproduction, dispossession and materiality to interrogate the spaces of encounter and solidarity‐building practices of the Caravan between different communities in the country and between different social movement actors. The paper examines how processes of political organisation and consciousness‐raising within and between social movements are problematised by gendered power relations. The paper concludes with suggestions concerning how the philosophy of praxis in Bangladesh might be “engendered” to incorporate a politics of social reproduction.  相似文献

Al Qaeda in Iraq (AQI) has suffered a grave setback in the context of its ongoing campaign there. Since late 2006 Sunni tribal militias working in conjunction with Coalition forces have decimated AQI's ranks, and the organisation has been largely expelled from its former sanctuaries in western Iraq. This article seeks to explain the causes of al Qaeda's defeat with a view towards drawing out their broader implications for the ongoing struggle against jihadist terrorism. I argue that AQI's defeat can be ascribed to its ideological inflexibility, its penchant for indiscriminate violence, and its absolute unwillingness to accommodate the sensitivities and political interests of its host communities. Furthermore, I argue that, far from being exceptional, al Qaeda's mishandling of its local allies in Iraq represents merely the latest instance of a tendency to alienate host communities that has long been evident in its involvement in conflicts in the Islamic world. My analysis confirms that al Qaeda's ideological extremism constitutes a vital point of vulnerability, and that it remains possible to pry global jihadists away from their host communities even in the context of ongoing high-intensity conflicts.  相似文献

The task of conceptualising social movements draws on a wealth of watery images, from protest waves and political currents, to imagining mobilisations as tides, ripples, cascades or high-pressure hydraulics. Called upon to analyse complex processes, these waters have a life of their own, carrying analytical implications while extending a relationship to water that is never only symbolic and is material, embodied and historical. This article explores the ways water is “enrolled” to understand movements, to advance three arguments: first, these use familiar water morphologies to naturalise particular, located understandings of political change and social form; second, they imply normative claims and ideological affinities regarding political struggle; third, this has implications for our relationship to water, echoing the abstract and alienating “modern water” of capitalist world-ecology. The article considers how critical water knowledges and subjectivities, often sustained by social movement spaces, indicate possibilities of a being-otherwise with water and its meanings.  相似文献
